During Budapest OSC in Oct 2013, WG members considered the requirements statement and potential activities
Group agreed that 2 elements previously included would not be part of the ongoing activities in this area:
Global FIR Boundary Crossing Support Global Harmonization of procedures, phraseologies & regulations
Group considered that future work would depend on how the CDM activities developed as that would influence resources and direction
Initial plan was to revisit and review previously issued SAWG "Seamless Airspace" documentation with a view to updating to include future CDM approach and reflect 2020 Vision

Briefings covered ASBU 101 document, needs & training analysis and associated training materials
Unanimous approval received from all stakeholders to allow publication of the document

Encourage cooperation between all aviation stakeholders during development, design and implementation phase of new procedures and during periods of irregular operations
During the OSC in Budapest the WG considered the requirements statement and the likely scope of this task – expected that this will require major resources
WG agreed to carry out some initial scoping activities and then look to discuss this further at the Ops Conference in Madrid in Mar 2014
WG assigned a lead and agreed to evaluate the industry viewpoints regarding CDM from ACI, IATA, ICAO and CANSO
This purpose of the review was to try and elicit a common understanding of CDM/ATFM across the major industry stakeholders
It is hoped that this will allow CANSO to provide a proposed common statement and a pan-industry “CDM 101” document template for discussion
Initial discussions held with ACI, ICAO and IATA in 1Q14 and views being collated Draft CDM 101 document format being considered – to be discussed in Madrid

Through our partnership agreements, encourage improved information sharing between all stakeholders including airport and AT personnel, adjoining facilities and airspace users. Expected result will be increased efficiency, less fuel burn and CO2 emissions, reduced congestion and better Passenger experience
During Budapest OSC in Oct 2013, WG members considered this CDM requirement statement and determined that this activity should not be part of the Optimised Systems WG remit
This was deemed to be more relevant to the Information Management Programme pillar as it considers data formats, types, etc

Akos van der Plaat (LNVL) stepped down at the Budapest OSC after providing excellent leadership in this area
The superb effort he put into this SG is much appreciated
Industry feedback on PBN areas of concern solicited from membership through questionnaire
Responses indicated that key areas of concern were Knowledge, Regulations, Fleet Equipage, Resources and Training
SG agreed to address these concerns in a PBN Best Practices Document

Following ICAO ANC12, ICAO setup an Ad-Hoc WG (AHWG) on standardisation. CANSO AIMWG members have been involved in contributing to the outputs of the AHWG, including: A draft standardisation policy paper
A problem statement paper
Partnership potential currently being investigated (with CANSO Head Office), to advance requirements for a Global Interoperability Framework on SWIM / AIM / IM services – with CANSO as the Global Facilitator
Using ICAO AHWG problem statement paper on standardisation, work is being progressed to gain support from the German national standardisation institute (DNI), and the institute for innovation economics at the Technical University Berlin, to look at development of a research paper (Thesis) on SWIM standardisation issues – for input to ICAO
Continue to advance support from IATA / ACI to progress development of an industry position statement (IATA / ACI / CANSO) on SWIM standardisation issues, for submission to ICAO by March 2014.
Continue to advance requirements for the establishment of a Global Interoperability Framework on SWIM, with CANSO as the Global Facilitator (i.e. the AEGIS concept)

Influence International Policy and Regulation on AIM Standardisation: (Working towards “Seamless” ATM)
Represented CANSO members at the following ICAO meetings: AIMSG7 Jan 2013, Ad-Hoc Group Meeting/9 Jul 2013, Aero-Charting Ad-Hoc Meeting/2 Jul 2013, AIMWG8 in Nov 2013
On behalf of CANSO members, the WG instituted a redraft of ICAO Doc 8126 (AIS Manual) to address legal and institutional issues. The ICAO AIS-AIM SG agreed this was a good start and acknowledge the need to further expand on these issues.
The AIMWG submitted a paper to the ICAO AIM SG on “Future Information and Security Needs”. This proposed an ICAO operated PKI in support of AI exchanges. The paper introduced Trusted Computing as an emerging trend that needs to be duly considered by aviation stakeholders.
The AIMWG members participated in the NOTAM Proliferation Analysis, initiated by the ICAO AIS-AIM SG.
AIMWG members have lead and/or have provided significant contribution to the following SG deliverables in 2013 (all of which are currently under review by the ICAO AIMSG Secretariat): AIS Manual Amendment 3 – Doc 8126, Quality Manual Doc 9839, Training Manual Doc 9919, eTOD / AMDB Manual Doc 9881
AIM Concept, WGS-84 Manual (accuracy & heighting) – Doc 9674, Charting Manual update – Doc 8697, Public Use of the Internet – Doc 9855
Next Steps - 2014
The focus will be on completing the re-drafting of Annex 15 and to introduce these changes via Amendment 38 to the Annex, and to complete the PANS AIM.
The CANSO AIMWG will be actively involved in contributing to, and reviewing the work of the SG. The AIMWG has established a temporary Task Force to facilitate the document review process.

Contribute to the development of future
operating concepts on SWIM / AIM / IM Service Delivery Management (Planning & Managing the Transition to AIM
/ IM)
The AIMWG developed a concept to facilitate Global Interoperability on ATM Information Services, called “ATM Exchange for Global Information Services (AEGIS)”. CANSO Executive have identified this concept worthy of further analysis and review by the AIMWG members.
The AIMWG continues to research industry activity and trends on SWIM / AIM / IM, and to share findings with members, regulators and industry participants whenever possible (i.e. through presentations, workshops, papers and publications posted on the ATM-Net, etc)
The AIMWG collated input regarding the ICAO Draft SWIM Concept paper, and submitted this to ICAO (through both the ICAO ATMRPP and AIMSG).
Next Steps - 2014
Continue to advance development of the AEGIS concept, through AIMWG meetings, member feedback, and the establishment of a trial / pilot project initiative.
Continue to research industry activity and trends on SWIM / IM / AIM, share findings, and initiate the development of position statements where relevant.

Aeronautical Information: A Safety Issue? Example 3: Milano Linate, 2001
› Scandinavian Airlines Flight 686, bound for Copenhagen, Denmark, collided on take-off with a Cessna Citation II business jet carrying four people bound for Paris.
› All 114 people on board the two aircraft were killed, as were four on the ground. A further four people on the ground were injured.
› Guidance signs along the taxiways were later found not to meet regulations … there were no signs by which the Cessna pilots could recognize where they were. When they stopped at a taxiway stop-marking and correctly reported its identifier, the ground controller disregarded this identification because it was not on his maps and was unknown to him.

• Several ANSPs have safely and successfully integrated RPAS outside segregated airspace
• To date mostly case-by-case basis - universally applicable procedures not yet developed
• Current RPAS cannot operate seamlessly - ANSPs have to be flexible and imaginative
• It will be essential for ANSPs to work closely with RPAS developers, manufacturers and operators for: • ICAO ASBU, NextGen and SESAR
