The communist-ter-rorist devastated the banana plantation of DOLE STANFILCO at 9:00p.m. cutting down more than 15,000 fully grown bananas with fruits ready for harvest. As the rebels withdrew, NPA fired at 4 backhoes and a mini bulldozer when they passed Si-tio Ibo of the aforesaid barangay. The heavy

equipment, owned by Edilberto Garay of Maa, Davao City, were re-portedly parked along the road.

PNP and AFP were directing its collabora-tive effort to run af-ter the rebels who are believed to be under Guerilla Front 19B led by alias ‘Susay’.

Clemente, resident of the aforesaid place, was on board his red Honda XRM motor-cycle (3896 LP) when flagged down by the ele-ments of 133rd Regional Public Safety Company at 9:55p.m. Clemente said he’s carrying a caliber .357 Magnum revolver (loaded with three am-munition) but failed to present legal documents.

Suspect and confiscat-

ed item are now under the custody of 133rd RPSC in Bunawan, Agusan del Sur. Clemente shall face charges on illegal pos-session of firearm and violation of COMELEC gun ban.

Police Regional Office 13 Director, PCSUPT Getulio P. Napeñas said the PNP has been contin-uously conducting check-points to net violators bringing their firearms.

Camp Rodriguez, Libertad, Butuan City - A ceremonial oathtaking and pinning of ranks was held here on January 22, 2012 at 8:00 a.m. as 152 police personnel were promoted into the next higher ranks based on the order coming from the National Headquarters.

The newly promoted cops were comprised of 149 Police Non-Commissioned Officers (new PO2-SPO4) and 3 Non-Commissioned Officers (new Police Senior Inspector).

Families and loved ones of promoted personnel, who shared the joy of the occa-

sion, pinned the insignia. In his message, PCSUPT

Getulio P. Napeñas (repre-sented by PCSUPT Mario O. Soriano) extended his warmest greetings to the police force and further challenged them to be more efficient and effective cops.

“To the newly promoted personnel, it is indeed a great power entrusted in your custody which charges you with high responsibil-ity of inspiring and serving more people in the name of public service,” top of-ficial said.

41-year old Rober to Abejuela was captured by the authorities in his residence in Brgy. San Pedro, Lianga, Surigao del Sur on January 18, 2013.

Abejuela was appre-hended by Lianga Police at 8:30p.m. due to arrest warrant issued by Judge Dante Luz N. Viacrusis of RTC Branch 6 (Pros-peridad, Agusan del Sur) for Robbery with Vio-lence and Intimidation.

Suspect, who can post Php 100,000 bail for his temporary liberty, is now under the custody of Lianga Police Station.

Charged with Murder, Julieto Vertical Pareja, 49 years old, married and a resident of Pan-gian, Lindoy, Tago, Su-

rigao del Sur was ar-rested by joint personnel of Surigao del Sur Police Provincial Office and Tandag City.

Police Station by vir-tue of Alias Warrant of Arrest issued by Hon. Merlyn B Pacaro-Ca-ñedo, Acting Presiding Judge, RTC Branch 40, Tandag City, Surigao del Sur at around 5:30 p.m , January 21, 2013 in Brgy Panausawon, Bayabas, Surigao del Sur.

Pare j a’s c as e w as docketed under crimi-nal case number 5614 without recommended bail. He is now under the custody of Tandag City Police Station and will be turned-over to Tan-dag City Jail for proper disposition.

In Poblacion, Bislig City, Surigao del Sur, Ricky Maunio Mejaro, 35 years old, married and a resident of Pu-rok-4, Requina Village, Mangagoy, Bislig City was arrested by authori-ties at around 7:30 a.m. January 21, 2013 by vir-tue of warrant of arrest issued by Hon. Merlyn P. Cañedo of RTC Branch 29, Bislig City.

Mejaro was charged with violation of section 5, R.A. 9262 (Anti-Vi-olence Against Women and Their Children) docketed under criminal case number 2012-11-3991 with recommended bail of P12,000.00.

Mejaro is now under the custody of Bislig City Police Station for proper disposition.

ACCOMPLISHMENT ON ARREST OF WANTED PERSONS

49-year old suspect would face charges on il-legal possession of firearms and violation of COMELEC Gun Ban for carrying un-licensed firearm at Gener-ics Pharmacy, Langihan, Butuan City on January 22, 2013.

Edwin B. Culod of Brgy. San Vicente was captured by the elements of Butuan City Police Station 2 at 5:00p.m. Prior to his arrest, suspect had a heated argu-ment with the complainant Gerlie P. Escatron who was threatened by the former using Armscor caliber .38 revolver with five live am-munition.

Culod is now temporar-ily detained at Butuan City Police Station 2.

glatawan, Bayugan City, Agusan del Sur, Alisaman Mantawir Bungkarawan alias “Alex”, 45 years old, married and a resident of Brgy. Lilon Damadaya, Marawi City was appre-hended by the personnel of Bayugan City Police Sta-tion, Agusan del Sur PPO for violation of COMELEC Gun Ban around 10:00a.m. of January 23, 2013.

Confiscated from his possession was one (1) unit caliber .45 pistol, Colt (Paltik), model M1911A1 bearing serial number -916723, with one (1) maga-zine loaded with seven (7) live ammunition.

Arrested suspect and

confiscated firearm were brought to Bayugan City Police Station for proper disposition.

lo, 49 years old, married, jobless and a resident of Purok Talisay B, Brgy. Aras-asan, Cagwait, Surigao del Sur, voluntarily surrendered his one (1) unit revolver .38 pistol, ARMSCOR, bear-ing serial number 68860 without ammunition to the chief of police of Cagwait Municipal Police Station around 1:45p.m. of January 23, 2013.

Surrendered firearm is now in the custody of Cagwait Municipal Police Station for proper disposi-tion.

ACCOMPLISHMENT ON CAMPAIGN AGAINST LOOSE FIREARMS

Petron Gasoline Sta-tion in Brgy. Ampayon, Butuan City lost Php 18,000.00 to a swindler posed as business partner of the owner on January 21, 2012. Mary Jane S. Tanjay, 18 and Liezl O. Salucana, 22, both service crew attendants of the gasoline station revealed a woman introduced her-

self as “Hanah” and a business partner of their employer at 5:30p.m. Suspect said she needed to collect Php 18,000.00 from Joseph Lozada (owner of the gasoline station).

Without consulting their employer, Mary Jane and Leizl handed the amount to the swin-dler who immediately fled

on board a blue Skygo motorcycle.

Butuan City Police Sta-tion 4 has intensified its operation to unmask the identity of the suspect to bring her behind bars.

twenty-five (25) impro-vised tin foil tooters with residue, six (6) empty

sachets with residue, and six (6) disposable lighters were found inside the two rooms used as drug den.

The search and seizure operation was done in the presence of Mr. Ronald T. Bedrijo, DOJ representa-

tive; Hon. Cesar Berdera; Hon. Jimmy Besing; and Hon. Leonardo Bayotas, all Brgy Councilors of the aforesaid Brgy; Mr. Danny Luyahan of DXBC-RMN and other media repre-

sentatives from ABS-CBN and Radyo Trumpeta.

Pangarap daw po ng sino mang nagsusuot ng uniporme ng pulis ang maging PNP Chief.Hindi naman masama ang mangarap,kung kaya’t aaminin ko na sumagi din ito sa aking isipan. Ngunit alam din nating lahat, na bukod sa talino at galing, nasa kamay ng Poong Maykapal ang katuparan ng ganitong pangarap.

“My Commitment to My Countrymen”

Sa lahat ng pagkakat-aon, tanging Pangulo ng Republika ang siyang may karapatan sa pagpili ng Hepe ng Pambansang Pulisya at ang kanyang pangunahing basehan sa pagpili ay yung maka-katuwang niya sa kanyang mga layunin, adhikain at pangarap para sa ating bansa.

Ngayon, narito po ako sa inyong harapan, hini-rang na bagong Hepe ng Pambansang Pulisya. I am celebrating this mo-ment and dream of a lifetime. But as I bask in glory,I am well aware that this moment is but a moment and the hard work is about to begin.

Mula sa aking pagka-bata, pangarap ko na pong maging isang sundalo o di kaya’y isang taga-pagpatupad ng batas. This was realized after graduating from the Phil-ippine Military Academy in 1981, commissioned as a 2nd Lieutenant of the defunct Philippine Con-stabulary. And with the passing of Republic Act 6975, I joined the Philip-pine National Police.

Ako ngayon ay isang Police Officer –sadyang napakasarap bigkasin. Ako’y isang Alagad ng Batas - anong linamnam sabihin. Kaya sa inyo, mga kapwa kong pulis,na tulad ko,na bata pa’y nangarap nang maging Alagad ng Batas, naniniwala ako na ang inyong pagnanais at dedikasyon sa pagiging pulis, ay patuloy pa ring nag-aalab sa inyong mga dibdib. Kaya naniniwala ako na ako’y sasamahan ninyo at kapit-bisig nating tatahakin ang malubak at mahirap na landas tungo sa ating mithiin. Kukum-punihin natin ang mga ito hanggang sa lahat ng landasin ay maituturing nating “Tuwid na Daan”.

Opo, kayo pong mga Police Officers, kung saan ang inyong mga ranggo ay napaloob ang salitang Police Officer, na ka-limitang nakatalaga sa mga police stations, sa mga operating and in-vestigating units ang mga inaasahan kong magig-

ing kaagapay ko sa pag-bibigay ng SERBISYONG MAKATOTOHANAN para sa ating kababayan. Kayong mga tinaguriang Police Officers, ang mag-sisilbing cutting edge o talim ng Pambansang Pulisya.Kayo ang nakata-lagang magbibigay ng pangunahing serbisyong makatotohanan sa lahat ng pagkakataon. Kaya’t pag mapurol ang cutting edge o talim, mapurol din at depektibo ang serbi-syong ibibigay ng buong kapulisan. Kung ikaw ay isang imbestigador, dapat naka-tuon ka sa mga kasong ibibigay sa iyo. Marami sa mga kaso ang nabibinbin dahil ang imbestigador ay nauutusan para gumawa ng ibang trabaho. Kapag ikaw naman ay nakatalaga sa patrolya, dapat langna hindi ka na tawagin para gawin ang ibang trabaho. Sa pamamagitan nito ay mas magiging dalubhasa ang mga pulis sa kaniya-kaniyang tungkulin.

Kaya't mahalaga na matukoy natin ang mga dapat na gawain ng isang pulis na nakatalaga sa kahit ano mang posi-syon. Sa ganitong paraan, ay agad makikita kung sinu–sino at kung saan tayo nagkukulang sa ating serbisyo. Sa paraang ito, makikita rin natin ang wastong pag-gamit ng lahat ng resources ng ating organisasyon.

Sisimulan po natin ang “no multi-tasking policy and system” sa kapulisan sa lahat ng regions and of-fices. This system that was successfully introduced and implemented in the NCRPO. The system that

definesthe role of each and every policeman, a role for every position that shall contribute to the overall attainment of the unit's mission.

I will be strict when it comes to implementation and I will expect nothing but the best results.As I demand commitment and excellence from you, I shall equally focus on providing you the ap-propriate support that you need on your opera-tions. We will also provide continuous training and refresher programs to enhance your skills and abilities.

We conducted an orga-nizational audit in some offices of NCRPO during my stint as the Regional Director. We found out that there were many weaknesses, such as du-plication of jobs, unnec-essary and tedious pro-cesses, too many person-nel assigned to perform menial tasks,and other dysfunctions which have encouraged inefficiency, delinquency and irregu-larity.And this is only just in the administrative side of our organization.

On the operat ion and investigation side, personnel expertise is wanting. Many were not trained enough to do the job they are performing and in most cases, investi-gations were bungled, and operations were misman-aged which only serve to tarnish the image of the police service. In record-ing such irregularities, there were no clear and established processes.

In reporting crime alone, the true crime situ-ation cannot be properly presented because crime statistics were manipu-lated purposely to present a low crime volume. Our audit showed that the crime volume was indeed higher. We need to see the true crime picture in every locality for us to determine the appropriate solutions to this problem.False statistics result in costly, ineffective and useless deployment of resources.We have ini-tiated changes in this aspect, conducted spe-cialized training, audited and validated true crime reporting, and we will replicate these activities nationwide.Dapat ang mga ulat natin, lalo na sa ating mga kababayan, ay MAKATOTOHANAN.

Dapat may teamwork at cooperation din among different units, among different stations, among neighboring provinces and ultimately,among the different regions. Dapat maging isang team na may kanya-kanyang role ngunit pare-pareho lang ang kahalagahan at la-yunin. Ang maging isang magaling na team – iyan ang hamon ko sa mga City, Provincial and Regional Directors, at lalung-lalo na sa mga Chiefs of Police o Station Commanders natin.

Sa aking karanasan bilang Regional Director ng NCRPO, - marami po tayong natapos na proyekto sa tulong at su-porta ng ating magigiting na local chief executives nakatuon sa kasanayan ng kapulisan at tunay nating napa-igting ang galing ng ating mga kapulisan. Sa inyo po, mga local chief executives, sa ilalim ng pamumuno ng ating bu-tihing kalihim, Secretary Mar Roxas, maraming salamat at inaasahan po namin that as we imple-ment the new systems in the other regions, susu-portahan pa rin tayo ng local government units, sa pangunguna ng mga ginagalang nating mga gobernador at mga mayor sa buong bansa.

Sa lahat po ng miyem-bro ng ating Pambansang Pulisya,ang Daang Matu-wid na itinataguyod ng ating mahal na Pangulo, at hangarin din ng ating mga kababayan, ay ating tatahakin.

Mag-umpisa po tayo sa pagiging totoong tao. Mag-umpisa po tayo sa pagtataguyod ng katoto-hanan at pawang katoto-hanan lamang. Maging totoo din tayo sa ating sinumpaang tungkulin –naprotektahan ang lahat ng mga mamamayan, na hanapin at ipaglaban ang hustisya para sa lahat, mayaman man o mahirap.

New PNP chief shows soft sideHe is known to be

a shy and unassuming police official who shies away from media inter-views and prefers to work silently but effectively. But on Thursday, new PNP chief Alan Purisima showed his soft side when he granted the wish of an eight-year-old leukemia-stricken boy to become a Mamang Pulis.

Officers and journal-ists clapped and cheered as Purisima met the youngest “Police Inspec-tor” in the land -- the young but brave Chris-tianel Dolosa of Hagonoy, Bulacan. I was present when Purisima placed the young boy “on duty” at least for a day and had him ride a PNP Highway Patrol Group patrol car in Camp Crame where officers and men saluted him.

* * *Prior to last Thurs-

day’s unforgettable meet-ing between the new PNP chief and Dolosa, I was informed that Purisima took keen interest on the wish of Dolosa through the International organi-zation Wish Kid Foun-dation.

“I would like to fulfill his wish today,” Purisima told an amused audience as his men helped the boy wear his police uniform with the rank of Inspec-tor and a patch from the elite PNP Special Action Force. I learned that a Wish Kid Foundation volunteer, the wife of Se-nior Supt. Bong Fajardo helped bring the boy’s wish to the PNP chief ’s attention.

* * *Purisima mentioned

the boy in his assumption speech last Tuesday and said he was touched by his message. “Hindi nag-sisinungaling ang mga bata. Kaya dapat may matutunan ang kapulisan natin sa batang ito. Me mga kabataan na tinit-ingala ang mga pulis, at sana ay mas dumami pa sila. Ang gusto ko lang sabihin sa mga pulis ay dapat na idol sila ng kabataan at dapat silang magpakita ng magan-dang halimbawa,” said the newly-promoted four-star general who maintained that Presi-dent Aquino’s admission that he has been a close friend for the past 30

* * *I could see the glow

in the eyes of Christianel when he “reported for duty” to the PNP chief in complete police uni-form. “Gusto ko pong magpulis para manghuli ng magnanakaw,” I heard “Inspector Dolosa” say in a serious tone.

Dolosa told me he has been telling his playmates that his wish is to be a cop some day. “Napapanood ko po sila sa TV na lum-alaban sa mga kriminal,” he said. After the meeting with Purisima, the boy attended an orientation on the history, vision, and values of the police service and had a tour of the PNP facilities.

I saw his eyes brighten when the HPG patrol car he was riding stopped in front of me. He was sitting next to the driver and smiling. I gave him a salute, and he immedi-ately saluted me. What a fine boy. I hope and pray that he would survive his

life-threatening medical condition.

Major PNP reshuffle set

A reshuffle of some key National Police posts is in the offing with the forthcoming Commis-sion on Elections ban on the prohibition of filling up new positions in the government before May’s midterm elections. Actually, I was told by highly reliable sources that Purisima wants the reorganization to take place in January, citing Comelec rules and regu-lations pertaining to the transfer and promotion of government officials, including PNP regional and provincial directors.

* * *Shortly after he took

over as the country’s top cop vice retired Gen. Nick Bartolome, Purisima an-nounced the designation of Bartolome’s PMA Class 1980 classmate, Director Ager Ontog Jr. as the officer-in-charge of the PNP Chief Directorial Staff, a position which he used to occupy before the President announced his choice of the new

PNP chief.

Ontog’s new position would automatically give him his third star and line him up as the next PNP deputy chief for Administration with the retirement next year of Deputy Director General Emil Sarmiento (May 28) and PNP deputy chief for operations, Deputy Director General Rom-mel Heredia (June 6). Ontog is scheduled to retire from the service on Aug. 21, 2014.

* * *On Friday Purisima

also announced the des-ignation of his mistah, Director Cip Querol as the new PNP director for Intelligence vice Ontog. He also named Chief Supt. Mel Valmoria of PMA Class 1982 as the new PNP Special Action Force commander vice Querol.

that Purisima is also set to implement some changes in key PNP posi-

tions within the next few weeks. The officers to be affected include some police regional direc-tors and heads of key PNP directorial staff and national support units, including the Criminal Investigation and De-tection Group with the looming retirement of Director Sammy Pagdilao Jr. of PMA Class 1979.

Word is out in Camp Crame that Police Re-gional Office 3 director, Chief Supt. Ed Ladao, also of PMA Class 1982 is set to take over as the new CIDG chief while Ladao would be replaced as Central Luzon police director by Chief Supt. Raul Petrasanta of PMA Class 1984.

mation that barring any changes in plans, Pe-trasanta’s mistah and deputy, Senior Supt. Alan Parreno would replace him at the Firearms and Explosives Division. The Philippine National Police, in collaboration with the Commission on Elections (COMELEC) and other law enforcement agencies and the multi-sectoral stakeholders, will hold a “Unity Walk and Prayer Rally for Secure and Fair Elections (SAFE) 2013” on Sunday morning, January 13, 2013, from dif-ferent points of area going to the Quezon Memorial Circle, Quezon City where all the contingents shall converge.

The unity walk and prayer rally will also be conducted by other PNP regional offices to drum-beat the significance of the May 13, 2013 elections and herald the start of the election period targeting the humane and spiritual side of the electorate.

For the PNP National Headquarters and Nation-al Capital Region Office (NCRPO), the said activity will be having five (5) walk groups which will assemble in designated areas, walk along designated routes and converge at the Quezon City Memorial Circle for the Prayer Rally with the lighting of Unity Candle and signing of the “Pledge of Commitment”.

Expected participants on the significant event are Department of Interior and Local Government (DILG) Secretary Mar Rox-as, COMELEC Chairman Sixto Brillantes Jr., Religious Leaders, Agency Heads and

other distinguished guests.Walk Group 1 will be

Among other in-structions from the

PNP high command, all PNP Units were

directed to insure that all personnel assigned to man Comelec check-

points are properly briefed and oriented prior to deployment with emphasis on

proper conduct and behavior when conduct-

ing checkpoints. The Chief PNP

instructed the PNP Di-rectorial Staff to insure

proper education and

orientation on human rights values among

PNP personnel. These should in-

clude the basic proto-cols in citizen contact that must be observed

by all police personnel, especially by frontline PNP units that are in direct contact with the public consistent with international human

rights standards for law enforcement and gen-eral principles of law

enforcement operations defined in the Police

Operational Procedures or rules of engagement.

According to PNP Spokesman, Chief Su-perintendent Generoso R Cerbo Jr., the basic rule in checkpoints is that it must be legiti-mate and covered by

appropriate official orders from higher

authorities. In checkpoint

operations, search of vehicles for weapons is limited only to vi-sual search under the “plain view doctrine”,

Cerbo explained. However, he said,

police may conduct further warrantless

search in checkpoints under specifically justifiable circum-

stances. “While we recog-

nize the importance of checkpoints in law

enforcement op-erations, it is equally

important that we must respect the basic

rights of citizens,” Cerbo emphasized.
