Overview

• Aug. 17th, 1999 Istanbul Earthquake

• 17.480 killed, 43.599 injured

• Using Supply Chain Management as an Evacuation Plan in Disaster and

Crisis Management: Istanbul Case, Sinan TÜRKMEN

• Deployment of Field Hospitals in Mass Casualty Incidents, F. Sibel Salman

Preparedness

Overview

• Single Period, Airport Evacuation

with Turkish Air Force’s

Capabilities

• Multi-Period, Openning New Field

Hospitals

Literature Review

• Resource Allocation

• P-Median Selection

• Route Selection

• Multi-period mixed integer programming

Problem Definition

• Possible Istanbul Earthquake

• The casualties which cannot be placed in the existing hospitals

• Open new field hospitals

• Move to other cities’ hospitals by aeroplanes

Problem Definition

Problem Definition

Data Generation

• Province Based Population

• 18+15+50 Aeroplanes (C-130, C160, CN235)

• Possible Earthquake Severity-Upon Epicenter

• Possible Severity in the Provinces

• Total Dwellings in the Provinces

Data Generation

• Possible Damaged Dwellings

• Possible Casualties in the Provinces

• Active Bed Amount in the Provinces

• Unserved Casualties based on the Provinces

Mathematical Model

Mathematical Model

Mathematical Model

• In Mathematical Model, we try to minimize the total time for any person to

arrive at a hospital (existing, new field or outsourced via aeroplanes)

• Decisions are

• Where to locate new field hospitals

• How many/ which types of aeroplane must be sent to where (Sabiha/Atatürk)

Mathematical Model

• Parameters are

• Provinces’ active bed capacity

• New field hospitals’ capacity

• Total inventory of the aeroplanes

• Capacity of the aeroplane types

• Travel times

Mathematical Model

• Solution Methodology

• Single period, single casualty type, infinite vehicles

• Single period, multiple casualty types, infinite vehicles

• Multiple period, single casualty type, infinite vehicles

• Multiple period, multiple casualty types, infinite vehicles

• Multiple period, single casualty type, finite vehicles

• Multiple period, multiple casualty types, finite vehicles
