Panihati Municipality e-Newsletter December 2015, VOLUME-7 From The Desk of Chairman: Friends, In December 2015, The Municipality has arranged a lot of programme in commensurate with the festive mood around us. Hand Wash Day was celebrated on December 4 th to spread the awareness on the preliminary but key practices of health and hygiene for all of us. The awareness programme is basically targeted for the children and young people. Many schools and community people within the Municipality successfully observe the special programme. Beside Municipal Vision: “Panihati Municipality will work for the improvement of physical and social infrastructure with due consideration for pro-poor, participatory and inclusive development based with equity and equality. It includes concern for environmental factors (in widest sense of the term covering pollution-free environment, development of greenery and enhancement of overall beautification of the city etc.), introducing gender and child sensitive policies, provision for ‘shelter for shelter less’, primary and mass education facility especially for the children of economically weak and linguistic minority sections. This will enable the citizens across the sectors of the society to be healthy, knowledgeable and economically self-sufficient. The municipality aims to achieve its goals through mobilization of local and other resources, efficiency, better citizen interface and organizational development.”

this, we have organized Panihati Jubo Utsob from 15th to 17th December, 2015 which gave a solid platform for budding talents of this city to carry forward their skills in artworks and performing arts like dance, recitation and songs and music. I wish their success in future. The much-awaited 24X7 Treated Surface Water Supply project at Panihati Municipality under JnNURM, implemented by KMDA has been inaugurated on 19th December 2015 by the Hon’ble Minister of Urban Development Janab Firhad Hakim. Phase-wise testing of the project is ongoing. After full-fledged starting of the operation of the treatment plant; 4 lakhs population of the Municipality will be benefitted with the availability of treated piped water supply for 24X7. Panihati Utsav 2015 which was organized at Amoraboti Moidan, Panihati has been the centre of attraction for many of us which was organized from 20-31st of December bearing the mark of Excellencies in the various fields of art, craft and culture of West Bengal. This was the 3rd auspicious year of our celebration. I would like to thank all my fellow councilors, municipal employees, members of the Panihati Utsob organizing committee and especially the citizens of Panihati Municipality to make the programme a grand success. The exclusive stall organized by Panihati Municipality (of its own), this year, to showcase its services, projects and future activities has been able to draw attention of citizens and general public of Panihati in large numbers. Coupled with the Christmas Eve, The Panihati Utsov 2015, has been dazzled with added festive mood and citizens have enjoyed every moment of this occasion thoroughly. I wish you all Merry Christmas. Hope every one of you enjoyed the festival with sound health and mind.

Project Updates: Pradhan Mantri Awas Yojana (PMAY) Housing for All by 2022 During December 2015, Panihati Municipality has submitted the Detail Project Report (DPR) of 1006 beneficiaries’ proposal covering the slum and non slum areas of Panihati Municipality for providing the benefit of new house and concomitant infrastructure improvement proposals in the category of Beneficiary Led Construction (BLC) under Housing For All Scheme for 2015-16 to the State Mission Directorate office for necessary approval in the State Level Monitoring Committee (SLMC), West Bengal. Municipal Engineering Directorate, West Bengal has assisted in the process from the beginning and providing necessary guidance for the finalization of the project.

Panihati Municipality has proposed for development of following 5 parks under AMRUT during the financial year of 2015-16. State Mission Directorate, West Bengal, AMRUT has directed the ULBs to prepare Detail Project Report (DPR) for these parks with drawing, design and estimate as per PWD SOR 2014 and these schemes have to be vetted by Municipal Engineering Directorate within 1st week of January 2016.

The National Urban Health Mission (NUHM) Activities: During December, 2015 Immunization programmes are being implemented as per schedule in Panihati. Special Japanese Encephalitis child vaccination programme was started from 8th December, 2015. This has been continued for full 1 month. Nearly 45204 children were given vaccine during this period. This is a record of its kind and also praised by the concerned District Authority. One SNID and one NID programme for Pulse Polio was completed and public response to these programme were quite satisfactory. In the final round, near about 25000 children were vaccinated. Dengue and Fileria awareness programme has also been conducted as per schedule. Events: Hand Wash Day 2015 under Nirmal Bangla Abhijan Prokolpo- Govt. of West Bengal was also observed at Panihati Municipality to spread the message of inculcating healthy habits and good practices for staying safe from food contamination. As per directions from Govt. of West Bengal, the occasion was held on 4th December,2015. This symbolic and iconic occasion was held at the 157 centres within Panihati Municipal Area involving schools and local communities and more than 70000 people participated in the programme. Ward Councillors, Municipal Officials and municipal employees conducted and supervised the entire process.

Paschimbongo Rajya Chatro Jubo Utsob 2015-16 was also celebrated at Panihati with the spontaneous and youthful participation of the budding artistes of the various age-groups below 40 years. The 3-Day programme was organized by Panihati Municipality from 15th to 17th December 2015. Sit-in Drawing competition, recitation, songs and dance competitions of various genres have been organized for sustenance of our cultural traditions and to inspire the young talents to carry forward their potentialities.

Inauguration of The 24X7 water supply project in Panihati : On 19th December,2015-Janab Firhad Hakim-The Hon’ble Minister of Urban Development inaugurated the 24X7 Surface Water Treatment Plant at the Treatment Plant Site of ward no.14, Panihati Municipality in presence of Prof. Sougata Roy-the Honorable Member of Parliament, Sri Nirmal Ghosh-Honourable Member of Legislative assembly, Sri Nirmal Ghosh-Honourable Chairman, Panihati Municipality, Sri Gopal Saha and Sri Taposh Paul-Honourable Chairman of Kamarhati and Khardah Municipality, Officials of KMDA, councilors, employees and people of Panihati Municipality. It was a Memorable Day for all of us. This project would help our citizens to avail piped and treated surface water throughout the day and night so resolve the problem of intermittent water supply and dependence of ground water and also extend the coverage of this basic service in a gradual manner. For this project we are indebted to KMDA who implement the 246 crore project in Panihati Municipality under JNNURM.

Panihati Utsob 2015 was organized from 20th December-31st December2016 at Amoraboti Moidan, Sodpur with much fanfare and festivity. This was the 3rd year of the festival. The festival was inaugurated by Sri Arup Biswas, Hon’ble Minister; Govt. of West Bengal. The programme was a grand success with many events, cultural programme and arrangements of many stalls displaying products of various kinds from handmade ornaments, dresses to latest products of electronic goods and materials etc. Food stalls were also a part of grand attraction of the festival. Thousands of people attended the programme and enjoyed it thoroughly. Panihati Municipality, this year, has organized a well-decorated stall of its own displaying its show-cased projects and disseminates information of its various services and ongoing projects

and future prospects. Sri Nirmal Ghosh, Honourable Member in Legislative Assembly, West Bengal inaugurated this stall. A short documentary has also been prepared in this regard naming ‘Dreams with A Vision: Images- Imaginations-Realizations” and has been uploaded in the Municipal website. This documentary has also been available in YouTube. Project models were displayed showcasing some of the big projects which are ongoing and would be implemented in the forthcoming years. People take huge interest on the displayed models and flex showing the activities and services of the Municipality and attended in large numbers during the occasion.

Some Meetings/Decisions Updates: December 2015

In the Honourable Board of Councillors (BOC) meeting on 30th December, 2015, Issuance of license of Cycle-van-rickshaw and initiation of docketing system from the regional office of Panihati Municipality, better management or system improvement in connection with garbage disposal, suggestions of improvement regarding ongoing development works in Panihati Municipality, measures for reducing fly-ash sedimentation in the crematorium at Municipal Burning ghat were proposed from councilors.

On December 23rd, 2015; 1st Meeting of City Level Selection Committee, Panihati Municipality for Engagement of specialists under AMRUT at Panihati Municipality was held and selection procedures of specialists were discussed in detail.

BOC acknowledged the prayer of existing Urban Planner, Accounts & Finance Co-ordinator, I.T. Coordinator, Town Project Officer and 4 nos. of Community Organizers working under Panihati Municipality for their absorption/ regularization and substantial salary enhancement and to take up the matter with the concerned Department, Govt. of West Bengal on emergent basis, considering the fate of the employees concerned.

City sanitation Plan report of Panihati Municipality has been finalized and sent to the concerned Department for approval and necessary action.
