CDRP reform programme
Police and Justice Act 2006
1. Repeals three year audits and strategies and annual submission of reports to Home Secretary.
2. Extends Section 17 of the Crime and Disorder Act 1998 to encompass anti-social behaviour and substance misuse.
3. Allows for the introduction of national minimum standards.
4. Provides for new information sharing regulations.

CSR 07 PSAsThe Government has published its top national priorities for
the next three financial years: 2008/09, 2009/10 and 2010/11
The priorities are set out in 30 Public Service Agreements (PSAs)
PSAs are intended to be cross-government objectives

(i) Reduce the most serious violence, including tackling serious sexual offences and domestic violenceIndicator: “The level of most serious violent crimes” (measured nationally)
(ii) Continue to make progress on serious acquisitive crime through a focus on the issues of greatest priority in each locality and the most harmful offenders – particularly drug-misusing offendersIndicator: “The level of serious acquisitive crimes” (measured at CDRP level; focus is limited only to those CDRPs with a level of the most harmful acquisitive crimes that is disproportionate when judged against what has been achieved elsewhere)

Make Communities Safer PSA (continued)(iii) Tackle the crime, disorder and anti-social behaviour issues of greatest importance in each locality, increasing public confidence in the local agencies involved in dealing with these issuesIndicators: “Public confidence in local agencies involved in tackling crime and anti-social behaviour”, and “The percentage of people perceiving anti-social behaviour as a problem” (measured nationally)
(iv) Reduce re-offending through the improved management of offendersIndicators: “The level of proven re-offending by young and adult offenders” and “The level of serious re-offending” (measured nationally)

Overview of APACS vision and aimsSimplification of HO arrangements: a single framework to assess the key
services delivered by the police working alone or in partnership.
Alignment with related frameworks of ‘other government departments’ and ‘non-departmental public bodies’, integrated across wider arrangements to manage and support performance.
Improved quality and range of performance indicators reflecting (e.g.) PSAs / other priorities, relative seriousness, VfM and equality.
Fewer performance indicators and targets with more shared indicators and targets between delivery partners.
Better balance of accountability with more space for local flexibility and a reduced demand for data by central government.
Deliver clear, consistent and timely messages to the public and to providers to promote visibility, accountability and responsiveness.

New framework is intended to give more flexibility to local areas to respond to local priorities
Many of Government’s recent policy steers are aimed in this direction – face the people sessions, neighbourhood policing, publishing monthly local information about crime
