    In Memory Of Maj. Noel HarveyOn Thursday, May 24, 2012, Maj. Noel Harvey, member of the

    Pell City Civil Air Patrol Squadron, took his last flight from thisearth.

    Maj. Harvey was born February 26, 1943. At the age of 12 hisfamily moved from Maryland to Alaska. He graduated fromMorgan State upon which he entered the U.S. Army where heserved three tours in Vietnam as a helicopter pilot and infantrycompany commander. Maj. Harvey earned four Bronze Stars withValor, a Purple Heart, a Meritorious Service Medal, the Air Medal,the Army Commendation Medal, the Army Achievement Medal,and the Combat Infantryman Badge. After 20 years of service,

    Maj. Harvey retired in Anniston. He furthered his education byreceiving a Master's degree in Education and Education Specialistdegree in Education, both from Georgia State University. He wasa member of Sacred Heart of Jesus Catholic Church, the Knightsof Columbus, the Kiwanis Club, and the Civil Air Patrol.

    Maj. Harvey joined Civil Air Patrol March 15, 1991 after he wasrecruited by Greg Turley. He later recruited 6 other membersincluding Morgan Bennett and Anna Shurbutt.

    Specialty Tracks completed by Maj. Harvey included Flight Operations Master, Public Affairs,Administration, and Safety. He also volunteered at the Sunny King Golf Tournament. Heparticipated in ELT searches and served as Squadron Commander February 1998. He served asCadet Orientation Pilot, Flight Release Officer, Mission Scanner, Mission Observer, TransportMission Pilot, Member of the Finance Committee, Member of the Squadron Promotion Board andhas held the duty positions of PAO, Operations Officer, Testing Officer, Aerospace Officer, and

    Safety Officer.

    Maj. Harvey is survived by his wife, Florence Jean Arrigo Harvey, of Anniston; a daughter,Heather Jean Rankin and husband, Wesley, of Helena; a son, Noel Mark Harvey II and wife, JoannArtell, of Newnan, Ga.; grandchildren, Jackson Charles Rankin, Lucas Harvey Rankin, Noel MarkHarvey III, and Lucia Paige Harvey; a sister, Lorna Carol Stockton and husband, Cliff, of AnchoragAlaska; a brother, Rodney Harvey and wife, Sue, of Healy, Alaska; and seven nieces and fivenephews.

    The Pell City Composite Squadron has forever been changed for the good by the influence MajHarvey had on the program and its members. He will be greatly missed by all who knew and lovedhim.

    Mrs. Annie Gosnell age 83 of Moody, went home to be with her Savior lateThursday night, May 24, 2012.

    Annie was a graduate of Shades Valley High School and was a founding membof New Century Independent Church in Leeds. She was preceded in death by herhusband of 56 years, William Edward Gosnell Sr.; her brothers Dale Standifer and

    Arthur Clinton Standifer; and her parents, Mr. & Mrs. William Thomas Standifer.She was a beloved mother, grandmother, great grandmother and sister who was loved by many and wil

    deeply missed. She is survived by: her children: Edward Gosnell, Evelyn Cooley (Phillip), James ThomasGosnell Sr. (Rebecca), and Suzy Wilkerson (Randy); her 12 grandchildren; 4 great grandchildren; herbrothers: William Standifer (Dorothy) and Presley Standifer (Jane).

    SAFETY

    Its here! I am sure all you weather watchers know that the official hurricane season started onJune 1, 2012 and will continue (officially, again) until November 30, 2012. Of course, asalways, there is a chance of hurricanes occurring outside of the recognized season. Already,prior to June 1, 2012, we have had two named storms that came in on the Atlantic side and

    did not affect us. NOAAs hurricane center is predicting a normal hurricane season this year.The prediction is for a 70% chance of nine to fifteen named storms with top winds of 39 mphor higher. Four to eight of those will strengthen to into a hurricane with winds of 74 mph orhigher. One to three of those will become major hurricanes with winds of 111 mph or higherwith a ranking of Category 3, 4, or 5. Although the forecast is for a less -active season than inrecent years, as NOAA Administrator Jane Lubchenco reminds us, Hurricane Andrew hitnearly 20 years ago in a season that saw only six named storms. And it only takes one to hityourhome to make it a serious season for you.

    NOAA is asking families, communities, and businesses to make proper preparations and oneway to get started doing this is to visit www.ready.gov/hurricanes. This is FEMA website andmany more resources are referenced at the FEMA site as well.

    Of course we want to be prepared because we love our families and want to protect them asmuch as possible from natural disasters. But another reason is that we cant be responsive tothe needs of others in our CAP missions if our own home is not secure and ready to weatherpower outages, minor damage, and a lack of commercially available food and water for a fewdays.

    While it may be rare for the direct effects of hurricanes to make it to northern Alabama withhurricane force winds intact, we have seen extensive damage from the remnants of several

    hurricanes in recent years. Another overlooked effect is the extremely unstable weathersystem that a hurricane brings to all areas of the state. Severe thunderstorms, flash flooding,and tornadoes are almost always a side effect of the hurricane weather system even after it isno longer called a hurricane. This weather, which can linger for days, is of particularimportance to our mission aircrews trying to accomplish our assigned duties after the storm.One way to better prepare for this is to participate in AOPAs Storm Week educationactivities running from June11 to 15.

    You can find more info on the special presentations on www.aopa.org and you do not have tobe a member of AOPA to access the programs. If you do participate in Storm Week, be sure

    to get credit for your Wings account and it will automatically also give you CAP credit for asafety briefing.

    others in a safe manner. In the CAP one of the opportunities we have to do that isby giving Cadet Orientation Rides (O-Rides). These are aircraft flights that last

    about one hour following a syllabus that has been approved. Each Cadet isallowed five funded Powered Flights, and five funded Glider Flights. If you have

    not had the pleasure of giving the First Flight to a Cadet you are truly missing agreat experience.Major Jim Gosnell

    Attention all SENIORS !!!We had a great month of Flying in May. Finished the month out just below 30 hours. We have completea few in mission positions of Observer and Pilot. We have till June 30 th to finish any other individuals. Ifyoure close, contact Jim or myself to work out a schedule. The wing needs as many as possible tocomplete.

    We still need qualified pilots to fly Cadets. If you are available, please contact us. We had a Cadet fly daywhich seemed to be a success in May and were able to get around 10 hours of cadet flying in last monthThere is still plenty of funding and we will be flying again this month on June 23 rd. We need to make surewe get at least 30 hours every month on the plane to meet our flight time objectives. So please fly andwork on your proficiency in our plane as much as possible. Dont think you can find a better dealanywhere.

    DID YOU KNOW?

    Did you know that commitment is more than just a feeling? Have you eversaid, I feel committed to do this or that? Or I have a commitment that I have tokeep? Sometimes we commit ourselves to things without truly knowing what itreally means. The dictionary defines the word commit as: to pledge (oneself) to

    a position on and issue or question. Possibly a more important definition is: tobind or obligate, as by pledge or assurance. A pledge is to commit oneself to apromise; to be committed to a course. Another definition is to entrust, forsafekeeping; commend: as to commit ones soul to God.

    A pledge (commitment) can be that you will support and defend theconstitution of the United States against all enemies, both foreign anddomestic. Some of us have made that pledge in the military, as governmentemployees, or as Civil Air Patrol members.

    I wasnt taught much about commitment as a child. The military quickly gavme some lessons on that. As my children began growing up, my wife began toteach them (and me) what it was to be committed to an organization or group.She taught them that when you commit to something (obligate yourself), it is

    very important that you realize that people are depending on you. The health and well-being of others may be

    in your hands. Volunteer organizations especially depend on you, because they do not have paid staff that canfill in for you. Having a bad hair day or wanting to go bowling isnt an excuse from your responsibilities.

    Your character is also at stake. Can you be trusted to be ready when you are called on to fly a mission orbe on a ground team searching for a lost person or aircraft? Have you attended the training needed to bequalified when called on? Can you be counted on to teach a class on leadership, how to avoid a stall, or First

    Aid? Are you available to help new members with questions on eServices or uniform regulations?In early June of 1942, the U.S. Navy committed to stopping the Japanese Navy from taking over the Midway

    Islands. The Japanese Navy at this point was superior to the American Navy, due to other victories in thepacific, such as the Pearl Harbor and Coral Sea battles. Though outnumbered 2 to 1 in carrier support, the

    American spirit (and some say luck) began on June 4th to defend Midway. This 4 day battle began theturnaround of the war in the Pacific. The war was eventually won because millions of Americans gave,

    volunteered and invested their time, money and even their lives. They were committed to the belief that it wasthe right thing to do.

    Lets all realize that when you commit to something, whether it is a spouse and marriage, God and thechurch, or CAP and its mission, someone is depending on us to be there when we say we will. Prepared to goto work. They have put their trust in us, and in our commitment. You really do make a difference in peopleslives. And now you know.

    Procedure for CAP Drivers License

    As of 23 April 2012, there was a new Drivers License Module on eServices. The application is locatein My Operations Qualifications Drivers License module (CAP Utilities) or Operations-Qualifications DriversLicense module (Restricted Application). This module has made the uses of the CAPF 75, and the ALWG CAPF9 obsolete. It is now tracked in eServices and once you are approved it will show on your CAPF 101 card.

    For members who still have a valid CAPF 75: you are grandfathered in. It is recommended that youresubmit your driving record and drivers license into the eServices by 1 July 2012.

    For members who have CAPF 75 and do not have a copy of your driving record the Wing Driving LicensOfficer, Major Susan Phillips may be able to assist you in obtaining your old Copy. Please contact her [email protected].

    May is done and most schools are through with the 2011-2012 school year.ongratulations to all the graduates from High School and College. We know howard you have worked to make this day happen. Congratulations again.

    Summer is here and NCSAs are happening already. I see from sources thatome of our friends are at their destinations. IACE and Civil Engineering Academyongoing and it looks as if everybody is having a good time so far. AL/MS

    ncampment begins at the end of this month and is being held in Columbus MS. Inow all of the participants are looking forward to a wonderful week of training andctivities. We will want to hear about where you went and what you experienced ate summer activities, so be ready to report.

    We would like to thank our Senior Members for the day of o -rides on May 26. We had multiple rides givnd we appreciate all the planning and participation of everybody involved. Weather permitting, The next dor o-rides is planned for the latter part of June (23 rd I think). Start now making preparation and let me know

    ou are available to go on a o-ride. We are still trying to make the glider flights happen. Last time of the

    cheduled date, the glider was down for maintenance. As soon as we have the date and time of the nextider day I will get the info to you.

    Also coming up is the Operation Backwoods SAREX in Cullman, Al. It is planned for the weekend of J5-17 with most of the activity taking place on Saturday the 16 th. I think there is some interest in this SAREo if any cadets want to participate you need to contact me. I will help coordinate your involvement, BUT, Ie out of town so I AM NOT going or driving the van.

    One last note before the trivia question, if you are not receiving notices about cadet activities the cadetaff and myself need to know. If you have changed email accounts, or dont have internet access we need

    our contact information so we can include you in everything we have happening. We definitely dont wantxclude anyone so make sure your contact information is up to date. Thanks.

    Region Cadet Leadership SchoolRegion Cadet Leadership School (RCLS). RCLS is a prerequisite for the Eaker Award and in accord-ance with the 2011 guidelines from NHQ, registration is open the cadets in the grade of C/CMSgt and

    up who have completed an encampment. Please submit a CAPF32 to your DCC, Squadron Command-er and DCP for approval and then forward it to the Director, Lt. Col. Roger Middleton as described in theattached flyer. If you can't make encampment this year as staff, this would be a great opportunity tohone those leadership skills.

    Since the RCLS will take place concurrent with the SER Staff College, this also offers an opportuni-ty for cadets and parents who are members of CAP to attend together. CAP senior members who havecompleted Level III of the professional development program and currently hold command or staff posi-tions at any level within CAP, are eligible to attend. Others may attend on a space available basisand with a waiver approved by the Southeast Region Commander. Cadets and senior members meet at Maxwell Air Force Base where they watovie, play games, eat pizza and spend the night. The next morning everyone loads on a bus and head
