Public Access Radio Station Possible

The non-profit organization that provides local community access television, Petaluma Community Access (PCA), announced recently that it has received a Federal Communications Commission (FCC) license to build a low-power FM radio station, using KPCA as its call letters, in Petaluma.

The PCA staff and board of directors now have “a little more than a year to work out the technical details,” according to Executive Director John Bertucci.

Petaluma’s community access television broadcasts on local channels 26, 27, and 28. PCA’s channels are accessible through channel 099 with ATT-Uverse. Through community programming including broadcast of City Council and School Board meetings , member production services and partnerships with local businesses, PCA promotes diversity, free speech and public access.

The next steps in getting the radio station up and running, Bertucci said, is to purchase and install a transmitter. The plan is for KPCA to begin broadcasting next year.

Toward that end, PCA is also looking at ways to boost membership and to raise money for the equipment and staff to operate the station.

“Our number on the dial is tentatively set at 103.3 LP-FM,” Bertucci added, “but we are presently constrained to sharing this frequency with other applicants.” Options that would allow the Petaluma station to be on 24-hours, seven-days a week are being explored.

Plans are also being developed to partner with Santa Rosa Junior College—Petaluma campus as the antenna site with the idea that it would allow the college to add radio broadcasting to the curriculum.

“The basic mission for KPCA remains the same as the one that distinguishes our TV channels; to provide the equipment, training and friendly support to anyone who wants to make radio shows by and for the people of Petaluma,” Bertucci said. “Anticipated local programming would surely include call-in, music, comedy and drama, religious, social and political shows and provide an important emergency information resource for our community.”

Brewery Expansion Proposes Reusing Water Even before the state mandated

water restrictions, Lagunitas Brewing Company planned an expansion that would increase its production while reducing its current water demand by about 18 percent through water reuse, according to a report from the Petaluma Planning Commission.

The proposed expansion by Lagunitas on 17.9 acres along No. McDowell Blvd. includes:

• construction of a 201 space parking lot

• installation of a waste water polishing facility to further treat previously used water so that it may be reused onsite

• relocation of the beer garden/tap room entry to accommodate patrons using the proposed new parking areas

• construction of a six-foot wide sidewalk along N. McDowell

• construction of an eight-foot wide

bike path along the southern property boundary of 1240 No. McDowell Blvd.

A second phase of the project includes replacement of the existing 70-foot wide shipping driveway with a 30-foot wide driveway slightly to its south, construction of new primary loading docks and further expansion of the parking area.

It is estimated that the proposed expansion will support a production increase of approximately 33 percent, but the water polishing component of the project is expected to result in a savings of 85,000 gallons of water per day, reducing the current water demand by about 18 percent. The project could also reduce the wastewater treatment burden since daily discharge could decline from approximately 60,000 gallons to approximately 45,000 gallons. The strength of the wastewater discharged could also decrease.
