PARLETTE ANNEXATION AGREEMENT   PARLETTE AGREES 1. Dedicate a 50 foot Right-of-Way from end of Broadhurst Place to

northern end of Parlette Property. Eventually construct a permanent road with curb, gutter, and sidewalk.

2. Construct a temporary emergency access road from Broadhurst Place to North Road prior to any development of the property.

3. Pay the City $42,000 (14 lots $3,000 per lot) to be used for improvements to North Road.

4. Pay the City $2,700 per lot for every parcel connecting to the Broadhurst pump station.

5. Secure “No Protest” agreements from four Broadview developers for formation of a Local Improvement District (LID) for construction of a permanent road linking Broadhurst with North Road (max $5,000 per lot).

PARLETTE ANNEXATION AGREEMENT   CITY AGREES 1. Annex 6.8 acre Parlette Property and make available City services

including sanitary sewer service.

2. Allow for the phased development of 14 residential lots in three phases.

3. Maintain an emergency access road to be constructed by the developer. This road will serve the entire Broadview Subdivision.

Broadview ResidentCONCERNS

   1. Annexation Agreement allowing development of Parlette Property

violates the Andre Annexation Agreement.

2. Maiden Lane is unable to safely accommodate additional traffic.

3. North Road is unable to safely accommodate additional traffic. The $42,000 contribution by Parlette is inadequate.

4. North Road connection with Broadhurst should be completed prior to any development of the Parlette Property and other undeveloped tracts.

“Broadview Developer will improve the access road on the west side of the irrigation canal as depicted on Exhibit “C” and as described on Exhibit “D” attached hereto and incorporated herein as though fully set forth to City Fire Department standards as set forth in correspondence from City Fire Department to Broadview Developer dated May 8, 1999, which is attached hereto as Exhibit “F””
