8. To sponsor worthwhile youth programs for boys and girls throughout the state of Illinois.

10. Toensureuniformityofstatetrafficlawsandtopromotegeneralpublic safety.

11. Toinformgovernmentofficialsandstatelegislatorsoftheproblemsoflaw enforcementofficersasrelatedtotheirworkingconditionsandsalaries.

12. To defend and publicize the integrity of the vast majority of Illinois police officerswho,atgreatpersonalsacrifice,aredevotingtheirlivesand careers to the noble profession of law enforcement.

Aswehavesaidinthepast,theattackonpublicsectorbenefitsisononceagain.Thespringlegisla-tive session has not failed in our expectation to be a full out attack against our benefits. All of us with the“WEAREONE”Coalitionhavebeenworkingtogethertofighttoprotectourwages,pension,andbargainingrights.Duetoourunitywiththecoalition,wehavebeenabletosquashseveralbillsthatwould have jeopardized our rights.

We have been diligently working with the IL Public Safety Coalition to help save the Training and Standardsboard’sbudget.TheGovernorhasproposedinhisFY2013budgettotakeover$11Mil-lion from the Traffic and Criminal Conviction Surcharge Fund (TCCSF) and appropriate it to the IL State Police Operations budget. This is over 56% of the total estimated revenue of the (TCCSF). The problem is that the training and standards board relies totally on the funds from (TCCSF) for their budget.Ifthishappens,theTrainingandStandardsboardwouldbeleftwitha$4Millionshortfallintheir budget. This shortfall would force them to cut several training units and training courses. We willfighttosavethismoney,sowedonotseeacutinanytrainingcourseswhicharevitaltoourpro-fession.

Theelectionseasonisuponus,pleasecontinuetocontactyourrepresentativesandletthemknowwe will be watching their actions and voting in the upcoming elections. Please do your part and get out and vote. This is the only way we can show our legislators that public sector employees will stick together and hold them accountable for their actions. If you have not yet checked out our facebook page,pleasedoso.YouwillbeabletogetuptodateinformationaboutwhatishappeninginSpring-field.

RegardingupcomingPB&PAevents,ifyouhavenotalreadysignedupfortheannualgolfoutingwhich Peoria Unit #27 is hosting in July. Please do so; I am sure it will be a great time. We also have the annual softball tournament coming up in August. This tournament is being hosted by Alton Unit #14. Please get your teams together for both events and registered soon.

TheExecutiveboardispreparingtohostthisyear’sAnnualConvention,whichwillbeheldattheAbrahamLincolnHotelandConventionCenterinSpringfieldonOctober5th,6thand7th.Wearestillworkingonthedetails,butIbelieveitwillbeagreattime.Ilookforwardtoseeingeveryoneatthisyear’s events.Be safe and God Bless.

Would you like to become a lifetime member with the PB&PA of IL, but your unit is less than 20 years old?

Did you know that you can “buy-out”, at half-price, the years of membership dues that you would need to reach your 20-year minimum with the Association?

For example: Adams County Sheriff’s Depart-ment,Unit #155 joined theAssociation in 1996.Ifoneoftheirofficersretirednowafterbeingonthat department for 20 years and having paidAssociationduessince1996,heorshewouldonlyhave12yearswiththePB&PAofIllinois.Ifheorshewantedtopayfortheremainingeightyearsinadvancetobecomealifetimememberandreceivehis/hergoldcard,heorshewouldneedtopay$168(8yearsx$42peryeardividedby2).Heorshealsohastheoptiontocontinuepayingyearlyduesatthefullmembershiprate(currently$42)untilsuchtimeasheorshereachedthe20-yearminimumandreceiveshis/hergoldcardatthattime.

Bloomington PB&PA Unit #21 held their annual Christmas Movie on December 17th. There were 158 in attendance this

year and they filled the theatre. Next year they will try to fill the Mega-Plex theatre at the Galaxy 14 Theatres in Bloomington.

This year members and their families were asked to bring a new toy for the Toys for Tots Program in McLean County. There were over 100 toys collected along with a few cash donations.

The smiles on the children's faces at the movie (Chip Wrecked) and when they met Santa after was a wonderful sight to see.

Once again we have Brother Ed Shumaker to thank for anoth-er wonderful time for everyone.

Keyes is a contestant on the 4th season of the TV reality firearms competition show “Top Shot” that is airing in the spring of 2012 on the History Channel. Keyes now 40yearsold,metSmithin1992,whenKeyeswasjustayoungmanof19yearsofageworkingoddjobs,andperforming music and dance locally. Smith was teaching martial arts classes with the Chicago Heights Park District,inChicagoHeights,Illinois,whenKeyesjoinedtheclass.

After several months of training in this Japanese discipline of Ju-Jitsu and preparing for his rank promo-tionrequirements,KeyeshadexpressedaninterestinlawenforcementasacareerandlaterlearnedthathisSensei (instructor) Brian C. Smith was a Police Officer with the Chicago Heights Police Department. In addi-tiontoteachingtheJu-Jitsuclassesatthelocalparkdistrict,Smithisalsoacertifiedfirearmsinstructor.SmithearnedhiscertificationswiththeIllinoisPoliceTrainingStandardsBoardforhandgun,shotgunandpatrolriflealongwiththeNationalRifleAssociation,LawEnforcementActivitiesDivisionforhandgun,shotgun,rifleandselectfire(carbineandsubmachinegun).BecauseofKeyes’senthusiasm,SmithtookspecialinterestwithKeyes and invited him to attend several of their firearms events where Smith taught Keyes basic shooting fun-damentals with a variety of firearms disciplines. This sparked Keyes to purchase his first handgun and accom-panied Smith and the shooting crew to his first pistol match at the Iroquois County Law Enforcement Associa-tionmonthlypistolmatches,attheIroquoisCountyFairgroundsinIllinois.

Smithwouldjokinglytellthestoryonhowbad,Keyes’sshootingscoreswereinthebeginning.Ourteas-ing Keyes did not discourage him from constantly reporting to the range to perform endless hours of practice toovercomethatobstacle.Onhisownincentiveandexpense,Keyesattendedanumberoffirearmsclassestaught by many well known firearms instructors along with continuous training with Smith during his depart-mental in-service training sessions at the Harvey Police Department Range for various police agencies.

EricKeyeshasdevelopedhisownuniquestyleofshooting,takinghelpfultipsfromthevarietyofinstructorshe has studied under. Keyes is a regular pistol shooting competitor with several of the local shooting associa-tion’s competitions and he is consistent in achieving high scores. Smith reports that Keyes has a passion for shooting and a great love for firearms. Smith further noted that “…our conversations always end on the topic offirearmsorshootingexercises,nomatterwhattheinitialtopicisabout.”

Eric is a former U.S. Army Reservist and began his law enforcement career with the Harvey (IL) Police Departmentwhereheservedasapatrolman,specialoperationsofficer,swatofficer,andhomicidedetective.He also worked as a police officer with the Chicago Housing Authority Police Department and is currently em-ployed with the Metra Railroad Police Department.

Brian C. Smith retired from the Chicago Heights Police Department with 30 years of service at the rank of Captain,servinginpatrol,investigation,specialoperationandtraining.Afterretirement,Smithacceptedacon-tract position as police chief with the Glenwood Police Department for three years and is currently employed as a patrolman with Steger Police Department. Smith has earned approximately 32 police related instructor

In1981,SmithfoundedtwotrainingschoolsknownastheChicagoHeightsJu-JitsuAcademyandtheMetropolitanPoliceSelfDefenseInstitute.Theseschoolshaveremainedactivetothisdate,where Smith is still currently teaching the martial arts classes with the Chicago Heights Park District. Heisextremelyproudtoattestthatsincestartingthisclass,therehasbeenapproximately34youngkids who have joined this class with very little direction or supervision in their lives and later chose law enforcementasacareerpath.Itisthegreatestcomplementasaninstructorwhenthepoliceofficers,now adults who would occasionally visit the class to relate their testimony to the current students about their benefits they received from the class and not forget where they started.

Smithcontinuestotraincivilians,alongwithprivateandpublicpoliceagenciesinfirearms,defen-sivetactics,andSWATtactics.Hehaspublishedapproximately50plusarticlesonlawenforcementtraining and has recently initiated a program which has grown in popularity titled: Basic Handgun Fundamentals for Police Wives. There is a waiting list for every scheduled session.

Hobart “Curley” Rogers Scholarship Fundfor the School Year 2012/2013

Section 1.ThepurposeofthecreationofthisscholarshipfundistohonorthememoryofHobart“Curley”RogersandtoprovidefinancialassistancetothechildrenofmembersofourAssociation.TheBy-lawsCommitteewasdesignatedastheScholarshipCommitteeandsetforththerulesandregulationswhichshalldeterminethoseindividualseligibleforeachscholarship.Themandatoryminimumguidelinesshallbeusedtodeterminewhoreceivesthescholarshipseachyearasfollows:

1) Thescholarshipfundshallcommenceintheyear1995.Four(4)$1,000.00scholarshipsshallbeissuedtofoureligibleapplicantsenteringorenrolledinundergraduatestudies.

2) Eachyearthereafter,four(4)additionalscholarshipsshallbeaddeduntilatotalofsixteen(16)scholarshipswillbeawardedbytheyear1998.

3) Oncethesixteen(16)scholarshipshavebeenissued,thenumberofscholarshipsissuedperyearshallnotexceedsixteen(16).

4) AllapplicantsmustbeasonordaughterofaPB&PAmemberingoodstandingwiththeAssociation.Theterm“sonordaughter”shallbedefinedbytheScholarshipCommittee.TheScholarshipCommitteedefines“sonordaughter”toincludestepson,stepdaughter,fosterson,fosterdaughter,andlegaldependentsofthePB&PAmember.PB&PAmembersarenoteligibleforthescholarshipsforthemselves.

5) TheScholarshipCommitteeshalldeterminewhenallapplicationsmustbereceivedandsetforthwhentheawardshallbeissued.TheapplicationdeadlineisMarch1ofeachyear.TheScholarshipCommitteewillmeetbetweenMarch15andMay15ofeachyeartoreviewapplicationsanddeterminescholarshiprecipients.ScholarshiprecipientswillbenotifiedbytheScholarshipCommitteewithintwo(2)weeksfollowingtheCommitteemeeting.

6) ScholarshipapplicationswillbemadeavailabletoeachlocalPB&PAunit.7) Scholarshipapplicantsmustincludeanessayorpersonalbiographyofnomorethanthreepageswith

theirapplication.8) Scholarshipfundingwillbedisbursedbysemester($500.00persemester).9) Uponreceiptofthescholarship,allscholarshiprecipientsmustcompleteatleasttwelve(12)hoursof

courseworkpersemester.Recipientsfailingtocompletetwelve(12)hoursofcourseworkpersemester,orequivalentthereof,willnotbeissuedpaymentforthosesemesters.Anyrecipientwhofailstocompletetwelve(12)hourspersemester,orequivalentthereof,fortwo(2)consecutivesemestersshallhavetheirscholarshiprevoked.Anyrecipientwhofailstocompletetwo(2)twelve(12)hoursemesterswithintwo(2)consecutiveyearsfromthedateofthescholarshipissuance,shallhavetheirscholarshiprevoked.Ineithercase,analternate,selectedbynumericalratingandvalidatedbytheScholarshipCommitteeforthecurrentyearinwhichtherevocationwouldtakeplace,shallreceivetheremainingtermoftheoriginalscholarshipgrantedtheprimaryrecipient,providedthealternatemeetsalloftherequirementsatthetimeofsuchapproval.

10) Scholarshiprecipientsmustmaintaina“C”averageeachsemesterandprovidetheofficeoftheExecutiveDirectorofthePB&PAwithatranscriptoftheirgradeseachsemestertomaintaintheirscholarship,foramaximumoffour(4)consecutiveyears.

11) Eachscholarshiprecipientmustprovideproofofschoolregistrationorenrollmentpriortoreceivingfunding.

12) EducationalinstitutionsthatscholarshipapplicantsarerequestingfundingformustbeaccreditedandapprovedbytheScholarshipCommittee.

13) TheExecutiveBoardretainstherighttooverruleanyscholarshipawardissuedbytheScholarshipCommittee.

14) Itisexpresslyunderstoodbyallscholarshiprecipientsthatheorshepossessesnopropertyinterestinthescholarshipandsaidscholarshipmayberevokedatanytime.TheScholarshipCommitteeshallhavetheauthoritytorecommendtherevocationofanyscholarshipatanytimeandforanyreasonwhatsoever.

Section 2.TheExecutiveBoardmay,initsdiscretion,createguidelinesforandawardadditionalscholarships,providedthatthescholarshipcommitteeshallsetforthrulesandregulationswhich

shalldeterminethoseindividualseligibleforeachscholarship.

PBPA Executive Board Policy Regarding the Payment of Death Benefits

Adopted - January 28, 2006

1. Memberdeathbenefitsshallbepaidtothemember’sdesignatedbeneficiary,orintheeventno

beneficiaryisdesignated,tothemember’sestateinthefollowingamounts:a. Members70yearsofageorovershallbepaidabenefitamountoffivehundreddollars($500).b. Membersundertheageof70shallbepaidabenefitamountofonethousanddollars($1,000).c. Membersundertheageof70killedastheresultofanaccidentshallbepaidabenefitamountof

twothousanddollars($2,000).d. Memberskilledinthelineofdutyshallbepaidabenefitamountofthreethousanddollars

($3,000).e. Nobenefitshallbepaidwhenamember’sdeathiscausedbysuicide.

2. Allclaimsforamemberdeathbenefitmustbemadewithin1yearofthemember’sdateofdeath.Incaseswhereanactualdateofdeathcannotbedetermined,claimsmustbereceivedwithin1yearofthedateofajudicialfindingofpresumptionofdeath.Claimsnotmadewithinthistimelimitationshallnotbepaid.

3. ExceptincaseswheretheExecutiveBoarddeterminesthatexigentcircumstancesexistwhichjustify

immediatepaymentofamemberdeathbenefitthefollowingpaymentpolicyshallapply.AllclaimsreceivedbytheFinancialSecretaryonorafterJanuary1andonorbeforeJune30shallbepaidinthefollowingmonthofJuly.AllclaimsreceivedbytheFinancialSecretaryonorafterJuly1andonorbeforeDecember31shallbepaidinthefollowingmonthofJanuary.
