COMPANY INFORMATION
Abkatun Asset is located in Campeche basin, between thestates of Campeche and Tabasco and about 132km Northeastof the Dos Bocas Port and maritime terminal and the owner isPemex. The field started production in 1980 , and after peakingin February 1996 at 754,934 BPD, it is composed of 18 fields,10 of which are in production. Nowadays is a mature field, andthe production is 50,000 BPD of crude and 95 MMSCFD of gas.“PEMEX has been working at this asset for almost 40 years”.

SUBJECT
Due Mexico Energy Reform (2013), PEMEX, has to meet withTechnical Guidelines for Hydrocarbon Measurement (TGHM) byNational Hydrocarbons Commission (CNH) that regulates theUpstream sector at Mexico.
These Guidelines are mandatory for all Petroleum Operatorsregarding the Measurement Mechanisms used during HydrocarbonExtraction and Exploration in Mexico, in accordance with a Contractor an Assignment, from the well and, when applicable, the oilfieldup to the integration with the Hydrocarbon Storage andTransportation system, as well as at the Measurement Point.
PROBLEM – COMPLIANCE WITH LOCAL REGULATION
Abkatun Asset have eleven (11) Metering Systems for CustodyTransfer that has to meet the Measurement Technical Guidelines,that means to have:
- Metering systems standardization.- Ensure reliable metering systems.- Demonstrate traceability of all measurements.- The information generated of each metering system like control
charts, reports of maintenance, calibrations, etc., must be availablevia online (electronic logbook).
- Operation personnel must be properly trained in their dedicatedmeasurement systems.

SOLUTION
Part of the solution was to implement the model described bythe standard ISO 10012 “Measurement Managed Systems”, butalso including the CNH Guidelines:
SOLUTION - SCOPE
The Emerson Flow Lifecycle Service team provided a consultantservices for the Oil & Gas Measurement Systems following theLocal Regulation.The contract considered the following services:• Offshore walkdowns.• Metrological diagnosis for all existing oil & gas metering systems.• Delivery of technical documents to comply with CNH regulations.• Certification of meters and instrumentation.• Identification of areas of improvement to ensure the availability of
the measurement systems.
WALKDOWNS
Walkdowns at the facilities, toverify the actual conditions ofeach metering system, andidentify areas of improvement.
CHALLENGES
In order to implement the action plan, the following activities wererequired:
• Diagnosis of all 11 measurement systems and components toguarantee optimal operation and identify opportunities ofimprovement.
• Performing calibration for all instruments that applied on eachmeasurement system and get traceability to local entity ofaccreditation (CENAM).
• Determination of uncertainty level of each metering system.

BUSINESS RESULTS ACHIEVED
• Creation of an electronic log book to have an online access to allthe metering systems information.
• Certification of the metering systems according CNH Guidelines.• Compliance with the uncertainty level for all metering systems.• Operational improvements to reduce the error level for crude oil
from 4% to 0.3% and for gas from 9% to 1% that means measurewith better accuracy and significant reduction of unaccounted loss.
• Reduction of penalties for equipment out of compliance for up to20%.
• Increase in efficiency (effective reduction of 30% of costs).
SUMMARY
• Emerson worked with the client as one team to design acomplete solution as a trusted advisor for PEMEX.
• CNH approval of the 11 measurement systems.• Provide a significative reduction on the uncertainty level of
each metering system.• Areas of improvement on the metering systems were identified
and resolved.
