5. Update re Artificial Surface Playing Fields at Clarkson Secondary School, Humberview Secondary School, and Mississauga Secondary School

Controller of Planning and Accommodation Support Services, Randy Wright, updated trustees on the construction status of the artificial surface playing fields at Clarkson. Humberview and Mississauga Secondary Schools. He stated that the field at Humberview Secondary School is, for the most part, complete and in use. The Clarkson project is delayed due to a defect in the track's surface. Controller Wright reported that this project is administered by the City of Mississauga, and it is uncertain whether all or part of the track will be replaced, which will be undertaken at the expense of the contractor. Appreciation was expressed for the work done at Lorne Park Public School and Humberview Secondary School.

6. Status Update re Child Care Projects Approval-to-Proceed (ATP)

Manager of Planning and Enrolment, Suzanne Blakeman, reported that the Ministry of Education had approved capital funding for the creation of new child care spaces through internal renovation projects at nine schools. She stated that, while planning and design are in the final stage, and floor plans have been approved, the Board is awaiting Ministry of Education's Approval-to-Proceed (ATP). Chair Cameron thanked staff for bringing forward a status update on the nine child care projects. He reported on follow up with staff at the Ministry of Education, who have acknowledged that all required information has been provided by Peel, and that the file is awaiting the various levels of approval at the Ministry.

7. Report on Tenders: Pte. Buckam Singh Public School

Chair Green stated that the first line of the Background report should read as Pte. Buckam Singh Public School, and not Dolson Public School.

That, the tender in the amount of $16,807,620 including HST, for the construction of Pte. Buckam Singh Public School, be awarded to Remo General Contracting Limited. (APPENDIX I)

8. Regional Skilled Trades Program Boundaries for Judith Nyman Secondary School, and West Credit Secondary School

Reviewing the recommendation for Board approval, Planning Officer, Dana Guterres, stated that the report outlines the boundary for the new Regional Skilled Trades Program to be offered at Judith Nyman Secondary School in September 2020, commencing with two classes in Grade 9. She highlighted the subsequent boundary change to the current Regional Skilled Trades Program at West Credit Secondary School. Dana Guterres stated that the new program at Judith Nyman Secondary School will be similar to the one offered at West Credit Secondary School, and she clarified that the proximity of the two schools, as well as access for students applying to this program were taken into consideration for establishing the boundaries.

PB-55, moved by Susan Benjamin, that the Physical Planning and Building Committee recommends to the Board:

i) That, the new boundary for the Judith Nyman Secondary School Regional Skilled Trades Program, effective September 2020, be approved;

ii) That, effective September 2020, a boundary change to the existing West Credit Secondary School Regional Skilled Trades Program, be approved (see Appendix A -Map showing recommended Regional Skilled Trades Program Boundary Change -September 2020). (APPENDIX II)

9. Ministry of Education: 2019-2020 Capital Priorities Program

Reviewing information from the 2019-2020 Capital Priorities Program report, Suzanne Blakeman, highlighted Ministry criteria for business cases accompanying each project, and noted that the submission date for all capital funding requests is September 30, 2019. She indicated that the Ministry has requested school boards to consider collaborative capital project arrangements, exploration of joint.use opportunities for each capital project funding request must be documented, and willingness to participate in joint-use school opportunities with coterminous school boards must be demonstrated.

9. Ministry of Education: 2019-2020 Capital Priorities Program (Continued)

Trustees' questions of clarification were responded to, including: challenges in building a project list of ten business cases that would meet the Ministry's stringent criteria for capital project funding requests; only changes to any of the capital projects already approved will be brought to the Board.

10. Application Status Update

Intermediate Planning Officer, Branko Vidovic, indicated that the report outlines the development applications reviewed for the months of May, June, and July 2019, and he noted that seven of the applications reviewed are resubmissions. Responding to a trustee's question of clarification, Branko Vidovic clarified that the City of Mississauga is aware of the need for a school in the area of the Inspiration Lakeview development. Chair Cameron sought clarification on the increase in enrolment numbers from May to June 2019 recorded for Jean Augustine Secondary School. Branko Vidovic explained that the numbers used in the May 2019 application were from September 2018, and that the June application used projected numbers for the 2019 school year.

13. Question Period

Trustee Sohi advised that Femforest Public School which was a K-Grade 8 school, now has a K-Grade 5 configuration due to enrolment, and she asked about the possibility of the school returning to a K-Grade 8 configuration. Controller Wright advised that the administration will continue to review need and, when an opportunity presents itself, will consider reverting to a K-Grade 8 configuration.

Trustee Crocker expressed appreciation for the additional parking spaces he noticed when he visited a local elementary school recently.

Recommendation

It is recommended the tender, in the amount of $16,807,620 including HST, for the construction of Pte. Buckam Singh Public School, be awarded to Remo General Contracting Ltd.

On Thursday, June 27, 2019 tenders for the construction of Pte. Buckam Singh Public School were received from the following prequalified General Contractors:

1 . Remo General Contracting Ltd. 2. TRP Canst. General Contractor 3. Torcom Construction Inc. 4. Everstrong Construction Ltd. 5. Tambro Construction Inc. 6. Quad Pro Construction Inc. 7. Pre-Eng General Contracting Inc. 8. JR Certus Construction Corp. 9. Jasper Construction Corp.

10. Aquicon Construction Co. Ltd. 11. Maystar General Contractors Inc. 12. Percon Construction Inc.

Remo General Contracting ltd., has successfully completed for the Peel District School Board, Dolson P.S., Tribune P.S., Alloa P.S., Churchville P.S., Sir Isaac Brock P.S., Lorenville P.S. and Jean Augustine Secondary School.

Pte. Buckam Singh Public School will be a two storey K - Grade 8 school with a Ministry Rated Capacity of approximately 658 pupil places. The most recently completed school of this design is Tony Pontes Public School.

MG Architects Inc., having examined the bids and supplementary tender information, recommend that Remo General Contracting Ltd. be awarded the contract to construct pte. Buckam Singh Public School.

Physical Planning & Building Committee September 4, 2019

Regional Skilled Trades Program Boundaries: (i) Judith Nyman SS; (ii) West Credit SS

Recommendation

It is recommended that effective September 2020, the following be approved:

i. the new boundary for the Judith Nyman SS Regional Skilled Trades Program;

ii. a boundary change to the existing West Credit SS Regional Skilled Trades Program (see Appendix A- Map showing recommended Regional Skilled Trades Program Boundary Change- September 2020).

Background

On June 12,2019, a report recommending the establishment of a new Regional Skilled Trades Program at Judith Nyman SS was presented to the Instructional Programs/Curriculum Committee meeting (see Appendix 8 - Report of RLCP Committee­June 12, 2019).

A new Regional Skilled Trades Program at West Credit SS was approved by the Board at the Regular Meeting of the Board May 22, 2018. Since it was the only Board program of its kind at that time, the boundary encompassed all of the Region of Peel.

The new recommended boundaries for the Regional Skilled Trades Program take into consideration the proximity of the two school locations to make the program more accessible for applicant students.

Judith Nyman SS Regional Skilled Trades Program

The Regional Skilled Trades Program at Judith Nyman SS will be the second program of its kind in the Board. The program at Judith Nyman SS will begin with two classes (42 students) in grade 9 for September, 2020 and three classes (63 students) in grade 9 for September 2021. The program will be fully phased in (grade 9-12) by September 2023.

• Struggling operators under the new contract with less than satisfactory performance had their route complement reduced as a penalty and redirected to another operator; future growth will be considered if compliance of contract is met

• Full operator meeting August 10-owner, dispatchers, laid out contract requirements, preliminary report August 16, with update on August 23; start-up looks good

• Went over GPS requirements, linked to route. Notification of delays must be accurate and updated- significant fines, if not complied

• Boards are paying more and require better performance • Accountability on operator side and STOPR side to meet expectations • Will enforce penalties, if not meeting performance standard • Rolling stock report- every route has a driver, plus spare drivers, better than end of June • Monthly performance report (new) -all operators will see results

• Governance approved going forward with the "app", but it is really a web based portal • GPS route changes must be done by operators- request that we postpone release to ensure

accuracy • When full complement of members at Governance, STOPR will give a demo (September) • Simple software shows a dot where bus is located. Clock with timing not working; not a valuable

tool to parents • In contact with software company for feedback to refine product, and cost to improve.

- Both boards have indicated to their Board of Trustees that product will be available in the fall; clock with timing would come later - This is a basic tool showing a map and bus location; need to fix or remove timing feature - Software cannot zoom in and out like Google maps, does not have that functionality; if rural map, only a line is shown, if local, some street names may be visible - Soft pilot launched in spring has not yielded the results we hoped for; October may not be realistic for release

• STOPR staff have developed a short and long term project/strategy plan to improve service in the areas of operations, communication and administration

• Operational- STOPR staff have met with operators and communicated clear expectations. Monthly performance reports starting September 2019. STOPR staff have found efficiencies with an estimated overall savings of $400,000.

• Communication- New Twitter account @STOPRinfo contains gentle reminders, updates, positive news, weather cancellations; no response notifications at this time. STOPR staff are meeting monthly and management staff meet weekly; open communication and participation for feedback on project plan and day to day operations. Developing electronic collision form, building safety database. STOPR to issue two newsletters a year (fall & spring) to enhance communication to schools and parents

• Administration - project/strategy plan developed and will provide regular updates at STOPR Admin and Governance. Office structure changing to be a more open team environment, allowing open communication and collaboration. Restructure plan to improve processes, conduct internal training sessions, PO with office staff. Financial processes within BusPianner software will help streamline budgeting process for both boards.

STOPR Twitter should be the first source and also on STOPR website - Courtesy bussing is usually implemented in October, but part of process is to review specific situations; school admin ultimately decides - Number of empty seats available on a bus can be decided by the 4th week of school, earlier in certain stable areas; project plan will provide more accurate student data, which will be quicker to determine empty seats

This includes adjustments to the management structure as weU other non-management positions to focus on safety issues and improvements to financial and administrative processes.

Background

On September 4, 2019, the Physical Planning and Building (PP&B) Committee received a report that outlined the requirements of the Ministry of Education's 2019/20 Capital Priorities Program. School boards were to submit a project list of their most urgent pupil accommodation needs with a maximum of ten (10) new schools, retrofits and/or additions required for completion by the 2023/24 school year.

The new Elm Drive Public School, will consist of a 650 pupil place elementary school, a four room child care and a one room EarlyON Child and Family Centre. Ministry Capital Funding approval for this new school project is $15,801,315.

Conditions

The PDSB is responsible for implementing appropriate measures to ensure the cost of these projects are within the approved funding allocation. Tender documents for these projects must be structured in such a way as to allow separate tenders for optional components of the design to allow the Board to accept only the components that would fit within the approved project costs.

The Board must also advise the Ministry if the tender price for any one of these projects exceeds the approved funding and the Board must show in such cases how it would comply with the funding approved by the deletion of components not considered essential to the project.
