WELCOME The Faculty and Staff wish to make this a successful year for every student here at Philo High School. We are committed to providing opportunities to maximize student potentials, and ensuring a safe place to learn. This handbook is intended to provide information to parents, students, and staff on expectations of the school. It is merely a guide, but nothing can replace good judgment. Set your priorities high and use your education as a means to that end. Good luck. Troy Dawson, Principal

CLASS OFFICERS Elections for class officers will take place each spring for Seniors, Juniors, and Sophomores. Student Council will supervise all of these elections. Candidates must carry a 2.5 grade point average.

KINGS, QUEENS, AND ATTENDANTS You can only be an attendant for one dance during your freshman, sophomore, and junior year. Example: If you are elected as a Homecoming attendant during your freshman year, you cannot be an attendant for the Sweetheart Dance during your freshman year, nor can you be an attendant for the Homecoming or Sweetheart Dance during your sophomore and junior year. During the senior year, regardless of whether you have been an attendant in the past or not, you can be elected as a senior attendant or queen for any of the three dances: Homecoming, Sweetheart, and Prom. Example: You were a sophomore attendant for the Sweetheart Dance. As a senior, you can be elected to be the attendant or queen for Homecoming, Sweetheart, and/or Prom. If you are elected as queen or king for one of the three dances during your senior year, you will no longer be eligible to be an attendant or queen/king for the remainder of the dances. Example: You are elected as Homecoming queen or king; you cannot be queen or king for the Sweetheart or Prom. If, during your senior year, you are an attendant for the Homecoming Dance but not queen or king, you are still eligible to become queen or king for the Sweetheart Dance or Prom. The freshman, sophomore, and junior classes will each elect one female attendant for Homecoming and two female attendants for Sweetheart. The senior class will elect three female students and three male students for the homecoming court. The full student body will elect the queen and king from the senior representatives. The senior class will elect one male student and three female students for the sweetheart court. The top female vote getter will be the sweetheart queen and the male representative will be the sweetheart king. The junior and senior classes will elect five senior female students and five senior male students to the prom court. The senior class will elect a queen and a king from the prom court.

OPEN ENROLLMENT Franklin Local has an Open Enrollment policy to allow a limited number of students from adjoining school districts to attend school here based upon a first-come, first-served basis. These students must maintain at least an acceptable level academic performance, attendance, and behavior in order to remain here. Applications must be submitted each year through the Board of Education Office.

GRADUATION REQUIREMENTS Assignment to 10th grade – 5 academic credits Assignment to 11th grade – 10 academic credits Assignment to 12th grade – 15 academic credits Students will be re-enrolled in required classes that they have failed if there is room available. They will sign a contract of expected performance. Students will not be permitted to enroll in upper level classes in that subject area until they have completed the required credit. The minimum number of credits required for graduation from Philo High School is 21. Of that total, each student must have 4 credits of English, 3 credits of Social Studies, 4 credits of Mathematics, 3 credits of Science, ½ credit of Health, ½ credit of Physical Education, two ½ credits of Fine Arts, ½ credit of Personal Finance, and ½ credit of College and Career Readiness to qualify for graduation. The remaining credits are to be taken from elective courses chosen by the student.

PHYSICAL EDUCATION WAIVERS In accordance with Section 3313.603 of the Ohio Revised Code, Franklin Local Schools will not require a student to complete any physical education course as a condition to graduate high school if they have participated in high school interscholastic athletics, marching band, or cheerleading for at least two full seasons. In order to be eligible for a Physical Education Waiver at Philo High School, students must complete two full seasons of marching band, cheerleading, or high school interscholastic athletics during their 9th, 10th or 11th grade year. The two full season requirement can be met within a single school year or over multiple years. The two full season requirement may be fulfilled by participating in the same activity multiple years or by “mixing and matching” marching band, cheerleading or high school interscholastic athletics. If a student is injured during the course of the season he or she is still expected to attend practices, meetings, and games that are not limited by the medical illness or injury throughout the remainder of the season to qualify for the waiver. Failure to meet this requirement would nullify the potential for a physical education waiver. A student who quits or is dismissed from the team is ineligible to earn the physical education waiver for the season in question. This includes dismissal for academic ineligibility as well as violating team, athletic department, or school rules. If the waiver requirements are not met prior to the student’s 12th grade year, the student will be enrolled in physical education courses to meet graduation requirements. Ohio Revised Code provides no provision to permit any type of partial waiver. A student may not meet physical education requirements by mixing physical education credits with the Physical Education Waiver. No retroactive waiver will be given. A “Physical Education Waiver Form” must be completed for each activity being considered to meet the requirement. Students must complete the top portion of the "Physical Education Waiver Form" prior

Page 16: PHS Student Handbook 18-19 - Franklin Local Schools · Steve Rice, Director of Special Services Nick Hansel, Technology Director ... Classes Resume January 21 ..... Martin Luther

16

to the start of the activity and submit the form to the guidance department office. Students will not be awarded credit for the physical education classes that are waived. Instead, he or she will have met the requirements dictated by the State of Ohio for physical education waivers and will be noted on the student’s transcripts. Students are required to take one-half credit of an elective to replace the one-half credit previously earned by physical education to ensure that the student earns the 21 credits needed to graduate.

GRADUATION STUDENT SPEAKERS There will be two Philo High School student speakers at the commencement exercises. The speakers are the senior class president and the senior student with the highest cumulative grade point average. To determine the senior with the highest grade point average for speaking purposes, senior grades will be calculated at the end of the 3rd 9 weeks. All grades will be averaged. If there is a tie for the senior with the highest grade point average, the tied students can choose to “try out” for the speaking honor by performing his/her speech to members of the Building Leadership Team. The BLT will select the student speaker. A student must have attended Philo High School at least three semesters to be eligible to speak at commencement as the student with the highest grade point average.

HOMEWORK

District Policy: 7.34 – Homework https://www.franklinlocalschools.org/wp-content/docs/school-board/board-policies/7.34.pdf

Philo High School Homework Information Homework is to be relevant to instruction and contribute to academic success. Doing relevant homework helps prepare students to achieve a better understanding of the learning target and to obtain higher scores on assessments. Homework may be graded, but not count for more than 10% of a student’s grade for the 9-weeks period.

COLLEGE CREDIT PLUS College Credit Plus replaces Ohio’s post-secondary enrollment options (PSEOP) and all alternative dual enrollment programs. Students may earn transcript college and high school credit upon successful completion of the course. Several CCP classes are offered at Philo High School.

Attendance

ATTENDANCE INFORMATION

District Policy: 6.12 - Student Absences And Excuses https://www.franklinlocalschools.org/wp-content/docs/school-board/board-policies/6.12.pdf

Absence Reporting If your child is absent:

a. Please call the school between 7:00 a.m. and 8:15 a.m. to report your child absent for the day. The phone number is (740) 674-4355.

b. If a call is not received, we will call you at home or work following the start of school.

c. Please send a note with your child the day he/she returns to school if either a or b have not been accomplished.

This procedure is in conjunction with Franklin Local Missing Child Responsibility. The attendance of all children of compulsory school age, which is 6 to 18 years of age, is expected every day the school is in session. The laws of the State of Ohio place the responsibility for school attendance squarely on the parents. Failure to contact the school either by phone or sending a note upon their return will be counted as an unauthorized absence. The student will be considered truant for the day or days in question and a Friday School will be assigned. Students taking vacations during the regular school year must obtain all assignments before leaving and hand in those assignments on the first day they return to school. Parents must notify the principal in writing one week prior to the vacation. While a student will not be considered truant if on vacation, the days missed will count as part of the student’s unexcused days for class attendance. The Franklin Local Schools place great value upon the educational opportunities afforded its students. It is the responsibility of the school to provide the background and the discipline to enable students to grow into productive adult citizens. Regular school attendance is an important step in the development of punctuality and regularity which contribute to helping students accept their responsibilities in everyday life. The cooperative efforts of both the parent and the school to encourage each student to attend school on a regular basis shall provide the best quality educational opportunities available.

Page 19: PHS Student Handbook 18-19 - Franklin Local Schools · Steve Rice, Director of Special Services Nick Hansel, Technology Director ... Classes Resume January 21 ..... Martin Luther

19

Class Attendance No student, after being tardy to school, may enter class without reporting to the office to pick up a tardy slip. A student must be in attendance, in each class, 90% of their scheduled periods in order to receive credit for the class, with the exception of excused absences. Legitimate excused absences (proper documentation required) are medical, legal, death of a relative, or an authorized field trip (ex. - college visitation). Credit eligibility will be issued for unexcused absences up to 9 days for a semester class or 18 days for a yearlong class. Make-up attendance through Friday Schools, Diversion, or other approved options will be permitted for three extra days of unexcused absence in both semester (10-12 misses) and yearlong classes (19-21 misses). If a student misses 13 or more days for a semester class or 22 or more days for a yearlong class, credit eligibility will be denied. Four tardies to a class equals one day missed for the class. Missing ½ or more of a class period will count as a day missed for that class (unless an excused absence). A half-day absence will be recorded when a student signs in after second period or signs out before sixth period.

Educationally Excused Trips Some trips planned by parents during the school day are educationally sound. We want students to experience opportunities that might not be provided by the school, but may have impacts on students’ futures. We will allow 3 days per year to be counted as Field Trips and not as absences when a parent meets the following guidelines:

1. A special form must be completed by the parent and pre-approved by the Principal or Assistant Principal before the trip. 2. The trip must be educational in nature and not leisure or relaxation. 3. These trips could include but are not be limited to:

a. College Visitations b. 4H Projects c. Award’s Ceremony/Recognition

4. Proof of attendance must be submitted upon return to school.

Hunting (Deer/Turkey/Waterfowl Only) These limited hunting days may be used as family vacation days. They are subject to the following guidelines;

1. Parent must submit a written statement to the office the week before the season begins. 2. Parent must be treating these days like vacation days. 3. Student must be hunting with parents or relatives. 4. Students must show hunting license to Principal/Asst. Principal before hunting. 5. Student must make up class work in a timely manner upon return to school. 6. Hunting days will count in the 9-day (18-day) rule of attendance. 7. Hunting days that are not judged to be parent vacation days will result in a Friday School being assigned. 8. All other game hunting days will be counted as truancy.

DISCIPLINE INFORMATION

District Policy: 6.22 – Student Conduct and Disciplinary Procedures https://www.franklinlocalschools.org/wp-content/docs/school-board/board-policies/6.22.pdf

PHS Discipline Information Positive Behavior Intervention & Support (PBIS) has been implemented at Philo High School. For each 9-week period, students, who do not receive a detention, will be eligible for a reward at the end of the grading period For those students who do receive and accumulate detentions during a 9-week grading period, the following consequences will be used:

a. 5 detentions = Friday School (Students who fail to attend the Friday School successfully will be assigned 5 additional lunch detentions). In-School Detention will no longer be used as an option for missing Friday School.

b. 7 detentions = 2 Days of In-School Detention c. 9 detentions = 3 Days of In-School Detention or Diversion d. 11 detentions = 3 Days of Out-of-School Suspension or Diversion

*** At the beginning of each grading period, students will start with zero detentions, but will still need to serve any consequences received during the preceding grading period. ***

Detentions will be assigned for disciplinary reasons. Lunchtime detentions will be served during students’ lunch periods. Students assigned detentions must be there on time and have material to read or work on in order to get credit for detention. Failure to serve detentions may result in more severe punishments. More than 4 detentions in a grading period will result in Friday School, In-School Detention, or Out of School Suspension.

Friday School is a 2-hour study hall, which meets on Fridays from 2:15 pm to 4:15 pm. It is intended to serve as an alternative to In-School Detention and Out-of-School Suspension for disciplinary reasons. It is the hope of the Franklin Local Schools that Friday School will eliminate suspension from the regular school day for most

Page 23: PHS Student Handbook 18-19 - Franklin Local Schools · Steve Rice, Director of Special Services Nick Hansel, Technology Director ... Classes Resume January 21 ..... Martin Luther

23

students. Failure to serve an assigned Friday School will result in five lunch detentions being issued. Friday School Regulations:

1. Friday School will be held at Philo High School. 2. Each student must bring schoolwork to keep busy for two hours. Appropriate materials for Friday School includes textbooks, library books, suitable paperback books and magazines used in conjunction with homework assignments. Students who fail to bring appropriate or sufficient work will be dismissed and an additional Friday School will be assigned. Inappropriate books or magazines will not be permitted. 3. Students who communicate in any way, pass materials of any kind, do not appear to keep busy, or put their heads down will be warned and detained for 5 extra minutes at the end of the session. A second violation for any offense will result in dismissal with no credit given for the time spent and an additional Friday School will be added. Any severe disruption of Friday School may result in a suspension from school. 4. A student who skips Friday School may be assigned In-School Detention or Out-of-School Suspension. 5. Students will be given the privilege of one visit to the restroom for a maximum of five minutes. Additional trips or staying beyond the five-minute limitation will cause the student to be detained after 4:15. 6. Parents or guardians will receive written notifications of Friday Schools.

*** Philo High School has initiated the Friday School program to help students stay in school and provide an opportunity for supervised study. It is important that parents and school work together to help students learn proper behavior, and that there will be consequences for inappropriate behavior. ***

In-School Detention is a step in the disciplinary process that may be assigned by the principal or the assistant principal. The student will be required to spend the school day(s) in a controlled environment. The student will not be credited with an absence while in In-School Detention. The student’s class work will be provided by that student’s classroom teacher, and the student must work toward the satisfactory completion of all assignments. If the student fails to satisfactorily serve the in-school detention, alternative discipline will be assigned. All work will count toward course grade.

Consequences for Academic Dishonesty a. 1st offense: Parents will be contacted. A Friday School will be assigned. The student will be required to redo the assignment or an alternate assignment. b. 2nd offense: Parents will be contacted. Three (3) days of Out-of-School Suspension will be assigned. The student will be required to redo the assignment or an alternate assignment.

Page 24: PHS Student Handbook 18-19 - Franklin Local Schools · Steve Rice, Director of Special Services Nick Hansel, Technology Director ... Classes Resume January 21 ..... Martin Luther

24

c. 3rd offense: Parents will be contacted. Five (5) days of Out-of-School Suspension will be assigned. The student will be required to redo the assignment or an alternate assignment

Consequences for Fighting or Striking a Student a. 1st offense – 3 days Out-of-school suspension b. 2nd offense – 5 days Out-of-school suspension c. 3rd offense – 10 days Out-of-school suspension with recommendation for

expulsion

Consequences for Tardiness to School All students are expected to be on time for school, unless illness or a delayed school bus prevents timely attendance at school. Tardies are issued and counted per a 9-weeks grading period.

a. 1st offense - verbal reprimand b. 2nd offense - 1 lunch detention c. 3rd offense - 2 lunch detentions d. 4th offense - Friday School assigned e. 5th offense - 2 days of In-School Detention f. 6th offense - 3 days of Out-of-School Suspension

Consequences for Tobacco *Possession or use of tobacco products at school, on district property (including buses) or at a school sponsored activity:

a. 1st offense – 1 Friday School b. 2nd offense – 3 days In-School Detention c. 3rd offense – 3 days Out-of-school suspension d. 4th offense – 5 days Out-of-school suspension e. 5th offense – 8 days Out-of-school suspension f. 6th offense – 10 days Out-of-school suspension g. 7th offense –10 days Out-of-school suspension with recommendation for expulsion

Dance Rules 1. Dances are open to Philo High School students and their guests (at least in high school) 2. A guest must be registered in the high school office by the afternoon of the dance. The student who invited the guest assumes the responsibility for him or her. 3. School dress code will be loosely applied. Inappropriate clothing must be corrected or the student will be removed from the dance (judgments are made by the chaperones, advisors, or administrators). 4. Once a student has entered the dance he/she will not be permitted to leave and re-enter without special permission.

Page 25: PHS Student Handbook 18-19 - Franklin Local Schools · Steve Rice, Director of Special Services Nick Hansel, Technology Director ... Classes Resume January 21 ..... Martin Luther

25

5. Appropriate dancing is required (judgments are made by the chaperones, advisors, or administrators).

Hall Passes During class time, which includes any homeroom period, students are not to be in the hallways without a pass. Passes are to be issued only by teachers and the office staff. Students need to obtain passes prior to the actual time needed.

Lunch Room Philo High School observes a closed lunch period. This means that students will remain on the school grounds during their lunch period. Lunches purchased at school or brought from home must be eaten in the auditeria. No food may be taken from the auditeria without written permission from a staff member.

STUDENT RELATIONS The school encourages proper student to student association, but at the proper place and time. Holding hands is permitted, but public display of affection (kissing, embracing, etc.) is not allowed. Walking arm in arm is discouraged due to congestion in the hallways. If public display of affection becomes a problem, parents may be notified and/or disciplinary action will be taken.

PBIS The following PBIS matrix visualizes the expectations for students at Philo High School:

DRESS CODE

District Policy: 6.31 – Dress and Appearance https://www.franklinlocalschools.org/wp-content/docs/school-board/board-policies/6.31.pdf

PHS Dress Code Information It is the contention of the Franklin Local Board of Education that the primary responsibility for student dress and appearance rests with the parents. It is also their feeling that students should develop good grooming habits and are encouraged to use moderation and good taste in dress and appearance. The Franklin Local Board of Education has the responsibility of providing an orderly learning environment and student dress and grooming must be of a nature that will not be disruptive to the school program and not create a health or safety problem for the student or others in the school. In order to provide an adequate learning environment and to promote the health and safety of all students, the following dress restrictions are in effect:

1. Immodest, obscene, or suggestive wording or symbols on any clothing, body art, or possessions will not be permitted. Clothing, body art, or possessions that glorify or refer directly or indirectly to beer, wine, alcohol, illegal drugs, tobacco, discrimination, violence, sex or cults are not permissible.

2. Proper footwear will be required at all times (No slippers) 3. Clothing should not be worn that would expose an open midriff or excessive

amounts of bare skin. Blouses, shirts, and dresses with open backs, low necklines, thin (less than 2”) straps over shoulders, strapless, open down the sides or bare midriff design are not allowed. Halter tops, tube tops, open-sided muscle shirts, net jerseys, or any type of top which exposes an unusual amount of the upper torso will not be permitted.

4. No hats, head coverings, or bandanas shall be worn in the building. (Except for medical or religious reasons approved by the principal). Hats may be worn during fundraisers (prior approval given by the principal).

See-through materials must not allow other dress code violations to be visible. 8. Nothing can hang from belts or pants that may potentially be used as a weapon, including but not limited to chains, studs, bullets, spikes, heavy rings, etc. 9. *** In establishing this dress policy it is impossible to cover every situation that develops and it is the hope of the Board of Education that there will be a spirit of cooperation among those affected by this policy. As a last resort, in questionable situations and after consultation between the school authorities and the parent, the final decision must be with school authorities. ***

STUDENT AUTOMOBILE USE Driving to school is a privilege. Students are permitted to park only in the student lot. Only seniors may park in spaces designated with gold electric bolts. Students may leave before the buses in the afternoon, but may not cut in between buses. Violations include, but are not limited to: failure to park in designated areas; unsafe operation (spinning tires, doing donuts, hot-rodding, etc.); or going to a vehicle during school hours without permission. Your cooperation in following the rules will be required or you will lose the privilege of parking on school grounds. Improperly parked vehicles may be towed at the owner’s expense. Should it be necessary to suspend driving privileges for any reason, students’ parents will be notified.

WEAPONS Students shall not convey, possess, transmit, conceal, handle or sell any kind of firearm, knife, razor, club, chain, pepper spray, mace, or other look-alike (replica) object or any item that could be considered a weapon or used as a weapon. This includes bringing such items into the school for another person, to a school-sponsored activity, having such items at one's desk or placing them in a locker or a hiding place on school property (including buses). It will make no difference whether or not the weapon belongs to someone else, unless the student can provide convincing evidence that the weapon was placed in the student's possession without his/her knowledge. If it can be confirmed that a weapon was brought on District property by a student other than the one who possessed the weapon, that student shall also be subject to the same disciplinary action. A student charged with any of these behaviors shall be subject to removal from school immediately and subject to suspension with recommendation for expulsion from Franklin Local School District. The proper law enforcement agency will be notified and criminal charges may be filed.

FIELD TRIPS Teachers are encouraged to take field trips to utilize community resources and provide students with experiences that enhance learning. Field trips are often used to motivate students at the beginning of a unit of study, or as a culminating activity once the unit is complete. Supervision is provided by the teacher usually with the assistance of other staff or parent volunteers. Emergency care cards and first aid kits are taken on the trip in case of accidents. No student will be permitted to participate in a field trip without written permission of the parent. Permission slips will be sent home by the classroom teacher prior to the trip. Parents will not be permitted to transport their children to and from the field trip, when a bus is furnished, without prior approval of the principal.
