Applies to procurement of Goods, Works/ Services and Consultancy
Procurement other than by Tender is Prohibited (Clause 5 of KTPP act) Tenders shall be invited, processed or accepted by a procurement entity only in accordance with the rules laid down in the act (Clause 6 of KTPP act)

Exceptions in KTPP Act
There are Exceptions to the applicability of KTPP act (exemption from Tender process) (Clause 4 of KTPP act)
During the period of natural calamity or emergency
Goods or Services are available from a single source
Where Additional Good must be procured from the same supplier for reasons of standardization and compatibility

Where the value of the Goods or Services does not exceed rupees one lakh
Where the goods or services are procured under rate contracts from the Director General of Supplies and Disposals – DGS & D
In respect of specific procurements as may be notified by the Government from time to time

Formation of Tender Committee
Appoint Tender Inviting Authority and Tender Accepting Authority
Prepare Tender Document
• Through office orders, form Tender Committee and notify Tender Inviting Authority and Tender Accepting Authority
• Tender Committee Coordinator – Inviting Authority and Principal – Accepting Authority
• Obtain Digital Signature Certificate and Encryption Keys for Tender Inviting Authority and Accepting Authority
• Obtain written permission from JD for short term tenders (Not less than 7 days)
• Tender Document (Draft Tender Schedule) contains Time lines, Conditions to the supplier, Technical specifications and Penalty clauses

• Tender Document may be made available to all the interested bidders either through WEBSITE or in printed form
• Using Digital Signature Certificate (DSC) Key float Tender on e-Procurement Platform – Get Help from e-Procurement wing
• A meeting of the interested bidders maybe held and queries maybe clarified. Detailed proceedings of the meeting must be made available for the venders.

• Changes, if any, may be made to the DTS in the form of addendum and must be made 24 hours prior to the time deadline for submission of bids.
• Tender Inviting authority shall Open Technical Bids and Technical Evaluation be done by the tender committee. Tender Accepting authority will approve the evaluation.
• Tender Inviting authority shall Open Financial Bids of the technically qualified bids and Financial Evaluation be done by the tender committee and L1 bidder be found. Tender Accepting authority will approve the findings of the committee accept L1 bidder.

• Intimate L1 bidder and offer Letter of Interest along with request for submission of Performance Bank Guarantee and Service Level Agreement on a mutually signed stamp paper

• Form a technical committee and Carryout Pre-Delivery inspection
