Aviation Authorities
Present Situation• CAAs have provision for “Paper” based
systems but generally not for “Electronic” AMRs (EAMR)
• Need to explicitly encourage EAMR usage
• A regulatory “Void” exists
• Acceptance of “e-Signature” is critical
Challenges to Address
• Acceptance of EAMRs as = to paper “dirty fingerprint”
• Provision for digitizing of current paper systems
• Differing stages of readiness for EAMRs by individual stakeholders - driving more complex regulatory oversight during industry transition
Current & Future Actions• ICAO/IATA Working Paper development
with review by industry
• Developing a harmonised approach for EAMR governing regulations
• Aim to have cross-State inter-operability
Consulted and Informed: Relationships Built & Guidance Sought
11
Present Situation• New technology aircraft being delivered
with complex on-board systems
• Interfaces between aircraft and airline AMRs are essential
• Standards for data portability between Operators, Lessors, MROs, OEMs, & CAAs are essential
Challenges to Address• Universal adoption of standards for;
• Proprietary systems, and• Communications (data migration) between
proprietary systems
• Standards flexible enough to adapt to future evolution of technology solutions
Current & Future Actions• A4A (ATA) is drawing specialist areas
together via its e-Business Program
Standards Authorities
Consulted and Informed: Relationships Built & Guidance Sought
12
Present Situation• There is a wide variety of technology
solutions across all aspects of the E&M value chain
• Organisations require data portability
• Digitizing of existing paper records is part of the journey towards pure e-business
Challenges to Address• Proprietary Technology Solutions bring Intellectual
Property (IP) hurdles that need to be considered
• How to harmonise technology solutions that do allow practical system access and data portability
Current and Future Actions• RFID solutions are being rolled out
• Mobility solutions are being rolled out
• Digitizing of existing paper records is on-going
• e-Signature functionality development
Technology Providers
Need WG; Engaging with; FlyDocs, AerData, IDMR & empowermx – maybe MXi, AMOS, IBS
13
Present Situation• New technology aircraft delivered with e-
enablement – AHM, EFB, e-logbook, etc
• Require interfaces with EAMR and Engineering systems
• Not all data delivered by OEMs in required digital formats
• In-service data provided back to OEMs in required digital format
Challenges to Address• Adoption of common standard for data transfer for
use by multiple airlines within multiple IT systems
• Quantifying the cost/benefit & timing of going paperless
Current & Future Actions• Active in e-enabling;
• Airbus – Aircraft Inspection Report (AIR)
• Boeing – Aircraft Readiness Log (ARL)
OEMs
Need WG; Progressing ARL/AIR
14
Present Situation• 50% of world fleet forecast to be under
operating or financial leases in next decade
• More than 1400 aircraft transfers in 2012
• Paper required as EAMRs can be “vetoed” by CAAs
• Drives EAMR/Paper Duplication
• EAMR systems will reduce cost to all stakeholders for lease transfers
• CAA acceptance of EAMR as equivalent to original hardcopy record is necessary
Challenges to Address• Lease agreements almost always mandate that
lessees provide ‘certification paperwork’.
• No industry standards – record management
• Quantifying the cost/benefit & timing of going paperless
Current & Future Actions• Participation in IATA ALAG & PAO:TO
• Participation in other industry groups
Lessors
Good WG; AerCap, SMBC, ELIX, ELFC, GECAS
15
Present Situation• Increasing burden on keeping paper
records - airworthiness control becoming more cumbersome
• Still need to keep paper for lease returns –Lessor requirement as next operator may be with different CAA
• High cost of compliance
Challenges to Address• Adoption of standards for data portability between
Airlines, Customers, and Supplier organisations
• Airline readiness for e-business (IT infrastructure, Training, Cost etc)
• Quantifying the cost/benefit & timing of going paperless
Current & Future Actions• Partial or full e-business systems, including
mobility solutions being implemented
• Many airlines are digitising paper records
• Some airlines committing $$ to fixing own problems – may not align with IATA initiative
Airlines
WG Commenced; easyjet, Cathay Pacific, Qantas. Interest from KLM, Jetstar, Delta, Aer Lingus, American
16
Present Situation• MROs may provide services to multiple
operators
• MROs need to interface with operator MISs for Hangar/Shop Visit work packs and task cards
• Data portability key - very time consuming to get tasks into MRO systems, and for providing accomplishment data back to airlines
Challenges to Address• Adoption of standards that allow data portability
between MROs, Customers, and Suppliers organisations
• Quantifying the cost/benefit & timing of going paperless
Current & Future Actions• Participation in IATA PAO:TO
MROs
WG Commenced; HAECO, interest from Delta TechOpsNeed more participants Nth America and Europe
17
Present Situation• Includes suppliers of; Expendables,
Repairables, & Rotables
• Note for this project: Major Asset Category Suppliers classed as OEMs (Engines, APUs, Landing Gears, & Thrust Reversers)
Challenges to Address• Adoption of standards for data portability between
Airlines, MROs, and Supplier organisations
• Quantifying the cost/benefit & timing of going paperless
Current & Future Actions• PAO:TO needs to reach out to supplier
stakeholders and initiate a Working Group
Parts Suppliers
Need WG; No participants – Need to make contact
18
Present Situation• Logistics Organisations have mature e-
business systems in place
• Example - Global on-line shopping followed by very effective delivery of goods with associated tracking
Challenges to Address• Interfacing technical operations emerging standards
with those of logistics industry
Current & Future Actions• Seek interface with logistics organisations
so that learnings can be applied into aviation technical operations
Logistics Providers
Reference; Learnings from logistics industry, eg; FedEx, Amazon, UPS, Toll, etcNeed to make contact
19
Present Situation• Other Industry Groups are pursuing e-
business initiatives
• IATA has engaged with these groups to foster mutual learnings and alignment of goals
Challenges to Address• Agreement on industry goals and associated timing
Current & Future Actions• Oneworld – Engagement via Qantas &
Cathay Pacific is very good
• AWG - Alignment is via GECAS & SMBC, (both participate in AWG activities)
Other Industry Groups
Relationships: Multi-lateral Alignment and Leverage
20
Present Situation• Investment is necessary in systems with
required PAO:TO functionality
• Systems, infrastructure, and data migration is costly, with long lead times
• The long term vision for PAO:TO investment needs to be assessed against shorter term ability to resource and fund
Current & Future Actions• The cost/benefit message needs to be
developed by IATA and communicated to industry
Cost/Benefit?
Challenges to Address• Rough Order of Magnitude (ROM) costings and ROI
periods need to be developed
• PAO:TO is going to happen & investment decisions need to be made
• Timing of decisions is important• Investment criteria need to be determined• Important to align organisational strategy with
industry direction
• Stakeholder groups & organisational participation “Challenge”. Assisting is shaping their own future along with that of the industry
