sHOrT INTrODUCTION TO THE HOMElEss WOrlD CUp
There are over 1 billion homeless people in our world today. This is a global issue that affects everyone. The Homeless world cup has a vision for a healthy, confident world where everybody has a home.
The Homeless world cup is a unique, pioneering social enterprise which exists to end homelessness. It uses football to energise homeless people to change their own lives.
The Homeless world cup operates through a network of over 70 national partners to support grass roots football programmes and social enterprise development. It works closely with local Organizing committees in host cities to run a world-class, annual, international football tournament, uniting teams of homeless people from around the globe.
The first Homeless world cup annual football tournament took place in Graz in 2003 and welcomed 18 nations. Now it’s grown to include 64 teams from 53 countries – including 16 women’s teams, for the ninth edition that will take place between the 21st and the 28th of August at champ de Mars, Paris, france.
The impact is unprecedented. Over 70% of players change their lives for the better: they build their self esteem; come off drugs and alcohol; move into homes, jobs, education, training; repair relationships; become social entrepreneurs, coaches and players with pro or semi-pro football teams.
The Homeless world cup projects involve over 50,000 homeless people throughout the year.
Partners & supporters include UEfA, United Nations, Nike, Eric cantona, Didier Drogba and Rio ferdinand.
Mel young, President, Homeless world cup says: “The Homeless world cup is creating a level of change in homeless people not seen before. It is an opportunity for homeless people to move from the margins to the centre of a city to take to a global stage, where they represent their country, stand proud and are cheered by thousands. It is an opportunity to light up the hearts and minds of everyone it touches to ultimately create fresh approaches to homelessness. football has the power to change the world.”

rUlEs Of plAy
MANDATORy cRITERIA
Players must be over 16 and must not have played in a Homeless world •cup before.
THE PlAyERs MUsT MEET 1 Of THE fOllOwING cRITERIA
Must have been homeless after 01.08.2010 in accordance with Homeless •world cup definitions of homelessness or their national definition of homelessness where one exists.
Make their main income as a street paper vendor.•
Asylum seekers currently without positive asylum status or were previously •asylum seekers who obtained residency status after 01.08.2010.
Going through drug or alcohol rehabilitation and have been homeless in the •last 2 years.
TEAMs
Teams should consist of a squad of 8 in total.•
4 players on the pitch at any one time (3 outfielders and 1 goalkeeper).•
Rolling substitutions apply.•
The host nation will supply a squad of 10 reserve players. If there are •injuries through the week or some players become unavailable any of the participating countries may call upon reserve players to fill their squad allocation.
GAMEs
Games are 7 minutes halves + a 1 minute half time interval.•
The match begins from a roll in from the referee. when a goal is scored the •game re-starts from the goalkeeper.

The goalkeeper cannot score goals. The goalkeeper cannot pick up the ball •from a pass back, he/she must distribute it from his feet (if he/she picks up the ball it is a penalty).
The goalkeeper must distribute the ball under-arm (below shoulder •height).
The goalkeeper cannot leave the penalty area and no player may enter it.•
One player must remain in the opposition half at all times.•
A penalty is taken from the half way line. The ball must move forward until •the strike is taken – the player cannot score from a penalty rebound.
All free kicks are indirect.•
free kicks are given for all fouls which are not deemed serious enough to •merit a penalty. free kicks can be given for a player having 2 hands on the boards.
If the ball goes out of bounds it must be rolled back in underarm from the •point it went out.
The referee can award a blue or red card. If a less serious offence has been •committed a player will receive a blue card – this means the player will be given a 2 minute ‘sin bin’ then allowed to return to the action. If a serious offence is committed a player will be red carded meaning he/she will be out for the remainder of the game and his team will be down to 3.
3 points will be awarded for a win. If a team wins on a penalty shoot out they •will receive 2 points – the losing team of a penalty shoot out will receive 1 point.
Each game has 3 referees. 1 main ref and 2 assistants on either side of the •pitch.

48 teams will contest the Paris 2011 Homeless world cup
There are 6 trophies up for grabs in Paris, from the main Homeless world cup to the INsP Networking Trophy.
THE DRAw
8 Groups containing 6 teams each will be drawn the day before the kick off •of the tournament.
The draw will be based on a seeding structure derived from past tournament •results.
PRElIMINARy GROUP sTAGE
Each team in the 8 groups of 6 will play each other once in a round robin •format. The top three teams will move forward to section one with the bottom three falling into section two.
sEcOND GROUP sTAGE
The second group stage is similar to the first. Each team will player each •other once.
The final positions in this group will decide which trophy each team will be •playing for in the finals days.

THE DrAW
Two groups of 8 will be drawn before the first day of the tournament.•
The groups will be drawn at random and un-seeded.•

Each team in the two groups of 8 will play each other once in a round robin •format.
The top four teams in each group will move forward to contest the 2011 •Homeless world cup with the rest of the team moving into the Plate tournament.

One of the key concepts of the Homeless world cup is to support the idea of inclusion and participation for all teams, players, coaches and supporters. There is no knock out in the Homeless world cup. Even if one of the forty eight teams cannot win a trophy they will all play a final on the last day giving them a final position.

while the tournament is a very high calibre football event every player has recorded a victory by being in Paris to represent their country. The Homeless world cup gives people ‘a hand up, not a hand out’ and while the football remains competitive the atmosphere surrounding the tournament is about coming together to celebrate kicking out homelessness forever through football.

ArGENTINANational partner Hecho club social, Buenos Aires, continues the social
sports initiative started by the street paper ‘Hecho’ in Buenos Aires.
“football for social Inclusion” initiative
The participants are made up from vendors, homeless people, drug/alcohol addicts, migrants & refugees. The players take part in the street soccer Urban league for social Inclusion. These are monthly competitions for men and women from March to December.

Team colombia is organised by ‘People to People International’ (PTPI). This is a voluntary effort of private citizens promoting international understanding through direct people-to-people contact. Team colombia compete as an all womens team. The operation is co-ordinated from Bogota.

The french team is organised by collectif ‘Remise en Jeu, and is selected via the french National street soccer tournament which unites eight social organisations. They operate in four cities, Paris, Antony, Versailles and Toulon and plan to spread the organisation to include cities all across france. The organisation works to reinforce the benefits of sports and participation in social re-integration.

HAITINational partner l’Athlétique d’Haïti“football for social Inclusion” initiative
Team Haiti is organised by l’Athlétique d’Haïti who work with thousands of people displaced by the catastrophic earthquake that struck the country in January 2010. l’Athlétique d’Haïti was founded in 1995, a youth development program that provides underprivileged youth with a safe, clean, supportive environment where they can learn first-hand how the discipline of sports and the structure of teamwork can enhance skills, enrich lives and change futures.
special facts Their preparations for the Rio 2010 Homeless world cup were disrupted by about 10,000 people sleeping on the football pitch they use to train. All made homeless by the earthquake.
Haiti made a fantastic debut in the Rio 2010 Homeless world cup.

Team Kenya is organised by the Kenya Homeless street soccer Association. This street soccer programme began in 2004 and operates in Nairobi whilst covering 10 other districts of Kenya. It involves over 1000 street youth enabling them to confront homelessness, drugs, poverty and prostitution.
