MISSION OF PRAIRIE LAKES AEA The mission of Prairie Lakes AEA is to ensure success for all learners through collaborative partnerships.

In an effort to promote better understanding and communication of Board actions, prior to each Prairie Lakes AEA Board meeting this BBOOAARRDD PPRREEVVIIEEWW with an agenda and summary of the agenda is sent to all Prairie Lakes staff via email. It includes basic information on the Agenda Items and Chief Administrator’s recommendations to the Board. All are encouraged to attend the Board meetings to share their ideas and to see – live – what the discussion and actions of the Board are. Board meetings are held in the Iowa Lake Room at the Prairie Lakes AEA Office in Pocahontas at 4 PM unless otherwise noted on the agenda. This preview does not have any information related to discipline, confidential personnel matters, or negotiations.

9. Determine Date, Time, and Location of Monthly Board Meetings – Action Item – The Board will determine the most convenient and appropriate time and place for the regular meetings. These have previously been at 4:00 p.m. on the third Monday of each month in Pocahontas (we have made exceptions to this when we’ve had our annual meeting(s) with Iowa Lakes and Iowa Central Community College Boards or the IASB conference which is the same week as our board meeting)

10. Personnel Matters A. Retirement/Resignations

1. Classified – Informational item a. Deb Cofer, Custodian, Fort Dodge Office, resignation effective October 30,

2015. (.3 FTE; approximate annual cost $5,600; this position will not be replaced) B. New Hires – none at this time

C. Other – With our impending budget cuts, I would like to know if you would consider

discussing a one year early retirement incentive. I realize that our stance has been that we didn’t want to do this because of the fact that we don’t have a management fund like local districts and so you had said that the decision was to not pay people from our general fund to leave. However, it is clear that we are going to have to make some decisions about personnel cuts and we do have a large number of staff members who are potential candidates for retirement. The plan would be for us to have a conversation tonight about the concept and if directed, the Directors and I would develop a DRAFT plan to share with you in November. We would then discuss specifics about costs and benefits.

11. Approve Depository Resolution – Action Item – The Board specifies the institution of depository

for agency funds. This resolution specifies that the Wells Fargo Bank of Fort Dodge be identified as a depository for funds up to six and a half million dollars ($6,500,000) and Two Rivers Bank of Burlington be identified as a depository for funds up to five hundred thousand dollars ($500,000).

Administrator’s Recommendation – It is recommended that the depository resolution be approved as presented.

12. Approve Transportation Requests from Local School Districts - Action Item – To meet Iowa Code 281.43 annually local school districts must formally agree to allow school buses to cross boundaries for the purpose of transporting students. The specific purposes of the transportation are noted in the agreement between districts and may include transportation of special education students and/or open enrollment students if specified. These requests must then be approved by the AEA Board of Directors in which the districts reside. These requests meet the requirements of the Iowa Code. Administrator’s Recommendation – It is recommended that the transportation requests be approved as presented.

13. Chief Administrator’s Report – Information Item - A. Recognition of Excellence:

• Erin Olson, one of the instructional technology consultants on our Technology Innovation Team, was herself recognized at the ITEC conference this year. Erin received the State Technology Leadership Award in recognition of her leadership work across Iowa with both educators and students. Erin has long been nationally-visible as she works to enable greater opportunities for student voice in their learning environments. For example, she has been featured by the New York Times and was one of the five national finalists this year for the prestigious BAMMY educator of the year award. Erin also received her award last week at the ITEC conference. Incidentally, Dr. Scott McLeod, our Director of Learning, Teaching, and Innovation, received this same honor in 2013, giving our agency two of the past three recipients of this statewide technology leadership award.

B. Board Member Development: • Todd Lundgren will attend the IASB Delegate Assembly & Annual meeting on

November 18th at 9:00 a.m. and represent PLAEA. • Rick Morain and Gary Astor have both volunteered to work in the booth at the

vendor hall at the IASB convention on November 19th on behalf of PLAEA. • AEA Policy Maker Advocacy:

o On Monday, 10.12.15, I did attend the Future Ready Iowa Roundtable meeting that the Governor and Lt Governor hosted at UNI to discuss the goal of having 70% of Iowans with some education beyond high school by the year 2025. The meeting was in Cedar Falls and it was interesting with people saying some very good things about what needs to change in order for this to happen and so we need to figure out how to support this. I have recently been named, representing administrators, to the Iowa team who is creating the Iowa College and Career Readiness Roadmap. The team of nine people is attending a White House Convening in Jacksonville, FL on November 2-4 to work with other states on the best way to get all kids ready.

o Rick Morain attended our conversation with Linda Fandel at our Jefferson office on 10.15.15 with about 15 Superintendents and lobbyists from the AEA system, IASB and Iowa Central. Any highlights?

o I’m taking Senator Kraayenbrink, Representative Baltimore, and Representative Wills to Cedar Rapids on October 29 to visit Iowa BIG…and amazing school opportunity for children and a chance to show legislators what a different type of school looks like…to potentially scale up innovation across our state and continue the conversation about school being an investment vs. a liability.

o We are helping five districts with inviting a legislator to their district from 1:00-4:00 in the afternoon and then to PLAEA for dinner and conversation from 5:30-7:00 on Monday, November 23. The districts are PAC, SE Webster, Eagle Grove (Middle School), North Union and OABCIG. Please join us for dinner and conversation if you are able and especially if one of these schools is in your representative area.

• Executive Director Report – September 2015 from Brent Siegrist (attached) • Lakes Partnership School update (attached) • Creative Schools – Sir Ken Robinson – A follow up to last month since we only got

through Ch. 4…but I wanted to leave that chapter on in case you wanted to talk about specifics from any of this information. We will dive into Chapters 7 and 8 next month. If you are done with this one and looking for your next read, Most Likely to Succeed (Wagner and Dintersmith) is highly recommended.

o Ch. 4 – Natural Born Learners Check out the School in the Cloud project that Sugata Mitra

developed in 2013 (there appear to be some conflicting reports about his earlier work entitled; “Hole in the Wall” research; described on pp. 74-75). Some great questions on p. 75:

• “So if children are such natural learners, why do so many of them struggle at school?”

• “Why are so many bored by the whole process?” P. 78 – “…too many students think they are the problem, that they

are not really intelligent, or must have difficulties in learning.” What do you think of this statement?

P. 82 – “The Everton Free School and all the others we’ve looked at demonstrate two critical points: First, all students have great natural abilities. Second, the key to developing them is to move beyond the narrow confines of academicism and conformity to systems that are personalized to the real abilities of every student.” Thoughts?

P. 88 – “Personalization means teachers taking account of these differences in how they teach different students. It also means allowing for flexibility within the curriculum so that in addition to what all students need to learn in common, there are opportunities for them to pursue their individual interests and strengths as well.” Do you believe this? How might we model this at the AEA level?

Regular Monthly Board Meeting Monday, September 21, 2015 – 4:00 PM

Pocahontas, IA

Vice President Steve Jimmerson called the regular meeting of the Prairie Lakes Area Education Agency Board of Directors to order at 4:00 pm. The following board members were present: Gary Astor, Pat Brown, Sue Brown, and Rick Morain. Absent: Todd Lundgren and Dean Saunders. Board approval was given to the agenda presented by Chief Administrator Jeff Herzberg. Staff Presentation – Literacy Team: Janie Eischen and Jane Awtry, Leadership & Learning Consultants, shared information with the Board about The Balanced Literacy Project offered by Prairie Lakes AEA. A task group from The Literacy Team at Prairie Lakes AEA has created a Balanced Literacy Audit. In a balanced approach to literacy, teachers integrate instruction with authentic reading and writing experiences. The goal of the Audit is to determine the current reality of the building, provide teachers with the necessary resources and support to improve the universal tier of literacy instruction. The process begins with the completion of the audit to identify strengths and areas for growth followed by a plan of action written by the lead team. Accompanying The Balanced Literacy Audit is a rubric for decision making and supportive resources. The Literacy Team is piloting this project with North Union at Swea City. On a motion by Gary Astor, seconded by Sue Brown, board approval was given to the minutes of the August 17, 2015, Regular Board Meeting. Motion carried unanimously. On a motion by Rick Morain, seconded by Pat Brown, board approval was given to the bills as presented by Michelle Dowd. Motion carried unanimously. The cash flow report was reviewed by Michelle Dowd. The Board was informed of the following resignation:

• Robin Sandvig, Custodian, Estherville Office, resignation effective August 31, 2015. This position will not be filled. A cleaning service has been acquired to provide three hours of cleaning service per week at a rate of $10.00 per hour.

On a motion by Pat Brown, seconded by Sue Brown, the board approved the GASB 45 Actuarial Valuation of Postemployment Benefit Plan. Motion carried unanimously. Chief Administrator’s Report:

• Recognition of Excellence: Mike Schmidt, Brent Gerzema, Nicholas Schelle, Jim Hebert, Tehra Moore and Jane Jacobson were recognized by Kandy Martin and the Webster City staff, for their work on relocating our Blairsburg office to Webster City. Everyone’s efforts made the move a smooth transition for our staff. Jaymie Randel was recognized by South Central Calhoun CSD for her support to the district in completing their TLC grant application. Jaymie was commended for her professionalism. Thank you everyone!

• Board Member Development: The Board identified topics to be included in the new board member orientation; Financial structure, Do’s and Don’ts i.e. micromanage, Glossary of abbreviations, PLAEA structure i.e. organizational, offices, regions etc., IASB Board supported programs, Overview of Statewide system, Advocacy, PLAEA Goals.

• AEA Legislative Advocacy: Chief Administrator Herzberg will be taking Representative Baltimore, Senator Kraayenbrink, and Representative Wills to Iowa BIG in Cedar Rapids on October 29th.

• Chief Administrator Herzberg’s meeting with Linda Fandel has been rescheduled for Thursday, October 15th from 10:00 a.m. to 12:00 p.m. at our Jefferson office, 118 E. State Street.

Inter-District Transportation - AGREEMENTS

Code Requirements

Iowa Code 285.9 requires each Area Education Agency Board of Directors to:

A. review and approve all transportation arrangements between districts in the agency and in all districts in the agency not operating high schools

B. approve all bus routes outside the boundary of the district of the school operating buses

The information you confirm herein will is the second of two steps in the fulfillment of letter "A" above pertaining to arrangements between school districts.

The route specific information in letter "B" above will be collected in the fall.

Permissible Situations

With permission of the impacted district, a school district may operate a bus route beyond its borders in order to:

A. eliminate or reduce a safety concern related to a regular school bus routeB. promote a more efficient and/or direct route for the school busC. provide special education transportation services to and from instructional programs

located outside the districtD. provide transportation services for nonpublic studentsE. provide transportation services for open­enrolled students

EXECUTIVE DIRECTOR REPORT – SEPTEMBER, 2015

I am always ready for September to end because my birthday falls on September 30. Now that that milestone has been reached for another year, it is onward and upward in October.

September was a busy month with four days being spent in Washington DC and trips to Bettendorf, Cedar Rapids and Des Moines (several times). Here are some of the highlights…..

I was at Mississippi Bend AEA to be a part of a forum with other educational groups at the monthly Superintendent meeting. I/we spoke about where things appear to be heading legislatively, as well as how to effectively advocate for K-12 education to policymakers. It is always good to be in front of that many superintendents and hear what they are thinking. There is much frustration out there and the future looks murky at best. Nonetheless, if we can have a unified front in advocating for the necessary resources needed for K-12 education, we have a chance to see some increased funding.

I also spent time meeting with a committee of Chiefs, AEA communications people and AEA lobbyists trying to develop pertinent talking points to use with legislators in advocating for increased AEA funding. As you know, our number one priority is to get the $15 million cut to our aid formula restored. However, after conversations with the Governor’s office that issue looks pretty bleak. They are focused on the implementation date for the 3rd grade reading proficiency standards in July of 2017. As you will recall, that legislation calls for all third graders who are not proficient in reading to attend intensive summer school or be held back. That will obviously cost money and the Governor’s office is focused on how to fund that. To that end, there may be an opportunity for some additional funding around literacy efforts and we are preparing information to present to the Governor to show how the AEA system can be very helpful in those efforts. With literacy being one of the two main goals in the AEA Compact, this is important work for the AEA system to pursue. So, we will continue to see if the

$15 million can be restored, but we will also be working on other potential funding that may be available in the literacy areas.

At the monthly Chiefs meeting, we had Linda Fandel from the Governor’s office come to the meeting to discuss what the administration was thinking in terms of literacy so that we can move forward in the best way possible to position the AEA system to help accomplish the goals. Meeting with Linda is important because she has the ear of the Governor on education issues…even more so than the DE Director.

I attended the AESA Call to Action conference in Washington DC for four days this month. Five AEA Chiefs and five superintendents also attended the conference. We had updates from people involved with education issues at the federal level and then we traveled to Capitol Hill for meetings with our Congressional delegation.

The major issue to discuss was the Reauthorization of the Elementary, Secondary Education Act (ESEA). The bill is SEVEN years overdue and it has finally passed the House and Senate and is headed to a conference committee. Once it is passed, it will correct or diminish many of the problems created by the No Child Left Behind legislation which is very important in Iowa because we haven’t been approved for a waiver. Most people attending the conference get to meet with a few actual Congressional members, but often time meet just with staff. Due to my previous career, we have been very successful meeting with the Iowa members and their staff to discuss educational issues. This year was no different, but we one upped our usual success. With ESEA heading to conference committee, the Education Committee chairs are very important in the process. The chair of the Senate Education Committee is Lamar Alexander (R-Tennessee) who is a friend of mine. I arranged a meeting with him for our group so that we got the very latest information (most of it good) about ESEA moving forward. At the debrief with all of the conference attendees the next morning, we had the very latest, factual information about ESEA. That was kind of fun.

An interesting part of that visit…when we arrived at Lamar’s office, he was at the Senate voting on the Iran Nuclear deal. That would normally mean you are out of

luck and would just meet with staff. However, Lamar wanted to see the group, so his staffer took us to the basement of the Dirksen Senate Office Building and we got to ride the underground Senate subway to the Capitol. Once we were there, we met with Lamar in a private Senate meeting room for about 15 minutes. That was pretty fun because most people never get to see the underground subway between the office buildings and the Capitol.

We then had meetings with Congressmen Young, Blum and Loebsack. We did not have a meeting with Congressman King because only one person in our group was from his area. However, he was on my flight to DC so I chatted with him for 15 minutes at the airport. The only disappointment of the trip was not meeting with Senator Grassley. He has always had a meeting with us the past 10 years…more than anyone else. However, the Senate cancelled some votes and it was Thursday and he got an earlier flight back to Iowa so he was gone when our appointment was scheduled. We did meet with his education staffer. All in all, a very good trip and I believe the superintendents on the trip enjoyed the trip very much. Just another reason to love the AEA system.

I also attended several legislative fundraisers in September, including a small gathering for Senator Mike Gronstal. I visited with 6-7 legislators at those fundraisers and each contact with them (and of course the money contributions) are always helpful. Additionally, I stopped by the State Capitol this week to visit some people and the new House Majority Leader (Chris Hagenow) came into a meeting I was having. I don’t know him that well, but we talked for a bit and he asked if he could sit down with me and talk about my seven years as Majority Leader. Of course I said yes and I will take the opportunity to visit with him sometime in the next month.

Of course, there was the typical workload and meetings during the month. Arranging those meetings in Washington DC takes much more time than you would imagine, but the end result is always good. I helped get the things together for the monthly Chiefs meeting; I attended the monthly AEA Purchasing Operations Committee meeting; took part in the AEA PD Online Governance Committee meeting and attended the Chiefs two-day meeting.

I was asked by Iowa Public TV to visit with a couple of people from PBS that were in Des Moines to talk about IPTV and their children’s programming as well as some strategic planning.

I attended a meeting with the Iowa DE and all of the other educational groups to plot strategy for the upcoming assessment testing change to the Smarter Balance model. The meeting was to discuss the communications strategy as well as legislative strategy to get the assessment work funded.

I also began the planning for a meeting that we will call AEA Compact 2.0 that is a subcommittee of Chiefs, PR people and Joint Directors whose job it will be to update the AEA Compact to reflect the reality of where issues are currently. Most of that work will occur in October.

Lastly, I have been doing some research putting together a presentation concerning how things work in Iowa government and how to effectively lobby and advocate. I have started to work with PR Committee members and we are putting together a rather substantial presentation about how government in Iowa is set up; how it actually woks and how to be an effective advocate. The goal will be to visit with superintendents and other administrators across the state and give them a “legislative 101 primer” about how things work. As we have more and more administrators new to their jobs, this type of information is being requested of the AEA system. We hope to have a solid draft by the end of October and then present the material before the legislative session starts. And of course, it will be available to Board members also. I view it as some more value added professional development by the AEA system.

Board Update

October 2015

Enrollment: We have had several students start in the last few weeks. We currently have seventeen students enrolled

from ten school districts. The Elementary room has four students, Middle School has five students and the High School

room has eight students.

Staff: All staff continues to learn and build their skill set to work with students with challenging behavior and mental

health needs. During our first early dismissal day, our own Jacqui Plumb provided all staff with training around the

Adverse Childhood Experiences (ACE)study, which links childhood trauma to long term health and social consequences.

This was new information for most of our staff and will definitely benefit us as we find ways to best serve our students

and families.

Staff is also working hard to display the three LPS universal expectations: Be Respectful, Be Responsible and Be Safe, in

their own work. Our most recent winners for the staff drawing are Mindy Dooley and Bri Pullen. They were able to enjoy

a coffee treat from Black Earth Java in Spencer.

We are super excited to welcome a new addition to our staff! Jonathon Fibranz will be joining our team on October 19.

He will be working as a paraprofessional in the Middle School classroom.

PBIS: We are getting more involved with our SWIS data collection system is proving to be very informative and helpful in

pointing out specific behavior patterns in each student. We are still in the early stages, have analyzed our first full

month of data, and everyone is excited about the information that this provides. This data will allow us to look at what

we, as a staff, need to do to provide additional support and instruction around behavior.

PBIS School-Wide Celebration: Friday, October 16, we had our first school wide PBIS celebration. Students filled three

fish bowls with tickets earned by showing respectful, responsible and safe behavior. Staff rewarded them with ice

cream sundaes! With the addition of our SWIS data system, we will be able to target a specific location or behavior that

we need to work on. Our next goal for students to reach will be to reduce the incidences of physical aggression by 3%.

That doesn’t sound like a huge improvement, but we want to make sure that students experience success right away.

LPS Family Night: The end of the first quarter at LPS will be coming up on October 23. Teachers have frequent contact

with parents/guardians throughout the week regarding the progress of their student, so rather than holding

parent/teacher conferences we will be hosting a Family Night on Thursday, November 12, from 5:00-7:00 pm. This will

be a time for families to come to LPS and participate in some informational presentations. We would like to extend an
