Zero budget for grass cutting in MetroMONIQUE BASSON

THE budget for bush clear-ing and grass cutting hasbeen slashed from R3.2million to zero.

This is according to DA Ward 2Councillor, Dean Biddulph, who isputting his full weight behind thefight of the Parks Department in or-der to have their original budget, orat least a portion of it, reinstated.

The first budget cut, cutting downthe ability of the Parks Departmentto tend to this basic service delivery,was implemented at the end of 2009in order to help limit the level of ex-penditure by the municipality.

“Now, things have taken a turn forthe worse. Not only has the budgetfor bush clearing and grass cuttingbeen reduced, but it has been totallytaken away,. The little money thatthere was for this purpose, has al-ready been spent in the current fi-nancial year,” said Biddulph.

“I have already been in contactwith the Chief Financial Officer ofthe Metro, Kevin Jacoby, to urgentlylook at the budget of the Parks De-partment. The only ‘good’ news Ihave received to date, is that I did notreceive an immediate “No” fromJacoby.”

DA Ward 8 Councillor, Gustav Ra-utenbach, is also at his wits endwhen it comes to bush clearing andgrass cutting in his ward.

“I am sitting with various lettersfrom residents complaining aboutovergrown erven and long grass that

need to be taken care of. When theserequests are sent to the relevant mu-nicipal department, the answer is al-ways the same: the budget for bushclearing and grass cutting is com-pletely depleted,” said Rautenbach.

“According to the municipality,these services will resume once mon-ey is available again, but I am tellingyou now, the backlog is so long thatthey will never be able to address thebacklog effectively.”

Further problems faced by theParks Department are a criticalshortage of staff, as they only havetwo staff members that must servethe whole Metro, as well as a lack ofequipment.

According toBiddulph, somegrasscutting and bush clearing will stilltake place, but it will be assessed onthe gravity of the problem. “The Met-ro will still have priority areas suchas the beachfront, but planned grasscutting will take place further andfurther apart.”

No comment could be obtainedfrom municipal spokesperson, Kupi-do Baron.

Biddulph will also present the mat-ter at the next council meeting.

Walker Drive development a heated debateMONIQUE BASSON

“We are not against the develop-ment, but we are most certainlyagainst the type of developmentplanned for this up-market neigh-bourhood.”

This is the overall feeling of closeto 60 residents, who attended a publicmeeting last Tuesday where the pro-posed Walker Drive development inKabega Park came under scrutiny.

What was meant to be a general in-formation session, where questionsare kept until the end, turned into aheated debate between residents andofficials leading the meeting. Con-cerned residents demanded answersonthespot, givingofficialsahard timeexplaining theconceptof theproposed

Kabega River Estate development.The furious residents were in such

an uproar, that is was decided tochangethedate forsubmissionofcom-plaints from January 31 to February11.

The developers, Inframax, areplanning products with the followingrange: bachelor units; 1-, 2- and 3-bed-room sectional title units; plots forsingle residencesand luxuryervenaswell. Prices will start at aroundR500 000 for bachelor units, whileplotswill range inprice fromR300 000to R1-million, the latter being on theedge of the Kabega valley. They arenow also applying for permission toincrease the approved 25 units to 50units, which will result in an in-crease of rooms from 1 212 to 2 295.

The concerns raised at the meetinginclude an increase in traffic on

Walker Drive that is already over-burdened, anegative effect onproper-ty value, a loss of privacy, insuffi-cient infrastructure and the type ofpeople that will buy into the develop-ment.

“Walker Drive is not the only roadthat is of concern. As things are at themoment, Kabega Road and CircularDrive can’t even deal with theamount of traffic experienced cur-rently. What will happen if 1 385 addi-tional vehicles are going to use theseroads? One needs to look at the biggerpicture and the impact it will have onthe current residents,” said DA Ward8 Councillor, Gustav Rautenbach.

“I am not against development inthe area, but at the moment the pro-posed plans are concentrated aroundthe greed of the developer and not thewell-being of the existing residents in

the area.“If things carry on like this, I will

be forced to advocate that a moratori-um be placed on all development inthe area as I have previously done inLorraine. The infrastructure of thearea is not healthy and at the momentit cannot deal with such a great influxof new residents.”

According to Ben Kamma resident,Shaun Moorehouse, the value ofproperty in closevicinity of thedevel-opment will take a serious knock asthe proposed Kabega River Estatedoes not reflect the actual value of theproperties in the area. “The applica-tion must be amended to reflect thereal value of the properties in KabegaPark, Ben Kamma and surroundingsuburbs,” said Moorehouse.

Another resident, Ian Pattinson,feels that the developers are using the

conservationof thegreenery thatwillform part of the development as asmoke screen to hide the real impactof the development.

“We do not care about the grass,fynbos and all the insects. What wecare about is the impact the extra res-idents will have on our lives,” saidPattinson.

“The developer is using environ-mental fluff to push forward a greedydevelopment.”

According toThomasStewart fromInframax, it is expected that the de-velopment will be at launch level atthe end of the year, with building tak-ing between 5 and 8 years.

LEARNERS in the Framesby andWesteringsuburbshavebeenwarnedbytheSAPolicetowalkingroupsandkeep their cellphones and other valu-ables out of sight, after a school girlwas allegedly robbed twice in oneweek at the Westering footbridge.

According to the Atlas electronicnewsletter, she was robbed by a manas she was crossing the bridge at3.11pm last Wednesday.

He overpowered her, robbed her ofher valuables and ran off with hisloot.

ApatrollingAtlasResponseOfficerwitnessedtherobberyandgavechaseto the fleeing suspect. He managed totrack down the robber and arrestedhimon thecornerofPapenkuilStreet

and Cape Road. All her stolen goodswere recovered.

Capt. Johan Rheeder, SAPSSpokesperson, confirmed that a com-plaint had been laid and he warnedthat this type of robbery is on the in-crease.

“Learners are easy and soft prayfor criminals who would like to makequickmoney,usuallywhentheyneedmoney urgently to feed their drughabit,” said Rheeder.

According to him, these criminalsusuallytargetyoungpeoplewhowalkalone.

“The victims are usually busy on

their phones, sometimes with ear-phones in their ears, anddonotknowwhat is going on around them. Chil-dren should walk in groups and keeptheir cellphones out of sight,” Rheed-er said.

PE Express also reported in No-vember last year that pupils werewarned about this after a learner wasrobbed on the footbridge.

The learner used the bridge tocrosstheN2highwaywhenhewasac-costed by two men, one armed with aknife, who demanded his cell phone.

The suspects were in this instanceapprehendedbyanADTResponseOf-ficerwhowaspassing through thear-ea and alerted by a group of childrenabout the incident taking place.

Attempted kidnapping in CharloA TEENAGE girl had a lucky es-cape last week as she managed toget away from two men who wereallegedly trying to kidnap her inbroad daylight in Constance Road,Charlo.

According to the Atlas electronicnewsletter, the girl was walking inthe road just before 1pm when shenoticed the two suspicious males,in their thirties, as they ap-proached her driving a red vehicle.

“Theyattemptedtokidnapherbutfailed dismally. They fled the sceneafter their attempt and left the girlunharmed,” the newsletter stated.

A member of the public reportedthis incident to Atlas and issued a

description of the suspects.The police could not confirm the

incident as no charge was laid atthe Kabega Police station underwhose jurisdiction Charlo falls.

Driving instructor ploughs back (and paysit forward) into community

comes from a disadvantaged background andknows what it is like to struggle. He was re-trenched by a big local car manufacturer in2009, after which he started his driving school.

Ferdy, who is offfering his free driving in-struction to five people at the moment, startedhis Ice Breeze Plough Back campaign in 2010,whenhe read inadailynewspaper aboutEricaHouse of Safety’s first matriculant, CleoWhite, and how funds were raised to help himgo to his matric farewell.

“I learnt that he wanted to become a policeofficer and for that you need a licence. So Iwent and offered to give him classes andhelped him to obtain his licence,” said Ferdy.

“Still feeling the need to help someone elseI ended up helping a former convict, currentlyon parole, to get his licence also free of charge.

“Currently I am helping kids from Jackson-ville who look past their circumstances andaim high to reach the goals they have set forthemselves. All three are students at NMMUstudying law, accounting and pharmacy re-spectively,” said Ferdy.

IN trying to break the cycle of poverty bygiving motivated and talented young peo-ple a step up in life, a local driving schoolinstructor is giving young people freelearners’ and driving lessons, to equipthem with a skill which is often a require-ment in most workplaces and which manypeople cannot afford to obtain.

And all Ferdy Jacobs, owner of Ice BreezeDriving School, asks from these young peoplein return, is that they will one day help some-one else in need, in any way they can, “evenif it is just cutting an old person’s lawn”.

Although he is giving the instruction freeof charge, Ferdy is appealing to sponsors whowill be willing to help his students with theirlearners’ and licence fees. The total amountneeded for the learner’s licence is R312 (test,photos and certificate included) and for thedriver’s licence R540 (test, photos and certifi-cate included).

LITTLE Hannah Marshall fromPort Elizabeth, who suffers fromsevere hearing loss and involun-tary eye movements, will under-go a cochlear implant operationbefore the end of the year.

Help Hannah Hear, a campaign toraise funds for her implant opera-tion, is holding a glamorous Valen-tine’s Ball hosted by Thatchwoodsat Homeleigh Farm.

Hannah Denise Marshall, born 24November 2010, has been diagnosedwith both severe hearing loss andNystagmus, a condition whichcauses her eyes to “swing,” muchlike a pendulum.

According to her mother, Cath-rin, Hannah has been approved toget two cochlear implants, whichpromise to give this little girl a newlease on life.

“Without the cochlear implantsHannah will never learn to talkproperly, and will be developmen-

tally delayed. The costs of the proce-dures, after the medical aid contri-bution, exceed R150 000. We areleaving no stone unturned to raisethe funds needed to give our daugh-ter the gift of hearing,” said Cather-in.

Thatchwoods will serve guests amouthwatering 3-course meal andafter dinner DJ Mike Marshall willget everyone moving on the dancefloor.

The ball, with the theme “Love Your Ani-mal like Yourself”, will be held at VictoriaPark High School’s Thorp Hall on February14.

Dít is hoe oudleerders en hoofdevandieHoërskoolCillié verledeweekby die viering van die skool se 75stebestaansjaar hul gevoel opgesom het.

Oudleerders soos Sarah Goosen,wat in April 90 word, was ook duide-lik in hul noppies toe ’n replika vandie eerste oorspronklike klaskameronthul is.

Goosen was in 1937 ’n standerd agt-leerder wat saam met haar maats nogin die klein gebou, getiteld die“Dining hall and bar”, skoolgegaanhet.

WillemvanderRiet, die onderwys-er en oudleerder wat die projek geleihet, het vertel benewens die planneom die museum se uitstallings nogaan te vul, word ’n spesiale DVD watdie storie van die skool se 75 jaar ver-tel, ook beplan.

Oudleerders uit elke dekade is ’nspreekbeurt gegun en het die leer-ders en personeel vermaak met hulstaaltjies oor toeka se dae.

“Onshetnognie skooluniformsge-had nie, want dit was net ná die De-pressie,” het Stief Rootman (van die1949-matriekklas) vertel.

“Die ‘misters’ (matriekseuns) hetdie een dag tydens saal besluit om hulboordjies en dasse agterstevoor omaan te trek.

“En toe verwelkom die hoof al dieEngelse predikante en vra wanneerhulle gaan preek!”

Rootman het almal hard aan die laggehad toe hy ook vertel het van dieunieke posstelsel.

“Die ‘misters’ het elkeen ’n draw-wertjie gehad wat dan moes wag vir ’n

antwoord as hulle ’nbrief gestuur het.

“Oe, en die meisiesse briewe het so lek-kergeruikna laventel.

Die depressie van die vroeë der-tiger jare het baie Afrikaans-sprekende gesinne na Port Eliza-beth gelok. Baie gou was ’n derdevan die inwoners van die stad Af-rikaanssprekend.

Die eerste Afrikaanse laer-skool, Excelsior, is in 1930 gestig.Na dringende versoeke tot dieSkoolraad is daar besluit datHoërskool Pearson vanaf 1932 ookklasse in Afrikaans kon aanbied.

Die woonbuurtes van Noor-deinde, Sidwell en Sydenham hetbaie vinnig uitgebrei en daar was’n groeiende behoefte aan ’n skoolin dié omgewing. Op 23 Januarie1937 is die Noordeinde SekondêreSkool geopen in ’n klein sinkge-bou, getiteld die “Dining hall andbar”, op die skougronde. Dieskool was parallelmedium en 28Afrikaans- en 28 En-gelssprekende leerders het saammet drie onderwysers begin. Dieeerste skoolhoof was G.J.J. Smit.

In Maart 1937 is die naam nadieHoërskool Lawson Brown ver-an-der. Dit is vernoem na die voorsit-ter van die Skoolraad van PortElizabeth.

Brown die hoekstene – in Engels enAfrikaans – van die huidige skool-gebou gelê. Aan die begin van 1939isdiegeboumet130 leerdersbetrek.

Trek in 1938 het ’n groot volksgees

onder die Afrikaanssprekendesposgevat. Dit het die stryd vir ’neie Afrikaanse skool verder ge-stimuleer. Op 22 Januarie 1940,agt jaar nadat die mense dieSkoolraad die eerste keer gevrahet, word die Hoërskool LawsonBrown tot ’n Afrikaanse skoolverklaar. Die leuse van die skool“Volhard en Oorwin” is dieselfdejaar aanvaar. Dit was die eersteAfrikaanse hoërskool in PE. In1946 het die leerdergetal gegroeitot 335 leerders.

Die skool ontvang die MagrietaPrinsloo-ossewa

Die ossewa was deel van diesimboliese trek wat in 1938 plaas-gevind het ter herdenking van dieGroot Trek (1838). Die naam isafkomstig van die Voortrekker-heldin, Magrieta Prinsloo.

Die wa is in 1947 deur die ATKVaan die skool geskenk en dit staansteeds by die skool.

Die skool se naam word CilliéReeds in 1940 het die mense

gevoel dat die skool na ’n Afri-kaanssprekende persoon ver-noem moet word. Ná baie onder-handelinge, besluit die Skoolraadin 1948 dat die skool se naam nadie Hoërskool Cillié kan veranderop voorwaarde dat die volgendeskool wat gebou word, se naamLawson Brown moet wees.

Op 20 Junie 1949 is die naamCillié aanvaar. Dit is vernoem nadr. Gawie Cillié, vroeër verbondeaan die Universiteit van Stellen-bosch en groot kampvegter vanAfrikanerregte in die onderwys.

Furthermore, the reader wishes toknow what the consequences may befor the tenant who, knowing thateviction is pending, disposes of theCC’s assets in an improper way in or-der to avoid the attachment and salein execution of such assets.

When dealing with a legal entity,one must bear in mind that the sepa-ration of the individuals from the en-tity in question – and thus the protec-tion it affords them – is often the rea-son for such a choice, says Rian duToit from DTS Attorneys in Port Eliz-abeth.

Du Toit says other parties trans-acting with such entities need to en-sure that they are protected by re-questing that the individuals pro-vide a surety for the debts.

“In the absence of such a surety,it may be difficult to hold the individ-uals liable.”

If there were indeed fraudulent ac-tions on the part of the members, DuToit says this may be a reason to“pierce the so-called corporate veil”.

“Having said this, the mere factthat the tenant does not ultimatelyhave the funds to honour the rentalcontract does not in itself necessarilyamount to fraud.”

According to Charlotte Vermaakfrom Chas Everitt in PE, any numberof things may happen during thecourse of a rental agreement thatjeopardise the financial security of a

tenant.“Due to unforeseen circumstanc-

es, a tenant may run into financialdifficulty despite having been com-pletely financially secure at the out-set or at times in between.”

Should the tenant fraudulentlydispose of assets to prevent themfrom being attached, Vermaak saysthe creditor may approach the courtfor relief.

“A legal remedy could perhapsprevent such actions or undo the dis-posals effected during this time.”

Voor in die ry staan die belangrik-ste rugby gebeurtenis van die jaar –die Cravenweek vir Hoërskole watvan 8 tot 14 Julie in die Nelson Man-delabaai-stadion sal plaasvind.

Die room van rugbyspelers van aldie provinsies in die land sal aan dietoernooi deelneem. Die vorige ge-leentheid wat dié toernooi in PortElizabeth plaasgevind het, was 12jaar gelede in 2000. Ná afloop van die

toernooi het die Suid-AfrikaanseRugbyunie (SARU) ’n boodskap aandie plaaslike organiseringskomiteevan die OP Rugbyunie (OPRU) gestu-ur dat dit een van die beste toernooieooit was.

Die jaar is egter vol opwinding opverskeie rugby-gebiede. Die hoog-tepunt is altyd die toernooie watdwarsoor die Oos-Kaap plaasvind,soos die Grey Powerade-fees, dieGraeme College-rugbydag en dieHoërskool Despatch-rugbytoernooi.

Die Oos-Kaap is een van dieprovinsies in die land waar die rug-byspanne oor uitmuntende spelersbeskik.

Die Hoërskool Framesby, byvoor-

beeld, het nog altyd kwaliteit rugbygespeel en elke jaar het van sy spe-lers die OP Cravenweek gehaal.

Die Hoërskool Grey is dwarsoordie land bekend dat hy goeie rugbyspeel en neem hy deel aan al die groottoernooie, met selfs die skool se eietoernooi – die Grey Powerade-fees –wat baie gewild is oor die land.

Die Hoërskool Pearson het verledejaar ’n uitstekende rugbyjaar gehaden sy eerste span was een van die be-stes in die geskiedenis van die skool.Daar is ook groot verwagtinge vandié span vanjaar.

REMEMBER the saying, “Everything comesto him who waits”? Well, that’s new Springbokcoach, Heyneke Meyer, for you.

But besides the fact that his appointment isthoroughly deserved, what’s new about him?Never mind how he was overlooked for an in-ferior candidate four years ago, or how nowhe was only second choice because ex-Spring-bok and Ireland coach, Gert Smal – a true gen-tleman and family man – turned SARU down.

So what’s new? Here are some guesses.What’s the bet Meyer took the job with a heavyheart? Bet he’d have loved to tell SARU toshove it. But as the lyrics of “A Many Splen-doured Thing” have it, coaching the Spring-boks is akin to “the golden crown that makesa man a king!”

Some believe that Meyer was actuallySARU’s first choice but knowing Smal wouldturn them down, the rugby bosses pretendedMeyer was second choice to save face.Stranger things have happened in SA rugby.

It was also the chance to wriggle off the hookthe executives had made for themselves inchoosing Peter de Villiers above Meyer in thefirst place. How could SARU president, Ore-gan Hoskins, have publicly stated that De Vil-liers’s appointment as coach had not beenmade solely on rugby grounds? If anyone de-served firing for allowing that tohappen itwasHoskins himself. Please, we all know abouttransformation, but for what other reasonsthan rugby knowhow, does one choose acoach, particularly at national level?

What’s left to say? Only that Meyer’s ap-pointment is richly deserved and we wish himeverything of the best, on and off the pitch.And a word in the ear of the Groot Koppe. The

less you poke your noses in, the better. Let theman you’ve appointed get on with it.

Ready, set, launch

IT’S that time of the year when teams andfans are gearing up for the unveiling of thecars that will contest the 2012 Formula 1World Championship.

The newly re-named Caterham team (for-merly Lotus) was first in pulling the triggerby revealing their car on the latest cover of F1Racing. Named the CT01, it is the first singleseater F1 car to be built under the Caterhamname.

Backed by Renault power, one of the biggest

features is the platypus-style nose. Needless tosay this isn’t particularly attractive to look at;nevertheless the rule changes concerning thefront of the car are likely to see several teamssporting similar designs. Then again, it didn’ttake too long to get used to the tiny rear- andhuge front-wings introduced a few years ago.Overall the CT01 designers have taken an ag-gressive approach to the aerodynamics; tight-ly-sculpted bodywork at the rear and skinnyside-pods are a big departure from the pur-posely conservative cars the team has debutedin its previous two seasons.

A bit further up the grid, Mercedes GP be-lieves they have made the correct decision bychoosing to postpone the first run of their carto the second test session of the year. TheBrackley-based team are the only squad to beopting for more time on the drawing board asopposed to racking up the testing miles in Je-rez.

Nobert Haug, Mercedes-Benz vice-presidentof motorsport, underlined the importance ofhaving extra time for development: “(Ten)days can be crucial . . . we want to test the prop-er car, finalised in each and every detail.” Bymissing the first pre-season test, Mercedeswill only have eight days to get to grips withits car.

In keeping with launches, the official tyresupplier, Pirelli, have given the tyre markingsfor 2012 a face-lift. The new markings see anincrease in the size of the lettering on the side-walls, thus making it easier to differentiate be-tween the compounds.

Great turnout for EP OWS champs

A great turnout of swimmers fromaround the Eastern Cape attendedthe EP Open water swimmingChampionships over the pastweekend (round 3 of the CirrusBio-ears swim challenge Series),held at Marina Martinique, Jef-freys Bay.

First champions to be crowned wereDominic Greeff and Rebecca Newman,the new EP 10km marathon swimchampions, winning in a time of 2hrs31min and 49 seconds and 2hrs 39min6sec respectively.

The EP 5km swim championshiprace was won by Jonathan Roux(1:05:03) and Lise-mari Goosen (1:11:05),with Jason Jones (1:05:36) and DanielJones (1:06:14) taking the silver andbronze in the men’s race, whilst ChaneDe jager (1:13:06) and Chrislie Niehaus(1:14:58) took the podium medals in theladies’ race.

The 3km race was dominated by An-drew Fischer (37:19) with Wesley Wie-hahn (38:48) in secondand5kmchampi-

swim which was won by Jade Grobbe-laar from Kyle de Lange and KristynEvans. Children 10 years and under gotto compete in the morning, racing frombank to bank with Meagan Horton win-ning from Roland van Wyk and LinziScholtz.

Supported by Willard Batteries, theZports Masakhane Future Stars Devel-opment Trust had 16 swimmers fromMotherwell competing in the Champi-onships.The firstFutureStarswimmeracross the line was Mkhululi Heka(16:49), placing a very creditable sev-enth in the Men’s 1km race.

OFF ROAD TRIATHLONThe Discovery Tri-it Off Road events

takingplace onSunday, February 19, atSundaysRiveraregaininga lot of inter-est. The 5km off-road trail run is suita-bleforboththeexperiencedtrailrunneras well as the novice fun runner keento try somethinga little off-roadwithnoreal technical bits to worry about.

Entry fees for the trail run made be-foreFebruary13areonlyatR30perrun-ner, increasing to R50 thereafter and

R70 on race day.The trail run will be followed by the

Discovery Consulting Services off-roadTriathlon which features a 500m swim,

thereafter increasing to R100 and R150as per the trail run.

THE Metlife Mall/Die Burger will host the11th annual “Love to run” 5km fun run and10km road race, which starts and finishesat Metlife Mall Shopping Centre in KabegaPark on February 11.

The 10km road race starts at 6am and the5km fun run at 6.25am. The entry fee for the10km is R30 for licenced runners and for non-licenced runners the cost for a temporary li-cence is R25.
