1. EXECUTIVE SUMMARY A Prospecting License was granted by the State Govt. in the favour of M/s Khyber Cement Pvt. Ltd., J&K. (Annexure-I for Grant of Prospecting License with details of Khasra falling in applied area) at Village Kwarigam, Tehsil – Shangus & Distt. – Anantnag (J&K) vide letter No. 93-IND of 2011-dated 18.05.2011.The Prospecting License was executed on 10.08.2011 and registered on 22.08.2012. The Prospecting was carried out by the company. Applicant is a Private Limited Company (Annexure-II). There is two Directors: -

1. Abdul Quayoom Tramboo 2. Umar Khurshid Tramboo

Subsequently, the company has been applied for Mining Lease over an area of 126.33 Hectares under the provision of MCR, 1960. (Annexure-III)Lease period shall be 50 years from date of execution lease deed. In due course of time, state govt. has issued Letter of Intent for Mining Lease. (Annexure-IV)

The Mining Plan has been approved vide letter dated 20.07.2015 by Regional Controller of Mines, IBM, Dehradun. (Annexure-V) As per EIA Notification Dated 14th Sept. 2006, Environmental Clearance is required for all new Mining Projects. The present mining project falls under Category “A” as per EIA Notifications 2006. In order to obtain Environment Clearance as per Notification dated 14th Sept. 2006 from MoEF, New Delhi for the purpose of mining of mineral limestone, we are submitting application (Form-I) & Pre Feasibility Report for prior environmental clearance (EC) to MoEFCC, New Delhi. 1.2 Salient features of the project Project Name Kwarigam Limestone Area Location of mine Near Village Kwarigam

2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION A. Identification of the project and project proponent. Name of Project: - Kwarigam Limestone Area Near Village Kwarigam, Tehsil Shangus, & District -Anantnag The ultimate proposed rate of production is 1.2Million Tonnes per annum. The applied lease area is 126.33Hectares that is Non Forest Land. There is no National Park/ Sanctuary and National Monument within 10 KM radius of the applied area. Category of Project: Category A The Project Proponent is Private Limited Company. Address of the Applicant M/s Khyber Cement Pvt. Ltd., Khayam Building, Nowpora, District Srinagar, J&K-190 001 B. Brief Description of Nature of Project The Project is for the Mining of Mineral Limestone. Proposed method of Mining shall be mechanized opencast with drilling and blasting. For the systematic working of Opencast Mines, benching will be done. The height of bench will not be kept more than 8.0m at a time and the width of benches will always be more than the height. Total excavated area 106.65 hectare during the conceptual phase of mine. C. Need for the Project & Importance to the Country The Mining Project falls in the Shangus Tehsil and Anantnag District of J&K. The mineral limestone shall be used for captive purpose for manufacturing of cement. The source of earning in the area are limited. Most of the people are dependent on handicraft, Agriculture& many villagers move outside state as labours. Population is dependent on handicraft like chiseling of stone, wood and textile The upcoming project will bestow various increased social & economic benefits to the local communities and improvements in physical and social infrastructure of the area, apart from rich dividends to state Exchanger by way of Royalty on Limestone &other taxes etc. D. Demand and supply gap The area is having large reserves of Limestone suitable for manufacture of Cement. The demand for the Minerals has been steadily increasing over the years. Presently Limestone have being used for hydrated Lime manufacturing purpose. At present, there are only two Mining Leases Granted for Captive /Non Captive use adjacent to Proposed Project. However, no Cement Industry has been setup in the area. The Proposed Project is located in socially and economically backward part of District Anantanag. The Project Shall boost economy of the people & Social –economic conditions of the inhabitants shall improve considerably . The physical properties of Limestone are: Mineralogy The average quality of entire limestone of the area is given in the table below: -

Occurrence Limestone is Marine Sedimentary origin. Structure: Regional and Local Structure Primary Structure: The colour banding, litho contacts and conical fossils in limestone formations form primary structure. The formations are separated through sharp contacts boundaries with color contact between alternate light grey limestone to dark grey limestone and other formations in the area. Secondary Structure: The fault, fold, joint and shear zone constitute secondary structure in the area. There are three faults identified in the area, first fault in SE of 2050 hill at a distance of 60m, second is SE of 2050 hill at a distance of 110m and third is SE of 2050 hill at a distance of 160m. The rock formations in the area being highly compressed have given rise to Z and S folds. Z fold is clearly visible in the southern slope of the hill facing Chinar tree (reference point). A shear zone identified in NW of 1960 hill at a distance of 70m and is about 14m thick. The limestone trends NW to SE direction with steep dip ranging between 300 to 700 East. E. Export Possibility The Mining Lease is granted for Captive Use of Mineral Limestone as such, there is no export possibility. F. Domestic/Export Markets The mine is meant for captive use only thus there is no requirement of selling of the Mineral in export markets. G. Employment Generation (Direct & Indirect) due to the project Because of large-scale Mining proposed, employment generation of the area will be significant. Depending on the requirement of Mining work and as per statutory requirement of Acts and Rules, sufficient supervisory, skilled and unskilled person will be employed at the Mine for scientific& systematically mining. Safety of the Property and Mine Workers shall be our priority while achieving the targeted production. Labour Requirement - Deployment of manpower for Management plan, technical and other persons to be employed as follows:-

About 54 staff members including labours shall be employed directly and approximately 100 persons indirectly will get employment in this Mining project. Thus total around 154 persons will get employment including direct employment and indirect employment.

3. PROJECT DESCRIPTION A. Type of Project including Interlinked and Interdependent Projects, if any There is no interlinked or interdependent project of this Mine. No other allied activities i.e. washing of minerals, beneficiation etc. will be carried within the periphery of this project. B. Location (map showing general location, specific location and project boundary & project site layout) with coordinates. The area comprises 126.33Hectare and is located near village Kwarigam, Shangus Tehsil, Anantnag District of J&K. Public Road: The village Kwarigam lies about 3km from the area. The area is connected with national highway 1B at Anantnag, district HQ, 15km away from the area. Tehsil Shangus is at 10km from the area. State capital is at 65 km. Railway Line: Nearest railway station is Anantnag which is located at a distance of about 15 km from applied area. Air Port: The nearest air port is Srinagar International Airport at a distance 75 km by road.

(C)Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental consideration gone into should be highlighted. As the project is Mineral Specific and the LOI was issued for excavating the mineral limestone at the specific location near village Kwarigam, thus no alternate site was considered.

D. Size and Magnitude of Operation Proposed production of mineral limestone about 1.2 million TPA. The method of Mining is Opencast Mechanized Mining with drilling and blasting. E. Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given) The Project is for Mineral Limestone and the area comprises 126.33Hectares and as per revenue records is Govt. wasteland. The Mining will be done by Mechanized Opencast Method with drilling and blasting. Drilling of the holes will be by compressed air operated wagon drill machine. The working will be done by forming systematic benches of 8.0m average height and width of the benches will be always more than the height. The Blasting will be carried out by competent and qualified Mining Persons as per Rules & Mines and safety measures shall be the priority . Explosive shall be stored in magazine houses at the site. Special precaution will be taken for the fly rock problem. All the adequate precaution as per provision Mines Act 1952 will be taken. At the end of the life of the Mine total excavated area will be 106.65 hectare. No backfilling is proposed for want of waste material. Reclamation of the area shall be done as per the Mines Closure Plan approved by IBM. Regional Geology Kashmir valley is a Himalayan Nappy separated from Jammu hills comprising Murree and Shiwalik formations through the Panjal range and from the Ladakh plateau through the North eastern Himalayas. The state of Jammu & Kashmir comprises three administrative domains-Kashmir, Jammu & Ladakh with three prominent rivers and their tributaries i.e. Jhelum, Chinab and Sindh draining three regions. The state is hilly and mountainous with many of their peaks rising over 6096m M.S.L. The Jammu & Kashmir state contains geological formation ranging in age from Archean to recent, interestingly the sedimentary formations contain complete sequence of Marine Paleaozoic, Mesozoic and Cenozoic period. The hill ranges bounding the Lidder valley have rich fossiliferous geological record and the investigated area located east of Bowen hills falls southwest of Lidder valley. Local Geology Keeping in view the lithostratagraphy & Paleontology evidences ,rock types exposed in proposed area are in correlation with limestone deposits of Anantnag district i.e. Mattan. Check Isherdas, Bowen, Soaf Shali etc. and are thus of same age i.e. Upper Triassic Age. The area is highly compressed with shear zones and faults and on account of this is divisible into three main formations viz Formation I, Formation 2 & Formation 3. Raw Material Required Along Estimated Quantity, Likely Source, and Marketing Area of Final Product/s Mode of Transport of Raw Material And Finished Product No raw material will be required for production. No waste material is envisaged. G. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined Water will be accumulated in the part of the excavated Mine out pit area during rains and part of pits serve as a natural ground water recharging structure. As a result of extraction of Mineral, the rate of charging of ground water is likely to be increased considerably. Water collected in the pits will be used for various purposes at Mine viz. plantation, dust suppression etc. H. Availability of water its source, Energy/Power requirement and source should be given Total water requirement is about 32KLD. Drinking water will be made available through PHED supply. Water for dust suppression and plantation will be arranged from nearby villages. Water table in the area is 1787mRL (3.0m bgl) whereas ultimate depth will be 1812m RL.

There is no power in the applied area. Diesel shall be used as motive source of primary energy for mine machinery. Diesel will be outsourced from nearby diesel pumps. I. Quantity of waste to be generated (liquid and solid) and scheme for their management/disposal No waste material generation is envisaged during course of Mining. No question to stabilize the waste dumps arises.

4. SITE ANALYSIS A. Connectivity The applied area is well connected through road& road network from Kwarigam and Shangus. The nearest Air Port is at Srinagar at about 75km from applied area. B. Land form, Land use and Land ownership The applied area is falls on part of G.T. Sheet No.43O/6 which has been restricted by competent person. No forest land is involved in the lease area. The Land form is hilly terrain. As per revenue records, the land is Govt. wasteland.

C. Topography The applied area is bearing hilly topography. The highest & lowest elevation in the area is 2105mRLand 1790mRL respectively of virgin land. There is no nallah flowing within the area. Rainwater flows as per natural slope.

D. Existing land use pattern (Agriculture, on-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to the periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ in case of notified industrial area, a copy of the Gazette notification should be industrial area, a copy of the Gazette notification should be given. No forest land is involved in the applied Mining Lease area. There is no National Park/ Sanctuary/Eco sensitive Zone and National Monument within 10 KM radius of the applied Mining Lease area. There is no firm drainage present in the applied lease area.

E. Existing Infrastructure As it is fresh applied Mining Lease hence no Mine office/Rest shelter etc exists but is proposed inside the applied area. The water is required for drinking purpose & for dust suppression during mining &for Plantation Purpose. Mining will be done with the machine. First aid facilities with all necessary materials will be kept available all the time in the Mine office for use. Medical Examination shall be carried out regulatory as per rules. F. Soil Classification Scanty soil exposures are present on the foot hills. G. Climatic data from secondary sources Climate of the area is pleasant and the quality of air is as fresh as in any remote Himalayan region. The temperature in summer is goes upto 360C and in winter below zero. The snow fall in the area is expected from November end and lasts upto early February. The highest mount peaks that fall in the eastern side of the area remain snow bound for most part of the year and is primary source of water that flow down through various nallahs and streams along the Shangus valley which is main source of water in the area for irrigation and drinking purpose. The area receives an average annual precipitation of about 916mm in the form of rain and snow as is revealed by the meteorological data of the area. H. Social Infrastructure The infrastructure like, toilets, first aid stations etc. will be provided at the Mine site.

A High school is available at village Kwarigam. Dispensary is present at village Kwarigam. Government College is present at Anantnag. District Hospital is present at Anantnag.

Village people are availing drinking water facilities generally from the PHED supply system and water flow down through various Nallahs and streams along the Shangus valley.

Communication services like Post office and Telephones are available in the nearby village. Mobile phone facilities are available to nearby villagers.

Insurance cover to all workers engaged in Mines shall be provided. For Occupational safety following measure will be taken:

i. The workers will be trained in vocational training programs to get proper training in their particular work.

ii. They will be provided proper safety equipment such as safety boots, helmets, and medical facilities etc.

iii. Proper benches will be formed. Apart from this all safety, precaution will be taken as per Act, Rules and Regulation.

iv. Training for workers regarding occupational hazards. An occupational health unit will be organized and the proposed measures will be

adopted: 1. Pre & Periodical Medical Checkup program for all the workers. 2. Occupational health surveillance program of the workers shall be undertaken

periodically to observe any contractions due to exposure to dust and take corrective measures, if needed.

5. PLANNING BRIEF A. Planning concept (type of industries, facilities, transportation etc) town and country planning/Development authority Classification. The Letter of Intent (LOI) for Mining Mineral Limestone has been issued for captive purpose .The proposed production is 1.2 million TPA. Mechanized opencast method of mining will be adopted. Plantation will be done along the boundary barrier (8.81Hactares), bench floor (22.00Hactares),along road barrier (4.783 Hectares )and on barren land (5.892 Hectares ).Bench barrier plantation (22.0 Hectares) is not considered for calculation of remaining area. ** Being hilly terrain, entire mined out area cannot be converted into rainwater storage except outermost area. D. Assessment of Infrastructure Demand (Physical & Social) On the basis of the preliminary site visit, the infrastructure demand in the village was assessed on the basis of need and priority. The road facility is already available which shall be used and properly maintained. Preference will be given to local labourers from nearby villages. The health infrastructure of the study area requires improvement. The lack of medical facilities needs improvement. Medical facilities will be provided by Mine Owner

during Mining. Pit head bath facility shall be constructed and outdoor playing ground shall be available for youngsters & children. Physical Infrastructure The road facility is already available which shall be used and maintained. The labor requirement is drawn from the nearest villages, which shall also be trained for the requirement in Mines. Other infrastructure facilities required such as transport etc. for Mine labors is available by way of jeep, two wheelers etc. Social Infrastructure The Mine in the area will provide regular employment to the local villagers of the area. In all 54people will directly get employment from the project and around 100people will get indirect benefit. Total 154people will be benefitted by the project. E Amenities/Facilities A Mine office cum rest shelter is proposed inside the area. Rest shelter shall be made for workers. Water is available by the nearby area. A first aid box with all necessary materials will be kept all the time in office building for use. Medical examination shall be carried out once in every two years as per rules or as per norms.

6. PROPOSED INFRASTRUCTURE A. Industrial Area (Processing Area) No infrastructure is proposed. B. Resident Area (Non Processing Area) As maximum local person will be given employment, residential area/ housing is proposed, for Managerial and technical staff, which shall be constructed outside lease area. C. Green Belt During the Mine life it is proposed to do plantation covering area of about 41.485 hectares. The proposed species of plants will be local species.

D. Social Infrastructure The area Proposed for Ming Lease is socially, educationally & economically backward .Most of the Villagers are illiterate and professionally farmers which is a part time job during summer .During winter many people move outside the state to work as laborers in Pujab planes .There are only two mines in the Vicinity of the area .The Proposed mining Project will provide round the year direct employment opportunity to the educated and illiterate local residents Hence earning of the people will increase and will help up-liftment of socio-economic status of the lease area, which will improve their living standards. Besides this, lessee is ready to do help at their level best for up-liftment of surroundings. The Kwarigam limestone Mine will provide regular employment to the villagers of the area. The applicant shall spend towards development of the area i.e. treatment of poor’s, construction of schools, temples and &mosques besides contribute generously social work. The lessee also proposes to carry out:-

Regular health check up camps for the workers engaged in mines shall be organized. Occupational health surveillance program of the workers shall be undertaken

periodically to observe any contractions due to exposure to dust and take corrective measures, if needed;

Insurance cover to all workers engaged in mines shall be provided; Safety to prevent the worker getting injury during work following measure will be

taken: The workers will be trained in vocational training they get proper training in their

particular work. They will be provided proper safety equipment such as safety boots, helmets, and

lifeline etc. Proper benches will be formed. Apart from this all safety precaution will be taken as

per Act, Rules and Regulation. E. Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.) Has already been discussed in previous paras.

F. Drinking Water Management (Source & supply of water) Total water requirement is about 32.0KLD. Water will be available by the PHED Supply line from nearby area. G. Sewerage System Not applicable as no Domestic wastewater will generate. H. Industrial Waste Management No Industrial waste shall be generated from the proposed project. I. Solid waste Management No Reject will be generated. J. Power Requirement The operation will be done only during the day time hence there is no electric power requirement for the project at site. The Electricity is not available in the lease area and it is available in the nearest village Kwarigam.No Electricityis needed as all the machinery deployed for the Mining operations are Diesel Operated.

7. REHABILITATION AND RESETTLEMENT(R&R PLAN) (Policy to adopted (Central State) in respect of the project affected person including home oustee, land oustee and landless labor (A brief outline to be given) No Rehabilitation and resettlement Plan is required for this project 8. PROJECT SCHEDULE AND COST ESTIMATES A. (Likely date of start of construction and likely date of completion (time schedule for the project to be given) The project is proposed for the annual production 1.2 million tonnes of the mineral, once the Environmental Clearance and other statutory approvals are obtained from the concerned departments. The Mine shall be operated after immediately after grant of Mining Lease and life of mine is 59 Years. B. Estimated project cost and along with analysis in terms of economic viability of the project. Project cost The proposed project cost will be Rs. 895 lac. The Project is technically feasible and economically viable. 9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)

The area is located near village- Kwarigam, Tehsil Shangus & District Anantnag (J&K State.)

The proposed mine will bring rich dividends to the state exchanger by way of Royalty for Mineral Limestone, surface rent, sale tax/VAT, income tax etc.

The project will be economically beneficial to the local people by way of direct and secondary employment opportunities.

The project will bring about socio-economic improvement of the area and will prove beneficial to the inhabitants.

In the best interest of Mineral based Industries , Development of socially economically & educationally backward & remote area of District Anantnag ,to meet requirement of the essential building raw material (Cement) for the overall infrastructural development of hilly Industrially backward State of J&K, it is recommended the Project should be allowed to go through after considering all the Environmental aspects.
