In common conversation “Special Needs” means different things to different people:
• Using Special Education Services
• Cognitive Disability
• Disability
• “Different” in whatever way
• “Needing help”

Maternal and Child Health Title V Block Grant
Definition - Children with Special Health Care Needs:
• Have a physical, behavioral, developmental and/or emotional condition
• Has lasted/is expected to last 12 + months
• Requires health or related services of a type or amount that children don’t generally

• Children with special health care needs are everywhere
• Their conditions are extremely varied
• They frequently have unmet needs and inadequate coverage
• They are growing up and taking their places in our communities
