1.0 Introduction
Parclay Pty Ltd is the current under-leasehold holder of the site at 240 Morphett Road, which is leased from Adelaide Airport Ltd (AAL). The site presently contains a purpose built manufacturing and office facility which was occupied by Manuele Engineering.
The City of West Torrens proposes to acquire the under-lease, and utilise the site as a Council Works Depot. Parclay Pty Ltd, on behalf of the City of West Torrens, applied to Adelaide Airport Limited (AAL) to change the use of land and associated buildings within the Morphett Precinct to a Public Works Depot.
AECOM Australia Pty Ltd (AECOM) has been engaged by AAL to assist in its assessment of the proposal against the provisions of the Adelaide Airport Master Plan 2014 in accordance with the requirements of the Airports Act 1996.
The proposed change of use is considered to be a ‘merit use’ under the Adelaide Airport Master Plan, requiring agency and public consultation period, and an assessment against the relevant provisions of the Master Plan.
This report has been prepared to consolidate information submitted in support of the proposal and enable stakeholders and members of the public the opportunity to review the proposed development during the public consultation period. The report includes:
A description of the subject land and locality
Details of the proposed change of use
Summary of the assessment process
An outline of the relevant provisions of the Master Plan.
The site and building plans should be considered in conjunction with this report.
Following the agency and public consultation period and review of any submissions received, a formal assessment of the proposed development against the provisions of the Master Plan and impacts on aviation operations will be undertaken by AAL.

2.0 Subject Land and Locality
2.1 The Subject Land
The subject land, known as 240 Morphett Road, is located at the intersection of Morphett and James Melrose Roads, in the southern portion of the Adelaide Airport site (refer to Figure 1). The site is approximately 4.3 hectares in area, with frontages of approximately 105 metres to Morphett Road and 172.7 metres to James Melrose Road.

Formerly occupied by Manuele Engineering as its corporate headquarters and manufacturing facility, the subject land has existing use rights as a ‘general industry, including steel fabrication, grit blasting and painting’.
Manuele Engineering is no longer operating from the site, but the approved use of the subject land remains operative.
The existing site layout, building location, access arrangements, car parking and hard stand areas are shown on Figure 2.
The existing main building has a footprint of approximately 19,000 square metres, with the majority of this dedicated to factory use. The factory is divided into five bays, each approximately 3,500 to 4,000 square metres in area. One bay (the western bay) is fully separated from the remaining bays by a fire-rated wall. The office area is approximately 3,000 square metres in area, spread over two floors. The office building is built to the southern and eastern boundaries of the subject land.
A smaller building with a footprint of approximately 700 square metres is built along the northern boundary of the site. It previously was used as a spray booth and wash down bay. Another small building formerly containing air compressor equipment is located on the western boundary of the subject land, in line with the northern wall of the main building.
Three vehicle access points are provided to the subject land; two from Morphett Road and one from James Melrose Road. The James Melrose Road entrance has historically been the primary access point for heavy vehicles. The two access points to Morphett Road primarily accommodate passenger vehicle access for staff and visitors.
The northern vehicle access point from Morphett Road also provides emergency vehicle access through the subject land to the airside areas of Adelaide Airport via a bridge over Keswick-Brownhill

Creek. This also facilitates access to the shared use pathway, creek and stormwater infrastructure by maintenance vehicles.
Aside from the existing buildings, the remainder of the subject land is almost entirely paved with concrete or bitumen, apart from small strips of landscaping alongside the car parking areas adjacent to the eastern boundary and along the roadside of the southern boundary wall.

2.2 The Locality
The locality surrounding the subject land has a mixed character, with vacant land, open space, airport, industrial, residential and recreation land uses in close proximity. The existing building on the subject land is the most visually striking feature of the locality due to its size and prominent position adjacent to the intersection of Morphett and James Melrose Roads.
Of particular relevance is the residential development opposite the subject land south of James Melrose Road, which is a low-scale, medium density development comprising residential flat buildings set in landscaped grounds. To the west of this residential development lies the Glenelg Golf Course.
The City of West Torrens owns the site of the adjacent waste resource and recovery facility, situated immediately to the north-east of the subject land and accessed from Morphett Road. This is a regional waste resource and recovery facility, operated by Solo Resource Recovery.
The section of Morphett Road north of Stonehouse Road is utilised by commercial and heavy vehicles to access the former Manuele Engineering site, the waste resource and recovery facility, and adjacent industrial areas.
The airside areas of Adelaide Airport are located north of the subject land, separated by the open space corridor accommodating Keswick-Brownhill Creek. A shared use path is located in this corridor, connecting Tapleys Hill Road to Watson Avenue in Netley, on the eastern side of the airport.
The Keswick-Brownhill Creek line runs from a north-east to south-west direction from Netley to Patawalonga Creek in Glenelg North, and directly abuts the north of the site.
Vacant land exists directly to the west of the subject land.

3.0 Proposed Change of Use
The existing City of West Torrens Council Public Services Depot is located at Marion Road, West Richmond. Council has utilised this site as a works depot for more than 70 years. The existing works depot is very limited for space, consists of numerous older buildings which are not suitable for a modern council public services depot, and is located on a very busy arterial road, making access to the site difficult and problematic.
Further, the existing City of West Torrens Council Public Services Depot provides no opportunity for expansion to meet the future needs of Council, or to address safety and security issues required for such a facility.
3.1 Description of the proposed change of use
The former Manuele Engineering building was ‘purpose-built’ as an office and industry facility. The site has existing use rights as a ‘general industry, including steel fabrication, grit blasting and painting’.
The site employed over 250 people, with the industry bays used for the fabrication of large steel structures.
The current proposal involves a change of use of the premises to ‘Public Services Depot’.
It should be noted that the Council operations will not require the entire site. A portion of the existing offices are currently leased to a third party and a number of the existing factory bays will be sub-tenanted for uses complementary to the Council Public Services Depot. Such use will likely be consistent with Envisaged Uses prescribed within the Morphett Precinct (ie industry, office/warehouse, warehouse, car parking and storage, etc.) and be the subject of further consideration and assessment.
No external building works are proposed, apart from changes to existing signage. No changes to access arrangements are proposed to the subject land.
Further details of the proposed change of use of the subject land are outlined below.
3.1.1 Existing and proposed site layout
A copy of the original site plan and building application plans are included as Appendix A.
No changes are proposed to these plans.
The site layout and Council operations are presently being considered, with the existing factory bays and external hardstand areas being divided into the five principal areas of the Council Works Depot operations (see detail in section 3.1.2). An indicative layout plan has been prepared and is included as Figure 3.
3.1.2 Nature of operations
The City of West Torrens proposes to relocate its current depot operations and staff to the subject land and maintain such operations within a modern configuration, over a larger footprint than the existing site on Marion Road.
The Council Works Depot operations (City Works Department) are divided into five principal areas, being:

Stores & administration.

The total operations of the Council Public Services Depot include approximately 80 staff, more than 75% of which are field and workshop staff. The operational fleet consists of approximately 42 trucks and larger plant, plus four motor vehicles, all of which are stored on-site overnight. In addition, there are various trailers and smaller items of plant.
Operations of the five different areas are outlined below:
Civil is responsible for Council’s ongoing minor works programme. This area has approximately 20 staff, 80% of whom are workforce and the balance management. This area accounts for about one third of the vehicle fleet, including three backhoes and two loaders.
Horticulture is responsible for the maintenance of Council’s open space, amenity areas and trees. This area has approximately 30 staff, including three supervisory staff. The area accounts for approximately 50% of the vehicle fleet.
Cleansing is responsible for street sweeping and public bins. This area has 10 staff, including one supervisor, and operates a small fleet of light sweepers and light trucks.
Fleet/workshop area undertakes repairs on maintenance tools and infrastructure, including a wash-down bay with pressurised hoses. All vehicles are washed down weekly.
Administration has a staff of 10, including a storeman and two mechanics.
Generally, the operational model of the depot includes an early start, with all crews leaving in their council vehicles. The depot remains relatively quiet for most of the working day, until crews and vehicles return late in the afternoon. The majority of crews return to the depot for lunch, around the same time.
A meeting consisting of all staff occurs quarterly, while team meetings occur fortnightly. Thus, meeting/training facilities to accommodate up to 25 persons are required, with an expanded capacity for the larger more infrequent group meetings.
Deliveries to site include articulated vehicles for bulk supplies, including fuel tankers for the delivery of both diesel and petrol. There is a requirement for approximately 20,000 litres of diesel storage and 5,000 litres of petrol storage on site, all of which will be stored above-ground. Such fuel storage facilities will be installed to EPA specifications.
Beyond deliveries, there is a low level of public visitation to the site.
3.1.3 Employment numbers
As mentioned above, the depot on Marion Road currently employs approximately 80 staff, all of whom will be transfer to the new Morphett Precinct site.
There are approximately 20 staff who will require a permanent desk, these being a mixture of supervisory and administration staff.
3.1.4 Hours of operation
Most staff at the depot will generally begin work from 7.00am to 4.30pm each weekday. Crews working with the street sweepers generally commence earlier (around 5.30am).
Due to the nature of operations however, the Council Public Services Depot must be a 24-hour facility seven days per week, catering for emergency call-out and operational requirements.
3.1.5 Traffic movement
No other changes are proposed to the existing access arrangements to the site. Primary access to the Council Public Services Depot for trucks and service vehicles will be via the existing entrance from

James Melrose Road (through a gated entrance adjacent the site’s western property boundary). Staff and visitor parking will continue to be provided from Morphett Road.
It is Council’s intention that all vehicles stored and operated from its existing Council Public Services Depot will be relocated and operate from the new Public Services Depot. Over time, there may be some minor increase in the vehicle fleet numbers.
Both Morphett and James Melrose Roads are local roads, but are signed for 60km/hour speed operation and frequently utilised by large trucks and commercial vehicles accessing the waste resource and recovery facility (situated at the northern end of Morphett Road), the adjacent industrial area east of Morphett Road, and the subject site.
The current Council Public Services Depot site on Marion Road has 24 secure spaces on site adjacent to Edwin Street and 14 non-secure bays on Marion Road. Beyond this, staff park on the street. The proposed facility has an on-site car parking area for 50 vehicles (staff and visitor parking). No changes are proposed to this existing car parking area.
3.1.6 Fencing, gates and existing landscaped areas
There is no changes to existing site fencing and gates or existing landscaped areas.
3.1.7 Other relevant information
There are no changes proposed to existing stormwater, energy or sustainability measures on-site.
Waste management facilities at the proposed Morphett Precinct location are likely to reflect the storage at the current Marion Road site, including the following:
Green Waste / Street Sweepings - Storage Bin, 60m3 to 80m
3 (bin capacity)
Paper / Cardboard / Boxes - Storage bins 2 x 3m3 each
General Rubbish - Storage bins - 2 x 1.5m3 each
Steel (Recyclables) - Storage bin -1 x 10m3
Such waste management facilities will be designed to so as not to attract birds to the subject site, to ensure that there is no adverse impact to airport operations.

4.0 Procedural Matters
4.1 Nature of development
The current proposal involves the change of use of the existing former ‘industry building with associated offices’ (the former Manuele Engineering site) to a ‘public service depot’- to accommodate the relocation of the West Torrens Council Works Depot.
A ‘public service depot’ is not defined within the Adelaide Airport Master Plan. Reference is made to the definitions contained within Schedule 1 of the Development Regulations 2008, which defines a public service depot as follows:
“public service depot means land used for storage and operations connected with the provision of public services (including gas, electricity, water supply, sewerage, drainage, roadworks or telecommunications services) by a body responsible for the provision of those services.”
Furthermore, the Development Regulations make further distinction on size, with a ‘major public services depot’ defined as follows:
“major public service depot means a public service depot on a site of 8,000 square metres or more.”
The proposed development meets the definition of a major public service depot.
4.2 Assessment process
The subject land is located within the Morphett Precinct of the Airport (Adelaide) Zone of the Master Plan. A ‘public service depot’ is neither listed as an envisaged nor non-complying development within the Precinct. Therefore, the proposed development will need to be assessed by AAL as a merit use against the Master Plan.
The assessment process is illustrated in Figure 7.5 of the Master Plan and indicates that the proposed development is subject to a 15 business day public notification process. Members of the public may make a written representation to AAL on the proposed development, which will be considered in its assessment.
In addition to this public notification, Commonwealth aviation authorities, State Government agencies, affected local councils and the Adelaide Airport Consultative Committee will be advised of the proposed development and given the opportunity to comment.

5.0 Adelaide Airport Master Plan
The subject site is located within the Morphett Precinct in the Airport (Adelaide) Zone of the Adelaide Airport Master Plan 2014.
The Precinct encourages development accommodating a mix of activities including industry, office/warehouse, commercial and aviation-related support industries and future development directed to commercial services.
The proposed change of land use to accommodate the Public Services Depot is considered to align with industry, office and warehouse uses, all of which are listed as Envisaged Development within the Precinct.
Desired Character
Future development within the Morphett Precinct is required to take into account potential impacts on residential areas located to the south of the Precinct.
It is important to consider the past use and activities of the site, and the scale, use and hours of activities proposed as part of the current development. The site was ‘purpose-developed’ for Manuele Engineering, a steel fabrication and engineering company – which previously utilised the premises as their corporate headquarters, and the associated factory bays used for fabrication and construction of complex steel structures.
The proposed use of ‘Public Services Depot’ is significantly less intensive and will have lesser impact than the existing approved use of ‘general industry, including steel fabrication, grit blasting and painting’ previously operated by Manuele Engineering.
Structure Plan
The proposed change of land use will not alter the form of development currently on the site.
The primary frontage of the building will be retained as the Morphett Road frontage. Existing landscaping along James Melrose Road will be retained.
Access to the linear park will not be altered as part of this proposal.
Access and Movement
Existing access arrangements will remain unchanged.
Built Form
The external building form will not be changed as part of this proposal. The current building materials were previously approved and are compatible with aeronautical equipment facilities and operations.
Form of development
Within the Morphett Precinct, development is required to consider the need for noise attenuation methods and the provision of aquifer storage and recovery systems. As the application is for a change of use of the existing building, with no further upgrade proposed, it is understood that the existing building was designed to address such issues.
Appearance
There is no change to the existing buildings on the site and thus, the appearance of the site will remain unchanged.

6.0 Conclusion
The current proposal involves the change of use of the subject land to a ‘public service depot’ for use by the City of West Torrens as its relocated Council Public Services Depot.
A ‘public service depot’ is a merit form of development within the Morphett Precinct of the Airport (Adelaide) Zone, as prescribed in the Adelaide Airport Master Plan 2014.
The proposed use is considered to be significantly less intensive than the current approved use of the site, that being for a ‘general industry, including steel fabrication, grit blasting and painting’– previously used by Manuele Engineering.
The proposed change of land use to accommodate the Public Services Depot is considered to align with industry, office and warehouse uses, all of which are listed as Envisaged Development within the Morphett Precinct.
Following the merit use consultation period, and giving due consideration to any submissions arising from the stakeholder and public consultation process, a detailed assessment of the proposed development against the relevant provisions of the Adelaide Airport Master Plan 2014 will be undertaken by Adelaide Airport Ltd.
