FROM THE RECTOR When it comes to buying a new 2020 diary, I think it might be best to avoid this time one that gives you a quotation for each day of the year. There’s enough material buzzing around in one’s head without adding to the confusion, even though some of the quotes are witty, admirable and interesting. Some of them also have a soothing, healing quality, for example Sir Francis Bacon - 1561 to 1626: ‘Prosperity is not without many fears and disasters, and adversity is not without comforts and hopes’. The diary describes Bacon as a British philosopher. But I think he was also Attorney General and Lord Chancellor of England. At first sight the quotation did not appear to be quite correct. I’m not remotely an expert in such things, but that word ‘disasters’ I felt was not really one likely to have been current in Elizabethan and Jacobean times. I’m not sufficiently knowledgeable for example about Shakespeare, but I don’t think we read it in the King James Bible. My Oxford Dictionary of Quotations suggests that W.H.Smith might in a small way have slipped up here, and reads Bacon as follows: ‘Prosperity is not without many fears and distastes, and adversity is not without comforts and hopes’. Other extracts from Bacon’s essays I found equally interesting and engaging. For example - They are ill discoverers that think there is no land, when they can see nothing but sea. Or - There is in human nature generally more of the fool than of the wise. I’m afraid he doesn’t believe in clerical parenthood: A single life doth well with churchmen, for charity will hardly water the ground where it must first fill a pool. And like many an Elizabethan he was no hispanophile: The French are wiser than they seem, and the Spaniards seem wiser than they are. He is not afraid of old age: I am too old, and the seas are too long, for me to double the Cape of Good Hope. And - I have often thought upon death, and I find it the least of all evils. As we begin the new church’s year on the First Sunday in Advent - 1st December - it will do no harm to take along with us the spirit of those thoughtful observations - now nearly four hundred years old. If a man be gracious and courteous to strangers, it shows he is a citizen of the world. I wonder also exactly what he means by this: To choose time is to save time.

CHURCHYARD TIDYING Thank you so much to everyone who came to help tidy up the war memorial and clear up the leaves, acorns and yew berries for the Remembrance Service. It was great to have two new helpers. We are meeting again on the 14th December, usual time 10am to 12md, coffee & biscuits at 11am then off to the pub after 12md! Look forward to seeing you there!

99th Birthday and we celebrated with tea and cake. We would love

to celebrate our 100th

FROM THE CHURCHWARDENS PEW Services We had two memorable services last month with the poignant Service of Remembrance together with the Family Service at the end of the month. This Family service was lead by Revd. Bill MacDougall Assist Priest in the new com-bined Benefice or Penshurst, Chiddingstones and Fordcmbe. It was a pleasure to have him with us for the first time. He played his guitar and taught us a new chorus. The services for December follow the usual pattern with the addition of the Christmas Eve Carols at 4pm and the 9-15am Christmas morning Eucharist. Please note there is still a family service on the 22nd of the month and it would be great to see all those who came to the service last month. St Peter’s Fellowship We take a break from our meetings this month over the busy Christmas period in our Church calendar. Our next meeting is scheduled to take place at 8pm on Wednesday 22

nd January 2020 at Woodpeckers.

Meal and a pint The next ‘Meal and a Pint’ meeting is set for Thursday 19th which is a Christ-mas meal.( see the advert on the middle page ). If you have not come along before why not give it a try. It’s usually a good even-ing and a chance to meet old and make new friends. The New Enlarged Benefice. Work is now underway with representatives from Pensurst, Chiddingstone, Chiddingstone Causeway and Fordcombe Churches to workout and agree mis-sion objectives, pattern of services and administration of the new enlarged Ben-efice. Trek on the Great Wall of China

We made it! The terrain was varied and challenging; we

spent a lot of time look-ing down at our feet to make sure we didn’t fall over and there were many tears shed alongside much laughter. Thank you to everyone for supporting the both of

us, our families, Kieran, Lucy, Demelza and our trek on the Great Wall of China. Together we have raised over £10,000 including gift aid which will make a real difference to those children needing Demelza's care. Fordcombe Primary School

General election Thursday 12th December As the village hall is out of action, the school will be used as a polling station. The final logistics are in how to keep the polling station separate from the pupils in school were yet to be finalised at the time of writing but it is poignant that after the school’s Parliament Week last year, the children will get to see real democracy in action. Playground Monitors One of the things that the school is very keen to promote is pupils having leadership roles right across the school - having the chance to volunteer to support others and having ownership over aspects of school life. For example, older pupils have organised sports day for many years now. A set of playground monitors have now started their roles to support the lunchtime supervision staff with setting up equipment on the playground and in the quiet area each day and making sure that other pupils are looking after it. Well done to all those pupils that applied for the role by writing an application form to Mrs Scott. Playground Buddies Applications were handed in just before half-term for the role of Playground Buddy. These pupils look out for others on the playground. Playground Buddies have already had some training on their role, identifying children who are alone on the playground, possibly those that are upset for some reason, listening to them and then instigating playground games with them. Further training will come from Mrs Broad in the coming weeks – look out for the new Playground Buddies as they once again try and earn their distinctive yellow T-shirts in the New Year. Sport at Fordcombe One of our roles is to monitor the amount of extra-curricular sport taking place in school and who is participating. Currently, 85% of pupils in the older year groups do at least one sporting club before or after school with many doing more than one. This is a fantastic offering for a small school. We are continually grateful for the help and support of those parent volunteers that give their time to support sport at school as well as our external providers. Fifteen athletes went to Somerhill to compete in the annual autumn schools’ cross-country event. There were some great performances and some great examples of sporting behaviour. Well done to all who competed. Sophie (Y5) was a stand-out finisher again, coming second in her race. Many thanks also to the parents and carers that continue to ferry, fetch, watch and support Fordcombe sport as well as cheer and clap all the other young participants from other schools.

District Councillor Village Magazine Article – November 2019

By the time you read this I’ve no doubt you will have been bombarded with Gen-eral Election literature, and although my allegiances are with the Conservatives, I wanted to start this article with a simple plea that all candidates be treated civilly on the doorstep, and on social media. In these articles I have always stressed the importance of courtesy and never has this been needed more in public dis-course. Political life locally carries on and many of you will have seen Peter Fleming, the Council Leader, railing on the front page of the Chronical against the Planning Inspector’s decision to suspend her inspection of our Local Area Plan on the grounds of inadequate consultation with neighbouring authorities. The back-ground to this is that the proposed Plan, in protecting the Green Belt, fails to quite meet the modelled new housing requirement over the next 20 years and in such circumstances the Council should ask neighbouring authorities if they can make up the shortfall. SDC did investigate adjacent capacity but all the other local plans also have shortfalls, so not surprisingly there were no volunteers to help! The Inspector’s reasons seem disingenuous given she had spent 5 months and asked 500 questions already; frankly, it seems a convenient excuse to bounce us into agreeing more housing on greenfield sites. SDC is considering taking the Inspector’s decision to judicial review, as Reigate & Banstead did suc-cessfully, so our determination to protect the Green Belt hasn’t stopped yet! I was in the House of Commons on the afternoon the Grenfell Report was pub-lished and, like everybody, was moved to hear the tragic narrative, so I made it my business to find out whether high-rise buildings in our district are safe. I’m pleased to say there are only two such residential towers in the area and neither use the dangerous type of cladding blamed for the Grenfell disaster. A theme I’ve returned to on a number of occasions is homelessness, which is particularly distressing as we move into winter with increasing numbers each month; I am pleased to say the Council is actively looking to expand its own emergency housing capacity, so reducing the need to use expensive and ‘out-of-area’ bed & breakfast accommodation. The Council is also taking back control of its housing register from West Kent Housing on 1

st January 2020, which will ena-

ble us to determine local priorities more easily and to minimise the dislocation of moving people out of the district.

PENSHURST PARISH COUNCIL-—Abstract from the minutes of the Parish Council held on Monday 4th November in Fordcombe School MATTERS ARISING: Highway Improvement Plan: The 20MPH survey response did not sup-port the council’s request for the 20MPH to be introduced over the stretches of road checked, traffic was travelling above the criteria for approval ie within 10% of the speed limit; only exceptional circumstances permitted the speed reduc-tions for shorter distances. Members were under the impression that if KCC wanted to impose a 20MPH speed limit by schools they could do this by overrid-ing any other ruling. Pedestrian Warning Signage – Rogues Hill: ED reported that Kent High-ways (Geoff Bineham) would arrange for a warning sign to be erected on the verge by the entrance to the Enterprise Zone plus an additional shield to the existing warning sign closure to the bridge approach to warn drivers of pedestri-ans walking in the road. Highways would be funding the signage. Litter/Dog Waste Bins including Leicester Square, Penshurst. SDC Officer contacted ED to confirm current list of litter bins, missing bins at bottom of Spring Hill would be replaced, replacement unit for Leicester Square steps en-trance on order, litter bin in Fordcombe play area to be emptied at £1.85 cost per empty, internal liner required replacement. Further bins, if required, could be emptied and would also be charged at the rate of £1.85 per collection. Sentinel Unit: ED was expecting a call during the following week regard-ing a demonstration of the unit being built. Footpath Obstacle – Poundsbridge Church: Parishioner confirmed this issue had been resolved Drainage Works: Information provided by KCC Drainage department ad-vising that the only problem site now listed for action was The Lane, Ford-combe. ED required to submit list of previously reported problems again. New Road problem also submitted due to flooding of property, highways officer ad-vised site visit and decision on work to solve the problem would be undertaken. (Information received providing option for work to be carried out, confirmed as acceptable by resident and highways advised to go ahead) OPEN SESSION Problems with raw sewage leaking and affecting a commercial site in Grove Road over a considerable time period was reported, SDC had been contacted via the Enforcement Department and Environmental Health during the last year regarding this issue by residents, visitors, customers and a member of the legal profession without any action being taken to stop the problem. The PC were advised that legal action against SDC was now being considered by a neigh-bour. The activities on the site were questioned as to their legality in relation to planning law, it was suggested the site should be shut down until the problems were resolved if they were not complying with Environmental Health. It was noted that the hedges from Glebelands to the school had been cut back which improved the route for pedestrians, Star House hedge still needed further work due to the overhang issue.

Running water was affecting Rogues Hill due to blocked drains and a water leak which was washing leaves and debris down the hill. ED to report again. Planning Applications: SE/19/02726: 12 St. Peter’s Row, Fordcombe: Erection of two storey exten-sion, single storey garden room and front porch, loft conversion incorporating 2 rooflights. PC Response: No Objection SE/19/02732: Annexe at Tender Meads, Fordcombe Road, Fordcombe: Change of use of existing outbuilding to residential dwelling including modest sized dormer window at first floor level. PC Response: The PC are unfamiliar with the planning rules for the conversion to a separate dwelling of a non-redundant outbuilding within the curtilage of a listed building, we are therefore happy to leave the matter with the Conservation Officer and Planning Officer. In view of the fact that the building has already been extended, we would ask that, if consent is granted consideration be given to adding a condition to remove future permitted development Decisions: SE/19/02432LDCEX: Cabin, PORC, Grove Road: Confirmation of use of the Shimla as a dwelling with associated garden. GRANTED SE/19/01946: Meadow Bank Chafford Lane, Fordcombe: Demolition of ex-isting garage, shed and greenhouse, construction of new garage to integrate with new two storey side and rear extensions with rooflight, removal of chimney and alterations to fenestration. GRANTED SE/1902446/ADV: Kingdom, Grove Road, Penshurst: 1 Mounted Entrance sign, 1 Mounted Café Sign. GRANTED SE/19/02755: Courtlands Wood, Grove Road, Penshurst: Proposed road. PC to leave decision to SDC Planning in view of complexity and history of appli-cation. SDC Response: Prior Approval Not Required. SDC/19/02424: Hamsell Farm, Coopers Lane, Penshurst: Demolition / part demolition of existing two five chimney stack and repair / rebuilding of stack. GRANTED REPORTS: Kent County Councillor: Cllr Lake confirmed that the SID unit was unser-viceable and Highways considered that these units were no longer needed, he did not accept this. Members requested that the unit be returned to the parish as it had been purchased by the PC. Cllr Lake planned to arrange a meeting in the parish with Michael Payne and Catherine Rankin – Cabinet Member and Deputy Cabinet Member for Highways and Transportation; he would contact Emi-ly Kinsella regarding the current state of the drainage in the parish. He was experiencing problems with school transport and DBS checks for drivers, Stage Coach and Arriva drivers held DBS checks but one other did not currently hold them for existing drivers, only new ones joining. Members were under the impression that it was illegal for adults to work with children without such checks. Sevenoaks District Councillor: Cllr Mrs Coleman had forwarded infor-mation regarding the rural housing work programme for circulation to members, Continued on page 30

this included information on costs of carrying out a housing survey, members would consider the options available on this issue; ED to contact ACRE and Sundridge Parish Council for information on Community Land Trusts, meeting to be arranged with Sundridge if possible. The Local Plan had been thrown out by the Inspector, SDC were angry with the decision in view of the fact that the Planning Inspector had been provided with the information six months prior to her visit, 500 questions subsequently submitted had been answered. It was considered that had there been a concern regarding failure to consult – which was refuted by SDC – then this could have been raised earlier. The PC’s application for CIL funds would be considered on 9 December, she had been advised that a considerable number of applications had been received. The next CIL meeting was scheduled for May 2020. Neighbourhood Watch: Cllr Horsford had reported an abandoned car at Colliersland Bridge which had been there for a week, it was neither taxed nor insured. High Weald Councils Aviation Action Group: Invitation from Gatwick Airport (GAL) and the Noise Management Board (NMB) to annual airspace and NMB public meeting on 3 December for information on progress on NMB and future plans plus how Gatwick and its partners work to manage aviation noise. Specialist interactive aviation tutorials and engagement with noise experts to experience virtual reality audio headsets will be available. Question airspace and noise discussion key industry decision makers’ panel and engage with newly established Independent Commission on Civil Aviation Noise (ICCAN) to hear their vision for the future. Cllr Rees reported that a recent meeting held in Penshurst with Tom Tugendhat to discuss the current plans by Gatwick to use the emergency runway on a regular basis had been attended by approximately 200 people. People were encouraged to write to their MPs regarding this issue, Tom Tugendhat had lobbied on behalf of Penshurst. Considerable funds were raised at the meeting to fund the campaign. 459331: Drain at Burzes Farm: Problems caused with water incursion dur-ing heavy rain, under investigation as of 24 October. Drainage: ED to check with drainage contractors regarding costs of empty-ing and clearing drains. FINANCE: Defibrillator: ED noted that no request for payment had been received as yet for the recent work involved in re-siting the defibrillator from the redundant village hall to the school. Cllr Townsend to follow up. Precept: ED had circulated the first set of draft figures to members for their consideration, no further projects were raised for consideration for funding. Fordcombe Village Hall Project: Confirmation received that a dedicated bank account would be opened for the project, it was agreed the same agree-ment in force with SDC would apply to Penshurst PC’s funding reserves for the contract ie all grants/donations to be in place to enable completion of the con-tract prior to any funds being transferred to the project account. ED had advised the committee that the £40K would be available for drawn down upon the forego-ing be in place, allowance had been made in the accounts for the monies to be drawn by the end of the PC financial year. General: Members considered adding funding for the housing survey but noted that the projects fund and contingency figures included in the draft budget provided £18K leeway if needed, it was agreed that the cost of a survey could be met from these areas. Replacement Play Unit – Fordcombe Play Area: Information still awaited from SDC regarding application submitted by ED for CIL funding contribution towards new equipment for play area. ANY OTHER BUSINESS School Parking – Fordcombe: Cllr Mrs Broad had been approached re-garding problems with inconsiderate and dangerous driving on the road areas immediately round the school. Members were unable to take any action in this instance as the land was not public land. The Headteacher was proactive in advising parents of the dangers of driving on the site. iii. Post – Fordcombe Green: Cllr Horsford advised 3 posts needed re-placement or repair; it was agreed that this work wait until after the village hall building work was completed due to the proximity of lorries using the area when delivering to the site.
