COMMITTEE REPORT Committee Name: Emergency Management Committeei Chair: Bruce Slagoski Executive & Technical Committee Meeting Date: 9/14/2017 Committee Emphasis/Goals: Wisconsin Emergency Management has requested that we set up a resource management list. The list needs to be a comprehensive list of equipment that can be understood by the EOC when needed and how it is staffed. Notes from Most Recent Meeting: Attached Notes: At our meeting we had in attendance Chris Walsh, Ken Hinz. Our guests were James Bergles (Waterford) and Bruce Hedrington (Beloit Fire and Chair of Wisconsin MABAS) We worked on a call out cards for different situations that would most likely occur in our state that we would be called for assistance. Bergles who was a fire fighter has knowledge of the MABAS cards as well as Hedrington. The cards are needed if we are to be connected to the 911 service and would make it easier for someone in the EOC. We are working on a couple of versions and will continue improve on them. . One concern we have is the radio compatibility with the 911 service and also how/who do they contact after hours. Suggested Conference Session Topics: (rank by priority. September 5, 2017 Subject: 2017 APWA PWX Orlando, FL Experience Dear Members of the Executive Committee: It is an honor and a privilege to participate in the Wisconsin Emerging Public Works Leaders Program, and I greatly appreciate the opportunity to travel to the beautiful City of Orlando, FL for the 2017 APWA PWX. I had a great experience at the Expo over the past several days, and I returned home with a renewed energy and enthusiasm toward my career in public works and a desire to become very active in the APWA Wisconsin Chapter in the future. My PWX experience is outlined in this letter, and I hope that it portrays the enthusiasm and inspiration that I have gained as a result of my attendance. First Timers Meeting As a “newbie” at PWX, I was invited to attend the First Timers meeting & breakfast on Sunday morning. At the meeting, the past APWA President, Ron Calkins, and Diversity Committee members provided insight on getting the most out of the PWX experience. To help us reduce anxiety about engaging new people, we performed an exercise to introduce ourselves to others in the room. There were APWA members from all over the world in attendance, and I was able to meet folks from Australia and Canada during the exercise in addition to several people from all over the United States. We also were advised to keep an open mind when scheduling educational sessions, to take advantage of the myriad of vendors on the exhibit floor, how to utilize the APWA Events App to enhance the PWX experience, and to enjoy the amenities and attractions that Orlando offers. General Sessions The Opening General session on Sunday was a great kick-off to the conference. The pre-show entertainment was amazing! Thom Singer was the perfect keynote speaker and conference emcee. He was funny, engaging, and provided excellent insight about the importance of human engagement and opportunity. The phrase, “Choose people,” resonated with me. The importance of building and maintaining real relationships is often overlooked, and people often lose or miss out on personal connections with friends, family, and business associates due to an infatuation of being connected via social media. I find myself guilty of focusing on my phone at times, and I have committed myself to going “offline” more often and engaging with people directly when I have the opportunity. The General Sessions on Monday and Tuesday were informative and engaging. On Monday, Lisa Monaco, a former US Homeland Security and Counterterrorism Advisor to the President, gave an intriguing presentation that focused on cyber terrorism and the potential

impact that it has on public works services and infrastructure. I was shocked at the potential for disasters that may result from simply clicking on a link in an email, and I have a new respect for the IT staff in my organization and their efforts! The presenter on Tuesday, Bob Allen, shared a new perspective on how we may develop our story-telling abilities to promote and advance public works. I had never considered the power of story-telling as a leadership skill. The Closing Session was by far my favorite general session throughout the entire conference. The keynote speaker, Derreck Kayongo, was absolutely amazing and full of energy! His personal story of survival, success in the face of adversity, and passion for humanity brought tears to my eyes during his presentation. Mr. Kayongo’s message was very clear and will stick in my mind forever – Do not leave this world without making a difference, no matter how difficult the road may be. After the powerful presentation was finished, we learned the lyrics to and sang an African song. I cannot imagine a better way to have concluded PWX! Educational Sessions The Educational Sessions offered at PWX were excellent and provided useful information and ideas, many of which I will use or expand upon in my own organization. It was difficult to decide which sessions to attend, and I often found myself having to choose between multiple sessions offered at the same time. For the past few years, I have been working diligently with other team members in my division to influence and change the culture of the workplace to become more positive. PWX provided an excellent opportunity for me to educate myself on what other agencies are doing to improve their organization. I opted to attend multiple educational sessions at PWX that revolved around employee morale, implementing change, hiring and retaining good employees, and becoming a more effective leader. One of the sessions, “Now We Are Here: How Arapahoe County’s Public Works Improved Its Organization One Employee at a Time,” presented by Arapahoe County Public Works (CO) staff, was particularly inspiring. The presenters shared their experience in revamping the complacent and negative culture within their organization. They provided a few great ideas that I plan on implementing in the City of Janesville Operations Division, including the use of social media to keep our community and staff more connected to the daily activities that are performed across the City. Another session, ”Incite Your Community to Love Public Works,” also inspired me to look at innovative ways to promote public works. The City of North Port, FL holds an annual “Road-E-O” where members of the community are invited to the public works facility to experience a fun, roadeo-themed carnival. Residents are invited to view and sit in the seat of equipment and participate in fun games in which prizes are available. The facility is open for the public to view, projects and daily work activities are put on exhibit, and local food vendors are invited to provide food. As a result, city residents are exposed to and educated about public works. The

Page 3 interaction and positive feedback from the citizens improves the moral of the public works staff as they see firsthand the appreciation of their hard work. I believe that community outreach is very important in the public works field and the City of North Port created an exciting way to engage and educate their community. I am very happy that I was able to attend “A View From the Top – Women in Public Works Talk About Their Lives & Careers.” As a female in public works, it was empowering to hear other women from all levels of their career share their experiences and give advice. Emma Browne, an engineer with the City of Green Bay, spoke about finding herself as the only female engineer in the first company that she worked for upon completing college. I had a very similar experience when I accepted my first position with an engineering firm in the private sector after college. It was very liberating to know that there are others out there that I may reach out to. I was very shocked and pleased to see men in attendance at the session, as well! Exposition Hall I managed to navigate my way through the entire exposition hall over the three days that it was open. I was familiar with a few of the vendors, but there were several others that I was unaware of that offered equipment and services that I was interested in learning about. I carried a backpack throughout the conference, and I all but filled it up with the brochures and business cards that I picked up on the exhibit floor. The Daily Prize Drawings were a great touch and very fun! Although I didn’t win any of the gift card prizes, I thoroughly enjoyed watching others’ enthusiasm as their names were called! I spent a great deal of time talking to representatives about GIS-integrated asset management systems. One of the largest struggles that I have found in my organization is the lack of a good way to track and schedule work and services. I have been lobbying for a work order system, and the exposure that I had to the various companies that offer this type of solution was wonderful. I will be making several follow-up calls and sending various emails requesting additional information in the next few weeks. Social Events One of the most enjoyable aspects of PWX was the opportunity to network with so many professionals in public works. The Get Acquainted Party at the Rosen Centre Hotel provided an excellent “ice breaker” for me to begin introducing myself to others. The food, music, and overall atmosphere of the event was wonderful. I ran into Ike Dolan, the other WI Chapter Emerging Public Works Leaders Program participant, without even realizing who he was! The Young Professionals Networking Reception was a great way for me to meet other young professionals. BB King’s Blues Club was a very fun and upbeat, albeit very LOUD,

Page 4 venue for the reception. The atmosphere was casual, and the live music was excellent. Afterwards, I was invited by some newly acquired acquaintances to continue exploring the Orlando night life. We continued to meet other PWX attendees from all over the US and Canada. On Tuesday morning, I awoke to approximately 15-20 new business cards in my wallet and no voice! WI Chapter Dinner The Wisconsin Chapter Dinner which was held at Mango’s and provided a great opportunity for me to meet some fellow members of the APWA WI Chapter. The appetizers were so delicious that I barely had room for my entrée. Unfortunately, I had to pass up on dessert altogether! The entertainment was very good, and I particularly enjoyed the Michael Jackson performance. My only regret is that the restaurant entertainment was so loud that it was difficult to have in depth conversation with other attendees or for the Chapter to have a formal meeting. I am looking forward to the fall conference in Wausau to continue to meet Chapter members. The 2017 APWA PWX was an unforgettable experience. I am truly grateful to have had the opportunity to attend, and I hope that I will be able to attend future PWX Expos. Having returned to the City of Janesville, I am looking forward to utilizing the tools and knowledge that I have gained at the conference within my organization. I have several follow up emails and calls to make, and I look forward to building upon the new relationships that I have gained. My first impression of the APWA is that it is more like an extended family than a nationwide, professional association. The members are deeply committed to public service and their communities, and I am very excited to become involved in our Chapter in the upcoming months and beyond! I would once again like to extend my gratitude to the APWA WI Chapter for selecting me as a participant in the Emerging Public Works Leaders Program and providing me with this amazing experience.

Dear Members of the Wisconsin Chapter Executive Committee,

The Adventure of a Lifetime at APWA PWX 2017 in Orlando, FL

My name is Isaac Dolan and I want to sincerely thank you for the opportunity to be a part of the Wisconsin Chapter’s Emerging Leaders Program and given the adventure of a lifetime when attending my first-ever APWA Public Works Expo. While at PWX, I attended all of the general sessions to listen to the special keynote speakers (all of which were great). I also attended as many technical sessions as possible, toured the immense exposition hall countless times to check out emerging technologies and attend some of the New Product Showcase presentations and went to each of the socials held each night of the conference. This tremendous conference was intimidating at first but the staff, volunteers and fellow attendees helped make it a comfortable and enjoyable experience and it was really easy to talk with people I have never met before. The first keynote speaker and host for PWX 2017, Thom Singer, had a great point on having “uncommon commonalities” with people or meeting someone you have never met before and realizing that you have something in common such as the same number of siblings or you had a friend that worked for the same company they did or some other connections like that to help establish a connection between one another. To me, that is what this conference and this adventure was all about.

Of the many sessions and the immense exhibit floor found at PWX on opening day, I found myself beginning my day by attending the First-Timers Breakfast where we were provided a warm meal and introductions from the APWA President and other committee heads. We were provided with background on the organization and PWX as well as an ice breaker where we had to get up and introduce ourselves and hopefully get a few business cards in order to win a prize, that is, if people you introduced yourself to had remembered to bring their business cards, oh well. It was actually during this breakfast that Eric Dundee introduced himself and invited those in attendance to the Younger Members Steering Committee meeting that would follow the breakfast. Having no real plans on what session to attend first, I decided to take Eric up on his invite and chose to sit in to hear about the issues and discussions involved with developing a strong Young Professionals group. A number of chapters spoke up and shared some great ideas and this soon became one of my favorite sessions during the conference. Getting together

with peers to brainstorm ideas on developing and engaging college students and young professionals is something that truly interests me and I started to get excited with anticipation as to how I could help the Wisconsin Chapter increase its awareness among young professionals and within universities across the State of Wisconsin.

After the YP steering committee meeting, everyone made their way to the opening general session where we met the first keynote speaker and conference host, Thom Singer. From his speech I found a great interest in his perspective on the “Uncommon Commonality” and how these things help establish a bond or a relationship between two people that can last a lifetime. Thom was all about making memories and friendships at PWX and I thought this was a great presentation to kick off the conference and I took his advice seriously every day of the conference.

Following the general session I made my way through the exhibit hall and sat in on a few product showcase presentations before making my way to a technical session to hear about Public Works professionals and their respective leadership styles. This I found to be a really good session with a great Q/A component where it was nice to hear from others in the crowd as well. Following my technical session, the entire conference headed over to the Rosen Centre Hotel where the “Get Acquainted Party” was just getting ready to kick off. Turns out I came to the event by myself but ended up leaving with a group from the Wisconsin Chapter which a great way to end the day. It just so happens that while I was checking out the food, drinks and music, I noticed someone else was standing by themselves so thinking of the Thom’s words of wisdom from the day’s general session, I introduced myself and started to make small talk. I was instantly surprised to find out that I had just met the other Wisconsin Chapter Emerging Leader, Kamron Nielson. I seriously had no idea it was her since I hadn’t seen her photo before getting to the conference. It was a wonderful surprise and she was kind enough to introduce me to Paul Woodard who then introduced me to a number of Wisconsin Chapter members including Scott Solverson and Jim Hessling. I had a really good time and got to introduce myself to a bunch more people while at the party. It was at this party I then found out that many of the Wisconsin Chapter attendees were staying at the same hotel as me. Paul was kind enough to invite others and myself to breakfast every morning which I unfortunately missed except the last one after sleeping through my alarm almost every morning. Turns out I didn't feel as young as I was because the late nights and early mornings really got the best of me during this trip but I had a blast nonetheless!

Day 2 - Monday, August 28, 2017

On the second day, the general session included keynote speaker Lisa Monaco, former Director of the CIA. She provided a very real and serious perspective on everyone’s role within an organization, whether it is a municipality or a company, in protecting theirs and their fellow colleague’s personal information. One careless mistake could result in personal information getting stolen or the data on your computer being held ransom. Given these threats it is important to include cyber-attacks in your emergency management plan and to educate employees on safe practices while reading emails.

Following the general session’s keynote speaker, I was able to attend four technical sessions where I gained insights on women’s careers in public works, emerging technologies, impacts of complete streets and public outreach for a major roadway project. All of these sessions were interesting and I learned things that I can apply to my career in many ways. Between the sessions, I took some time to stop into the exhibit hall to donate blood and enjoy some more exhibits, snacks and new product showcases.

Following the technical sessions, the Young Professionals Reception took place at B.B. Kings just a short distance away from the Orange County Convention Center. This was a terrific event with great music and some delicious food. The venue made it difficult to talk with others due to the loud music but I still was able to meet a few individuals; one from Gainesville, FL, a couple from outside Boston, MA and another gentleman from a city outside Fort Worth, TX.

Day 3 - Tuesday, August 29, 2017

Beginning the morning with the art of storytelling, we started the day with our keynote speaker Bob Allen who worked for Disney for many years. His speech on “The Magic of Story” was enlightening and helped keep things in perspective. Without stories, we wouldn’t have the knowledge we have today. Following the day’s general session, I proceeded to the exhibit hall for one more new product showcase before sitting in a technical session on bicycle lane retrofits and then ending my day with a three hour session on Operations & Maintenance Training. This was something that wasn’t really relevant to my current career but I wanted to see what went into training and education for maintenance & operations personnel to gain a good understanding of a system that works in keeping staff trained and paid appropriately so that everyone is happy. Following this session, I made my way back to my hotel before joining fellow Wisconsin Chapter members at Mango’s for our Chapter Meeting and Social. It was great meeting others within our chapter and finally getting some time to sit down and get to know one another a little better. The food was phenomenal and the music and show was really entertaining as well. I’d definitely recommend this place to anyone who is Orlando, FL and is looking for a restaurant to remember. Following the meal and some additional conversation, I joined Steve Grenier, Karen Dettmer and Emma Browne as we all walked and had some good laughs on our way back to our respective hotels. I had a great time and really enjoyed everyone’s company at the Chapter Dinner.

Day 4 - Wednesday, August 30, 2017

The last day was a relatively short day so that everyone could travel back to their homes. In the morning, I attended the Active Shooter Workshop to gain some insight to such a horrific situation. This is something that one never wishes to happen but should always be prepared for in the instance that it should occur. I found this workshop very informative and a lot of tools were shared to protect yourself and others if an active shooter were to enter your workplace.

To end the conference, the closing general session had our last keynote speaker, Derreck Kayongo, who shared his story and it was probably one of the most inspiring stories I have ever heard. He is a man of great energy, humor, “style”, and inspiration. I really enjoyed his closing words and having the entire room sing his song Moyodi.

This conference is probably the best of any I have ever attended and the atmosphere was so enjoyable that I most definitely want to attend more PWX’s in the future. Thank you for this opportunity and for providing me with the adventure of a lifetime that I will never forget. With what I learned from this PWX, I look forward to becoming a more involve professional in APWA’s Wisconsin Chapter and to help grow and strengthen its Young Professionals group.

COMMITTEE REPORT Committee Name: Vendor Chair: Andrew Lang Executive & Technical Committee Meeting Date: Tuesday, November 1st Committee Emphasis: Mission Statement: The Vendor Committee shall advise the Executive Committee with recommendations to sustain healthy and value added vendor opportunities that are mutually beneficial to the Wisconsin Chapter APWA, vendors and members. The committee is to participate with the vendor activities at our spring and fall conferences, and is also responsible for encouraging new vendor participation. Notes from Most Recent Meeting: Attached Notes: I have not met with my sub-committee recently. This is attributed to one of the members leaving the group due to switching industries, and other members unable to agree on a date to meet. Following the APWA Spring Conference, show evaluations were distributed to vendors for feedback and submitted to Eric Dundee for review at one of the recent meetings. Some of the comments were as follows: 1). Limited attendee participation in vendor area in between seminars 2). Provide scheduled 10 minute presentations at each of the vendors for added exposure to their products & services 3). Provide scheduled "give-a-ways" at vendor booths to boost interest 4). Provide attendees a punch card or flyer for vendors to sign or punch to encourage them to visit each of the vendors. If all vendors booths were visited, their form (card) can be submitted for a chance to win a "grand prize". I'm seeking a new Vendor Sub-Committee.
