Background

• While authorities are proceeding with planning andimplementation of Metros in cities, my aim in thispresentation would be to focus on aspects, whichhave been recognised in various policies, but gettingneglected in the pace of sanctioning and completingthese projects.

• Due to this we are missing on the best opportunitiesavailable for a better living in future.

• As of now core emphasis is on the Technological aspects ofthe project

• There have been debates and galvanising of ideas ontechnical aspects, such as: GaugeUG Vs ElevatedMRTS Vs LRTModern light weight AC Rolling StockContact less smart card/ Automatic fair collectionUsage of Lifts and Escalators in stationsATO/ATP/CBTC signalling system etc.These aspects are now practically settled. On many issuesguidelines are also issued by the Government of India

• Urban Transport is inherently multimodal.• NUTP requires that public transport system is coordinated and

well integrated with efficient inter-change infrastructure andshould offer a seamless journey to the users

• The important aspects of Multimodal integration are : Physical integration Network integration Interchange facilities Fare integration Integrated ticketing Information integration Institutional integration. Facilities for handicapped

• Some of the observations and recommendations of theWorking Group on Urban Transportation in its report ofMarch,2012 are:

Urban transport should grow along a sustainable path tosupport the desired economic growth, protect theenvironment and to improve the quality of life

A shift from personal vehicles to other mass transit andnon-motorized modes is necessary to reduce energydemand from cities. Share of public transport on theaverage should be aimed at 60% of motorized trips and35% of total trips including walk.

By 2030, it is envisaged that cities would have taken fullcharge of their own urban transport needs.

The Central Government would take care of issues suchas financing, PPP, capacity building, developing a database and R&D.

State Government would empower the city with aninstitutional framework, legislation, a resourcegeneration policy and professional staff.

• With this background and the fact that thetechnological issues are broadly settled, the focusshould now extend to issues which make theseinfrastructure more meaningful to the users toholistically improve the quality of travel and therebyquality of life.[ “Making life in London better….” Mr Verma/ TfL]

• UG Stations could be quite deep. Some of the elevated stations are also veryhigh

• MML-3 : 7 out of 26 stations are deep with Rail Level > 24 m below ground.Vertical distance to be traveled by these station users would be equivalent to 7-8 storey building. Some of the other stations are also quite deep.

• Situation in other Metros could also be similar.• There is a need for adequate number of lift and escalators for comfortable

vertical circulation.

CONCLUSION Focus on “integration” must increase to

meaningful levels in project proposal(DPR) itself Works ‘with in system’ and ‘close to the system’

to be implemented as a part of the MRTS project. Nodal coordination at state level be effective for

planning, coordination and in making land andbudget available. Respective turf protection beovercome.

Separate and sufficient budget to be provided toongoing MRTS projects for big ticket integrationworks to make travelling seamless and urbanliving better.
