PSHS Main Campus in Diliman, Quezon
City ̶ The PSHS celebrated its 50th
anniversary through exhibits, programs and
activities that convened scholars, personnel
and alumni through the years.
Starting with the launching of Google
Apps program for K-12 schools, and the
opening of the Alumni Art Exhibit that
showcased the works of PSHS alumni and
scholars on Aug 29, the blessing of the
newly-rehabili tated Multi -purpose
Gymnasium came next on Sep 1, followed
by a 4-day school fair.
On Sep 4, the system-wide talent
contest entitled “Talentadong Pisay” was
c o n d u c t e d w h e r e P S H S -
SOCCSKSARGEN Region Campus was
hailed as Grand Champion. The day after,
through an awarding ceremony, the
contributions of past and present leaders
and long-time serving employees of PSHS
were recognized. A Variety Show of
scholars and personnel, and Employees’
Reunion happened in the afternoon.
The celebration capped off on the 6th
with the Alumni Homecoming and Job

DR. LARRY L. CABATIC: A Man with Big Dreams
He is a man
with big dreams.
He is futuristic
and optimistic.
He leads by
example.
A people-
oriented person,
his mind and
heart is always
after the welfare
of other people,
especially those entrusted under his care
and stewardship.
The above are just but a few adjectives
that describe the new Executive Director
of the Philippine Science High School
System (PSHSS) in the person of Dr.
Larry L. Cabatic, who took his office in
September 1, 2014 .
Prior to his promotion, Sir Larry, as
everyone calls him, was the campus
director of Ilocos Region Campus (IRC)
for more than 10 years. A good and
effective administrator and a systems
analyst he turned IRC into a model campus
in terms of infrastructure planning and
development, supervision, management
and administration. Also, a registered
Civil Engineer, he heads the Sub-
Committee on Infrastructure for the whole
PSHSS.
Born of peasant parents with seven
children, Sir Larry hailed from Narvacan,
Ilocos Sur. He took his Bachelor of
Science in Civil Engineering Course at the
University of Northern Philippines in
Vigan City, Ilocos Sur. He finished his

seat as Deputy Executive Director.
Recently installed campus directors
who also took their oaths were Engr.
Lorvi B. Pagorogon of the Central
Mindanao Campus and Director Ruwina
S. Gonzaga, the 1st Campus Director of
the newly-established PSHS-Caraga in
Butuan City.
Earlier this year, Director Delia C.
Legaspino and Dr. Salvador B. Romo of
Southern Mindanao Campus and Cagayan
Valley Campus, respectively, were
appointed as Campus Directors.

Director of the newly-established PSHS-
SOCCSKSARGEN Region Campus in

City. While, Dr. Warren D. Cordeta was
appointed as the new Campus Director of
PSHS Central Visayas Campus in Argao,
Cebu.

Fernando City, La Union where he was
consistent academic scholar and received
the highest GPA award, respectively.
Perceivably a late bloomer, Sir Larry is
never ashamed to share that during his
elementary up to college years, he had

Dear Team PISAY,
We are so happy to share with
you the Maiden Issue of our bi-monthly newsletter.
In this issue, you will find articles about the history of the
PSHS System and its mission; news updates across the regional
campuses, and different activities.
Our main objective is to strengthen our information
campaign so as to reach as many audience as we can and make
them aware of the existence of
the PSHS System and make our target clientele avail of our
services. This is another significant part
of our journey together as we join hands and work as one team with
ONE GOAL, ONE MIND, ONE
DIRECTION - in accomplishing our mandate.
Indeed, personally, I am so excited as I look forward to a
fruitful and productive team
PISAY. With God before us, and His
strength in us, we can accomplish more than what is expected from
us for the benefit of our scholars
and ultimately, of our country.

The Philippine Science High School (PSHS) System
through the years…………….. As the Philippine Science High School (PSHS) System celebrates its golden year anniversary in 2014, it is but appropriate to look back how it came to be and how it has become for what it is now. The PSHS System is an attached agency of the Department of Science and Technology (DOST). It is headed by the Board of Trustees (BOT) chaired by the DOST Secretary. The BOT is the highest policy making body of the PSHS System. Serving as the implementing arm of the BOT is the Executive Committee (ExeCom) chaired by the PSHS System Executive Director. Composing the ExeCom are the different Campus Directors nationwide. Republic Act (RA) 3661 established the Philippine Science High School (PSHS) and mandates it to offer on a free scholarship basis as a secondary course with emphasis on subjects pertaining to science, with the end in view of preparing its students for careers in science and technology.
The first PSHS campus was established in 1964 in Diliman, Quezon City. Filipino mathematician, Dr. Leopoldo V. Torralballa, had a vision of establishing a science high school that will harness the potentials of gifted Filipino youth in Science and Mathematics. PSHS was inspired by the Bronx High School of Science in New York City, where Dr. Torralballa was a Professor in Mathematics during that time.

Fifty (50) years later, it has expanded into a System with 13 campuses operating nationwide.
The Southern Mindanao and Western Visayas Campuses started operating in 1988 and 1993 respectively, followed by the Eastern Visayas Campus in 1994.

3 Pisay This increase in the number of campuses necessitated the harmonization of policies and curriculum to ensure that uniform standards are maintained in all campuses. Thus, the PSHS System was created by RA 8496 in 1998 when three other campuses were established in the regions of Cagayan Valley, Bicol and Central Mindanao.

In 2003, a campus in Ilocos Region opened in response to one of the provisions in RA 9036, An Act Strengthening the Governance and Defining the Scope of the PSHS System, Amending for the Purpose RA 8496. Three years later, in 2006, another campus in Central Visayas Region opened.

In 2009, two more campuses joined the PSHS System: the Cordillera Administrative Region Campus and Central Luzon Campus.

In 2013, the 12th campus, PSHS SOCCSKSARGEN Region Campus started its operation. A year after, in 2014, the 13th campus, PSHS-CARAGA campus opened.

He also loves to testify how the Lord
had raised him up from being a peasant
boy to where he is now. He is equally
amazed of the wisdom and knowledge
that he has gained from his life’s
experiences and those of others. All
these, he said are from the Lord and he
gives all the glory to Him.
Before his entry to the PSHS System,
Sir Larry started his career as Labor
Inspector of the Department of Labor &
Employment, Regional Office No. I in
San Fernando City, La Union in 1988.
His work dedication and commitment
ushered him to rise from the ranks till he
finally became Chief Labor and
Employment Officer in 2003 until his
transfer/promotion to PSHS System in
2004.
Contributory also to his success is the
undaunted support of his family whom
he describes as closely-knitted. Special
mention of course, is the love of his life,
his beloved wife, Elvira Zamoranos
Cabatic, whom he considers his best
friend, his prayer warrior-counselor and
business partner. Elvie is the regional
accountant of DOLE-ROI. They are
blessed with two children, Hannah
Lorraine who is already in 2nd year
college taking up BS in Business
Administration and Dan Lawrence, a
freshman taking up BS in Civil
Engineering, who is obviously following
in his father’s footsteps.
Serving now as the new Executive
Director of PSHS System, Sir Larry is
looking forward to a brighter future for
the country with professional leaders in
Science and Technology who had their
secondary education at the PSHS. Under
the acronym PSHS, he envisions the
Office of the Executive Director to
spearhead the Productive utilization of
resources, to render excellent Service
through globally competitive curriculum,
to strengthen Human resource
development and to Strengthen linkage
and network.
With Sir Larry at the helm of the
PSHS System, no doubt about it, an
improved and a more dynamic System is

“PISAY” is a popular name used to refer to Philippine Science High School (PSHS). It’s shorter by number of syllables, and as casually as it sounds, is often used during informal communications. This name speaks for this bi-monthly publication that delivers brief and concise information, simple but informative to connect to readers who are presumed to be coming from all walks of life.
PISAY, as an acronym, stands for Patriotism, Integrity, Service, Academic Excellence and Youth Leadership ̶ the
values upheld by every constituent of the PSHS System. It is a one word that represents the PSHS System as a whole– a
community of 13 campuses with one goal, one mind and one direction.

PSHS National Competitive Examination (PSHS-NCE) conducted The Philippine Science High School
(PSHS) System conducted the National
Competitive Examination (NCE) last
October 4, 2014 in 105 testing centers
around the country. A total of 23,553
applicants were registered.
The PSHS-NCE is a one-time screening
to select pupils to qualify for PSHS
scholarship.
Result of this year’s NCE is expected to
be released by the end of this year. (afs)

PSHS scholars recognized in Moscow, Russia
The said research project of PSHS
Main Campus scholars namely Adrielle
Theresa Cusi, John Christian
Nacpil and Lizbeth Joy, was among the
three out of 23 projects under the
Biotechnology, Health and Medicine
cluster that were named “Most Creative
and Innovative.”
Of the 120 project entries from 25
participating countries, six projects were
awarded.
The different projects were clustered
in to f ive ca t ego r i e s na me l y,
Biotechnology, Health and Medicine;
Energetics; Engineering and Robotics;
I n fo r ma t i o n , T e c h n o l o g y a n d
Telecommunications; and Sustainability
and Environmental Science.
The event was hosted by Moscow
Chemical Lyceum in collaboration with
the Lift to the Future organization and the
People’s Friendship University of Russia.

meeting has approved the Merit Selection
Plan (MSP) for PSHS teachers.

MSP which aims to establish a system
that is characterized by strict observance
of the merit, fitness and equality
principles in the selection of candidates

employment to all qualified Filipino men
and women to enter government service
and for career advancement of all
deserving employees in the PSHS
System and; to provide an objective
basis for the speedy and just adjudication
of protests on appointments and
promotions in the PSHS system.
The MSP shall be the basis for
expeditious approval of appointments for
teaching positions within the PSHS
System.
The BOT approved MSP shall be
endorsed to the Civil Service

Group Discussion with Qualitative Data
Analysis on October 7, 2014 at the PSHS
Main Campus, Agham Road, Diliman,
Quezon City.
He welcomed the almost 30
participants who came from the different
regional campuses of PSHS, attached
agencies, PCARRD, PAGASA, NRCP,
PCIEERD, ITD, IRDC and others.
The objective of the training is to
enhance capability building for action
research as an instrument for improving
operations through informed decision-
making. Prof. Roselle Collado from
the Institute of Statistics, UPLB served
as the resource speaker.
The Research Policy and Academic
Division under the Office of the
Executive Director – PSHS System
facilitated the training in cooperation
with the Philippine Statistical Research
