Inside every vice president is some-one who wanted something else. “Do I

regret not being presi-dent? Yes,” said Joe Bi-den, who occupied thevice presidency beforeMike Pence.

These misgivings arecommon. Few men – andthey have so far all beenmen – enter public lifeshooting for the vicepresidency, as Kate An-

dersen Brower shows in “First in Line:Presidents, Vice Presidents and thePursuit of Power” (Harper, 295 pp.,eeeg), her crisp, engrossing newbook. They either had the office foisted

on them or took the sec-ond spot on the ticket aspart of a larger plan.

If that includes cata-pulting themselves intothe top job, they need anew strategy. Only GeorgeH.W. Bush was electedpresident on his own afterserving as VP during the20th century; before that,Martin Van Buren in 1836was the last vice presidentto make the move.

Nine vice presidentshave become president af-ter the president either died, was assas-sinated or resigned. Some of them, suchas Andrew Johnson and John Tyler,were among the most lackluster occu-pants of the White House, while others,

primarily Theodore Roo-sevelt, Harry Truman andLyndon Johnson, becamesome of the nation’s mostconsequential presidents.

All too often, however,their time as No. 2 wasfilled with loneliness andhumiliation. Johnson,previously the Senatemajority leader, was keptin the dark and oftenridiculed by the staff ofPresident John F. Kenne-dy, whom Johnson suc-ceeded after Kennedy was

assassinated in 1963.“The vice presidency was torture for

a man who had run the Senate and wasused to commanding attention when heentered a room,” Brower writes.

Brower dutifully touches the bases ofthe most recent vice presidents — pri-marily Truman, Nixon, Bush, DickCheney, Biden and Pence. She is partic-ularly sharp on her reporting on howfirst lady Melania Trump argued forPence as then-candidate Donald Trumpwas deliberating over whom to pick ashis running mate.

“First in Line” is not a deep historicaltreatise that examines the lives andtimes of our recent presidents. It doesnot need to be. Instead, Brower deliverswhat she did in her previous books(“The Residence” and “First Women”), areadable, insightful account of how thevice presidency has evolved and themen (and women) could end up in theOval Office some day.
