that those State and Federal Legislators pay attention to our needs and our family needs. You notice I did not say, “wants!”
I guess you could say because we ask for something it is a “want.” I beg to differ. Those things that we ask for is what I consider parity, justice, fairness and most of all a need. At the time I am writing this there are approximately 30 pieces of legislation proposed that has something to do with taking away our defined benefits. The Illinois Municipal League is behind them. The thing that I really don’t understand is how could they get anyone to sponsor such bills to take those benefits away from police officers and firefighters through out the State of Illinois. I guess they must live in a different place and have never either needed the services of a Policeman or Firefighter or known anyone in their family to ever need a police officer or firefighter or maybe none of their people they represent have ever needed those services.
It is a fact that as our society progresses and technology advances we fall to the idea of “MORE GOVERNMENT.” We do not need more government what we need is make the existing government work. If we get back to the Ten Commandments and the Golden Rule and follow those then why do we have to have laws or taxes to make those laws to define a violation of those laws. I realize that we are not still in 1776 but 2008. The principals are still the same. We the People have certain inalienable rights.
How can we get accomplished the things that need to get accomplished? To use an old cliché “The squeaky wheel gets the grease.” We need to be that squeaky wheel. Call on your congressional leaders and tell them that we need their support now more than ever. Tell them we cannot compromise on benefits that we deserve.
I do not know if you can call what the President does pleasure or punishment. I can tell you that
there is a lot of work that goes into this position. This is a labor of love. It has to be because no one in their right mind would do this willingly. I DID! I have given a lot of time to our organization as well as numerous board members before me. I believe in order to be a successful organization we must have those dedicated individuals. We are looking for those that are not looking for a pat on the back, to feed their ego or to sweeten our own pockets. This Benevolent Organization is FAMILY. We are all bound together by one thread and that is the thread of Law Enforcement.
The job you have elected me to does have its ups and downs, of course it is just like police work (continually changing). One of the most important parts of being President is “Protecting the Protectors.” In our normal everyday jobs, (What’s normal about it?) We the individual police officer(s) or department(s) are protecting, providing a service to the community in which we serve as well as balancing our own family duties and responsibilities all the time so at the end of our watch we can say we have done a good job!
Some of those tasks for protecting our communities and us must involve our legislative process. For this we have a legislative committee that provides us with a legislative agenda. That agenda is not all of the times etched in stone, as we would like it because there has to be compromise. It does seem that we are the ones that always compromise. This legislative process is constantly changing and there again it seems like it is always changing (mostly bad) toward us. We have to be ever vigilant and ensuring

Help the PB&Pa honor your department’s top cop(s) by sending your nomination for the PB&PA Police Officer of the Year today!
This award shall be given to an individual police officer or group of officers who, in the opinion of the selection committee, are worthy of recognition for their accomplishments. In addition to the award itself, there
will be two individual police officers or groups of officers selected to receive Honorable Mention Awards.
Any member of the PB&PA may nominate any certified peace officer employed full-time in any agency in Illinois for the Police Officer of the Year Award. Membership in the PB&PA is not required to be nominated or to win. The nomination simply requires a letter from a member identifying the officer(s)
nominated as well as completely and accurately describing the incident(s) in which the officer(s) was (were) involved where he or she demonstrated outstanding service, exemplary job performance or heroism.
All nominations and supporting documentation must be submitted to the Executive Office of the PB&PA no later than september 1, 2008.
The nominations should be for heroics or outstanding service that has taken place during the period of July 1, 2007, through July 1, 2008.
These awards will be presented to the recipients at the banquet on the Saturday night of the PB&PA’s Annual Convention in October.

OnMonday,December17th,2007Ofc.JohnHedges,patrolmenfortheMattoonPoliceDepartmentand Member of the PB&PA Unit #35 responded to a call for service in reference to a newborn baby
being reported lifeless and unresponsive.
Ofc.Hedgesarrivedonthescenefirstbybeingclosetotheapartmentcomplexwhentheemergencycallwentout.“IcallitGod’sway,”saidabystanderonscene,recallingthefranticeffortsinthesmallbathroom of the apartment where Ofc. Hedges found the mother and lifeless child and rendered his assistance.
Ofc. Hedges then promptly took charge and continued efforts in the bathroom until the tasks could be turned over to emergency personnel after they arrived on the scene.
Afterwards. Ofc. Hedges was quoted tosay,“WhenIgotthere people were going pretty hysterical and the umbilical cord was still attached to the baby. The baby was completely purple,Ireallydon’tthink I did anything extraordinary,”Hedgessaid.“ButwhenItalkedtooneoftheseniorofficershesaidinhis16yearsonthe department he never heard of anything like that happening.”
On December 10th,2007,theMattoonAmericanLegion,Post#88,andtheMattoonVFW,Post#4325presentedOfc.Hedgeswiththe2007OfficeroftheYearawardforhisheroiceffortsinsavingthelifeofanother. Next on January 24th,2008,theMattoonPoliceChief,DaveGriffith,andtheMattoonEagles,Aeries#3438continuedtheaccoladeswiththeir2007OfficeroftheYearAwards.
Onbothoccasions,Ofc.Hedgesstated,“Iwasjustdoingmyjob,andthinkIdidwhateveryoneelsewouldhaveatthattime.”ManybelieveOfc.Hedgesisbeinghumble,buthisextraordinaryact,quickthinking,anddedicationtocallsofservicesuchasthisshouldberecognized.

Hereweareagain,anotheryear and summer around the corner. It’s been awhile since anyone in our Unit has submitted anything about what we have been doing; I hope in the near future we can start putting more updates in the magazine.
Naturally our department along with all the police departmentsinDeKalbCounty and the NIU Community are getting over the tragic events of (ValentinesDay)February14th at the campus of Northern Illinois University. All the departments coordinated with theDeKalbPoliceDepartmentto assist the University Police Department who naturally were overwhelmed and under trained to handle a situationofthismagnitude,but with the outside help of IllinoisStatePolice,DEA,DeKalbCountySheriffsDepartment,SycamorePoliceDepartments,andFBIwewere able to endure this major undertaking. I hope everyone can keep the victims and their families in their thoughts and prayers.
RETIREMENTS:
One of the longest employee’s of the department coming in at 33 years and
4 months is Lieutenant Jim Kayes.Jimfinallyleftwithsomepushing,buthedidn’tgofar,hewashiredasaprivate contractor for the city’s Code Enforcement Department. Then we have the quite in a hurry Lt. Dan Gerace with 30 years and some change. He also didn’t go far since he was hired as aCommunityServiceOfficer.CONGRATULATIONS!!!
PROMOTIONS:
Moving up the ladder is Sgt. Wes Hoadley who will be heading up the Administration Division as Lieutenant. Wes has 18 years and was the past president of Unit #71 for 12 years. He also was elected recently on the board of the FBINAA Northern Division out of Chicago. The next rung in this ladder is Sgt. Gary Spangler who is now Lieutenant Gary Spangler and is in charge of the Investigations Division where he has spent most of his 19 years on the department. Finally,CorporalsTomPetitand Jim Haacker were promoted to Sergeants and are assigned to the patrol division. Tom also was a past president of Unit #71 for 2 years.
NEW HIRES:
WehaveOfficersJessicaOehler and Geoff Guzinski who were hired in the last few months. GOOD LUCK and WELCOME ABOARD!!!
OTHER NEWS:
TheDeKalbUnitjustrecently completed their annual Charity Breakfast attheKnightsofColumbus(April27,2008)anditwasanother success. The community came out in full force and supported us and we are very grateful for their continued support of us and our charities. We made approximately$1,800forourorganization. Our up and coming 5th Annual Charity Gold Tournament will be held on Saturday July 12th at the River Heights Golf CourseinDeKalb.Comeoutand join us and have some fun. On October 22nd,PeoriaPublicSchoolsDistrict150Unit#114startedtheGangResistance Education and Training (G.R.E.A.T.) Program. G.R.E.A.T. is a school basedgangpreventioncurriculumtaughtbylawenforcementofficers.OfficerDemarioBooneandOfficerSylvesterBusharethecertifiedofficersteachingtheprogram curriculum throughout Peoria Public Schools. The curriculum provides activities to help students:
Realizing the truth about gangs and violence.a) Making good decisions.b) Dealing with Peer Pressure.c) Developing empathy for others.d) Identifying and set realistic goals and how to achieve them.e) Identifying and react to anger.f) Resolve conflict.g)
Over500PeoriaPublicSchoolsfifthgradestudentscelebratedthecompletionofa violence prevention program. The celebration includes student’s presentation highlighting the value of the program. Students all received graduation gifts including abackpack,T-shirt,waterbottleandcalculators.Asecondsessionincluding5th and 6th graders will start March 14th and continue through the end of the year. A summer school session is also planned. The 13-week program is funded by a grant from the Department of Justice/ Bureau of Justice Assistance.

At this year’s Annual Corned Beef and Cabbage Dinner we honored 47 of our Sergeants that retired in 2007. Each retiree was presented with their retirement star and a proclamation issued by the Chicago City Council acknowledging their dedication and service to the citizens of the City of Chicago. Best wishes to all of the new retirees and their families.
On 11 August 2008 we will be holding our annual golf outing at Silver Lake Country Club. Last year we had over 200 golfers participating in this event. SMOOT RETURNS TO HARVARD LAW SCHOOL
During the weekend of April11through13,2008,representatives from the largest police unions in
the US and Canada converged on the Harvard campus to discuss a variety of current issues common to law enforcement. This important series of lectures and workshops was jointly hosted by American Police Beat (APB) magazine and the Harvard Law School Labor and Worklife Program (LWP). The busy agenda included lectures by former presidentialadvisorDavidGergen,Media strategist MartyLinsky,Political consultant GeoffreyGarfield,law enforcement advocate Craig Floyd,BostonPolice Patrolman’s Association and NAPO President ThomasNee,andeconomics professor Richard B. Freeman.
OurChiefCounsel,SeanSmoot,hasbeen both an attendee and speaker at this prestigious gathering of police union leaders for the past 4 years. Unions present this yearrepresentpoliceofficersordeputiesfromHonolulu,Baltimore,Boston,Chicago,Austin,Houston,Albuquerque,Detroit,Philadelphia,LasVegas,OklahomaCity,FortWorth,DadeCounty(Miami),Arlington,Atlanta,ElPaso,Indianapolis,Mesa,Jacksonville,Minneapolis,SanJose,LosAngeles,Sacramento,andSanFrancisco. Canadian police union leaders represented organizations inToronto,theProvinceofOntario,and the Canadian National Police Association. These seminars are popular with the besieged leaders of this nation’s police labor groups. The lecture topics and robust discussions
that follow allow these labor’s representatives to gain insights on trends and developing issues that are common to all. According to Smoot,“Theseunionleadersoftenfindasmuchvalueindevelopingpeer networks as they do in the educational presentations.”
This year’s agenda included presentations on the following topics:
•Illegalimmigrationanditsimpacton municipal policing
•Qualitiesofleadership•Resourcingeffectivepoliceassociation leadership•Mediastrategiesforeffectivepolice unions•Ethics•Civilianizationandprivatizationofpolice services•Theincreasingviolenceonmembers of law enforcement•Trendsinhealthcareforunionmembers•Raceanditsimpactonlawenforcement•Politicalactivism
Notsurprisingly,participantslearned that these issues are not constrained by national borders.
The attendees learned early on that the problems common to US unions and associations are just as prevalent in Canadian organizations. It was also alarming to hear that Mexican border towns and cities are facing levels of discord and violence that directly and adversely impact the police departments on the US side of the border. Among the most common and immediate problems facing many of the departments represented at the workshop are:
•Significantandoftendirestaffingshortages.•Recruitmentandretention struggles.•Perceivedfiscalcrisis in municipal budgets.•StalledMOUnegotiations and requested give-backs.•Civilianizationoftraditional police tasks.•Runawayorgrandstanding civilian oversight.•Politicalbackhandingof police unions by civic and elected leaders.•Ineptorcorrupt

Atthe1996Convention,heldinChampaign,aresolutionwaspassedbythedelegatespresent,whichraisedtheamountofthegrants.Theresolutionstatedthatlocalunitscouldapplyforayouthgrantrequestingupto$1,000.

PBPA Executive Board Policy Regarding the Payment of Death Benefits
Adopted - January 28, 2006
1. Memberdeathbenefitsshallbepaidtothemember’sdesignatedbeneficiary,orintheeventno
beneficiaryisdesignated,tothemember’sestateinthefollowingamounts:a. Members70yearsofageorovershallbepaidabenefitamountoffivehundreddollars($500).b. Membersundertheageof70shallbepaidabenefitamountofonethousanddollars($1,000).c. Membersundertheageof70killedastheresultofanaccidentshallbepaidabenefitamountof
twothousanddollars($2,000).d. Memberskilledinthelineofdutyshallbepaidabenefitamountofthreethousanddollars
($3,000).e. Nobenefitshallbepaidwhenamember’sdeathiscausedbysuicide.
2. Allclaimsforamemberdeathbenefitmustbemadewithin1yearofthemember’sdateofdeath.Incaseswhereanactualdateofdeathcannotbedetermined,claimsmustbereceivedwithin1yearofthedateofajudicialfindingofpresumptionofdeath.Claimsnotmadewithinthistimelimitationshallnotbepaid.
3. ExceptincaseswheretheExecutiveBoarddeterminesthatexigentcircumstancesexistwhichjustify
immediatepaymentofamemberdeathbenefitthefollowingpaymentpolicyshallapply.AllclaimsreceivedbytheFinancialSecretaryonorafterJanuary1andonorbeforeJune30shallbepaidinthefollowingmonthofJuly.AllclaimsreceivedbytheFinancialSecretaryonorafterJuly1andonorbeforeDecember31shallbepaidinthefollowingmonthofJanuary.
