0 INTRODUCTION 0.1 NHSS 0- Part 5

This section provides a glossary of terms used in the National Highway Sector Schemes. It covers abbreviations and commonly-used terminology used by the various sector schemes as well as specialist terminology. It attempts to be up to date but changes and additions are only made from time to time. Secretaries of each individual scheme have made contributions to this glossary and should continue to advise the compiler of any additions or changes that have been made or included in their documents.

The list of abbreviations and terms have been compiled as two separate lists (both alphabetically), as relevant definitions have been provided in both sets of lists so that the reader does not need to cross-refer. It should be noted that some sector scheme committees have amended the definitions of certain terms, where practical these have included in the glossary and identified by reference to the individual sector schemes. Similarly some terms relate only to a particular scheme or series of schemes, such terms have been identified where practical.

A third list has also been compiled which provides the terminology and definitions of personnel used in the individual sector scheme documents for their particular industry, this information has not been included in the general list. This list is not alphabetical and is given in numerical order of the sector schemes.

To complete the glossary, a list of the terms used in ISO/DIS 9001:2014 has been provided as a fourth list in Section 1.4. Definitions have not been provided. This list is neither alphabetical nor scheme specific.

Apart from the list provided in section 1.4, the glossary relates only to National Highway Sector Schemes that are aligned to BS EN ISO 9001:2008. It is intended that a further version will be published to align with BS EN ISO 9001:2015.

It should be noted that the terminology used in some National Highway Sector Schemes has not been revised to align with UK legislation for example CDM Regulations 2015. As far as practical it is intended that this will be updated following publication of the next revision of the relevant sector scheme.

0.2 National Highway Sector Schemes The intention of NHSS 0 is to define the governance and processes for the development and management of NHSS and associated documents. Part 1 provides organisational structure and mechanisms for the preparation of interpretive documents which are necessary to meet the requirements of the ISO 9001 in the relevant industry. Part 2.1 defines the frame work for the establishment of scheme committees and the development, preparation and maintenance of interpretive documents associated with UK infrastructure. Part 2.2 specifies the role of the NHSS Liaison Group and the associated NHSS Committees, as the interpretation bodies of national management standards for their sector. It also specifies the roles and duties of the Chairperson, secretariat and representatives. Where appropriate it provides guidance to NHSS committees on the requirements, roles and duties of an Administrator appointed to establish, operate and maintain a qualifications structure including registrations if appropriate.

Part 2.3 provides guidance on the training and competency qualifications contained in the NHSS documents. (Currently not available) Part 2.4 provides guidance on, and application of the Schedule of Suppliers Part 3 provides a model document which can be used to develop a new scheme and ongoing maintenance of the scheme. CDM The Construction (Design and Management) Regulations 2015 (CDM 2015).

These regulations came into force on 6 April 2015, replacing CDM 2007. Guidance on these regulations is published by HSE and provides guidance on the legal requirements for CDM 2015 and is available to help anyone with duties under the Regulations. It describes:

the law that applies to the whole construction process on all construction projects, from concept to completion

what each dutyholder must or should do to comply with the law to ensure projects are carried out in a way that secures health and safety

CDM 2015 is subject to certain transitional provisions which apply to construction projects that start before the Regulations come into force and continue beyond that date. Note: The regulations include definitions, which may have an impact on definitions included in the current sector schemes see section 0.1 above.

recognising skills and qualifications. It does this by awarding credit for qualifications and units (small steps of learning). Each unit has a credit value. This value specifies the number of credits gained by learners who complete that unit. The flexibility of the system allows learners to gain qualifications at their own pace along routes that suit them best. The QCF aims to provide for a simple yet flexible structure that allows for the maintenance and continuing development of a qualifications system that is: inclusive; responsive ; accessible; non-bureaucratic The QCF allows achievements to be recognised and recorded through the award of credits and qualifications. It supports the accumulation and transfer of credits and the easy identification of each achievement’s level and size. In this way, learners have maximum flexibility and range of opportunities and can be reliably recognised for their achievements.

QCF Units

Awarding organisations can place units in the unit databank. Once units are in the databank, they may be used to build rules of combination. Awarding organisations subsequently use agreed rules of combination to develop qualifications and submit these for accreditation. At this point the units included in the qualification are made available to learners and the qualification is offered for use. The awarding organisation is responsible for carrying out assessments of units and awarding credits and qualifications. Every unit and qualification has a credit value and a level. One credit represents ten notional hours of learning, showing how much time the average learner would take to complete the unit or qualification. Levels indicate difficulty and vary from entry (1) to level 8. There are three types of qualification: Awards (1 to 12 credits) Certificates (13 to 36 credits) Diplomas (37 credits or more) Note: It is understood that QCF will be discontinued after mid 2016.

1.2 Terms and Definitions

Term Definition

12A Installation The installation, maintenance and removal of Static Temporary Traffic Management measures on motorways and high speed dual carriageways for schemes incorporating contraflow operations and/or temporary road markings.

12B Installation The installation, maintenance and removal of Static Temporary Traffic Management measures on motorways and high speed dual carriageways for schemes NOT incorporating contraflow operations and/or temporary road markings.

Accreditation (NHSS 29) Accreditation is the formal recognition by an accreditation authority to the technical and organizational competence of a conformity assessment body (e.g. a certification body or a testing laboratory) to carry out a specific service in accordance to the standards and technical regulations as described in their scope of accreditation.

Accreditation Organization (NHSS 7) The organisation undertaking the assessment of the competence of Certification Bodies to assess to this scheme. This role can be undertaken by UKAS or any equivalent International Accreditation Forum (IAF) Multi-Lateral Agreement (MLA) signatory with a scope which includes this sector scheme.

Acidisation (NHSS 29) Development technique used in chalk boreholes to improve the yield of a well. An acid, commonly hydrochloric acid, is introduced into the borehole which reacts with the carbonate within the formation, as well as any drilling slurry remaining in the borehole. The aim being to clear out, and possibly open up any local fissures, present in the formation in order to improve flow to the well.

Amenity (NHSS 18) Any tangible or intangible benefits of a property, green space and/or estate, especially those that increase its attractiveness or value or contributes to its comfort or convenience.

Anchorages (NHSS 5A/5B) The method by which the parapet is securely attached to a structure. Anchorages must be capable of resisting without damage all loads which the vehicle parapet will transmit to the structure up to and including failure (See 7.3 (5A))

Application of Road Marking/Road Stud (NHSS 7)

Is deemed to include the following activities: application of a road marking and/or removal of a road marking (by manual or mechanical means); installation and/or removal of road studs (surface mounted or inset)

Asphalt (NHSS 14) A mixture of mineral aggregate and a bituminous binder.

Asphalt (NHSS 16) A mixture of mineral aggregate and normally a bitumen or modified-bitumen binder, although in some cases the binder may be non-bituminous, e.g. a clear resin binder as used in coloured/pigmented asphalt. To accord with accepted European terminology, the term ‘asphalt’ is used in this document, unless accompanied by a descriptor such as ‘hot rolled’ or ‘stone mastic’, in its generic sense to refer to the range of asphalt and coated macadam mixes traditionally used in the UK.

Asphalt Pavement Layer (NHSS 16) The result of the asphalt laying process; often known as

the “asphalt mat”. This definition applies to the pavement layer in either its compacted or uncompacted state, whether laid by hand or by machine. An asphalt pavement course can be made up from a number of layers

Auditor (NHSS 29) Person with the demonstrated personal attributes and competence to conduct an audit” (definition given in ISO 9000:2005)

Awarding Body An organisation that develops and awards qualifications to meet the needs of learners, employers and other stakeholders. Awarding bodies focus on:

Developing high quality qualifications that meet the needs of employers and learners

Approving centres and working with them to ensure high quality delivery of qualifications

Carrying out activity designed to assure the quality of the qualifications awarded

Developing innovative products and services to support their centres and learners

Base (NHSS 30) Any layer below the laying course.

Biosecurity (NHSS 18) A set of preventive measures designed to reduce the risk of transmission of infectious diseases in crops and livestock, quarantined pests, invasive alien species and living modified organisms

CE marked product (NHSS 3) A mechanical fastener for which a declaration of performance is required to be drawn up by the Manufacturer in accordance with the Construction Products Regulations (Regulation (EU) No 305/2011 of the European Parliament and of the Council). (See also definition for Manufacturer’s Certificate)

Certificate of Registration A certificate issued by a UKAS accredited Certification Body certifying that the holder operates a Quality Management System complying with BS EN ISO 9001:2008 and this SSD. The Certificate will state the category(ies) of work that the holder is competent to supply.(See Appendix K of the SSD) Note The Certificate of Registration must identify the NHSS(s) by number as well as by category and sub-category

Certificate of Registration (NHSS 12A/B) A certificate issued by an UKAS accredited Certification Body certifying that the holder operates a Quality Management System complying with BS EN ISO 9001:2008 and this SSD. The Certificate will state the category(ies) of work that the holder is competent to supply (i.e. NHSS 12A, or NHSS 12B or NHSS12A and NHSS 12B) (See Appendix K)

Certificate of Registration (NHSS 12C) A certificate issued by an UKAS accredited Certification Body certifying that the holder operates a Quality Management System complying with BS EN ISO 9001:2008 and this SSD. The Certificate will state the category(ies) of work that the holder is competent to supply (see Appendix K)

CDM Co-Ordinator (NHSS 29) Role responsible for compliance with CDM Regulations 2007 defined within the CDM Regulations 2007 as: a) advise and assist the client with their duties; b) notify details of the project to HSE; c) co-ordinate health and safety aspects of design work and co-operate with others involved with the project; d) facilitate good communication between the client, designers and contractors; e) liaise with the principal contractor regarding ongoing design work; f) identify, collect and pass on pre-construction information; and g) prepare/update the health and safety file.

CDM Regulations (NHSS 29) Construction (Design and Management) Regulations 2007 that cover all aspects of health and safety management and welfare provision.

Client (NHSS 2’s & 18) The body for which work is being carried out, eg. infrastructure provider/operator.

Client (NHSS 3) The owner or manager of the transportation infrastructure asset.

Client (NHSS 4) The company/person/authority/body for which the work is being carried out

Client (NHSS 5A/5B) The body for which the work is being carried out, e.g. the Highway Authority and its nominated representative.

Client (NHSS 6) The body for which the work is being carried out, e.g. the Highway Authority or its nominated representative.

Closed Loop (NHSS 29) Closed Loop is the drilling of a borehole and the installation of a ground heat exchanger and pipe loop with associated backfill which is used to either extract or discharge energy to the earth in the form of low temperature heat to provide heating or cooling to a buildings via a ground source heat pump.

Competent Person (NHSS 8 & 22) A person assessed as having the necessary education, training, skills, experience and technical knowledge, to undertake work and avoid danger within the scope of work outlined in clause 1.

Completion Report (NHSS 29) Completion Report is prepared by the organization for the client as a professional report giving full details of the works completed and materials used; their location, co-ordinates and depth, and to include the Driller‟s Daily Log which shall also be transcribed into a standard and well-

Contract (NHSS 6, 8 & 22) The agreement between the parties governing the provision of the works to which this SSD relates.

Contract Documentation (NHSS 29) Contract Documentation consists of a number of documents that detail an agreement between two or a number of parties and sets out their obligations for the duration of that contract. It will contain the Contract itself, works information such as Specification, system performance expectations, Preconstruction Health and Safety Plan (CDM Regulations) and any other documents that are deemed required to deliver the works.

Contract Specification A specification contained in a Contract, which sets out the requirements of the Client. Examples include: i) The Manual of Contract Documents for Highway Works: Volume 1 Specification for Highway Works. ii) Any Contract Specific Appendices iii) Contract Drawings.

Demolition of foundations (NHSS2B)

An activity to be carried out as a specialist service. This activity is not covered by the scope of this document and NHSS2B training and assessment does not cover removal of foundations.

Design (NHSS 2B) The process of design shall ensure that the system(s) will comply with the ITT of the system(s) to be installed and with relevant National regulations.

These are qualifications developed through the qualification framework and will supersede NVQs (when they are up for revision).

Diploma (QCF) (NHSS 2A & 2B)

A practical and knowledge based competency assessment qualification which replaces NVQ’s in England, Wales and Northern Ireland as applicable. SVQ’s are not affected

Distributor (NHSS 3) Any natural or legal person in the supply chain, other than the Manufacturer or Importer, who makes a mechanical fastener available on the European Union market.

Driller‟s Daily Log (NHSS 29) Driller‟s Daily Log is a daily report produced by the Lead Driller which includes details on depths, soil/rock description, flush medium, casing depths, water strikes, loop installation, backfilling, etc.

Ecology (NHSS 18) The study of the relationships between living organisms and their interaction with their environment

Environment (NHSS 18) The circumstances, objects or conditions by which one is surrounded or more specifically in terms of this document "the climatic, soil and biological factors that acts upon an organism or an ecological community.

Environmental Barriers (Structural) EBS

Environmental barriers (structural) covers all types of constructed environmental barriers excluding earth barriers.

Geothermal Drilling (NHSS 29) Geothermal Drilling is a specialist activity to install geothermal closed loops into the ground or construct water wells/boreholes for extraction/discharge of ground water (open loops) as part of installation of a Ground Source Heat Pumps system. Geothermal Drilling and subsequent loop installation provides an installation which is capable of enhancing the ground heat characteristics to provides a method of heating buildings using a natural renewable heat resource, the ground. Hard Paving Grade Bitumen: Hard Paving Bitumen complying with BS EN 13924:2006 or a non-standard Hard Paving Grade Bitumen to a specification agreed between the Organization and the Customer.

Headworks Headworks are the interconnecting runs of pipework and manifolds from the top of the boreholes back to the plant room or adjacent to the building.

High Speed Dual Carriageway A dual carriageway which in normal circumstances is subject to speed restrictions of 50 mph or greater

Highway Electrical equipment and supporting works

This includes any or all of the equipment associated with the scope of this document and as set out in Appendix K, including non-electrical items such as posts and columns but excluding works which are only excavation and reinstatement. It specifically includes any works which require entry into an item of highway electrical street furniture

Highway Electrical Training Specification A specification, developed by the Standards and Training Committee, which specifies the training requirements of employees carrying out work outlined in Clause 1 Scope and in line with the underpinning knowledge requirements for the appropriate level and unit(s) of the CBQ-NVQ (formerly N/SVQ) where relevant

Highway / Road Tunnel A subsurface highway structure with enclosed roof and sides not less than 150m in length the normal purpose of which is to enable vehicular traffic to use the highway / road which passes through it.

Impact Protection Vehicle (IPV) (NHSS 12a, 12B & 12C)

A vehicle fitted with a crash cushion and a light arrow sign when used in live lanes in accordance with Chapter 8 (05.5.5.).

IPV Driver ) (NHSS 12a, 12B & 12C) An operative who has successfully undergone training and assessment and is additionally registered with Lantra

Importer (NHSS 3) Any natural or legal person established within the European Union, who places a mechanical fastener from a country outside the European Union, on the European Union market.

Industrial Coating (NHSS 6 & 19A) A single protective coat or a series of manually applied protective or aesthetic coats, which may include pre -treatments, thermally sprayed metal coats, paints, and aesthetic finish coats, applied to provide corrosion protection to a substrate. NOTE: Hot-dipped galvanized coatings and thermally sprayed coatings applied by an automated process are outwith the scope of this document (and also NHSS 19a).

Maintenance (NHSS 2A) The preservation of an asset in good condition. Maintenance (NHSS 2B) The process of regular inspection, assessment and

subsequent restoration of an installed VRS to keep it in good condition and working order to continue to meet the requirements laid out in the manufacturer’s documentation and relevant National regulations

Maintenance (NHSS 7) The process of regular inspection, assessment and subsequent restoration of an installed product to keep it in good condition and working order.

Open Loop (NHSS 29) Open Loop is the construction of one or more water wells for the purpose of the abstraction of groundwater which is passed through a heat exchanger for the purpose of heating or cooling buildings. Depleted heated or cooled water is either rejection back to the ground via an injection well or discharged to drain or other controlled water source. Permission and licensing is required from Environment Agency for open loop projects.

Pavement (NHSS 23) Any paved area or surface designed and built to carry pedestrian and/or vehicular traffic.

Polymer Modified Bitumen: Polymer Modified Bitumen complying with BS EN 14023:2010 or a non-standard Polymer Modified Bitumen to a specification agreed between the Organization and the Customer.

Product: Paving Grade Bitumen, Hard Paving Grade Bitumen or Polymer Modified Bitumen.

Recovery Any operation required to facilitate Vehicle Removal, and/or alternative means of transporting the vehicle where Vehicle Removal is not practical, i.e. any activity that falls outside the scope of a removal.

Refinery: Plant or installation where Paving Grade Bitumen or Hard Paving Grade Bitumen is manufactured blended and stored prior to supply.

Removal Any operation where the vehicle to be removed is on all wheels and free to roll in an upright position between the kerb stones or barriers, is completely on the road surface and is facing with the flow of traffic and is in such a position that loading by the removal vehicle is unhindered. The casualty vehicle must be capable of being removed by suspend towing by an underlift utilising wheel lifting frames or a light vehicle transporter. In the case of LGVs, suspend tow only. (Note: the definition of removal for the purpose of this document differs from its usage in relevant road traffic regulations)

Repair (NHSS 2A & 2C) Restoration of a broken, damaged, or failed component(s) to the required specification. NB This does not include removal and replacement of foundations or significant replacement of either part or complete installations.

Repair (NHSS 2B) The process of mending (replacing) broken, damaged, faulty, worn, sub-standard or failed components of a VRS to restore the system(s) to good working order, excluding demolition work. This includes returning the surrounding ground to its original state and ensuring that it meets the requirements laid out in the manufacturer’s documentation and relevant National regulations.

RSTA Silver Certificate A requirement in Appendix C for operatives/supervisors to demonstrate they have received regular up-skill training every 5 years to maintain knowledge.

Rural & Urban Roads Roads (other than motorways and dual carriageway roads with a speed limit of 50mph or greater). The majority of which will be under the control of a Local Authority.

Safety Documentation (NHSS 22) Documentation compiled pursuant to Annex II, Section 2 of the Road Tunnel Safety Regulation 2007.

Scheme The systematic arrangement for incorporating Quality Management into the work described in the contract.

“shall”

The term “shall” is used in this document to indicate a requirement strictly to be followed in order to conform to the standard and from which no deviation is permitted. (See ISO Directives Part 3:1997, Annex E)” (reference “guidance on terminology used in ISO 9001 and ISO 9004”.)

Scottish Vocational Qualification (SVQ)

a vocational qualification accredited by the Scottish Qualification Authority (SQA).

The Scheme all those actions and activities associated with the development management, accreditation, assessment and organization certification related to an industry specific National Highway Sector Scheme.

Scheme Administrator (NHSS 17) The organisation appointed by the SSACVR to manage and administer the National Training Scheme for Vehicle Recovery Operatives and Technicians. Currently IVR(UK) Ltd.

The Scheme Document The document which is in a form set down in Sector Scheme 0 Part 3 on the UKAS website and defines the application of the Scheme.

Single vehicle working (NHSS 12D) Work from or with a single vehicle which will be continually moving or stopping at very close intervals (as in Moving works). (Where contractual requirement stipulate the use of mobile lane closures, 12C requirements will apply.)

Static Works (NHSS 12D) Works lasting longer than 15 minutes in one location.

Skills Registration Card (NHSS 12D) The card issued by Lantra to signify that the holder has successfully undergone an approved training course and/or module; the card may be used for identification purposes.

Small scale (NHSS 23) Small scale relates to works involving plant and/or equipment that can be manually moved by the operator controlling the equipment on foot and including ride on equipment e.g. roller compactors.

An Organization registered to a relevant sector scheme, as appropriate, providing services(s) or material(s) to the Organization awarding the work.

Sub-contractor: (NHSS 19) An organization or individual providing a service(s) or material(s) to the Organization.

Sub-contractor (NHSS 29) An organization or individual providing services(s) or material(s) to the Organization. Where the subcontractor is employed to provide drilling services to the organization that subcontractor is required contractually to comply with the standard and specification laid out within this document. Any subcontractor providing services to the organization that comprise any of the category / sub category activities listed in 1.2 shall hold Scheme 29A certification for that activity / activities.

Substrate (NHSS 6 &19) The metal base itself, the metal coating (such as galvanising applied to a ferrous base) or existing sound industrial coatings, over which the new industrial coating is to be applied.

Supplier (NHSS 3 ) A stockist distributor, who may be registered to this SSD, who supplies mechanical fasteners to the Organization. (See Supply Chain Diagram Below)

Supplier (NHSS 30) The bodies supplying the components and products required for the Installation, Maintenance and Repair of modular paving. Where such

System Promotor (NHSS 5B) The company holding the initial type approval for the road restraint system (parapet) and/or pedestrian parapet

Technical Specifications (NHSS 14) The Technical Specifications for asphalt are the specifications for the materials to which the organisation has contracted to supply. These specifications may be Harmonised European Standards and European Technical Approvals for asphalt mixtures, customer-prepared specifications or, in the case of proprietary mixtures, organisation-prepared specifications.

Technical Specifications (NHSS 16)

The Technical Specifications for asphalt laying are the specifications to which the organisation has contracted to work. These specifications may be British Standard specifications, customer-supplied specifications (normally based on British Standards) or, in the case of proprietary mixtures, product-specific or organisation-supplied specifications. A list of reference documents from which the Technical Specification is likely to be formed (using some or all of the documents) is given in Appendix B.

Temporary Traffic Management (TTM) (NHSS 12D)

The deployment of temporary traffic signs (and cones), which may include temporary road markings, traffic delineators and temporary traffic control systems.

Temporary Traffic Management (TTM) Registration Card

A card provided by Lantra on behalf of the Sector Scheme Committee denoting the holder of the card has completed training and assessment and has been signed off as qualified to undertake works as detailed on the card.

Temporary Traffic Management (TTM) Certificate

A certificate provided by Lantra on behalf of the Sector Scheme Committee denoting the holder of the certificate has completed training ONLY and is working towards full qualification NB the holder can only work as a trainee within gang whilst working towards full qualification.

Terminal (NHSS 15) Plant or installation where Paving Grade Bitumen or Hard Paving Grade Bitumen is blended and stored prior to supply.

Traffic Control Equipment Traffic signals normally utilizing signal controllers in accordance with Specification TR2210 or equivalent.

Training (NHSS 13) The acquirement of skills and knowledge by an individual attained through a structured programme/course. Upon completion of the course the individuals’ competencies can then, if appropriate, be assessed by a competent person for attainment of QCF (NVQ/SVQ) Diploma.

Training Group (NHSS 22) A sub group of the Sector Scheme Advisory Committee responsible for formulating proposals to the committee on training and competence.

Training Specification (NHSS 22) A specification, developed by the Training Group, which

Vehicle (NHSS 17) Any means of road transport whether or not it is in a fit state for use on roads, and as including any chassis or body, with or without wheels, appearing to have formed part of such a vehicle, and any load carried by and anything attached thereto.

Vehicle Parapet (NHSS 5A/B) Safety barrier installed on the edge of a bridge or on a retaining wall or similar structure where there is a vertical drop, and which may include additional protection and restraint for pedestrians and other road users

Vehicle Restraint System (NHSS 5B) System installed on the road to provide a level of containment for an errant vehicle.

VRS Registration Card

A card only issued by Lantra which denotes the types of VRS they can install, n accordance with the requirement of Clause 6.2.2

Working Group (NHSS 9) A subgroup of the National Highway Sector Scheme Committee drawn from the stakeholders and responsible for formulating proposals to the committee for N/SVQs assessment and amendments to this NHSSD. (Formerly known as Training Group)

Lead Installer The person responsible for the installation of and correct supervision of key elements on the installation in accordance with given instructions. S/he is a skilled Installer/repairer (see Appendix C) and appointed by the company as a designated Lead Installer (see Appendix D). The Lead Installer is in charge of the gang, reports to the Contracts Supervisor and will always be on the site during the installation process.

Supervisor The person responsible for the supervision of the installation. The Contract Supervisor could be responsible for a number of contracts and is not always necessarily on site.

A person who works under the control of a Parapet Installer but who has not completed the appropriate training course and competency assessment requirements in accordance with clause 6.2.2.

Road Marking Lead Operative

The certified operative (eg Chargehand, Ganger, Foreman) named in the Organization’s Quality Plan as having the responsibility, training and experience to establish and control the marking operation to meet the requirements of the Contract Specification.

: Road Marking Operative

A certified operative who works under the control of a Road Marking Lead Operative and is directly involved with the application/installation maintenance or removal of road marking materials.

Road Marking Operative implementing Traffic Management

A certified operative who works under the control of a Road Marking Lead Operative and is directly involved with the application/installation maintenance or removal of road marking materials and duly qualified to an appropriate level (for the operations undertaken). See Appendix M: Guidance for registered companies in relation to NHSS 12D, which identifies the level of qualification required for the various levels of operation undertaken.

Supervisor Individual named in the organisations quality plan as having responsibility for the supervision of road marking crews and sites. A supervisor will have the training and experience to oversee the work, often from a situation remote of the marking operation but with responsibility for its contractual specifications

Technical Manager

The person named in the Organization’s Quality Plan responsible for the technical interpretation and implementation of the requirements of the Contract Specification.

Trainee Road Marking Operative

An operative receiving training under the direct control of a certified operative on a one to one basis and is formally registered as a Road Marking Construction Apprentice. (see Para 6.2.2.1)

NHSS 8 Highway Electrical

Approved Person / Approved Person Manager

A Competent Person authorised by the Organization to carry out specific elements of work appropriate to their level of competency as defined in the Highway Electrical Registration Scheme Handbook. The occupational title of Approved Person / Approved Person Manager is intended to be used by those in a managerial, client or overseeing capacity and shall not be used for operatives.

Authorised Person

A Competent Person authorised by the Organization to carry out specific elements of work appropriate to their level of competency as defined in Highway Electrical Registration Scheme Handbook

A person appointed by the Organization to assess the competency of individuals nominated for appointment as Authorised Persons and recommending them for authorisation by the Responsible Manager. The designated level for assessment shall be appropriate to the experience, knowledge and training of the assessor.

Compliance Manager

The person named in the Organization’s Quality Plan as having responsibility for the development, review and continuous improvement of policies and procedures necessary to meet the criteria for activities carried out within this Sector Scheme.

Qualified Supervisor

A person(s) having responsibility, training and experience to supervise electrical and/or non electrical operations and who shall have responsibility, on a day to day basis, for the safety, quality and technical standard of work carried out by all Authorised Persons under their supervision (see also Appendix L)

Registered Authorised Person

An Authorised Person registered with HERS (Highway Electrical Registration Scheme)

Responsible Manager

The person named in the Organization’s Quality Plan as having managerial responsibility for activities set out in the scope. The Responsible Manager shall be an employee of the Organisation.

NHSS 12A/B Static TTM

Technical Officer*

The person named in the Organization’s Quality Plan responsible for the establishment, modification and removal of Static Temporary Traffic Management and implementation of the requirements of the Contract Specification.

Traffic Management Foreman** (TMF)

The person named in the Organization's Quality Plan as having the responsibility, training and experience to control 12A and 12B Static Temporary Traffic Management measures to meet the requirements of the Contract Specification and is registered as a Traffic Management Foreman by Lantra as having the relevant knowledge and competency. The registered Traffic Management Foreman shall be site based and shall be an active member of the installation/removal team.

Lead Traffic Management Operative (LTMO)**

The person named in the Organization's Quality Plan as having the responsibility, training and experience to control 12B ONLY Static Temporary Traffic Management measures to meet the requirements of the Contract Specification and is registered as a Lead Traffic Management Operative (LTMO) by Lantra as having the relevant knowledge and competency. The registered Lead Traffic Management Operative shall be site based and shall be an active member of the installation/removal team.

Traffic Management Operative

An Operative who will have successfully undergone an approved training course, completed the competency assessment and been issued with a registration card by

Only one unregistered Operative shall be allowed per gang, all other Operatives must be qualified and registered as appropriate to their role and level of responsibility.

Traffic Safety and Control Officer (TSCO)

A person registered by Lantra and appointed by the principal contractor to make all necessary arrangements for traffic safety and control (See SHW Clause 117.19)

NHSS 12C Mobile Lane Closure TTM

MLC Operative

A person who works under the control of an MLC Supervisor and is directly involved with the installation, maintenance or removal of the MLC traffic management measures.

MLC Planning Officer1

The person named in the Organization's Quality Plan as having the responsibility, approved training and experience for the planning of the establishment, modification and removal of MLC traffic management and implementation of the requirements of the Contract Specification.

MLC Supervisor

The person named in the Organization's Quality Plan as having the responsibility, training and experience to control MLC traffic management measures to meet the requirements of the Contract Specification. The MLC supervisor shall be suitably positioned in the MLC train.

NHSS 12D TTM on Rural and Urban Roads

Moving Works Operative

A person successfully completing Module 1 of the training programme who may undertake moving works operations. This achievement will be recorded with Lantra and a registration card issued.

Registered Lead Traffic Management Operative (RLTMO)

An operative who will have successfully completed Modules 1, 2 & 6 as a minimum, and been issued with a Skills Registration Card by Lantra. To supervise works for convoy working, multiphase traffic signals and dual carriageways the RLMTO shall have successfully completed the appropriate modules and been issued with the relevant skills registration card. The Organization is responsible for the appointment of the RLMTO. (See clause 6.2.2 (iv)).

Registered Traffic Management Operative (RTMO)

An operative who will have successfully achieved Modules 1 & 2 as a minimum and been issued with a Skills Registration Card by Lantra. Where relevant the person(s) shall be named in the Organization’s Contract Specific Quality Plan.

Technical Officer

The Technical Officer is the person named in the Organization’s Contract Specific Quality Plan responsible for the planning, installation, modification and removal of temporary traffic management and implementation of the requirements of the Contract Specification. The Technical Officer shall be M7 qualified (from the 1st April 2013) as a minimum. Organizations shall be able to demonstrate they have recorded that the person has the ability to act in this capacity.

Temporary Traffic Management (TTM)

The deployment of temporary traffic signs (and cones), which may include temporary road markings, traffic delineators and temporary traffic control systems.

Traffic Management Operative (TMO)

This term includes MWO; RTMO and RLTMO as appropriate.

Unregistered Traffic Management Operative

A person who works under the supervision of a RTMO. (Rules on the employment of unregistered traffic management operatives are contained in section 6.2.1 of this Sector Scheme Document) A person who has attended the appropriate training module but who has not completed the assessment process is still classed as an unregistered person

NHSS 13 Surface treatments

Technical Manager

The person named in the Contractor's Quality Plan responsible for the technical interpretation and implementation of the requirements of the Contract Specification.

Surface Treatments Foreman/Agent/Supervisor

An appropriately qualified person named in the Quality Plan as having the responsibility and experience to establish and control a Surface Treatments operation to meet the requirements of the contract document. The Surface Treatments Foreman/Agent/Supervisor shall be site based. The use of the titles Foremen/Agent/Supervisor varies between organisations involved in Surface Treatments and is a generic description. In each case the title is used to describe the person in overall charge of all operations undertaken on site and this person must be identified in the Quality Plan.

Scheme Term Definition

Leading-Hand/Ganger / Charge-Hand

A person both trained and competent in Surface Treatments and may undertake part of the gang’s operations. On larger contracts, a Surface Treatments organisation may employ experienced supervisor/s who is/are responsible for a number of sites. In this case each gang will have a leading-hand/charge-hand/ganger in charge of the operations on individual sites.

NHSS 17 Vehicle Recovery

and Removal

Accredited Vehicle Roadside Recovery Technician

An individual who has qualified as a Vehicle Roadside Recovery Technician and has gone onto successfully completed the further groups of modules, based upon specialism (e.g. heavy vehicle) and the type of equipment being used. (See appendix 3 to the accreditation scheme).

Recovery Incident Manager (NHSS 17B)

The person named in the Organization’s Quality Plan as having the responsibility on site for directing their recovery operations. ( Note: Where applicable or required in a contract for Road Vehicle Recovery operations on a Highway Construction Site (NHSS 17) a Recovery Incident Manager may also be required)

Vehicle Roadside Recovery Technician

(12/08) An individual who is already a Vehicle Roadside Technician and additionally has successfully completed the relevant mandatory ancillary recovery module relating to light vehicles, motorcycles or heavy vehicles (see appendix 3 to the accreditation scheme).

Vehicle Roadside Technician

The entry level to training set out in this SSD, that is an individual who has successfully completed an induction programme (based upon modules VR 01-VR 03) and meets the assessment requirements specified in paragraph 3.3 of the accreditation scheme.

NHSS 18 Landscape,

Ecology

Trainee (/Apprentice) (red card see

Any person who has not completed the relevant training or competency assessments as detailed in paragraph 6.2.2 and Appendix C of the Sector Scheme. This person must be directly supervised at all times by a competent and qualified person for the discipline being undertaken.

General Operative (Labourer) (green card see App C)

Available to operatives who carry out basic site skills only e.g. a person without specific skills or competencies who works under the control of a Supervisor/Lead Operative but is directly involved with the implementation of the landscape, environment and

Skilled Operative (blue card see App C)

Operative who has achieved a recognised level of ability and competency in accordance with the Sector Scheme with respect to the works being undertaken.

Lead Operative (blue card see App C)

Operative who has achieved a recognised level of ability and competency in accordance with the Sector Scheme with respect to the works being undertaken and has been identified by the Organization as having the ability to lead other operatives for specific work tasks.

Supervisor (NHSS 18) (gold card see App C)

The person named in the Organization's Quality Plan as having the responsibility, training and experience to supervise the implementation of the landscape, environment or ecology new and maintenance works to meet the requirements of the Contract Specification

Contracts Manager*

The person named in the Organization’s Quality Plan as having overall managerial responsibility for the implementation of landscape, environment or ecology new works and maintenance.

Authorised Person

Technical Officer*

The person named in the Organization’s Quality Plan responsible for meeting the technical requirements of the Contract Specification.

NHSS19A Corrosion Protection

Inspector:* The competent person identified and recorded by the Organization as being responsible for the inspection of corrosion protection works for compliance with the requirements of a Contract Specification. (See 6.2.2)

Manager:* The competent person named in the Organization’s Quality Plan for a contract as being responsible for the overall management of the implementation of the corrosion protection works for that contract.

Operative:* A competent person who works under the control of a Supervisor and is directly involved with the implementation of corrosion protection works. This may include a person who is working towards becoming competent in the implementation of corrosion protection works. (See 6.2.2)

Supervisor:* The competent person identified and recorded by the Organization as being responsible for the supervision of the implementation of corrosion protection works. (See 6.2.2)

Technical Manager:*

The competent person named in the Organization’s Quality Plan for a contract as being responsible for ensuring that the technical requirements of the Contract Specification for that contract are met. (See 6.2.2)

NHSS 20 Steelwork Erection

Bolting Coordinator*

The person identified and recorded by the Organization as being responsible and competent to coordinate those bolting and bolting related activities listed on the Organization’s scope of registration.(See 6.2.2)

Foreperson:* The competent person identified and recorded by the Organization as being responsible for the supervision of a process within the overall process of the execution of steelwork. (See 6.2.2)

Inspector:* A competent person identified and recorded by the Organization as being responsible for the inspection of steelwork for compliance with specific requirements. (See 6.2.2)

Manager:* The competent person named in the Organization’s Quality Plan for a contract as being responsible for the overall management of the execution of steelwork for that contract. (See 6.2.2)

Operative:* A competent person who works under the supervision of a Foreperson and is directly involved with a process within the overall process of the execution of steelwork. This may include a person who is working towards becoming competent in a process. (See 6.2.2)

Technical Manager:* +

A competent person identified and recorded by the Organization as being responsible for ensuring that specific technical requirements are met. (See 6.2.2)

Technical Manager (Design):+

A competent person identified and recorded by the Organization as being responsible for design and development activities. (See 6.2.2)

Responsible Welding Coordinator:*

The person identified and recorded by the Organization as being responsible and competent to coordinate those welding and welding related activities listed on the Organization’s scope of registration. (See 6.2.2)

Compliance Manager

The person named in the Organization’s Quality Plan as having responsibility for the development, review and continuous improvement of policies and procedures necessary to meet the criteria for activities carried out within this Sector Scheme

Responsible Manager

The person named in the Organization’s Quality Plan as having managerial responsibility for activities set out in the scope.

Technical Control Room

The person responsible for monitoring tunnel plant and control system faults and operating control of the tunnel.

Operative

Technical Control Room Supervisor

The person responsible for supervising Technical Control Room Operatives.

Tunnel Manager

The person with overall responsibility for matters relating to administration, operation and maintenance of tunnels, and, in certain cases, parts of the adjacent road network, as defined by Regulation 8 of the Road Tunnel Safety Regulations 2007.

Tunnel Safety Officer

The person responsible for tunnel safety as defined by Regulation 10 of the Road Tunnel Safety Regulations 2007, who coordinates all preventative and safeguard measures to ensure the safety of users and operational staff at (where appropriate) the design stage, the construction stage, and the operating stage.

NHSS 29 Geothermal

Drilling

Contract/Project Manager (Engineer/Supervisor)

The suitably qualified person named in the Organization‟s Quality Plan as having the responsibility, training and experience to supervise land drilling in geothermal drilling works (including drilling, installation, grouting and testing of geothermal loop installed) to meet the requirements of the Contract Specification

Drilling Manager

The suitably qualified person named in the Organization‟s Quality Plan responsible for meeting the drilling requirements and the Health and Safety and Contract Specification reporting to the Project Manager. They should have at three years relevant experience (supported by company CV) and are responsible for co-ordinating the site works with the Principal Contractor and ensuring the works comply with the design specifications

Driller (Drilling Support Operative)

BDA Audited and NVQ Level 2 Driller qualified person supporting the drilling and installation operations and reporting to the Lead Driller. This person should have relevant experience and knowledge to enable then to work safely with the Lead Driller in the drilling of the boreholes and installation of the vertical ground loops and associated backfilling

Ground Loop Fabricator

A suitably qualified person involved in on site ground loop fabrication and must hold evidence of competence having attended appropriate training and be able to demonstrate an understanding of the importance of protection, preparation, clamping, fusion/butt welding, cleanliness and accuracy by certified trainer.

Lead Driller BDA Audited NVQ Level 2 Land Drilling Lead Driller qualified operative with suitable experience in charge of onsite drilling operations reporting to the Drilling Manager/Project Manager. This person or persons should be identified in the project health and safety plan and is/are responsible for the safe and efficient

operation of the drilling rig/s and personnel, ensuring the boreholes are drilled to the design specified depths, correct handling and installation of vertical ground loops, backfilling of the boreholes, pressure testing the installed ground loop, recording and reporting in accordance with the Organization’s QA procedure and having knowledge of the Organization’s and site specific health and safety procedures and protocols.

Project Manager

The suitably qualified person/s named in the Organization’s Quality Plan as having the responsibility, training competency and experience to supervise and manage the contract for the geothermal drilling works (including drilling, installation, grouting, butt or electro fusion, pressure testing and flushing of geothermal loop installed) to meet the requirements of the Contract Specification. This person is responsible for delivering the project to meet the contract budget and programme. Should be the holder of CSCS black card.

Quality Manager

A suitably qualified person in the organization/enterprise responsible for ensuring that work is carried out in accordance with the Quality Plan

Safety Manager

The person responsible in the organization for implementing the organization’s health and safety policy and commitment

Site Supervisor

A suitably qualified person directly supervising on site work activities and responsible for ensuring that people undertaking work on site are aware of their specific roles and responsibilities and are complying with all Health and Safety requirements. This role can be undertaken by a specified person the Project Manager, Drilling Manager or Lead Driller who have undertaken as a minimum a two day Site Safety Supervisors Course (IOSH or CITB)

1.4 Terms and Definitions used in ISO 9000 ISO/DIS 9000:2014 provides definitions for a significant number of terms, which NHSS committees need to take into account when they review, or develop the terms and definitions for their particular industry document to align with ISO 9001:2015. The draft standard includes definitions and notes providing guidance to better understand the terminology and its intention as applied in ISO 9001:2015, it may also be appropriate to consider how some of these definitions may need to be reviewed to comply with defined terms used in UK legislation.
