Rules introduced by EASA set the context for the UK’s

transformation to Performance Based Regulation.

Background

EASA Pivot to Performance Based Regulation

In the UK, the new rules are driving a move

from:

• compliance based activities over entities the

CAA traditionally regulates; to

• Target all areas that represent a major safety risk to

UK passengers and the public;

• Which requires a risk and performance

based approach across individual entities,

sectors and the total aviation system.

06/03/2014 CANSO

Page 74: PowerPoint Presentation · ATM concepts (e.g. FAS and SESAR) Greater transparency and accountability of decision making across Regulators and ANSPs Potential to increase the effectiveness

UK CAA Transformation Programme

Enhancing Safety Performance

Two year Transformation Programme is in the Deployment

Phase. CAA is working with Industry to generate four key

outcomes:

1. Demonstrably improve levels of aviation safety

in the UK and of UK entities operating globally

2. Ensure all regulatory policies and actions are proportionate

3. Coordinate industry participation in safety improvement

initiatives

4. Improve the value for money of Safety Regulation

06/03/2014 CANSO

Page 75: PowerPoint Presentation · ATM concepts (e.g. FAS and SESAR) Greater transparency and accountability of decision making across Regulators and ANSPs Potential to increase the effectiveness

What will be different

Today

• Oversight is based mainly

around compliance auditing

• The focus on Safety Risk and

Performance is consolidated

across sectors to give the total

system perspective

• Total System Risk Information

is not comprehensive

• Regulatory resources focused

directly at UK entities only

PBR Future State – 2015/16

• Intelligence used to assess safety

risk and performance across the

Total Aviation System

• Safety risks prioritised to ensure

the best safety outcomes are

achieved with greatest value for

money

• Resources targeted

proportionately to areas with the

greatest impact on safety risk and

performance

• Engagement with organisations

beyond CAA’s traditional remit

that represent a major risk

06/03/2014 CANSO

Page 76: PowerPoint Presentation · ATM concepts (e.g. FAS and SESAR) Greater transparency and accountability of decision making across Regulators and ANSPs Potential to increase the effectiveness

The safety regulator’s business is to relentlessly interrogate two key questions

1. What safety risks does aviation pose to the UK passenger and general public?

2. Are the risks being managed effectively?

06/03/2014 CANSO

Page 77: PowerPoint Presentation · ATM concepts (e.g. FAS and SESAR) Greater transparency and accountability of decision making across Regulators and ANSPs Potential to increase the effectiveness

The PBR Concept of

Operations describes Target

Way of Working that is

enabled by eight core

capabilities.

Core Capabilities

1. Gather, analyse and share

safety performance

information

2. Assess risk consistently across

entities, sectors and total

system

3. Identify desired safety

outcomes

4. Develop and evaluate options

to achieve safety outcomes

5. Prioritise resources flexibly to

deliver the chosen options

6. Work effectively across CAA

functions

7. Work collaboratively with

industry

8. Demonstrate tangible

improvements in safety and

value

Whats in it for the ANSPs

Opportunities and Benefits

Capture and share ANSP best practice and information regarding Total System Risks

Better prioritisation of regulator’s resource allocation to ANSP Safety Programmes

Increase coordination of Airline and Airport dependencies – Similar to the FAS approach

Improve skills and capability through cross-functional working

Save ANSP’s time and money

Demonstrable improvements in Aviation Safety

Greater return on investment from ANSP’s Safety Improvement Programmes.

Reduce the cost & business risk of implementing advanced ATM concepts (e.g. FAS and SESAR)

Greater transparency and accountability of decision making across Regulators and ANSPs

Potential to increase the effectiveness of the performance driven approach (i.e. safety targets in the SES Performance Scheme)

Define & facilitate ATM Service Harmonisation

Listen to our members and identify the programs that will serve them best in the pursuit of harmonization

During Budapest OSC in Oct 2013, WG members considered the requirements statement and potential activities

Group agreed that 2 elements previously included would not be part of the ongoing activities in this area:

Global FIR Boundary Crossing Support Global Harmonization of procedures, phraseologies & regulations

Group considered that future work would depend on how the CDM activities developed as that would influence resources and direction

Initial plan was to revisit and review previously issued SAWG "Seamless Airspace" documentation with a view to updating to include future CDM approach and reflect 2020 Vision

Analysis ongoing and WG to discuss in Madrid in March 2014

Support effective application of ASBU methodology

Development of guidance material to assist CANSO members in their understanding of the ASBU methodology and requirements

During Budapest OSC in Oct 2013, WG members were provided with a detailed briefing on status of “ASBU 101” overview document

SG Co-Lead Bruce Killian briefed ACI, IATA, ICAO and CANSO senior execs in Montreal, Nov 2013

Briefings covered ASBU 101 document, needs & training analysis and associated training materials

Unanimous approval received from all stakeholders to allow publication of the document

ASBU 101 document released by CANSO in Dec 2013

Work is in progress to identify regional candidates and instructors to support delivery of first training courses to ANSPs

Optimise ATM Infrastructure

Follow-up actions to WP delivered during AN-Conf/12 to promote convergence Follow-up actions to WP delivered during AN-Conf/12 to promote global harmonization

During Budapest OSC in Oct 2013, WG members considered the requirements statement and determined that this activity was no longer part of the Optimised Systems WG remit

This was deemed to be more of a CANSO Montreal activity

06/03/2014 CANSO

Page 86: PowerPoint Presentation · ATM concepts (e.g. FAS and SESAR) Greater transparency and accountability of decision making across Regulators and ANSPs Potential to increase the effectiveness

Facilitate CDM implementation

Encourage cooperation between all aviation stakeholders during development, design and implementation phase of new procedures and during periods of irregular operations

During the OSC in Budapest the WG considered the requirements statement and the likely scope of this task – expected that this will require major resources

WG agreed to carry out some initial scoping activities and then look to discuss this further at the Ops Conference in Madrid in Mar 2014

WG assigned a lead and agreed to evaluate the industry viewpoints regarding CDM from ACI, IATA, ICAO and CANSO

This purpose of the review was to try and elicit a common understanding of CDM/ATFM across the major industry stakeholders

It is hoped that this will allow CANSO to provide a proposed common statement and a pan-industry “CDM 101” document template for discussion

Initial discussions held with ACI, ICAO and IATA in 1Q14 and views being collated Draft CDM 101 document format being considered – to be discussed in Madrid

Plan is to Create CDM Implementation Plan template by end of 2014 Work to prepare CBT, Training Course, Best Practice Guide by end of 2015

Through our partnership agreements, encourage improved information sharing between all stakeholders including airport and AT personnel, adjoining facilities and airspace users. Expected result will be increased efficiency, less fuel burn and CO2 emissions, reduced congestion and better Passenger experience

During Budapest OSC in Oct 2013, WG members considered this CDM requirement statement and determined that this activity should not be part of the Optimised Systems WG remit

This was deemed to be more relevant to the Information Management Programme pillar as it considers data formats, types, etc

Standardisation: (Working towards “Seamless” ATM)

Significant effort invested by WG members to raise awareness on the issues facing the industry in this area (i.e. barriers to interoperability): Papers and presentations: ANC12, European AIM/SWIM Team meetings, CANSO AIMWG meetings, ICAO Flimsy’s, ICAO AIS to AIM Study Group

study notes, etc

Following ICAO ANC12, ICAO setup an Ad-Hoc WG (AHWG) on standardisation. CANSO AIMWG members have been involved in contributing to the outputs of the AHWG, including: A draft standardisation policy paper

A problem statement paper

Partnership potential currently being investigated (with CANSO Head Office), to advance requirements for a Global Interoperability Framework on SWIM / AIM / IM services – with CANSO as the Global Facilitator

Using ICAO AHWG problem statement paper on standardisation, work is being progressed to gain support from the German national standardisation institute (DNI), and the institute for innovation economics at the Technical University Berlin, to look at development of a research paper (Thesis) on SWIM standardisation issues – for input to ICAO

Continue to advance support from IATA / ACI to progress development of an industry position statement (IATA / ACI / CANSO) on SWIM standardisation issues, for submission to ICAO by March 2014.

Continue to advance requirements for the establishment of a Global Interoperability Framework on SWIM, with CANSO as the Global Facilitator (i.e. the AEGIS concept)

Influence International Policy and Regulation on AIM Standardisation: (Working towards “Seamless” ATM)

Represented CANSO members at the following ICAO meetings: AIMSG7 Jan 2013, Ad-Hoc Group Meeting/9 Jul 2013, Aero-Charting Ad-Hoc Meeting/2 Jul 2013, AIMWG8 in Nov 2013

On behalf of CANSO members, the WG instituted a redraft of ICAO Doc 8126 (AIS Manual) to address legal and institutional issues. The ICAO AIS-AIM SG agreed this was a good start and acknowledge the need to further expand on these issues.

The AIMWG submitted a paper to the ICAO AIM SG on “Future Information and Security Needs”. This proposed an ICAO operated PKI in support of AI exchanges. The paper introduced Trusted Computing as an emerging trend that needs to be duly considered by aviation stakeholders.

The AIMWG members participated in the NOTAM Proliferation Analysis, initiated by the ICAO AIS-AIM SG.

AIMWG members have lead and/or have provided significant contribution to the following SG deliverables in 2013 (all of which are currently under review by the ICAO AIMSG Secretariat): AIS Manual Amendment 3 – Doc 8126, Quality Manual Doc 9839, Training Manual Doc 9919, eTOD / AMDB Manual Doc 9881

AIM Concept, WGS-84 Manual (accuracy & heighting) – Doc 9674, Charting Manual update – Doc 8697, Public Use of the Internet – Doc 9855

Next Steps - 2014

The focus will be on completing the re-drafting of Annex 15 and to introduce these changes via Amendment 38 to the Annex, and to complete the PANS AIM.

The CANSO AIMWG will be actively involved in contributing to, and reviewing the work of the SG. The AIMWG has established a temporary Task Force to facilitate the document review process.

CANSO Global ATM Operations Conference, Madrid, March 2014

Contribute to the development of future

operating concepts on SWIM / AIM / IM Service Delivery Management (Planning & Managing the Transition to AIM

/ IM)

The AIMWG developed a concept to facilitate Global Interoperability on ATM Information Services, called “ATM Exchange for Global Information Services (AEGIS)”. CANSO Executive have identified this concept worthy of further analysis and review by the AIMWG members.

The AIMWG continues to research industry activity and trends on SWIM / AIM / IM, and to share findings with members, regulators and industry participants whenever possible (i.e. through presentations, workshops, papers and publications posted on the ATM-Net, etc)

The AIMWG collated input regarding the ICAO Draft SWIM Concept paper, and submitted this to ICAO (through both the ICAO ATMRPP and AIMSG).

Next Steps - 2014

Continue to advance development of the AEGIS concept, through AIMWG meetings, member feedback, and the establishment of a trial / pilot project initiative.

Continue to research industry activity and trends on SWIM / IM / AIM, share findings, and initiate the development of position statements where relevant.

Aeronautical Information: A Safety Issue? Example 3: Milano Linate, 2001

› Scandinavian Airlines Flight 686, bound for Copenhagen, Denmark, collided on take-off with a Cessna Citation II business jet carrying four people bound for Paris.

› All 114 people on board the two aircraft were killed, as were four on the ground. A further four people on the ground were injured.

› Guidance signs along the taxiways were later found not to meet regulations … there were no signs by which the Cessna pilots could recognize where they were. When they stopped at a taxiway stop-marking and correctly reported its identifier, the ground controller disregarded this identification because it was not on his maps and was unknown to him.

Introduction and Background

• RPAS operators seek greater access to airspace - will increasingly interact with the ATM system and pose many challenges

• ICAO Handbook publication anticipated Fall 2014 - Regulation to follow

• Current RPAS have a variety of shapes, sizes, equipage and performance capabilities

• Equivalence with manned aviation is the key, but RPAS have several unique attributes to integrate

Guideline Objectives

• Raise awareness of RPAS ops to ANSPs • Inform ANSPs how RPAS have been

accommodated safely into ATM • Identify issues to be addressed to achieve

RPAS integration • Suggested audience: Policy makers,

management and those responsible for procedures

• Focus: Medium/High Altitude Long Endurance (MALE/HALE) RPA operating in Controlled Airspace

Impact of Routine RPAS Operations

• Ground movement / taxiing can be challenging • In-Flight: IFR-only, slow, spiral climb, flights from A-

to-A, high altitude, non-std GPS-based avionics • Beyond Visual Line of Sight (BVLOS) ops normally

only in segregated airspace but, employing SMS principles, some exceptions: Swiss, USA and Arctic

• C2 datalink via satellite - potential for ‘latency’ • RPAS-specific phraseology not yet developed • Impact on FDP Systems: multiple waypoints, long

endurance, non-std flight plan data

Contingency and Emergency RPAS Procedures

• Radio Failure ⇔ Manned Aircraft • Lost Link: “The loss of C2 link with the RPA such that

the remote pilot can no longer manage the aircraft’s flight”. RPA follows pre-programmed maneuver - requires detailed pre-flight ANSP-RPAS collaboration

• Diversion: Should be ⇔ Manned Aircraft, but ANSP-RPAS pre-planning required

• Flight Termination System (FTS): last resort CFIT • Note: All aspects of RPAS ops should have ANSP

input

Best Practice: USA

• Global Hawk (GH) ops in NAS – case by case Certificate of Waiver or Authorization (COA) issued by FAA to Fed Govt proponents for ops outside Special Use Airspace

• GH LOA addresses ops and ATC requirements - unique and specific to each location and/or airport

• ATC provide separation with IFR traffic in Class A and Class E airspace (> FL600) based on GH IFR Flight Plan, with coordinated Contingency plans

• Squawk code 7400 is under development for Lost Link • COA - A time-consuming but safe process

Best Practice: Switzerland

• Swiss Air Force: SMS-based sequential approach • 1988: OAT RPAS ops began • 2005: NVFR Flights in class E and G • 2007: Unsegregated flights within MIL CTR/TMA • 2010: Quasi-segregated flights in civil TMAs • June 2013: 24/7 IFR-only ops in class C:

• Fixed callsign • Single link failure – mission abort • Dual link failure – pre-programmed RTB

• Newly procured RPAS – plans for more integration

Conclusion

• Several ANSPs have safely and successfully integrated RPAS outside segregated airspace

• To date mostly case-by-case basis - universally applicable procedures not yet developed

• Current RPAS cannot operate seamlessly - ANSPs have to be flexible and imaginative

• It will be essential for ANSPs to work closely with RPAS developers, manufacturers and operators for: • ICAO ASBU, NextGen and SESAR
