VIEWPOINTS
1. Implementation of the Paris Agreement (PA) must be
suitable to Vietnam’s development circumstances and the
level of international support received;
2. Needs to follow direction from Parties, Government and
inherit viewpoints, undertakings and activities for climate
change response and green growth (GG) which have been
and are being implemented, and take advantage of
opportunities presented by the PA
3. Adaptation continues to be the focus with main resources
come from the public budget, including interational
supports. Mitigation is important with resources come from
private investments, with state resources playing a
leveraging role
OVERALL OBJECTIVES
Identify and implement appropriate activities and
solutions until 2020 and 2030 to gradually carry
out all the provisions in the Paris Agreement that
are applicable to Vietnam
SPECIFIC OBJECTIVES
1. Fulfil commitments in the INDC on GHG emissions mitigation
and GG;
2. Fulfil commitments in the INDC on climate change adaptation;
3. Prepare human, technological and financial resources to fulfil
commitments in the INDC and contribute to the transition to a
low-carbon, highly resilient economy;
4. Establish and operate a Transparency System (MRV) to monitor
and assess the implementation of adaptation, mitigation, and
resource preparation;
5. Revise institutions and policies to establish a favourable
environment and focus national efforts to respond to CC

CONCLUSION
• The Plan for implementation of the Paris Agreement in Viet
Nam has been comprehensively developed with
participations of ministries, development partners, NGOs,
business sectors, scientists and others
• The Plan has been inherited current efforts in responding to
climate change, national appropriate and priorities with
flexibilities to be changed when necessary
• Implementation of the Plan will help Viet Nam to effectively
respond to climate change and fulfil Viet Nam’s
commitments in NDC
