At least 30,000 weddings planned across the state have been called off or postponed in the last two months in light of the ongoing health crisis, said spokesperson of Hotel and Restaurant Association (Gujarat) Abhijit Deshmukh. March and April are considered the peak season, when maximum number of weddings take place in the state, he said. Giving the idea of a big fat Indian wedding a miss, some couples have chosen to tie a knot in the presence of eight to 10 close relatives, wedding planner Devang Shah said. Although some relaxations in the lockdown were an- nounced from May 18, hotels, restau- rants, party venues and temples are directed to remain shut, making it difficult for people to organise wed- dings and related functions, he said. The girl was taken to the com- munity health centre at Betal- ghat where she was declared dead, he said. Trump offers to mediate between India and China AGENCY WASHINGTON, MAY 27 US President Donald Trump said on Wednes- day that he was "ready, willing and able" to "mediate or arbitrate" the raging border dis- pute between India and China, amid the con- tinuing standoff between the militaries of the two neighbours at the Line of Actual Control (LAC). Trump previously offered to mediate be- tween India and Pakistan, a proposal rejected by New Delhi which maintains that there is no role for any third party in bilateral issues. "We have informed both India and China that the United States is ready, willing and able to mediate or arbitrate their now raging border dispute. Thank you!" Trump said in an early morning tweet. The nearly 3,500-km-long LAC is the de- facto border between India and China. Several areas along the LAC in Ladakh and North Sikkim have witnessed major mili- tary build-up by both the Indian and Chinese armies recently, in a clear signal of escalating tension and hardening of respective positions by the two sides even two weeks after they were engaged in two separate face-offs. India has said the Chinese military was hindering normal patrolling by its troops along the LAC in Ladakh and Sikkim and strongly refuted Beijing's contention that the escalating tension between the two armies was triggered by trespassing of Indian forces across the Chinese side. The Ministry of External Affairs said all Indian activities were carried out on its side of the border, asserting that India has always tak- en a very responsible approach towards bor- der management. At the same time, it said, In- dia was deeply committed to protect its sover- eignty and security. "Any suggestion that In- dian troops had undertaken activity across the LAC in the Western sector or the Sikkim sec- tor is not accurate. Both countries should not let differences overshadow relations: Chinese Envoy NEW DELHI: Amid the stand-off between the two countries in eastern Ladakh region, Chi- nese Ambassador to India Sun Weidong on Wednesday said the two countries should re- solve their differences through communication and not allow them to overshadow bilateral re- lations. "We should never let differences overshadow our relations. We should resolve differences through communication," said Weidong. The Chinese envoy said the two countries are fighting the COVID-19 pandemic and they have "important task" to consolidate relations. "China and India are fighting together against COVID-19 and we have an impor- tant task to consolidate relations. Our youth should realise the relation between China and India, the two countries are opportuni- ties for each other and pose no threat," he said. The remarks have come at a time there is border tension between the two countries in Eastern Ladakh and efforts are on to defuse the situation. A bench headed by Chief Justice S A Bobde, hearing the matter via video-conferenc- ing, observed that there are pri- vate hospitals which have been given land either free of cost or at nominal rates and they should treat coronavirus infect- ed patients for free. "You identify all those hospital and find out," the bench, also com- prising Justices A S Bopanna and Hrishikesh Roy, told Solicitor Gen- eral Tushar Mehta. "They have been given land ei- ther free of cost or at a very nominal rates. These charitable hospitals should treat patients for free," the bench observed and posted the mat- ter for hearing after one week. Mehta, appearing for the Centre, told the top court that this being a policy issue was required to be de- cided by the government. Mehta said he would file a re- sponse on the issue. The bench was hearing an appli- cation filed in a plea which has sought a direction for regulating the cost of treatment of COVID-19 at private hospitals across the country. The top court had on April 30 is- sued notice to the Centre and sought its response on the plea, filed by ad- vocate Sachin Jain, which alleged that private hospitals are "commer- cially exploiting" patients suffering from coronavirus in this hour of cri- sis. The petition has said that the government should mandate private hospitals which are running on pub- lic land allotted at concessional rates or running under the category of charitable institutions to at least for the present, treat COVID-19 patients either pro bono publico (for public good) or on no-profit basis. India's tally crosses 1.5 lakh NEW DELHI: With yet another sharp single-day spike of 6387 infections, the country's COVID tally reached 151767 on Wednesday morning. Quarantine must for international travellers in Haryana BUREAU CHANDIGARH, MAY 27 Haryana Government has di- rected all the Deputy Com- missioners (DCs) of the state to ensure that international travellers arriving in the country remain in institution- al quarantine for the first sev- en days after which they will be eligible for home quaran- tine for the next seven days. Apart from this, the DCs have also been instructed to follow the guidelines issued by the Ministry of Health & Family Welfare (MoHF&W) in letter and spirit. Giving further details, an official spokesperson said that an office memorandum has been issued in this regard by the Chief Secretary cum Chairperson Haryana State Executive Committee. He said that if there is no ade- quate home quarantine facili- ty, the concerned Deputy Commissioner in consulta- tion with the Chief Medical Officer of his or her district may retain such a passenger for a further period of seven days at the designated institu- tional quarantine facility. Special trains for Bengal labourers from today CHANDIGARH: The Haryana government has de- cided to initiate a special op- eration to send back stranded mi- grant workers from West Bengal by trains from Thursday. The special trains for migrants will run on 28, 29 May and June first. A spokesman of govt said that they were not able to run trains for west Bengal be- cause of cyclone Amphan and now clearance had re- ceived from Bengal govt and without wasting time Haryana govt had took decision to send back stranded people to their respective state . Similarly Roadways buses will be sent to Nepal border to pick the 72 stranded peo- ple from Haryana. These buses will resume journey on Thursday and reach Indo- Nepal border on Friday. He was addressing the Deputy Commis- sioners, Superinten- dents of Police and Chief Medical Offi- cers of the State through video con- ferencing from Shimla today. Chief Minister said that the sharp increase in num- ber of COVID-19 positive cases in the State was due to people of Himachal Pradesh coming from other parts of the country. He said that most of the COVID-19 positive found in the State have travel history from Maharashtra and Delhi. He said that it was the respon- sibility of the State to en- sure safety and well being of the Himachalis stranded in different parts of the country. Jai Ram Thakur said that standard operation procedure should be adopted for saloons and the same must be adhered to strictly. He said that all the people ar- riving from red zones have to be kept under institutional quaran- tine and must be shift- ed to home quarantine only after their tests for COVID-19 was found negative. He said that same proce- dure needs to be adopted for Himachalis coming from other countries. Chief Minis- ter said that complete data should also be compiled of Himachalis coming from other parts of the country. He said that main focus should be laid on tracing and screen- ing of all the contacts of COVID-19 positive patients to ensure their timely treat- ment and check spread of this virus. Jai Ram directs to ensure better facilities in quarantine centres Pb approves reforms for availing additional borrowing BUREAU CHANDIGARH, MAY 27: With the state staring at 30% shortfall in revenue re- ceipts in FY 2020-21, the Council of Minis- ters on Wednesday gave in-principle ap- proval to a slew of re- forms to make Punjab eligible to avail addi- tional borrowing of 1.5% of Gross State Domestic Product (GSDP) amid COVID-19, as mandated by the Government of India. A committee will be set up committee to ensure proper monitoring of the imple- mentation of the re- forms, of which the Ad- ministrative Depart- ments will ensure com- pletion within the time frame stipulated by the Centre, since the addi- tional borrowing limit is available only for Financial Year 2020-21. The Cabinet, at a meeting chaired by Chief Min- ister Captain Amarinder Singh, also accorded in-principle ap- proval to amend the Punjab Fiscal Responsibility and Bud- get Management Act, 2003 ac- cordingly. It authorised the Chief Minister to okay the final draft as approved by Legal Re- membrance (LR). A spokesper- son of the Chief Minister’s Of- fice pointed out that the Gov- ernment of India (GoI), vide letter dated May 17, 2020, had decided to permit additional borrowing limit of up to 2% of GSDP by States in FY 2020- 21. However, the relaxation in borrowing limits is partly un- conditional to the extent of 0.5% only, and partly condi- tional to the implementation of reforms. Fee for MBBS hiked in all colleges CHANDIGARH: To ensure better medical education and infrastruc- ture facilities for students, the Punjab Cabinet has decided to in- crease the fee for the MBBS course in Government and Private Medical Colleges of the state. According to a spokesperson of the Chief Minister’s Office, the fee for the MBBS course in the state for Government Medical Colleges was last notified in 2015 and for Pri- vate Medical Colleges in 2014. AGENCY SHIMLA, MAY 27 Bharatiya Janata Party State president Rajeev Bindal on Wednesday tendered his resignation from the party's top post citing high moral grounds after his alleged indirect involvement in the recent Directorate Health Services (DHS) bribe row in the state. Mr Bindal, in a statement and a video message, said that he tendered resigna- tion on high moral grounds being the party chief of the state. He further said that recent bribe scam occurred in the DHS and subse- quently Director Health was arrested on the basis of an audio clip and investiga- tion is still underway. Delhi Police files charge sheets against 292 foreigners NEW DELHI: The Crime Branch of Delhi Police on Wednesday filed 15 more charge sheets against 292 for- eign nationals from 14 coun- tries in a Saket district court in connection with the congrega- tion at Markaz Tablighi Jamaat in the Nizamuddin area of the national capital. The charge- sheets were filed before the court of Duty Metropolitan Magistrate Jitendra Pratap Singh in connec- tion with the congregation, which had reportedly emerged as an epicentre for the spread of coron- avirus in the country. The matter was listed for consideration of charge-sheets on June 17. The charge sheets run into around 13,070 pages. Filing the charge sheets, the Crime Branch official told the court that there are more than 900 accused in the case. Private buses torun from Karnal

Private bus permits were discussed in a video conferenceheld between Roadways Coordination Committee andRTA Karnal. It was agreed to run private buses from Kar-nal to Garhbirbal, Karnal to Dhand via Nilokheri and Kar-nal Balla Salvan via Moonak Assandh, Karnal toRaitkhana Ladwa and Karnal to Dhand via Sitamai Route.It was also clarified that no government bus will run onthese routes. Private bus operators will have to handle the42 class passengers who will be traveling at free or con-cession rates. At the meeting, a demand was raised fromthe synergy committee that private buses should be sent onthe 452 routes on which consent was given to the privatecommittee. Thegovernment has no right to re-fuse to buy the crop sown bythe farmer at MSP. If the gov-ernment does so, we will cer-tainly oppose it,” he said.

The action of the Karnataka government on Mon-day granting exemption to ministers of the Uniongovernment or state governments or officers on

After thecontroversy erupted, the Karnataka government pub-lished an addendum to the SOP granting the exemp-tion. Only later did the minister place himself in homequarantine, that too after the government seemed to re-alise the enormity of the breach of regulations. Nobodyhas a case that a Union minister with such a critical re-sponsibility should be made to shut himself out fromthe world even for a single day when the whole nationis fighting the deadly virus. But a government cannotwork on knee-jerk reactions; it should follow the laiddown rules. Nobody would have complained if theminister was sent to Bengaluru on a special flight; thisnation can afford that luxury. Nobody would have re-gretted granting exemption to the important functionar-ies and then they follow it; but doing so to pardon vio-lations by important people with retrospective effect isunacceptable. One may wonder why nobody in theUnion government had objected to a senior ministertaking a regular scheduled flight and risking his healthbut anyone who closely watches the functioning ofsome of the ministries have little reason to do so. Apandemic would have ideally been fought by the stategovernments under the leadership and coordination ofthe Union government but the latter has been hardlysuccessful in carrying out its role effectively. The totalchaos witnessed across airports on Monday when airtraffic was opened after a long period showed the callousness with which the government approached the operation.

India saw an even morevirulent pandemic in 1957, whenthe influenza, again with a Chineseorigin, arrived in May that year ona ship from Singapore. By the endof June, it spread all over India, in-fecting over two million people.The H1N1 swine flu pandemics hitIndia in September 1968 and againin May 2009. The last visitation inIndia was from the United Statesand was brought by an air passen-ger returning to Hyderabad. Clear-ly, the only way to curb a pandem-ic is to stop it at the gates.

When reports of the new coro-navirus started coming in earlyJanuary, we should have beenwarned to screen all air passengersarriving into India. I returned toHyderabad from Bangkok on

January 23 and saw the ther-mal cameras, but they were notmanned. It was the similar situa-tion in all other airports with inter-national arrivals. By the timescreening began in late February,over 70 lakh passengers had ar-rived from all over the world,many carrying the virus.

Why were the lessons of theearlier flu pandemics not imbibed?Those viruses too were mostlydangerous for the older popula-tion, and we had dealt with themby isolating the infected and vul-nerable.

In a study conducted by agroup of researchers, oneof the most promising

theories for the evolution ofhuman speech has finally re-ceived support from chim-panzee communication.

The evolution of speechis one of the longest-standingpuzzles of evolution. How-ever, inklings of a possiblesolution started emergingsome years ago when mon-key signals involving a quicksuccession of mouth open-close cycles were shown toexhibit the same pace of hu-man spoken language.

In the paper 'Chimpanzeelip-smacks confirm primatecontinuity for speech-rhythmevolution', published todayin the journal Biology Let-ters, a consortium of re-searchers, including St An-drews University and theUniversity of York, led bythe University of Warwick,have found that the rhythmof chimpanzee lip-smacksalso exhibit a speech-likesignature - a critical step to-wards a possible solution tothe puzzle of speech evolu-tion.

Just like each and everylanguage in the world, mon-key lip-smacks have previ-ously shown a rhythm ofabout 5 cycles/second (i.e.5Hz). This exact rhythm hadbeen identified in other pri-mate species, including gib-bon song and orangutan con-sonant-like and vowel-likecalls. However, there was no

evidence from African apes,such as gorillas, bonobos andchimpanzees - who areclosely related to humans,meaning the plausibility ofthis theory remained on hold.

Now, the team of re-searchers using data from 4chimpanzee populationshave confirmed that they tooproduce mouth signals at aspeech-like rhythm. Thefindings show there has beenmost likely a continuous pathin the evolution of primatemouth signals with a 5Hzrhythm. Proving that evolu-

tion recycled primate mouthsignals into the vocal systemthat one day was to becomespeech.

African great apes, theclosest species to humans,had never been studied forthe rhythm of their commu-nication signals. Researchersinvestigated the rhythm ofchimpanzee lip-smacks, pro-duce by individuals whilethey groom another andfound that chimpanzees pro-duce lip-smacks at an aver-age speech-like rhythm of4.15 Hz.

Researchers used dataacross two captives and twowild populations, usingvideo recordings collected atEdinburgh Zoo and LeipzigZoo, and recordings of wildcommunities including theKanyawara and the Waibiracommunity, both in Uganda.

Dr Adriano Lameira,from the Department of Psy-chology at the University ofWarwick comments: "Our re-sults prove that spoken lan-guage was pulled togetherwithin our ancestral lineageusing "ingredients" that were

already available and in useby other primates and ho-minids. This dispels much ofthe scientific enigma thatlanguage evolution has rep-resented so far. We can alsobe reassured that our igno-rance has been partly a con-sequence of our huge under-estimation of the vocal andcognitive capacities of ourgreat ape cousins.

"We found pronounceddifferences in rhythm be-tween chimpanzee popula-tions, suggesting that theseare not the automatic and

stereotypical signals so oftenattributed to our ape cousins.Instead, just like in humans,we should start seriouslyconsidering that individualdifferences, social conven-tions and environmental fac-tors may play a role in howchimpanzees engage "in con-versation" with one another.

"If we continue search-ing, new clues will certainlyunveil themselves. Now it's amatter of mastering the polit-ical and societal power topreserve these precious pop-ulations in the wild.

SHIMLA: Himachal Pradesh on Wednesday recorded twonew cases of novel Coronavirus taking the number ofinfected to 250. Additional Chief Secretary Health and NodalOfficer of COVID-19 R D Dhiman said that two new caseswere traced in Kangra district and report of 64 people , whosesamples were taken on Tuesday, were awaited. He said thatone of the patient was 29 yrs old man, resident of villageTalara of Nurpur subdivision and came to the district fromDelhi, four days ago. The other was 30 yrs old man residentof Khaniyara of Dharmshala. He stated that with this thenumber of positive cases increased to 250 including 177positive and 63 recovered. COVID-19: Agra, Lucknowreport 80 pc recovery rate

Once the top hotspots ofNovel Coronavirus in UttarPradesh, the state capitalLucknow and Taj city Agra,were returning back tonormalcy after two months oflockdown and with positivecases coming under control.

While the recovery rate ofpositive COVID-19 cases inLucknow was 81 per cent, inAgra, it was 87 per cent.

Though the Agra modelcame in for sharp criticismfollowing a surge in cases,after the Tablighi episode, theinitiative of Uttar PradeshChief Minister YogiAdityanath to station a teamof six senior bureaucrats fromLucknow, for a week in Agra,had helped tone up the laxadministration and streamlinethe health services.

This has resulted in bettermanagement, andcontainment of the infectionin 44 hotspots. With six newCOVID-19 cases, the numberof positive cases in Agramounted to 870 till late

Tuesday night.The city is witnessing a

recovery rate of 87.47 percent, which has brought asense of relief to theadministration. With thesenew patients, the number ofactive cases now stands at 76,while 761 patients have so farrecovered from the infectionand returned home, DistrictMagistrate PN Singh claimedon Wednesday.

BENGALURU: 122 moreCOVID-19 cases and onedeath have been reportedfrom Karnataka, taking thetotal number of coronaviruscases in the state to 2,405on Wednesday, the stateHealth Department said."The total number of casesin the state is now at 2,405,including 1,596 activecases and 45 deaths (2 dueto 'non COVID-19' cause),"the state Health Departmentsaid. A total of 1,51,767confirmed cases ofCOVID-19 have beenreported in India. 64,426persons have recovered ormigrated, the Ministry ofHealth and Family Welfaresaid on Wednesday. Thereare 83,004 active cases ofCOVID-19 in the countryat present. 4,337 peoplehave lost their lives due tothe coronavirus in thecountry to date.

93 trains ferry 1.35 lakhmigrants from Maha: Official

As many as 93 Shramik Special trainscarrying over 1.35 lakh migrantlabourers left from Maharashtra toferry them to their native states, anofficial said on Wednesday.

The trains were arranged fromvarious stations in Maharashtra fromTuesday evening for taking themigrant workers and other strandedpeople to Uttar Pradesh, Bihar,Jharkhand, West Bengal and otherstates, a Government Railway Police(GRP) official said.

These included a train carrying1,547 migrants which left for Ajmerin Rajasthan from the LokmanyaTilak Terminus (LTT) in suburbanKurla at 9.10 am on Wednesday, hesaid. "So far, 93 trains have left sinceTuesday evening for Uttar Pradesh,Bihar, West Bengal, Jharkhand,Chhattisgarh, Uttarakhand, TamilNadu, Kerala, Rajasthan and otherstates. These trains carried more than1.35 lakh stranded people andmigrant labourers," he said.

On Wednesday morning, therewas a huge crowd of migrant workersand others stranded people at the SunCity ground in neighbouring Palghardistrict and at LTT in Mumbai.

Earlier, around midnight,hundreds of people gathered atNagpada junction in south Mumbai,demanding that trains be arranged totake them to their native places.

The crowd later dispersed

following appeals from police andlocal leaders, another official said.

On Tuesday night, huge crowdsof migrant labourers, includingwomen and children, were seenoutside major railway stations likeLTT, Chhatrapati Shivaji MaharajTerminus in south Mumbai, Bandra,Borivali, and Panvel station inneighbouring Navi Mumbai, to boardthe Shramik Special trains scheduledto leave from there.

A police official admitted that itwas impossible to enforce socialdistancing in such situations.

Most of these people werebrought to the stations in civic, state-run buses and private vehicles, hesaid. Police were deployed in largenumbers at all these stations, theofficial said.

MP: Villagers of Patapur walk milesin rocky terrain to fetch water

Villagers of Patapur inChhatarpur District ofMadhya Pradesh areforced to walk longdistances along rockyterrain in intense heat tofetch water.

This is due to the factthat the village has onlyone tube well, which isnot able to meet the needsof its inhabitants.

This means that thereis no option for thewomen and elderly menbut to walk kilometersthrough difficult rockypaths in this scorchingheat to fetch water fromnearby natural streams.

"In order to fetchwater, we have to walkkilometers along rockyterrains to reach water

streams. There is no routeand it is very dangerous.We request theadministration to arrangewater facilities in ourvillage. Since this villagewas set up, people havebeen facing this problem.But, nothing has beendone," said Barelal, avillager. "We walk two tofour kilometers to fetch

water and it takes aroundtwo to three hours. Theentire family goes to fetchwater, and we spend mostof our time doing that,"said Maniram, anothervillager. "We have to godown to the trench to getwater. The water theregets infected by insectstoo. Even if bore wells aredug, they give insufficient

water which is a majorproblem for us all," saidParamlal, a villager.

"Our main concern issafety. We are scared thatsomeone might get hurtwhile crossing the rockyterrain. The entire daygoes in collecting water.The entire family has togo, and we have no choiceas we need water. Wehave received no helpfrom the administration sofar, and we hope that theissue is resolved so thatthe children don't facesimilar problems in thefuture," said Ramdulari,another villager.

The Zila PanchayatCEO said that theconcerned authoritieshave been directed tosubmit a report so that theissue can be resolved atthe earliest.

Farmers face financialburden as onion prices

Sellers at Badwasiya Mandi in Jodhpur saidthat onion, which used to sell at Rs 20-22 per kgjust before the lockdown, are now going at Rs 4-7per kg now. A merchant who buys harvest fromfarmers and sells it at the Badwasiya Mandi saidthat the reduced transportation of onions to othercities is the biggest factor in the reduced prices."Onions are selling at Rs 4-7 now. Just before thelockdown, onion was selling at Rs 20-22. A lot ofthe produce is not able to be transported to othercities. The produce is sitting here but there is nodemand. Amid mounting economic woes, thePunjab Government has decided toseek a fiscal stimulus of Rs.51,102crore from the Government of India,to help the state tide over the finan-cial crisis triggered by the Covidpandemic and the prolonged lock-down.

A draft memorandum to this ef-fect was approved on Wednesday bythe Council of Ministers, at a meet-ing chaired by Chief Minister Cap-tain Amarinder Singh. The Cabinetalso authorised the Chief Minister tomake necessary amendments to thedraft memorandum before submit-ting it to the Government of India.

In addition to direct fiscal stim-

ulus of Rs. 21,500 crore, the stategovernment plans to seek waiver ofthe long-term CCL debt as impera-tive for the fiscal recovery of theState Government. Additionally, allcentral schemes should be 100%funded by the Government of Indiain FY 2020-21, as per the draft mem-orandum. According to an officialspokesperson, listing Health Infra-structure as a key priority in the post-Covid scenario, the state proposes to

ask for Rs 6603 crore for improve-ment of the public health infrastruc-ture from a long-term perspective.This also included sanction for set-ting up of Advanced Centre of Virol-ogy at a cost of Rs. 650 crore in thestate, for which the Punjab govern-ment has already offered requiredland free of charge. To contain theCovid-19 contagion in the rural ar-eas, assistance of Rs 5,068 Crore hasbeen sought in the draft memoran-

dum for liquid and solid waste man-agement in the villages, in additionto upward revision of capital outlayand targets under MGNREGA.

The memorandum further seeksRs 12560 crore for the Agricultureand Farming sector, mainly for up-gradation of farm gate infrastructure,providing income support, interestsubvention, etc., with an additionalamount of Rs 1161 crore identifiedas assistance needed for the AnimalHusbandry and Dairy sector. For Ur-ban Development, the state govern-ment is proposing a National UrbanEmployment Guarantee Act (NUE-GA) to guarantee employment in ur-ban areas, along with an additionalcapital outlay of ?2,302 Crore underSchemes like AMRUT, Smart City,PMAY etc., with certain relaxations.This is in addition to a grant of Rs1,137 Crore on account of revenueloss. In the new post-Covid normalscenario, Human Resource Develop-ment also finds a prominent place inthe memorandum and the state gov-ernment is seeking assistance of Rs3,073 Crore for online education foruninterrupted learning, post-Covidpreparedness of educational institu-tions, and to meet other require-ments of school education and skilldevelopment.
