tained in this report was obtained from Mr. Henson's attorney, Robert Cloa

After the FIT representatives returned to Dallas it was learned that a Mrsleased a portion of property to Grady Shipley for added capacity to his landfill.(Mrs. Clark is now incompetent to manage the property so thistransferred toto Mr. Henson and Robert Cloar, that the solid waste (mainly wood waste) portion ofthe landfill was developed.

j1^ jly^olpgyThe slope of the land and the absence of runoff diversionstructures is allowing a definite drainage pattern tobecome established which traverses the e; :ire width (southto north) of the landfill. The drainage troughs coalesceon the northern boundary of the site in a lowland area(see site sketch - Attachment Bj, leachate seeps thatappear to originate in the middle of the abandoned land"fill may also contribute to this drainage pattern.

The water table is found at shallow depths. The seasonalhigh water table is just 1 to 3 feet below the groundsurface at the northern edge of the landfill. Qroundwatermovement is through secondary permeability fractures inthe rocks and is to the north following the surf-icial dip(this has been verified by stat.c water level observa-tions).

A variety of free raste fluids and barrels containingwaste residues considered hazardous by RCRA regulationshave allegedly been disposed of in the Industrial HasteControl Landfill according to Robert Cloar. A partialsummary of types and estimated quantities of chemicals^isposed of in the landfill is attached (see AttachmentI). Many of the materials listed can move freely withinthe groundwater regime and are not readily attenuated bysoils characteristic of the site. This list was developedas a result of depositions obtained by Robert Cloar, Mr.Henson's lawyer. Fractured btocky shale fragments areevident throughout the fill area; the native silt loamcover having been stripped away years earlier due to coalmining. Free liquids, disposed of in surface impoundmentsat the fill site (see Attachment F) have the potential toenter the water table and migrate downdip over the bedrockto emerge north of the site as a seep or continue furtherunderground to other areas. Results of the s"ep sampletaken immediately off-site on March 24 (see photo N)should verify if contaminated fluids are leaving the sitein this manner.

Abandoned shallow angle coal shafts on-sUe could alsoart as an avenue for the migration of waste fluidsoit-sit". The precise location of these shafts is notknown but are believed to traverse the northern boundaryof the landfill on to Mr. Henson's property adjacent tothe site. High acid groundwaters, with a pH of 1 . 5 to2.5, might be expected due to acid mine drainage.

Several half bur'^ barrels were observed immediately off-site (see photos ^5 and #13) . The list of chemicalsallegedly dumped on-site describes a number of barrels ashaving been deposited in the fill.

Conclusion and Recommendations

Available geohydrologic information suggests that the po-tential for surface and groundwater contamination is highat the Industrial Waste Disposal, Inc. landfill site. Itis recommended that;
