Several communication facilities are also located nearby. The proposed project would place a tower and equipment shelter at the site. Table 1: Paradise Communication Site Surrounding Land Uses The site is located atop a hill overlooking the City of Norco. The hill itself is open space, but urban development surrounds the hill on all sides. There are several other communication facilities already located on the hill, including two towers approximately 0.25 mile east of the site. The FAA Very High Frequency Omni-Directional Range (VOR) array lies immediately to the east of the site. Topography and Vegetation The site is located atop a low hill overlooking the Santa Ana River Valley. Boulder outcroppings are prominent on the hill. Soils on the site are relatively undisturbed, but the area has recently experienced a wildland fire, and much of the site is void of vegetation as a result. Remnants of coastal sage scrub community plants are largely all that remains on the site. A sparse scattering of plant seedlings occurs across the site, including white sage, California aster, sticky monkey flower, and black mustard. Additionally, sporadic sugar bush regrowth is occurring across the site and within the vicinity. Land Ownership and Applicable Habitat/Land Management Plan The site is privately owned and operated and is subject to the WRMSHCP. The site is located within the “Cities of Riverside and Norco” Area Plan, but does not fall within a Criteria Cell. Road Access A paved access road runs from the base of the hill at Cavaletti Road up to the FAA facility adjacent to the site. However, due to the position of the FAA facility, it is not possible to drive to the proposed Paradise Communication site. An access road measuring approximately 1,300 feet in length will need to be constructed to gain access to the site. Paradise Communication Site

Overview

Commercial Power Access

Commercial power is available at the FAA facility immediately adjacent to the site. A pole line willneed to be constructed along the access road to provide power to the site.
