The improvements are aimed at bettering commuter experience and includes the re- furbishment of the ablution facilities, wait- ing areas and station buildings. During a walkabout of the station last week, residents raised the alarm about a plan to install two ATMs at the refurbished station. Resident Jeanette Stoffels says she was surprised to see workmen carrying out im- provements to the station. She was even more surprised to learn Prasa intended to in- stall two ATMs and kiosks at the station. She is concerned about the safety at the subways linking the station to Castletown Road, following a recent spate of robberies. “ATMs are such a bad idea. One of the two subways in Casteltown Road already poses a safety risk and now they want to install ATMs in the second one. This will only lead to an increase in crime,” she says. Prasa Cres regional manager Lindelo Matya confirms the installation of ATMs. He says the ATMs are being installed for com- muter convenience and to assist the station to recover running costs. Over the last three months, Wynberg po- lice have continually raised concerns about illicit activities taking place in the subways between Wynberg and Wittebome train sta- tions. Prasa has not finalised the kiosk vendor list but aims to improve the station with con- venience shops. “The idea is to also generate increased ac- tivity within the station precinct and inte- grate the station activities with the commu- nity,” Matya says. “This is a general trend worldwide; to change the use of stations from basic trans- port to something of more value and benefit to the community.” Wynberg police spokesperson Warrant Of- ficer Silvino Davids says they were not aware of the plans to install an ATM, but also fears the security risks. “We have not been informed of the ATMs and we do not know whether Prasa and Metrorail have a security plan in place,” he says. But Matya says 24-hour security will be provided at the station. “The considerations of providing commuter convenience far out- weighs the security concerns. The City of Cape Town is responsible for all street-to- street subways, including aspects that relate to their use and safety in around the trans- port interchanges,” he says. Matya says the ATMs will not be closed off at night and the banks will have to conduct their own risk assessments. “However, we will have 24-hour security to protect the station’s assets and installa- tions,” he says. Davids fears people using the ATMs will be followed by criminals. He says possible robberies will occur off the premises. “What happens when people leave the sta- tion? Their safety will become the responsi- bility of police and we will have to stretch our resources and manpower even further,” he says. of Wynberg residents and businesses.The station will see a R2m upgrade as part

of Prasa Corporate Real Estate Solutions’(Cres) station improvement programme.

The improvements are aimed at betteringcommuter experience and includes the re-furbishment of the ablution facilities, wait-ing areas and station buildings.

During a walkabout of the station lastweek, residents raised the alarm about aplan to install two ATMs at the refurbishedstation.

Resident Jeanette Stoffels says she wassurprised to see workmen carrying out im-provements to the station. She was evenmore surprised to learnPrasa intended to in-stall two ATMs and kiosks at the station.

She is concerned about the safety at thesubways linking the station to CastletownRoad, following a recent spate of robberies.

This as anew liquor bylawwill be promul-gated in the Provincial GovernmentGazettenext month.

It will repeal all existing bylaws con-cerned with the sale of liquor in the City ofCape Town.

Mayoral Committee member for Econom-ic, Environmental and Spatial PlanningGarreth Bloor says the new bylaw is expect-ed to come into effect on Saturday 1 Febru-ary. “The new bylaw is not an amendmentof the previous bylaw – it is a complete revi-sion,” Bloor says.

The draft bylaw was developed to providecouncil with the ability to regulate and po-lice the sale of alcohol in bars, clubs, hotelsand shops while allowing responsible estab-lishments to apply for extensions of theirtrading hours.

Bloor says it is “more comprehensive”than the previous bylaw as it sets out all thecompetencieswhich theCity has to regulateliquor undertakings.

It also makes provision on safety and se-curity, and noise nuisances.

“Businesses may now apply for the exten-sion of trading hours during the week andon Sundays for off-consumption trade. Ac-cording to the existing bylaw, the applica-tion for the extension of trading hours canonly be made for on-consumption undertak-ings,” Bloor says.

Applications for the extension of on-con-sumption trading hours will continue asnormal.

However, applications for extension ofoff-consumption trading hours can only be

made when the new bylawis gazetted.

But the new bylaw hasnot been welcomed by all.

City resident Linda Cor-nelius says she opposes thependingbylaw. “It’s not go-ing to work. In my commu-nity we’ve had proposalsfor liquor stores and eachtime neighbours have op-posed it,” she says.

James Fernie, agreesand says he can’t supportthe new bylaw.

“People have enough ac-cess to liquor onother days. Somany signifi-cant social issues are related to alcohol,”Fernie says.

But Graham Halse disagrees and says thenew hours will benefit traders.

“Thiswill be a toss-up between trading re-sponsibly and benefiting the economy. Weshould do more to help employment which,in turn, will improve society,” he says.

Brandon Gomez, a liquor chain storemanager, says the bylaws will only affectcertain communities and only some shopswill be open on Sundays.

Clive January, also a liquor store manag-er, says their trading hours will remain thesame; they won’t apply for an extension oftheir trading hours.

Bloor says the new bylaw also requiressubcouncils to consultwith communities onwhether an establishment should be grant-ed an extension on the trading days andhours. Extensions of tradinghours anddayswill only be granted under “certain circum-stances”, based on consideration of the out-come of public participation, the potentialimpact on surrounding environments, theproximity of the licensed premises to resi-

dential areas and culturaland religious or educa-tional facilities.

The track record of theapplicant will be taken in-to consideration.

This includes previoussuspensions, amend-ments, revocation andcomplaints, planning andzoning requirements, mo-tivation from the appli-cant to deal with potentialnegative impacts from op-erations and the validityof the liquor license and

business license.Elton Oosthuizen, chairperson of a local

liquor traders’ association, says they arepleased with the new bylaw.

“We have a case pending in the WesternCape High Court about this issue. The cur-rent bylaw affected us negatively; our maintrading days and times are Sundays and af-ter hours. We just want to trade until 20:00.In the past, we were a part of the shebeenersassociation, then theCity regulated us. Nowthe bylaws govern our businesses,” Oosthu-izen says.

TheCityheld two rounds of public partici-pation before the draft bylaw was compiled.“The first was in April and received 731 in-puts. The second was in October, where 97handwritten submissions, 134 emails and 18technical inputs to the draft bylaw were re-ceived. A total of 300 people attended the in-formation sessions at the Good Hope Centreas part of the second round of public partici-pation,” he says.

The bylaw will only be promulgated inFebruary as all processes, such as extensivepublic participation and council adoption,need to be completed.

Community initiatives to keep the DiepRiver police precinct safe have paid off.These were the sentiments expressed

by Michael Kent chairperson of the DiepRiver Community Police Forum (CPF) an-nual meeting this week.Giving an update on activities, Kent said

theCPF conducted 10 visits toDiepRiver Po-lice Station each month and compiled a re-port.“Five in the day and five at night. Here we

look at who is on duty, the conditions of thecells and to see whether there are any com-plaints,” he said.Kent lauded police for their hardwork and

said the precinct which covered the area be-

tweenConstantiaNekandOtterywas a diffi-cult area to police.“Theprecinct consists of two sectorswhen

it should consist of four. The officers are thelife of the station and go over and above thecall of duty to assist the community,” hesays.Kent issued a warning about “fancy super

cars” in the precinct and said they shouldnot be mistaken for belonging residents.“In the past year we have found that these

cars are being used as getaway cars and areused to blend in with the community,” hesaid.In his crime report, Diep River police

spokesperson Warrant Officer Keith Chan-dler said on average the precinct saw morethan 780 000 people enter the area each day.He said crime trends between 2012 and

2013 indicated most crimes took place onThursdays.“The safest days in the precinct are Fri-

days and Sundays. It’s on these days thatmost police reservists are active,” Chandlersaid.Throughout 2013, reservists in the pre-

cinct worked more than double their re-quired shifts in a week.Combined, they are expected to complete

240 hours of service each month but havemanaged to completed between 400 and 600hours.In November, reservists clocked a record-

breaking 777 hours.In his presentation, CecilWatts of theCon-

stantia Valley Watches Association ap-pealed to businesses to assist communitysafety initiatives.

The association which includes, nineneighbourhoodwatches across the valley in-tends to pool resources andworkwith policeand the CPFs to drive community safety ini-tiatives.Watts said in addition to a community ra-

dio network at the Constantia Valley Infor-mation Centre, the association will now belinked to Metro Police.In a meeting with the City of Cape Town’s

Mayoral Committee member for Safety andSecurity, JP Smith, the association was in-formed they would be equipped with a radiowhich linked to the Metro Police controlroom.“We have developed a network we can all

be proud of. We need businesses to come on-board and support the community initia-tives to keep our valley safe,” Watts said.

Speaking during the watch’s annualmeeting last week, chairperson AndrewLillie says more patrollers were needed.Looking back at the year gone by, Lillie

thankedpatrollers for their dedicationandcalled on residents to participate in safetyinitiatives.In his crime report, Diep River Police

spokespersonWarrantOfficerKeithChan-dler said while property-related crimeswere decreasing, armed robberies inPlumstead were increasing.He said of the 11 armed robbery cases re-

ported recently, eight arrests have beenmade.“This brings our solvency rate to 70% for

armed robberies. Areas affected includeMain,Victoria andGabriel roads.Weneedto look at our community and ask peopleto avoid carrying large amounts of cash,”he said.Chandler says police have confiscated

four firearms two which have been linkedto murders.According to the latest trends, property-

related crimes in Plumstead have de-creased by 12%.Chandler says between 2012 and 2013,

crease in various crimes including theftout of motor vehicles and residential bur-glaries on a Thursday,” he said.Police are concerned about the amount

of the Constantia Valley Watches Associa-tion, said the associationwere looking intoimproving current safety mechanisms inthe valley.

The South African Social SecurityAgency (Sassa) has suspended allgrant reviews until 2014.

Last week, crowds gathered at variouscentres to ensure their grants were re-viewed in time.

Recipients vented their frustration at thelack of service after queuing for severalhours.

Sassa regional executive manager DrWaldie Terreblanche says confusion be-tween two projects, namely the re-registra-tion and reviews, caused confusion amongrecipients.

While the re-registration was completedin October, recipients also received lettersfrom Sassa informing them their grantswere under review. “We needed to see

whether recipients were still eligible for thegrants,” Terreblanche says.

He says officials became swamped withthe amount of recipients who showed upand a decision was taken to cancel the re-views.

“Recipients who received review lettersare asked to ignore the letters and note theirgrants will not be stopped,” he says.

Terreblanche says the reviews were caus-ing problems as recipients queued in theearly hours of the morning to be first inline.

Terreblanche says Sassa will now be go-ing back to the drawing board to work ona review policy for social grants.

“We will look at how the system worksand how it can be improved. We were inun-dated with grant recipients and are notproud of the service we delivered in thistime,” he says.

identifiers. “Residents have the right to in-sist on seeing the card before allowing

Back with a bangThe legendary South African rock band

Falling Mirror returns to the stage ofthe Baxter Theatre after a whirlwind

journey.In the ’80s the bandproduced twobig radio

singles, Johnny Calls the Chemist and Neu-tron Bop, and toured extensively while re-leasing half a dozen albums.

But fate intervened and lead singerNielenMarais wound up homeless, living in ahedge in Cape Town.

Now, after 20 years of silence, the band re-turns after a music promoter found Maraisand reunited the band.

They have since been booked for an ap-pearance at the famous American outdoor

music festival, Coachella.As the band was recapturing their former

glory, lead guitarist Allan Faull was settingdown guitar tracks in a recording studiowhen he suffered a major heart attack.

However, the band has decided the showmust go on, and Los Angeles and Coachellaare still on the cards.

Nelson Mandela’s struggle is over.But not his legacy.South Africa is in a prime position to forge a future re-

splendent with living examples of how we have truly hon-oured Madiba’s magic.And that magic is still present.One need only hop onto any of the social network sites.Profiles sharing Barack Obama’s deeply moving speech,

liking selected Mandela quotes, writing achingly sincereand heartfelt tweets – all physical expressions of our griefand our elation.Yes, elation. Many have divested themselves of refined

prejudice and polished racism.Many are free of the blinkers. And they feel fantastic.Many now understand the world in an altered and more

informed context.Elation. Freedom. And the recognition that we share this

countrywith somanyothers, somanypeoplewhoare differ-ent than us, so many who don’t conform to the previous col-lective comfortable and bigoted notions of How ThingsOught to Be.Nelson Mandela shifted a world’s thinking.And he was only human.Imagine what could be achieved if we all strived towards

being less selfish?And let’s abandon the word tolerance. That denotes that

some level – a smidgen – of disdain still lingers.Nelson Mandela accepted the fact he shares this country,

this world, with people markedly different to him.People of different backgrounds as well as different politi-

cal, cultural and religious beliefs.He made it work.That is why we mourn such a great man.He showedus that peace andunderstanding andharmony

aren’t elusive abstract ideas.They are very real.It’s all part of the Madiba magic within.Rest well, Tata.

Tata Madiba and the Jewish connectionWhen Helen Suzman visited Mandela onRobben Island, state security officialswarned her about associating with “oppo-nents” of South Africa but she persisted andmanaged to improve conditions on the is-land.Mandela thought it was an odd and won-

derful sight to see this “courageous womanpeering into our cells and strolling aroundour courtyard. She was the first and onlywoman ever to grace our cells”.Suzman recognised his leadership quali-

ties when she first met him in 1967 and shetold Prime Minister Botha that he shouldmeet him as she was convinced that Mande-la’s presence at the negotiating table was es-sential for a peaceful future, probably theirlast hope.Possibly that was the reason she was de-

nied permission to visit Mandela for a cou-ple of years after that.Things became easier once he had moved

to Pollsmoor and the Victor Verster Prisonin Paarl and their friendship lasted until herdeath.Of the 156 people on trial for treason in

1956 alongside Nelson Mandela were 23whites, fourteen of whom were Jewish.Philip Krawitz received death threats and

public criticism when, as Chamber of Com-merce president in 1985, he called forMande-la’s release and meaningful negotiations be-tween all parties.When this had no effect, he arranged se-

cret meetings in his home between the ANCand politicians.When Mandela was finally released from

prison in 1990, the South African JewishBoard of Deputies issued a press statementpraising the government’s decision, hopingfor “an atmosphere for the establishment ofgenuine democracy for the benefit of thecountry and all its peoples.”Shortly beforeMandela’s inauguration on

10May 1994 as SouthAfrica’s first democrat-ically elected president, the Jewish Board ofDeputies invited him to attend shul prior tothe opening of Parliament.He agreed to visit the Marais Road Syna-

gogue, inSeaPoint, to comeandalleviate thefears of the Jewish minority.This was history in the making. After 50

years of the Group Areas Act, there was ablack man with a white yarmulke, brandedas a terrorist for years, standing in a packed

synagogue, reassuring the community andpraising the involvement of Jews in the anti-apartheid struggle.He told the congregation that it was Jew-

ish attorney Lazar Sidelsky who had givenhim articles at a time when it was virtuallyimpossible to article a black law clerk.Suchwas themeasure of themanwhohav-

ing finally gained the freedom of the blackmajority, instead of savouring his triumph,took the trouble to reassure the small Jewishminoritywithin theminoritywhite commu-nity that they too mattered, that they tooformed part of the SouthAfrican society andthat he counted on them to help make thecountry great.“You have nothing to fear from an ANC-

led government,” he told them. He also saidthat he supported the existence of Israel butalso backed the rights of Palestinians tohave their own homeland.Mandela understood the issues that con-

front the Jewish community and wrote tothe Board in 2003 stating that “the struggleagainst prejudice has not been an easy one,for many years Jewish South Africans werethe targets of religious bigotry, racism andfrequently outright discrimination, both atthe social and institutional levels.As a small religious and ethnic minority,

Jews were always vulnerable to this kind oftreatment”.When we look out across Table Bay, the

horizon is dominated by Robben Island,whose infamy as a dungeon built to stifle thespirit of freedom is as old as colonialism inSouth Africa.The struggle for democracy has never

been amatter pursued by one race, class, re-ligious community or gender among SouthAfricans.In honouring those who fought to see this

Milano United slumped to their seconddefeat of the season with a 2-1 lossaway to Black Leopards on Sunday.

A group of runners aim to cover a distancealmost three times the length of the Com-rades Marathon, in the Point Two Pointchallenge this weekend.Thirteen athletes will run 250km, non-

stop, from the Cape Point Lighthouse to theCape Agulhas Lighthouse.The group have set themselves a deadline

of 48 hours, but hope to complete the incredi-ble feat in only 36 hours.Event organiser and participant James

Davis is confident it’s possible, but admitshe is scared. “It’s massive – 250kms is nota great thing, but it is definitely somethingbig. You do get scared, apprehensive andnervous,” the Fish Hoek resident says.“(I am afraid) because I am asking 12 peo-

ple to do it with me. I worry for their safetyand health, but they are all willing partici-pants and we will feed off and each other,and just keep going.”The groupwill start their journey inMain

Road at 07:00 on Saturday 14 December.The route will take them onto Baden Pow-

ell Drive and then along the N2, all the wayto Cape Agulhas. None of the participantshave ever completed anything close to thedistance. Davis has run 110km, while Ar-mand du Plessis has completed 105km.Du Plessis, from Green Point, says he ex-

pects pain and nausea, but is confident hecan “deal with it”. “After over 100km youfeel knackered, thirsty – like you would kill

for a beer – but very satisfied,” he says.“There is an immense sense of satisfaction

that comes from being able to take up a chal-lenge like this and finish it. There is verylittle that can beat that feeling;whenyou fin-ish a race like the Comrades, you (feel likeyou) have conquered a personal mountain.”The runners been in training, running on

their own and meeting up at least once aweek to train as a group.Davis has also started running to and from

gym, and went as far raising his desk so hecould stand while working, in an attempt toget used to being on his feet for long periods.However, all of the runners agree mental

strength will be more important than physi-

cal strength. Bishopscourt resident DaniMascher says the Point Two Point is “waybeyond my comfort zone”.“It really is a mental thing. You can train

your body to a certain point, but after thatit is purely aboutwhether youhave themen-tal ability to push through,” she says.“It’s amazing how you can just carry on.

It hurts and you’re sore and tired, but youcan carry on going. By surrounding yourselfwith a group of awesome people and havingtheir support, you can’t go wrong such a sit-uation.”Davis initiated the idea while still at

school, but has decided to use the run as toraise awareness for three charities – PinkDrive, Back On Your Bike and the ChaseTanner Fund.All of the runners say thework of the char-

ities will help inspire them to the finish line.
