As we enter the months of “ber” (September

to December) season, we are wary of the crime wave that goes along with it. Our experience would tell us that crimes against properties are more likely to happen during this season, like theft and robbery. It is during this time of the year that the demands for police services and public expectations are equally high.

Just recently, we man-aged to usher the people of Butuan observe the All Souls Day and All Saints Day peacefully. The two-day observation came to pass without major incidents in the cemeteries or in the city streets. And I am extending my gratitude to the mem-bers of Butuan City Police Office for that.

But then, just a day after the peaceful observance, the city was shaken by the robbery hold up incident victimizing the Lucibenino Jewelry and Pawnshop, Inc. The armed suspects carted away an estimated amount of P3.5 million worth of jewelry. Luckily, due to the vigilance and active par-ticipation of our force mul-tipliers coupled with the swift response of our police personnel, one of the four suspects was immediately arrested and another one was apprehended few days later.

Even a cursory review of the historical develop-ment of our efforts in the maintenance of peace and order highlights the point that technology – or more

precisely, technological in-novation – has been the driving force leading to the reform of crime prevention and crime control strate-gies.

While human intelligence and traditional police works are still important aspects of law enforcement, high-tech systems are becoming principal and very neces-sary means of maintaining domestic security. There-fore, the PNP must stay abreast of near-term and future developments and create new strategies and scenarios about how and when various technologies will and could be used in a more effective and efficient policing system.

With the implementa-tion of Letter of Instruction Manhunt Charlie, the PNP has conducted its relentless campaign to account all wanted persons and other criminals in the country.

But nevertheless, through the use of e-War-rant of Arrest and e-Rogues Gallery Systems, we can

now speed up our opera-tions as we focus on the development and mainte-nance of database of want-ed persons at the differ-ent PNP offices or stations based on the warrants of ar-rest issued by courts in our respective jurisdictions.

Moreover, the PNP Chief ordered the continuous evaluation and monitor-ing of the performance of tasked units with the target of at least five percent of the total number of wanted persons on a monthly basis.

In an age faced with the continuing threats of the

lawless elements, the im-portance of continued tech-nological advances shall not be ignored. New tech-nological innovations can be developed for effective law enforcement and effi-cient administration of jus-tice to ensure public safety and internal security.

the case in court, but we all know that when a crime is committed, collateral dam-age goes with it. Because solving a crime is not our ultimate goal. It is crime prevention that matters most.

With the Christmas sea-son fast approaching, we expect more crimes to hap-pen in our area of respon-sibility. To prevent this, I am enjoining every police personnel in this office to participate in denying the underworld people every opportunity to carry out their criminal acts to the four corners of this city (Bu-tuan).

I know that a crime-free city does not exist. But uni-fying our efforts and work-ing together to minimize, if not to eliminate the occur-rence of crime, will make us move closer to that goal.

Leading the law enforce-ment sector in a city like Butuan is not an easy task. But with the troop aug-mentation provided by the Regional Director of Police Regional Office 13, PCSUPT CARMELO E. VALMORIA, and the popular support we get from the force mul-tipliers of the multi-sectoral agencies, I know we can make Butuan a safe and peaceful city to live in.

Warrant personnel from Butuan City Police Station 2 and Theft and Robbery Unit personnel of BCPS 1 conducted operation against Wanted Person at Purok-10, Brgy. Obrero, Butuan City that led to the apprehension of Nilo Pe-ter Elarcosa Villanueva alias “Yonyon Villanueva”, 17 years old and a resident of the aforesaid place on November 26, 2012 at 11:45PM.

Villanueva was arrested by virtue of Warrant of Arrest under criminal case number 16186 for Theft issued by Hon. Augustus L. Calo, Presiding Judge of RTC Branch 5, Hall of Justice, Libertad, Butuan City dated September 28, 2012 with recommended bailbond of Twenty Thousand Pesos (Php 20,000.00).

Said person is temporarily detained at BCPS 2 for proper disposition.

REPORT ON ARREST OF WANTED PERSON

Bernabe Rodrigo Imaden, 55 years old, married, and a resident of Brgy. Tambacan, San Isidro, Surigao del Norte was shot by two (2) unidentified suspects in Brgy. Sto. Nino, San Isidro, Surigao del Norte at about 4:30 PM of November 25, 2012. Investiga-tion disclosed that while the victim was walking he was shot by two (2) unidenti-

Personnel of Claver Municipal Po-lice Station, Surigao del Norte PPO, conducted operation on Oplan Bakal/Sita that resulted in the recovery of Ca-liber .38 revolver, Smith and Wesson with serial number 05036 on November 24, 2012 around 11:30 PM at Yang-yang Videoke Bar.

Upon arrival at the said establish-ment, Antonio Vicente Oracion, 23 years old, married and a resident of Purok 2, Brgy. Ladragon, Claver, Surigao del Norte reported that he saw a firearm left behind believed to be thrown away by unknown customer.

Said firearm is now under the cus-tody of Claver MPS for proper disposi-tion.

SHOOTING INCIDENT

The victim was rushed to San Isidro Hospital and was declared dead on arrival by the attending physician. Personnel of San Isidro MPS are conducting investiga-tion for the identification the suspects.

Meanwhile, Along the National High-way of Purok 6, Brgy. Pungtod, San Agus-tin, Surigao del Sur, Teodolo Dosdos Dela Cruz, Jr., 30 years old, driver, and a resident of Purok 16, Brgy. Mawab, Compostella Valley was shot by three (3) unidentified suspects using unknown caliber of firearm on November 25, 2012 at about 10:20 PM.

Investigation conducted by San Agus-tin PS disclosed that the victim was driving an Isuzu Ten Wheeler Truck bearing Plate No. LWD 433, owned by Coronet Wood In-dustries travelling from Brgy. Sumo-Sumo, Tago, SDS bound to Hinatuan, SDS.

When they chanced upon the suspects who were seen by the victim in the act of stealing gasoline from a parked motorcycle, the suspects fired shots to the victim hitting his left leg.

Suspects fled towards unknown direc-tion, while the victim was brought to Mari-hatag District Hospital for medical treat-ment. Pursuit operation is being conducted by San Agustin PS for possible arrest of the suspects.

In Lianga, Surigao del Sur, joint ele-ments of Surigao del Sur Police Provin-cial Office and Lianga MPS conducted search and seizure in the house of Felix Pocon located at Purok-1, Poblacion, Lianga, Surigao del Sur by virtue of Search Warrant issued by Hon Alfredo P. Jalad, Presiding Judge, RTC Branch 28, Lianga.

The operation resulted in the arrest of Jessriel R. Silva, 36 years old, mar-ried and a resident of the said place, who was caught in possession of illegal drugs.

Confiscated from his possession were three (3) heat sealed sachets of suspected shabu and illegal drug para-phernalia placed inside the pocket of his short pants.

The operation was conducted in co-ordination with PDEA and witnessed by Mr. Nicanor M Campos, DOJ rep-resentative, Hon. Noel Abao Sr. and Hon. John Bryce Balaan, both Brgy Ka-gawads of Poblacion, Lianga, Surigao del Sur.

Arrested suspect and confiscated items are now under the custody of Li-anga MPS for proper disposition.

ARREST OF WANTED PERSON

Isidro Cabag y Cacas, of legal age, married and a resident of Purok-3, Brgy Laperian, Poblacion, Prosperidad, Agu-san del Sur was arrested by personnel of Prosperidad MPS led by PSI EPHRAIM DETUYA, Officer-In-Charge by virtue of Warrant of Arrest issued by Hon. Lou A. Nueva, Presiding Judge, MCTC, Pros-peridad, Agusan del Sur. Cabag was charged with Reckless Imprudence Re-sulting in Multiple Homicide and Multi-ple Serious Physical Injury docketed under criminal case number 12-3313 with recommended bail of P10,000.00. Suspect was brought to Prosperidad

MPS for proper disposition.

ACCOMPLISHMENT ON ILLEGAL DRUGS

Report reached Sta. Josefa MPS that the dead body (in the state of decomposi-tion) of Efepanio Magante, 62 years old, male, widower, farmer and a resident of Calinan, Davao City was found in a farm house owned by Rodolfo C Gofredo located at Purok-5, Brgy Tapaz, Sta. Josefa, Agu-san del Sur around 1:00 PM, November 22, 2012. Authorities went to the place and con-ducted investigation, which revealed that the victim sustained gunshot wounds on his chest and back portion of his trunk. Further-more, he was last seen in the morning of November 15, 2012. Cadaver was brought to Angel Funeral Parlor, Sta. Josefa, Agusan del Sur for proper disposition. Sta. Josefa MPS coordinated with the Regional Crime Laboratory Office 13 for autopsy. Follow-up investigation on the case is still ongoing.

The PNP takes the center stage in the fight of maintaining peace

and order, and ensuring public safe-ty and internal security. Thus, the 13th Regional Public Safety Battal-ion upholds its motto “We fight, we save and we safeguard lives”.

In fighting against criminality, plans and programs are formulated and conceptualized to improve our personnel’s morale and welfare, and strengthen our capabilities. Police In-formation and Continuous Education (PICE) is constantly conducted to re-fresh basic knowledge on law enforce-ment.

Moreover, physical fitness during athletic days has been maintained to develop coordination of one’s mind

and body.Specialized Trainings are also con-

ducted such as Deep Reconnaissance Unit Training, VIPs Security Training and Sniper Course to equip our per-sonnel with deeper knowledge on combat warfare, security, proficiency in camouflage and concealment, stalk-ing, observation, map reading and precision marksmanship under various operational conditions.

From the anti-criminality measures, the RPSB continues our police visibili-ty. On the campaign against terrorism, RPSB deployed its K9-Unit during the bomb threat at Bancasi Airport, Bu-tuan City.

On our relentless campaign against Internal Security Operation (ISO), RPSB had conducted four (4) major combat operations and each Maneu-vering Coy is required to conduct combat operation at least twice a month to flush-out the presence of NPA in Caraga Region.

On campaign against illegal gam-bling, RPSB personnel arrested one (1) Lito Estumos and nine (9) others which also resulted in the confiscation of cash money amounting to thirty nine thousand three hundred eighty four pesos (Php 39,384.00) and other gambling materials.

The joint operation of RPSB and BCPO resulted in the arrest of one (1) Nicolas Parajarillo y Reponte for vio-lation of RA 9287.

On campaign against wanted per-sons, RPSB personnel arrested one (1) Abraham Bragas, No. 2 most wanted

person in Leyte province with mur-der case . With joined effort of RPSB and San Francisco MPS, ADS, one (1) Jobert Perez y Brital a.k.a “ONDO PEREZ” and seven (7) others were ar-rested for robbery, kidnapping, mur-der and violation of RA 8294 known as Illegal Possession of Firearms.

On the campaign against RA 8294 or known as Illegal Possession of Fire-arms, RPSB personnel arrested one (1) Levie Caballan and two (2) others which also resulted in the confiscation of six (6) homemade shotguns and one (1) .357 caliber revolver.

During the arrest of Ondo Perez Group confiscated in their position one (1) improvised gun, one (1) impro-vised shotgun and one (1) M16 rifle.

We are also on full alert status for the incoming National Election 2013 to ensure the safety of our country-men, especially the monitoring of pri-vate armed groups. We further remind everyone on LOI SAFE 2013 (Secured and Fair Election) specifically on LOI “KONTRA BOGA” to conduct inten-sified campaign against loose firearms in the hands of threat groups, organ-ized syndicated crime groups and Par-tisan Armed Groups in crime/election violence prone areas.

On top of these, we encourage all RPSB personnel to remain alert and vigilant during Yuletide Season and continue with collaboration to the community.

Said seminar promotes the py-rotechnic industry in the country and is also the fulf i l lment of the recommendations reached at the National Explosives Control Sum-mit (NECS) to generate the sup-port and cooperation of the Fire-crackers and Pyrotechnics Industry stakeholders.

A vehicular accident tran-spired along J.C. Aquino Av-enue Corner J. Rosales Avenue at about 2:30 PM of November 24, 2012 involving a Honda Motorcycle (LM 6196) and an ambulance (SJR 758.

Investigation revealed that the ambulance, driven by Larry R. Abia, was traveling with a patient from Butuan Medical Center en route to Cagayan de Oro City, but upon reaching the intersection of J. Rosales Av-enue, it collided with the afore-mentioned motorcycle driven by Rogelio C. Salazar, 57 years

Salazar and his passenger Edna U. Magbanua were injured but the latter died few hours passed. Abia is now under the custody of BCPS 1 for proper disposition.

Cabadbaran police received report from a concerned citi-zen that explosive materials were found at Purok-2, Brgy Mahaba, Cabadbaran City, Agusan del Norte around 7:00 AM, November 26, 2012.

RECOVERY OF EXPLOSIVE MATERIALS

Immediately, elements of Cabadbaran City Police Sta-tion (CPS) together with ele-ments of Special Forces, Philip-pine Army went to the area to verify the report. Responding team recovered: ten (10) sacks Ammonium Nitrate; ten (10) boxes superdyne explosives; one (1) roll 1,000 meters fuse wire; ten (10) pieces helmets; five (5) pieces safety vests; and two (2) pieces raincoats.

Investigation revealed that a green farm tractor, allegedly owned by Satya Mining Cor-poration, carried the explosive materials but was abandoned by the operator when the ma-chine malfunctioned. Further-more, said explosive materials were the same type of explo-

sive materials recovered by the Special Forces from the NPA camp in Puting Bato, Cabad-baran City last March 2012.

Along the National High-way, Brgy Bonifacio, Surigao City, a Honda Wave 125 bear-ing plate number 7976 KR was accidentally bumped by a Fuso Fighter Dumptruck bearing plate number YJR-921 around 11:50 AM, November 27, 2012. Investigation revealed that the motorcycle was driven by Mark Kivin Aporbo Ramirez, 21 years old, lending collector and a resident of Purok-5, Socorro, Surigao del Norte, was travel-ling the said highway heading towards north direction with two (2) back riders identified as Gena Maglinte Losada, 42 years old, businesswoman, a resident of Socorro, Surigao del Norte and Jose Espinosa Losada, 53 years old, married, farmer and a resident of Narciso corner Borromeo Streets, Surigao

TRAFFIC ACCIDENTCity while the Fuso Fighter dumptruck driven by Ray-mund Dejano Boholst, 32 years old, married and a resident of Km. 8, Brgy Bonifacio, Surigao City was travelling in opposite direction. Further investigation revealed that the dumptruck overtook another vehicle in a curve portion of the road and eventually swerved towards the opposite lane and accidentally bumped the said motorcycle. Due to heavy impact, Ram-irez died on the spot while the back riders were brought by the Quick Action Response Team of Surigao City to Caraga Re-gional Hospital for medical treatment. Dumptruck driver voluntarily surrendered to Surigao City Police Station and both vehicles were impounded for proper disposition.

Charged with violation of Republic Act 9262 (Anti-vi-olence Against Women and Their Children), Ernesto P Duran, 57 years old, married and a resident of Mabua, Tandag City, Surigao del Sur was arrested by Tandag Po-lice on November 27, 2012 at around 7:00 AM at Purok- JDN, Mabua, Tandag City.

He was arrested by vir-tue of Alias warrant of ar-rest issued by Hon. Rufo U Naragas, Presiding Judge, RTC Branch 40, under crim-inal case number 5914 with recommended bail fixed at P24,000.00.

Duran was brought to Tandag Police Station for proper disposition.

In Cassetta Village, Brgy Cagniog, Surigao City, Rich-ard Abadejos Santilana alias “Bartoloy”, 32 years old, sin-gle, jobless and a resident of Brgy Bad-asay, Surigao City was arrested by joint personnel of Surigao City Police Station and Surigao del Norte Criminal Investi-gation and Detective Team (CIDT) around 10:30 AM, November 27, 2012.

Santillana was arrested by virtue of warrant of ar-rest issued by Hon. Rolando L Gonzales, Acting Presid-ing Judge, RTC Branch 32, Surigao City, under criminal case number 9701, for Statu-tory Rape without recom-mended bail.

Personnel of Cantilan Municipal Police Station, Surigao del Sur Provincial Public Safety Companyand DENR-Cantilan con-ducted operation against illegal logging on or about 7:45AM yesterday, in Brgy Tapi, Cantilan, Surigao del Sur that resulted in the confiscation of abandoned sawn Lawaan lumbers of different sizes with an estimated volume of 4,000 board feet and estimated value of one hundred thousand pesos (Php 100,000.00).
