Dr. Geoff Mumford received his Ph.D. in pharmacology in 1991 fromEmory University and completed post-doctoral training in theBehavioral Pharmacology Research Unit at Johns Hopkins UniversitySchool of Medicine in 1993, after which he joined the faculty of theDivision of Behavioral Biology in the Department of Psychiatry. Hisresearch interests included the abuse liability of sedative/hypnotics, thediscriminative stimulus properties of stimulants, and opiate antagonisttreatment of alcohol/opiate dependence. In 1996, he accepted a sciencepolicy position at the American Psychological Association (APA)headquarters in Washington, DC, and in 2000 he was appointed to directthe science policy staff. He currently serves as the Assistant ExecutiveDirector for Government Relations. In this capacity, he has servedcontinuously as APA’s liaison to the National Institute on Drug Abuse(NIDA) and the National Institute on Alcohol Abuse and Alcoholism.Over the past several years he has worked closely with CPDD to elevatethe profile of substance abuse research on Capitol Hill via aneducational briefing series organized on behalf of the Friends of NIDAcoalition, for which he serves as Executive Secretary. Dr. Mumford waselected to membership in CPDD in 1996 and to the Board of Directorsin January, 2008.

William C. Moyers is the Vice President of External Affairs for theHazelden Foundation. The focus of his work is to improve the public'sunderstanding of issues related to addiction, treatment and recovery. Oneof Moyers' key initiatives is "carrying the message" about addiction andrecovery into the public arena, especially to policy makers and civicgroups across the United States. He uses his own personal experiences andprofessional expertise to highlight the power of addiction and the promiseof recovery. He has appeared on CNN's Larry King Live, the OprahWinfrey Show, NBC Today Show, Good Morning America on ABC, andhis work has been featured in scores of newspapers and other publicationsover the years. Moyers is the author of Broken, a best-selling memoirpublished in 2006 by Viking Press in New York. The paperback editionwill be released in August, 2007. His efforts have been honored bynumerous organizations, including the National Council on Alcoholismand Drug Dependence (NCADD), which awarded him and his family itshighest achievement award, the Gold Key. He also has received the ArthurLiman Public Interest Award from the Legal Action Center. This awardsalutes families and individuals whose work has advanced publicunderstanding of public policy issues related to addiction. Moyers joinedHazelden in 1996 after a 15-year career in journalism. He also served aspresident of the Johnson Institute Foundation in 2000-2002. In 1981,Moyers received his Bachelor of Arts degree in journalism fromWashington & Lee University in Lexington, VA. He and his wife Allisonlive with their three children in St. Paul, Minnesota.

Dr. Rita Liu is the NIDA Referral Officer and the Referral Liaison to theNIH Center for Scientific Review. She serves as Scientific ReviewOfficer for the NIDA Centers Review Committee and also forapplications responding to RFAs. She co-chairs the NIDA NeuroscienceConsortium Working Group that promotes cutting-edge neuroscienceand coordinates NIDA activities at the Society for Neuroscience annualmeetings. She co-edited the Special Issues of Neuropharmacology in2004 commemorating NIDA’s 30th and, in 2008, the 35th anniversaries.Prior to joining NIDA in 1988, she held faculty positions in GeorgetownUniversity and Uniformed Services University of the Health Sciences.She was trained as a dentist in the National Taiwan University MedicalCollege and received a M.S. in Oral Pathology and Anatomy fromEmory University. While working in the Neuroanatomy laboratory ofDr. Muriel Ross at the University of Michigan, she decided to pursueresearch in neuroscience and obtained a Ph.D. from GeorgetownUniversity. Dr. Liu was a NIDA R01 recipient in pain research beforeshe was recruited as the SRA for the NIDA Biochemistry ResearchCommittee, later renamed NIDA-B. She has received numerous honorsfrom NIDA and NIH.

Dr. Tai received her M.S. from the University of Massachusetts, herPh.D. from the George Washington University, and her post-doctoraltraining from the laboratory of neuroscience at NIA. Her doctoral andpost-doctoral research focused on the kinetic properties of electrolytesand weak electrolytes transport across epithelia and blood brain barrier.This experience guided her interests toward the application ofpharmacokinetics and pharmacodynamics to drug development. After atour of duty at FDA as a clinical pharmacology reviewer, she returned toNIDA in 1989 and became an extramural program administratordirecting clinical research programs for the development of anti-drugabuse medications. Since her appointment in 1999, Dr. Tai has servedas the Director of NIDA’s Clinical Trials Network (CTN) Program. TheCTN Program is intended to bridge the gap between research andpractice, rapidly translate research to practice, and raise the drug abusetreatment standard across the nation using science as the vehicle. Dr. Taihas received several awards including Research Service Awards from theBoard of Scientific Affairs of the American Psychological Associationand the Outstanding Public Service Award from the Chinese NationalInstitute on Drug Dependence – National Peking University.

Hendree E. Jones is Associate Professor of Behavioral Biology,Department of Psychiatry and Behavioral Sciences at the Johns HopkinsUniversity School of Medicine, and Research Director at the JohnsHopkins Center for Addiction and Pregnancy. After receiving her Ph.D.(1997) from Virginia Commonwealth University-Medical College ofVirginia under the direction of Robert Balster, she completed a NIDAPostdoctoral Fellowship at the Behavioral Pharmacology Unit (BPRU),where she published with every senior BPRU investigator. Dr. Jones isan emerging leader in identifying and testing novel behavioral andpharmacotherapy interventions for drug-dependent pregnant women.Her work has shown that a rewarding approach to treatment improvesthe clinical outcomes of pregnant women. Dr. Jones has authored over65 publications and serves on several Editorial Boards. She has beencontinuously funded by NIDA since 1994 and is the principalinvestigator of four current research projects focused on treating thepartners of drug-using pregnant women, reducing tobacco use in opioid-dependent pregnant patients and drug-free contingent housing toreinforce drug abstinence in pregnant women. In addition, she leads an8-site international multi-site trial comparing the neonatal and maternalsafety and efficacy of buprenorphine and methadone given duringpregnancy.

Joseph V. Brady is Professor of Behavioral Biology and Professor ofNeuroscience at the Johns Hopkins University School Medicine wherehe has been Director of the Behavioral Biology Research Center for thepast three decades. He is also Founder and Chairman of the Board ofTrustees of the Institutes for Behavior Resources, a not-for-profit humanservices, educational and scientific organization in its fifth decade ofresearch and service in the District of Columbia and Maryland. Dr.Brady received his Doctoral training at the University of Chicago anddirected research programs at the Walter Reed Institute of Research andthe University of Maryland before accepting his professorialappointments at Johns Hopkins. He was Associate Chairman of theNational Commission for the Protection of Human Subjects ofBiomedical and Behavioral Research and currently serves on theNational Academy of Sciences / Institute of Medicine Committee onSpace Medicine. He has received the Nathan B. Eddy Award forexcellence in research and the Pacesetter Award from the NationalInstitutes of Health in recognition of his contribution to over 500research publications and scientific presentations.

Dr. Billy Martin earned his doctoral degree in Pharmacology from theUniversity of North Carolina and completed postdoctoral work atUppsala University in Sweden and Oxford University in England priorto joining the faculty at Virginia Commonwealth University as anAssistant Professor in 1976. He rose through the ranks and is currentlythe Louis and Ruth Harris Professor and Chair of the Department ofPharmacology and Toxicology. He has a long-standing interest inunderstanding the biological basis of drug addiction, particularly as itrelates to cannabinoids and nicotine. His research has involved thecharacterization of second messenger systems in both areas. Dr.Martin’s laboratory has characterized numerous chemical probes forboth nicotine and cannabinoid receptors. His research has been fundedthough a NIDA Center on Drug Abuse Research, a Program ProjectGrant on endocannabinoids and a NIH MERIT award. Dr. Martin is apast board member and also a former president of CPDD. He is thefounder and first president of the International Cannabinoid ResearchSociety. He was awarded the VCU Outstanding Scholar Award, theVirginia Outstanding Scientist Award, and the ICRS Mechoulam Award,as well as the VCU Distinguished Inventor Award in 2008. Dr Martin hasmentored numerous doctoral and postdoctoral trainees who also havemade many important contributions to our knowledge. He has served onmany important national committees and boards. He and his wife Jeanhave two adult children, Zach and Lindsay.
