1.0 INTRODUCTION:

1.1 Brief Description of the Project

M/s. Bharat Petroleum Corporation Limited has set up a bulk storage & dispatch

facility of MS, HSD and ATF at Cherlapally, HCL PO, Kapra mandal, Medchal district,

Hyderabad, Telanagana. Products are pumped from storage tanks to Tank Lorry Filling

gantry where Tank trucks will be filled prior to dispatch by road.

The current proposal has been submitted to State Level Environmental

Impact Assesment Authority Telangana for the proposed installation of ATF above

Ground storage Tank (1x3800 KL).

Existing plant is having environmental clearance vide order no: SEIAA/AP/RRD –

25/07-571 Dt: 20.05.2011, consent for establishment is obtained vide order no:

17022640576 Dt: 28.07.2017 and for the same consent for operation is obtained vide

order no: 17082533397 Dt: 17.01.2017 valid till 31.12.2021.

1.2 Nature of the Project:

BPCL Cherlpalli Installation operates strictly as a storage & filling facility for

hydrocarbon products. No by-products/additional products are generated/

manufactured during the operations. Hence, the present proposal is classified under

Schedule 6 (b) & Category ‘B’ according to EIA Notification 2006 & subsequent

amendments.

1.3 Profile of the Project Proponent:

Bharat Petroleum Corporation Limited is an Indian state-owned oil and gas corporation

with its headquarters in Mumbai, India. It is the world's 126th largest corporation,

according to the Fortune Global 500 list, and the largest Public Corporation in India when

ranked by revenue.

The company is mainly controlled by Government of India which owns approximately

59% shares in the company. It is one of the seven Maharatna status companies of India,

apart from Coal India Limited, NTPC Limited, Oil and Natural Gas Corporation,

BPCL and its subsidiaries account for a 49% share in the petroleum products market,

31% share in refining capacity and 67% downstream sector pipelines capacity in India.

The BPCL Group of companies owns and operates 4 of India's 22 refineries with a

combined refining capacity of over 25 Million metric tonnes per year. BPCL has

recorded outstanding results in all the facets of business for the year 2013-2014. Both in

Refining and Marketing excellent results have been delivered which have contributed

to the Company achieving the highest ever net Profit till date of Rs. 4060.88 Cr

surpassing the previous year’s record of Rs. 2642 Cr.

1.4 Need for the Project & its Importace

At present BPCL Cherlapalli Installation is having 4 no.s of tanks 2 x 1200 KL and 2 x

2500 KL of ATF. But as per the current scenario, to cater the current market demands

with 3 days of back up storage 1 x 3800 KL of A/G ATF Tank is required. Therefore it is

imperative to augment the storage capacity by providing an additional above

ground tank of ATF of 1 x 3800 KL at BPCL Cherlpalli Installation.

Description Of The Current Proposal:

The present proposal has been submitted to MoEF for obtaining EC for the

proposed 1 x 3800 KL capacity of ATF storage tank to meet the growing demand of

ATF consumers in the markets catered to by BPCL, Cherlapalli Installation.

road network. The project site is located 0.36 kms away from Cherlpalli Railway station.

Nation Highway is 7.5 Km away from project site.

Climate:

The district enjoys a tropical climate. The period from April to June is generally hot and

dry. The weather is pleasant during the period from November to January.

Temperature:

Hyderabad is located at 17°23′13.7040″N 78°29’30.0624″E.It lies in the Deccan

Plateau and rises to an average height of 545 m above the sea level. It has a unique

combination of a tropical wet and dry climate that borders on a hot semi-arid climate It

is the hottest part of the State during summer and coldest in winter. The mean

daily temperature varies from 20.4 °C to 42.2 °C from April to June and from 11.3 °C to

32.1 °C in the months of December and January.

Rainfall:

More than 75 per cent of the rainfall is received during the south-west monsoon season,

from June to September. Rainfall increases from less than 5 per cent (of the annual) in

May to 15 per cent in June. Humidity during the monsoon season is very high exceeding

75% from July to September. In the dry months of March, April and May, humidity

is comparatively low with an average of 25 to 30%. The average rainfall at IMD

Hyderabad is 823 mm.

Relative Humidity:

The relative humidity is on an average between 63%

3.0 PROJECT DESCRIPTION

Bharat Petroleum Corporation Limited (BPCL) Cherlapalli Installation is commissioned

in June 1992 with tankage of 49580 KL with the monthly thruput of 98000 KL. The Plant

is currently dispatching 250 Tank Lorries per Day in two shifts operation.

The Cherlapally Installation is serving entire all the revenue districts of Telangana

except Warangal. At present the plant is having 49580 KL Capacity of tanks for

storage of product which is insufficient even now for three day’s coverage. To maintain

sufficient stock at Airport and also to unload the Tank Wagons additional storage

facilities need to be planned. Hence it is proposed to install 1 No. additional above

ground tank of capacity 3800 KL at BPCL Cherlapally Installation.

The company now proposes to increase the existing storage capacity to ensure

continuous supply of ATF to meet the local market demand. An above ground tank of

3800 KL capacity is proposed to be introduced within the site. The proposed tank will be

integrated with the existing storage operations and will in no way alter the current

activities of the installation.

There is no land acquisition for proposed expansion. There is no ecologically

sensitive area within 10 Km radius of the project site.

3.1 Layout of the Project Site:

The total area occupied by BPCL Cherlpalli Installation is approximately 20.10 acres.

3.2 Process Description

The plant will function primarily as MS, HSD, Ethanol, Biodiesel and ATF receipt,

storage & dispatch unit. The plant operations are categorized as,

1. Receipt of product

a. Transfer of product from Cherlapally Ghatkeshar pipeline from Ghatkeshar Pump

House.

b. Truck unloading

c. Product transfer to storage tanks

d. Storage of products in tanks

2. Receipt of empty Tank trucks

3. Loading into Trucks

e. Pumping of product to Tank Lorry filling Gantry

f. Filling to Tank trucks for supply to market Retail outlets.

g. Quality check on filled Lorries.

h. Supply & distribution to markets (through Authorized Vendors)

3.3 Man Power Requirement:

The total manpower available at existing plant are 134 persons which includes

3.4 Water Reqirement, Source & Wastewater Generation

Total water requirement for existing plant is 2.8 KLD which is sourced through bore

wells. Water balance table is given below.

3.5 Industrial Waste Generation & Disposal Methods:

No industrial solid waste will be generated during the filling process. Hazardous waste

generated from tank bottom sludge and D.G set operation will be disposed to TSPCB

Authorized Recyclers. No additional is envisaged for this proposed expansion project.

Air Pollution Control Measures

No emissions are generated during the operations as the entire filling process is carried out

through pipelines from Storage Area to Gantry Shed. The only point sources of emissions

are D.G sets and Fire Engines. They have been fitted with stacks of adequate height

to disperse the pollutants.
