The current fines for hitting a motorcyclist in FL range widely depending on the citation the LEO gives the driver. We have see everything from a slap on the

wrist failure to yield that killed a biker that went for $95, to vehicular manslaughter that included prison time. It all depends on what the LEO

determines is appropriate for that specific infraction. The current law has very specific scope of fines that a judge can issue for each violation. We have had

judges that claim in some cases their hands are tied. We have been working to pass a law that would protect all vulnerable road users by giving the judges more options when sentencing a violator. Darrin "Scribe" Brooks State VP--State

----NEW AREA CODE READY TO START IN CENTRAL FL NSF Staff With the 407 area code running out of numbers, a new 689 area code will begin Tuesday in parts of Central FL. The state Public Service Commission last year approved moving ahead with the new area code. The change is what is known as an “overlay” of the 407 & 321 area codes in Orange, Osceola & Seminole counties & parts of Lake & Volusia counties. Customers will be assigned numbers with the 689 area code when they request new service or additional lines. Numbers will not change for current customers with 407 & 321 area codes, while 10-digit dialing will continue to be required for local calls. Brevard County, which uses the 321 area code, will not be part of the overlay. The new area code has been in the works for more than a decade, but the Public Service Commission last year set Tuesday’s implementation date as the North American Numbering Plan Administrator estimated that the 407 area code would run out of numbers in the third quarter of 2019. Newsom’s budget won’t look exactly like he wanted, but a deal lawmakers largely fulfills the objectives he set 6 months ago when he first outlined his spending plan. Lawmakers want to use an “extraordinary” state budget surplus to expand health care options for undocumented people while stockpiling billions of dollars in reserves in anticipation of an economic downturn. The agreement marks the end of months of negotiations between Newsom & the Legislature. The agree ment includes funding to let undocumented adults under age 26 enroll in Medi-Cal, the state’s health ins program for low-income Californians. The expansion will take effect Jan. 1, 2020, & cost $98 million in the upcoming fiscal year. It will make CA the first state to allow undocumented adults to sign up for state-funded health coverage. The budget includes a fine on people who don’t buy health ins known as an individual mandate. The fines were initially implemented as part of the federal Affordable Care Act law known as Obamacare, but Republicans acted in 2017 to roll them back. Newsom & legislative leaders say re-imposing the penalty at the state level will shore up the state’s health ins marketplace & keep premiums from rising dramatically. “For CA’s immigrant communities, today’s budget deal is bittersweet,” “The exclusion of undocumented elders from the same health care their US citizen neighbors are eligible for means beloved community members will suffer & die from treatable conditions. & the exclusion of many immigrants from the Earned Income Tax Credit will perpetuate the crisis of economic inequality in our state.”

- A motorcycle rider is dead following a fiery crash. The crash happened at 9 p.m. According to the FHP, Carlos

Infantes, 27, was riding a Honda motorcycle east on CR-484 just west of Marion Oaks Manor while Beth Hoover,34,

was driving a Ford pickup truck west on CR-484 in the left turn lane, toward Infantes. Infantes was traveling at a high

rate of speed, authorities said. Hoover began to make a left turn onto Marion Oaks Manor & clipped Infantes with the

front of her truck as he sped by. After the crash, both the truck & motorcycle caught fire, officials said. Infantes was

pronounced dead at the scene . Troopers have not confirmed if Hoover will be charged after the crash.

Robertsdale police said 38-year-old Noel Bergevin was traveling northbound on College Ave, also known as CR 71, when he crossed over the centerline into the southbound lane & drove partly off the roadway. Police said Bergevin then stuck a 1997 Honda motorcycle & 43-year-old Elmer Earl Cook II. Authorities said Cook was on the shoulder of the road on the southbound side during the wreck. Cook was pronounced dead at the scene. A further investigation revealed enough probable cause to arrest Bergevin for driving under the influence & manslaughter. Bergevin has been placed in Baldwin Cnty Jail.

The power of the lightning strike caused the 45-yr-old man’s helmet to crack & burn, according to a tweet from the FHP. The motorcycle rider died after crashing on I-95 in Volusia Cnty. Although the man’s identity has not been made public, it was confirmed he is from Charlotte, WOGX reported. After the NC man was struck in the head by lightning, his motorcycle ran off I-95 & overturned, & he was thrown “some distance,” The man was

pronounced dead at the scene just after 2 p.m., the Dayton Beach News-Journal reported. An off-duty Virginia state trooper witnessed the lightning strike that shattered the helmet & the crash, per WFTV. It is the nation’s 2nd lightning fatality this year, according to the National Oceanic & Atmospheric Admin. There have been 10 motorcycle-related lightning deaths across the nation since 06, said John Jansenism, a lightning expert with NOAA. In some of those cases, the rider had pulled off the road & was standing near the bike when killed. Among those 10 deaths, says NOAA, was one at the entrance to NC Mt Mitchel State Park in July 2016, when S Poseur of Gaston Cnty pulled over to put on rain gear & was struck by lightning, reported the Gaston Gazette in 2016. Poseur was a lay minister at Venture Church & owner of Poseur Auto Repair, reported the Gazette.

Both FHP & Nature Coast EMS are investigating the collision, which occurred at the intersection of US 41 & E Apex Ln. The ambulance, driven by 27-year-old EMT Stephanie Bryant & also occupied by 29-year-old paramedic Nicholas Strain, both of Inverness, was reportedly traveling southbound on US 41 when Bryant tried to turn left onto E Apex Lane & drove into the path of 45-year-old William Freeman. Freeman, who was riding a 2018 harley north on US 41, struck the right side of the ambulance, according to FHP. Bryant & Strain treated Freeman at the scene. He was then transported to Citrus Memorial, where he later died from his injuries. It was not clear whether Freeman was transported to the hospital by Bryant & Strain or by another crew. Bryant & Strain were uninjured. Charges are pending. Yates, spokeswoman, said the ambulance crew was not responding to an emergency call or transporting a patient when the crash happened. Per its policies, NCEMS immediately drug-tested Bryant, who has had no prior vehicle incidents, & is conducting an internal investigation, according to its release. FHP reported that alcohol was not a factor in the crash. "We're devastated because of this tragic loss & our hearts go out to the family who lost this loved one," We will work with FHP to provide whatever info they need to complete their investigation & will do our own investigation from a safety perspective.
