Background

• This program is authorized by Sections 311(c) (42 U.S.C. § 243(c)), 2606 (42 U.S.C. § 300ff-16), and 2654 (42 U.S.C. § 300ff-54) of the Public Health Service Act, as amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (P.L. 111-87)

• RWHAP supports a comprehensive system of care that ensures ongoing access to high quality HIV care, treatment, and support services to ensure low-income PLWH achieve positive outcomes

• RWHAP works toward these goals by funding direct service, local and state programs that provide core medical and support services, health care provider training, and technical assistance to help funded programs address implementation and emerging HIV care issues

• HAB designs, coordinates, and administers RWHAP T/TA activities• HAB responds to the evolving need for up-to-date HIV information,

health care delivery, and management capabilities among RWHAP recipients and sub-recipients

Purpose of FOA HRSA-17-043

To fund training and technical assistance (T/TA) in 3 focus areas:1. Technical Assistance Resources, Guidance, Education, and Training

(TARGET) Center which provides a web-based central site for T/TA products that support providers of HIV care and support services

2. Data and Reporting Technical Assistance which assists RWHAP recipients in improving data reporting for the Ryan White Services Report (RSR) and the AIDS Drug Assistance Program (ADAP) Data Report (ADR) and

3. Enhancing Community Organization Models within the Health Care Delivery System for People Living with HIV which assists AIDS Service Organizations (ASOs) and community-based organizations (CBOs) to increase capacity to provide direct HIV care and treatment through partnerships with health care organizations by providing T/TA to developing business plans and service models that support the provision of HIV care and treatment for specific vulnerable populations and to improve HIV health outcomes at different stages of the HIV care continuum

Purpose:To serve RWHAP recipients and sub-recipients by providing readily accessible, up-to-date T/TA tools and resources, via a web-based platform, that address the needs of providers of HIV care and support services. Objectives:1. Advertise and promote multimedia T/TA products. This includes,

but is not limited to, webcasts, podcasts, and web-based learning modules developed by RWHAP T/TA programs

2. Host RWHAP recipient-developed T/TA products. This allows providers access to current T/TA products that can be modified for local use

Focus Area 3: Enhancing Community Organization Models within the Health Care Delivery System for People Living with HIV

Program Expectations

Purpose: To help organizations at the community level, specifically ASOs and CBOs, support the delivery of HIV care and treatment through partnerships with health care organizations. The recipient shall provide T/TA to assist ASOs and CBOs with developing business plans and service models that support the provision of HIV care and treatment for vulnerable populations and to improve HIV health outcomes at the different stages of the HIV care continuum.

Objectives:1. Assist ASOs/CBOs in revising their service models to increase engagement in

services among vulnerable populations, and improve HIV-related health outcomes

2. Support ASOs/CBOs in developing fiscal plans that diversify funding streams

Applications that exceed the specified limits (that exceed the equivalent of 80 pages when printed by HRSA) will be deemed non-compliant

• The General Provisions in Division H, § 202, of the Consolidated Appropriations Act, 2016 (P.L. 114-113), includes provisions for a salary rate limitation

• Award funds may not be used to pay the salary of an individual at a rate in excess of $185,100 annually (base salary exclusive of fringe)

HRSA Application Review Process

• HRSA’s Division of Independent Review (DIR) is responsible for managing objective reviews within HRSA

• Applications competing for HRSA funds receive an objective and independent review performed by a committee of relevant and qualified experts through an Objective Review Committee (ORC)

• Applications submitted by the published deadline that pass the initial HRSA eligibility and completeness screening will be reviewed and rated by a panel based on the review criteria in Section V of the FOA

• The competitive objective review process is based solely on the merits of the application. It is critical that the applicant paint a clear picture of the approach and the specific work plan proposed and the capabilities that the applicant brings to the work
