1. States Parties recognize the right of persons with disabilities to education (…) 2. (…) States Parties shall ensure : • an inclusive education system at all levels • That persons with disabilities are not excluded

from the general education system

BUT we all see large differences between countries in the way they realise ‘Inclusive Education … (see Map of EU)

BAROMETER research PART A: legislation

Inclusion oriented legislation: In principle, all pupils with SEN have the right to attend mainstream schools in all selected countries Parents’ involvement in decision making processes

Comenius course, BE-2013-255-001, Salzburg

1. Goals 2. Outcomes 3. Activities 4. Research 5. Manifesto

BAROMETER research PART A: legislation

BUT: •••

Lack of resources Lack of clear choice Difficulties to bridge the ‘old system’ with the inclusive approach E.g. Decree on equal opportunities in education, 2002 (Flanders, BE) CONFLICTING RIGHTS: Parents can choose for Mainstream school BUT … regular schools can refuse enrolment

Comenius course, BE-2013-255-001, Salzburg

1. Goals 2. Outcomes 3. Activities 4. Research 5. Manifesto

BAROMETER research PART A: legislation

with limited means Adaptive technology available

Comenius course, BE-2013-255-001, Salzburg

1. Goals 2. Outcomes 3. Activities 4. Research 5. Manifesto

BAROMETER research PART B: inclusive practice

BUT: •••

No priority yet ( budget austerity !) Primary >> secondary Segregating effects of categorisation – labelling Progress by addition, rather than progress by (structural) change:

Pupils in inclusive education AND Pupils in special education

Comenius course, BE-2013-255-001, Salzburg

PART B: inclusive practice

••

Lack of sufficient inclusive orientation in teacher training Lack of accessibility of schools Limited knowledge of adaptive technology Limited monitoring of progress in inclusive education

BAROMETER research PART C: progress

Shift in mind-set of (local) governments

Comenius course, BE-2013-255-001, Salzburg

1. Goals 2. Outcomes 3. Activities 4. Research 5. Manifesto

BAROMETER research PART C: progress

BUT: •

A very SLOW process New legislation proposals in discussion An increasing countermovement – Budget cuts slow down this process – Teachers (unions) fear implementation

without appropriate means / support. – Parents complain that the Mainstream

schools do not provide appropriate education to their SEN-child and prefer to shift to Spec. Schools again
