AGENDA: 1. Request for approval of Marine Aviation Memorial Tower – Veteran’s Memorial Park. 2. New Business. 3. Old Business. Item 1: Request for approval of Marine Aviation Memorial Tower – Veteran’s Memorial Park. Mr. Keith White, Bullock, Tice and Associates Architects, stated at the last meeting they were asked by the Board to look at the scale of the Memorial in relation to the other monuments in the park. He presented different images and views of the scale in the park and offered to answer any questions. Mr. Caldwell stated he would like to be informed about the application process prior to the application coming to the Board. He asked the name of the group who proposed to construct the Memorial. Mr. White responded they were approached by Mr. John Pritchard, President of the Wall South Foundation. He stated Mr. Pritchard presented them with drawings and imagery of the Marine Aviation Tower. He said Mr. Pritchard asked them to assist with the drawings to construct the Monument in the Veterans Memorial Park. Colonel Christopher “Caveman” Holzworth stated he supports the tower and is fully committed to the project. Mr. Brian Spencer stated he is in support of the Bell Tower. He said his desire is not to diminish the funding support or to suppress the momentum to support the Marine Aviation Memorial

Tower. He stated he hopes this conversation lead the way to have a different military related symbol as the Eastern gateway to the Pensacola Downtown Waterfront area. Council Member Maren Deweese stated she was there to express her concerns about the process. She asked the Board to focus completely on the request for the Clock Tower. She said it is a consideration based on the existing policy and it should not be mingled with the request for a master plan. She stated she do not believe it could be retroactively applied to any decision based upon the master plan and she urged the Board not to delay approval. Mr. Dan Lindermann stated he’s a part of the fundraising team. He said the tower would be a symbolic representation of the community desire to show their support to the veterans. He said the design symbolizes the community respect and honor to the veterans. Mr. John Pritchard, President of the Pensacola Veterans Memorial Park, stated they also share concerns about a master plan for the park. He said it’s very difficult to anticipate additions to the Veterans Memorial Park and stated other than the Memorial Tower; they have no future plans for any other memorials. Mr. Pete Southerland stated he believes the tower would be a great addition to the park. Mr. Hiram Johnson stated he hope the Board would be in favor of the tower and that the Huey Helicopter would be left in place. Ms. Dottie Dubuisson asked the Board to focus on the issue. She stated delaying the decision does nothing to benefit the community. She said the community has had great enthusiasm at meetings when this project had been presented and she stated she believe the project would be of great benefit to citizens and it would attract outsiders who want to rekindle the comrade that they experienced. Ms. Kelli Reed asked the Board to keep an open mind and consider the project. Mr. Dennis Losh stated he was dismayed at this project being stalled. He recommended a plan be put in place and the process be fixed. Mr. West Caldwell stated he had concerns with how the tower relates to space and composition, but he will vote in favor of the project. Mr. Christian Wagley made a motion to approve the Tower as presented. Mr. Don_Carlos inquired about the status of amending the motion to include that the approval be based upon the license agreement dated March 10, 1992. Mr. Christian Wagley stated he is keeping the original motion. Mr. Sergio Hernandez seconded the original motion and it carried unanimously. New Business: Mr. Christian Wagley suggested potentially placing the master plan as an item to discuss on a future agenda. With no other business, the meeting adjourned at 11:30.

Old Business Item 1 and 2: The meeting was called to order at 10:00 a.m. and the members present were sworn in by the City Clerk. Item 3: The Board reviewed the request for approval of a New Single Family Residence – 624 E. Romana. Mr. Charles Kuntz represented the item. He introduced himself and the Owner Marjanne Wolcott to the Board. He stated they are please to submit the application to become a part of Aragon. Mr. Bob Wilson made a motion to approve the request. The motion was seconded by Mr. Don Carlos and carried unanimously. Ms. Marjanne Wolcott asked if there was a certain time limit to start the building construction once the request had been approved. Ms. Morris responded there’s no time limit on the Boards approval for the aesthetic review unless there was a variance granted from one of the other Boards. New and Old Business: There being no other Business, the meeting was adjourned at 10:20 a.m.

Dean Dalrymple is requesting approval of a new residential structure, the

DeLoach residence, to be located at 637 Aragon Street (Block H, Lot 4, Aragon). The plans include elevations of the principle building, the detached garage, and a pool/pergola area.

The applicant has submitted the plans to the Aragon Architectural Review Board

(AARB) and has received comments back but does not have final approval. A copy of the comments from the AARB is attached.

I recommend approval with the following comments:

Garden wall fence is required on build-to side property line where no building wall is built,

except at rear five feet of lot. Pool requires enclosure.

East end of porches requires firewall on property line, and there is none shown at front porch.

Cladding material at rear porch facing west is not clear.

Utility services need to be installed on alley side of buildings or at least where not visible from

street.

Windows, doors, and shutter selections as well as other exterior materials need to be approved

for Aragon or submitted for approval. Not sure from drawings how fake shutters on east wall

will be constructed.

If not already accomplished, suggest soil borings are done, particularly with swimming pool.

Michelle, I have reviewed the DeLoach Residence submitted by Dalrymple ] Sallis and have the following comments:

• In general the residence is detailed in a way that will blend very well with Aragon• I would like to know what type of metal roof is proposed and colors of course.• The front entry second floor element appears to have returns on the rakes which are prohibited (birdhouses).

Other gables do not.• While the first floor porch probably does not need a handrail or step handrail by code, the house would be

enhanced by adding one. ($)

Very nice house and great use of the mid yard with pool and spa.
