    RECOMMENDATION Make a recommendation to Council regarding the proposed 6% Marina Fee Increase for FY2016.

    FISCAL IMPACTS OF RECOMMENDATION The Marina Fund is funded entirely from revenues collected from berth fees, special fees, and business leases and licenses at the Berkeley Marina. The Marina Fund finances all activities at the waterfront including dock operations and maintenance, educational programs, park landscaping (Cesar Chavez, Adventure Playground and Shorebird), and capital improvements.

    Berth fees are the single largest source of revenue for the Marina, followed by licenses and leases. The following chart provides a comparison of the FY 2016 proposed revenue with and without the proposed fee increases. The projected annual deficit for FY 2016 is $601,875 without the fee increase, and the Marina Fund balance will go negative in FY2018. The new fees will generate $172,928 in new revenue, which will reduce the deficit to $200,505, and the Marina Fund balance will show a small increase through FY2020 (See Attachment 3). While additional steps will be needed to fully eliminate the deficit for future years, a modest fee increase at this time is merited. In addition to a 6% increase in berth fees, several non-berth fees will be raised as follows: Dry Storage rates by 18% for lengths =28’; Launch Ramp monthly pass by $65; Launch Ramp 6-month pass by $180; Live-aboard fees by up to $65 per month; Skiff Side Tie

    CURRENT SITUATION AND ITS EFFECTS The Marina Fund receives revenues from berth fees, special fees, and leases and licenses, and does not receive any General Funds. These revenues finance all activities in the Marina, including capital improvements, and are supplemented periodically by various grants from state and federal agencies, and loans from the State Division of Boating and Waterways.

    The Marina Fund has been relying on the use of reserves to cover increasing operations costs not covered by annual revenues, and due to the projected structural deficit of approximately $601,875 in FY2016, the Marina Fund balance will go negative in FY 2018. Balancing measures to reduce operating costs have been included in the proposed FY 2016 budget. Nevertheless, an increase in berth fees and special event parking fees are justified as follows:

    The most recent fee increase in berth rates at the Marina was in FY 2014when Council adopted Resolution No. 66,176-N.S. (May 21, 2013). That feeschedule increased fees for goods and services at the Berkeley Marina thata) established a new rate schedule increasing Marina berth rent by 6%.

    The State of California Department of Boating and Waterways requires thatberth fees stay within the average in the area and, at a minimum, increase atthe region’s Consumer Price Index (CPI). In January of 2015, City staffobtained the Annual Survey of Bay Area Marinas conducted by West PointMarina in Redwood City, CA, in cooperation with the Marina RecreationAssociation, the Bay Area Harbormaster Group and the CaliforniaAssociation of Harbormaster’s and Port Captains. Based on the results ofthe survey, staff concluded that with the proposed increase, BerkeleyMarina’s rates will be on par with the “average” of other Marinas offeringsimilar service and amenities, especially those located near the Central Bay.(See Attachment 2 - Survey of Bay Area Marina Average Rates for 40’ berths(January 2015).

    Staff anticipates that an increase in berth rates will not have a significantimpact on occupancy rates because there are no new marinas opening in thearea and there are limited alternative berthing options in the Central BayArea.

    **This survey was conducted by West Point Marina in Redwood City, CA in cooperation with the Marina Recreation Association, the Bay Area Harbormaster Group and California Association of Harbormaster’s and Port Captains. Data was compiled through January 2015. The initial survey was emailed to 67 potential participants representing over 16,000 wet slips in the bay area. Responses were received from 49 marinas. These marinas represent over 15,300 wet slips in the bay area. For purposes of this survey, the Bay Area was defined as: East to Antioch; North to Napa; South to Redwood City and West to Half Moon Bay.

    From: Drew Steckler, President, Albany Berkeley Girls Softball League (ABGSL),  the ABGSL Board of Directors, & 309 community supporters (as of March 10, 2015 at 8:45 p.m.) 

    Subject:  Proposal to name the softball field at Codornices Park after Jane Hammond 

    We respectfully request that the Berkeley Parks and Waterfront Commission send a                       recommendation to the Berkeley City Council to name the softball field at Codornices Park after                             Ms. Jane Hammond in recognition of her many contributions to girls softball in Berkeley over                             the past twentyfive years. The proposed name is Jane Hammond Field. 

    There is a groundswell of community support for this naming, and we believe the support                             is such that the requisite supermajority of the City Council required for naming after a live                               person is attainable. 

    Ms. Hammond is one of the earliest volunteers and board members of our league, which                             was founded in 1983. Currently she is entering her 25th year in the league and her 20th year as                                     Micro Division Commissioner. As far as anyone currently on or connected to the ABGSL Board                             can tell, Ms. Hammond has been running Micro Division forever. Scores of girls, many now                             women, have come into the League under her watch. Micro Division, currently kindergartners                         and first graders, meets every Saturday from 911 a.m. at the softball field at Codornices from                               late February through early June. Ms. Hammond oversees activities on and around that field                           during this time frame. Thus, in many ways, that softball field is Jane's field. So many of us,                                   from Berkeley and beyond, think of the field that way. 

    Whether it be softball or soccer or some other activity, Ms. Hammond is profoundly                           committed to affording every child who wants to play the chance to do so. Where the demand                                 has outstripped capacity, she has applied her considerable energies to expanding capacity that                           is, to creating more fields. But her overall aim has always been to afford the children of our

  • community, regardless of age, neighborhood, household income, prior experience, or athletic                     talent, the chance to learn new skills, forge new friendships, set and pursue and achieve new                               goals, promote their good health, and have good, clean fun while doing all that. While her focus                                 has been on girls’ recreational opportunities, her efforts (particularly in the context of creating                           new fields) have also benefited countless boys in our community. She is one of a handful of                                 people in Berkeley who have made a monumentally positive impact in the area of youth                             recreationan impact that will endure for generations. 

    Ms. Hammond’s background: 

    Ms. Hammond moved to Berkeley in 1988, with her first grade daughter, Alexandra,                         whose teacher was Martha Salzman, wife of the founder of ABGSL. She joined the ABGSL                             Board the following year and has held just about every position over the next 25 years, and she is                                     still serving. Ms. Hammond is far and away the longestserving contributor to girls softball in                             Berkeley.  Highlights of Ms. Hammond’s tenure include: 

    Expanding the league from two divisions, Older and Younger, to three (Older,                       Middle, Younger). 

    Creating the Micro Division program in 1996 to allow First Graders to play. With her                             husband John and friend Greg Lyman, she completely financed, supplied and ran this                         program, until it was eventually eagerly adopted by the League. She still serves as the                             Micro Commissioner and oversees this incredibly successful and sweetly run                   program, now going into its 20th year. The age eligibility has now gone down to                             Kindergarten. 

    Working with Doug Fielding and early softball pioneers to create Fielding Field. Ms.                         Hammond was involved in all aspects – work parties on the field, building Spicer                           House, attending many City Council meetings, and fundraising, to name just a few.                         She ran the café at the field for two years. 

    Helping to launch the Sting competitive softball program. Ms. Hammond was                     involved in hiring coaches, tryouts, travel programs and funding. 

    Sponsoring over 30 softball teams. Ms. Hammond has been a consistent, generous                       donor to the League. 

    Acting as treasurer, bookkeeper, fundraiser, sponsor coordinator, umpire coordinator,                 secretary, uniform coordinator, general voice of history and philosophy, and more. 

    Helping to initiate the Bataque with Chuck Adams, which has proved to be an                           effective fund raiser.

    Ms. Hammond’s daughter Alexandra served on the ABGSL board, and also coached in                         Middle Division – she initiated sliding in Middle division, and brought a player perspective to                             the board.  

    Additionally, Ms. Hammond has been very active with the Albany Berkeley Soccer Club,                         whose board she served on from 1991 to 2000. She oversaw the dramatic increase in the                               proportion of girls in the league – to a 50:50 ratio. She liaised between the soccer and softball                                   leagues, in the days of field acquisitions – negotiating with the University, City and users groups.  

    Ms. Hammond runs a successful Berkeley based catering and event planning business.                       The philanthropic wing of the business has helped with many softball and soccer events –                             coaches’ dinners, informal barbecues, anniversary parties, Bataque food, Cal women’s softball                     team celebrations and more.  

    In sum, we hope you will agree that naming the softball field at Codornices Park Jane                                 Hammond Field is worthwhile and a positive step for Berkeley and Codornices. This naming                             would be an appropriate way to recognize Ms. Hammond and all that she has done for Berkeley                                 and for young athletes in particular. Thank you for considering our proposal.
