Raising the bar: the enhanced PEFA framework Training Courses in Maputo, Pretoria & Oxford Mariam Bibi is a PFM expert and Director of MB Consulting and its associated Academia de Finanças Públicas, based in Mozambique. Mariam has undertaken several PEFA assessments at national and sub-national levels and has advised on PFM reforms at national, sub- national and sectoral levels. Andrew Lawson will be the principal facilitator of the 3- day events, drawing on over 25 years of PFM experience. Andrew led the 2010 evaluation of the PEFA programme, was a member of Task Team B, advising on changes to the PEFA framework, and has led 6 PEFA assessments, including the 2015 Mozambique PEFA, which applied the testing version of the new framework The PEFA Assessment Framework was extensively updated during 2014 & 2015, introducing new indicators and significantly revising many others. This new indicator set was field tested during 2015 and formally introduced in February, 2016. This course provides a detailed introduction to the new PEFA indicator set, explaining the changes made and their respective rationale, outlining the data requirements for the assessment, and providing “tips and tricks” for their effective application. The course will thus equip PFM specialists to apply the new framework correctly and effectively, and to interpret and use its results for PFM reform design. Course materials are based on the Manuals, training tools and guidance materials prepared by the PEFA Secretariat. Following the extensive updates made to the PEFA Assessment Framework, Fiscus and MB Consulting are offering a unique introduction to the use of the 2016 PEFA framework for PFM specialists involved in undertaking, managing or using PEFA assessments at national or sub-national level.
