To build an inclusive society where the most oppressed and backward sections of our population can live a life of dignity, pride and actively contribute to the nation’s human capital.

Important Statistics on Target Population

• SCs comprise 16.6% of country’spopulation as per census 2011

• Mandal Commission estimated OBCpopulation at 52% while NSSOestimated 41.7% (2009 - 10)

• Senior Citizens number around10.36 crore.

• Victims of substance abuse believedto be around 1% of total population.

Welfare of SCs

• An important act for protection and dignity of members of SC and STcommunity is the Scheduled Castes and Scheduled Tribes(Prevention of Atrocities) Act, 1989.

• The department also keeps track of the ‘Allocation for the Welfare ofSCs’ (AWSC), which is the new name of the SC Sub Plan.

• The department has developed a web portal (e-utthaan.gov.in) foronline capturing of data from various ministries/ departments on thefinancial, physical and outcome based monitoring indicators.

• Pradhan Mantri Adarsh Gram Yojana (PMAGY) envisages anintegrated development of SC majority villages, through convergentimplementation of central and state schemes, by providing centralgap-filling assistance.

Welfare of STs

• STs & other Traditional Forest Dwellers Act, 2006 enacted torecognize & vest forest rights to STs & other traditional forest dwellers

• Special Central Assistance to Tribal Sub Scheme - 100 % grant fromGOI funding under this program to enable State to meet cost ofschemes of development for welfare of Scheduled Tribes in State.

• Minimum Support Price for Minor Forest Produce

• Ministry of Tribal Affairs implementing scheme namely“Development of PVTG (Particularly Vulnerable Tribal Groups)”which covers 75 identied PVTGs STs in 18 States/UT of Andaman &Nicobar Islands.

Development of Backward Classes

• Another important target group is the backward classes, and forwhose welfare, the overall allocation in 2018-19 has been increased.

• Scholarship schemes remain the mainstay of interventions for the BCpopulation, with schemes such as pre and post-matric scholarshipsand the national fellowship.

• Skill development is an important intervention and is beingundertaken through the National Backward Classes andDevelopment Corporation (NBCFDC).

• The way forward is to build upon basics and move towards thedevelopment of entrepreneurship abilities of this group, resulting injob creation as well.

Welfare of Senior Citizens

• An important but often neglected target group, is the senior citizens;whose numbers as well as the old age dependency ratio is growingexponentially.

• Keeping in view the changing demographics, socio-economic needs of thesenior citizens, social value systems and advancements in technologies, arevised policy for senior citizens is being drafted.

• Under Integrated Programme for Senior Citizens, cost norms had beenincreased and under the Rashtriya Vayoshri Yojana, a scheme meant forproviding living assisted devices, the senior citizens have been benefitted.

Rehabilitation of Manual Scavengers

• A National Survey of Manual Scavengers in 170 identified districtsand 18 states has been undertaken, coordinated and monitored byNSKFDC (National Safai Karamcharis Finance and DevelopmentCorporation) in association with the representatives of StateGovernment and social organisations.

• Emphasis is also being laid on spreading awareness about theprovisions of the “Prohibition of Employment as Manual Scavengersand their Rehabilitation Act, 2013” by organising workshops in bigmunicipalities.

Dr. Ambedkar International Centre

• In order to further the ideas of Dr. Ambedkar, the department hassetup Dr. Ambedkar International Centre (DAIC).

• Prime Minister Shri Narendra Modi laid the foundation stone of thisCentre in April 2015 in New Delhi.

• The centre would play a key role in the dissemination of Ambedkar’steachings and vision, and it would be an important centre forresearch on social and economic issues and would function as athink tank for inclusive growth and related socio-economic issues.

Growth Opportunities for Weaker Sections

• The constitution of India provides justice in all aspects of life, equalityin status, social security and economic/ financial safeguards to theweaker section of the society.

• As an initial step banks have been nationalised, provisions have beenmade for priority sector lending requirements for banks; RegionalRural Banks (RRBs); and self-help groups (SHGs).

• Financial inclusion has become one of the most critical aspects in thecontext of inclusive growth and development.

• Financial inclusion is the process of ensuring access to financialservices, timely and adequate credit for needy weaker sections andlow income groups at an affordable rate.

National Backward Classes Finance and Development Corporation (NBCFDC)

• National Backward Classes Finance & Development Corporation(NBCFDC) is a Govt. of India Undertaking under the aegis of Ministryof Social Justice and Empowerment.

• NBCFDC was incorporated under Section 25 of the Companies Act1956 on 13th January 1992 as a Company not for profit

• objective to promote economic and developmental activities for thebenefit of Backward Classes and to assist the poorer section of theseclasses in skill development and self employment ventures.

• NBCFDC provides financial assistance through State ChannelisingAgencies (SCAs) nominated by the State Governments/ UTs. NBCFDCalso provides Micro Financing through SCAs/ Self Help Groups (SHGs).

National Safai Karamcharis Finance and Development Corporation (NSKFDC)

• National Safai Karamcharis Finance & DevelopmentCorporation(NSKFDC), a wholly owned Govt. of India Undertakingunder the Ministry of Social Justice & Empowerment (M/o SJ&E)

• It was set up on 24th January 1997 as a Company “Not for Profit”under Section 25 of the Companies Act, 1956.

• NSKFDC is in operation since October, 1997, as an Apex Corporationfor the all round socio-economic upliftment of the SafaiKaramcharis, Scavengers and their dependants throughoutIndia,through various loan and non-loan based schemes.

National Scheduled Castes Finance and Development Corporation (NSCFDC)

• NSFDC was setup by the Govt. of India on February 08, 1989 with thename National Scheduled Castes and Scheduled Tribes Finance andDevelopment Corporation (NSCSTFDC).

• It was incorporated as a fully owned Government of India Companyunder Section 8 of the Companies Act, 2013.

• It has been assigned the task for financing, facilitating andmobilizing funds for the economic empowerment of persons livingbelow Double of the Poverty Line (DPL).

• It provides financial assistance for income generating schemes forthe target group through State Channelising Agencies (SCAs) whichare nominated by respective State/UT Government

National Scheduled Tribes Finance and Development Corporation (NSTFDC)

• National Scheduled Tribes Finance and Development Corporation(NSTFDC), an apex Organization under the Ministry of Tribal Affairswas brought into existence in 2001

• Aim of economic upliftment of the Scheduled Tribes in the countryby way of extending concessional financial assistance to the targetgroup under its various schemes.

• The prominent schemes of NSTFDC are Term Loan, Adivasi MahilaSashaktikaran Yojana – an exclusive scheme for Scheduled Tribewomen, Adivasi Shiksha Rinn Yojana – Education Loan scheme, MicroCredit Scheme for Self Help Groups (SHGs) – comprising ScheduledTribes as its members etc.

National Minorities Finance and Development Corporation (NMDFC)

• National Minorities Development & Finance Corporation (NMDFC)was incorporated on 30th September 1994, as a company not forprofit.

• It is a National Level Apex Body for the benefit of Minorities asdefined under the National Commission for Minorities Act 1992.

• The prime mandate of NMDFC is to provide concessional finance tothe Minorities for self employment/ income generation activities.

• Under NMDFC programe, preference is given to Artisans & Women.

National Handicapped Finance and Development Corporation (NHFDC)

• National Handicapped Finance and Development Corporation(NHFDC) has been set up by the Ministry of Social Justice &Empowerment, Government of India on 24th January 1997.

• The company is registered under Companies Act as a Company notfor profit.

• NHFDC functions as an Apex institution for channelising the funds topersons with disabilities through the State Channelising Agencies(SCAs) nominated by the State Government(s).

MUDRA Yojana

• Union Budget presented by the Hon'ble Finance Minister Shri ArunJaitley, for FY 2015-16, announced the formation of MUDRA Bank.

• Accordingly MUDRA was registered as a Company in March 2015under the Companies Act 2013 and as a Non Banking FinanceInstitution with the RBI on 07 April 2015.

• This Agency would be responsible for developing and refinancing allMicro-enterprises sector by supporting the finance Institutions whichare in the business of lending to micro / small business entitiesengaged in manufacturing, trading and service activities.

Prime minister Jan dhan yojana (PMJDY)

• Pradhan Mantri Jan-Dhan Yojana (PMJDY) is National Mission forFinancial Inclusion

• Objective of "Pradhan Mantri Jan-Dhan Yojana (PMJDY)" is ensuringaccess to various financial services

• like availability of basic savings bank account, access to need basedcredit, remittances facility, insurance and pension to the excludedsections i.e. weaker sections & low income groups.

• This deep penetration at affordable cost is possible only with effectiveuse of technology.

Barriers to Financial Inclusion

• Lack of financial literacy and poor marketing of financial productsleads to low awareness.

• Self exclusion due to the existence of informal credit sourcesmeeting their convenience

• Low penetration of financial services, less efficiency of BusinessCorrespondents

• Mobile number registration and pin number registration is a bigdeterrent

• Low income, poverty, illiteracy, lack of awareness, cumbersomedocumentation, attitude of the bank staff and language.
