AGENCY SHIMLA, SEP 24 Himachal Pradesh High Court on Thursday directed the state Govern- ment to issue email IDs to all em- ployees for effective service A Division Bench comprising Justice Tarlok Singh Chauhan and Justice Jyotsna Rewal Dua passed these orders while hearing a writ petition filed by a Junior Engineer challenging his transfer from CD Block Kullu to CD Block Anni, on the basis of a D.O. Note, to accom- modate the respondent. The court directed the Chief Secretary to the Government of Hi- machal Pradesh to issue necessary instructions to all state employees as well as employees of various Boards and Corporations that they should mandatorily have their e- mail IDS, at least to the level of Class-III. The Court in its earlier order had directed to issue notice to the respondent Junior Engineer through e-mail ID and the other respondent, i.e. State Project Director(SS), HP was directed to provide the e-mail ID of the respondent. However, the Junior Engineer was not served. While hearing the petition, the Court observed that during the covid pandemic times, it has been hearing petitions mainly relating to the service matters, but during Court proceedings, it is found that despite advancement of technology, many of the officers or officials do not even have e-mail IDs, making it extremely inconvenient and diffi- cult to effect service upon them where they were parties to a litiga- tion. The Court posted the matter for October 1 for further hearing. Haryana CM launches video module for Juvenile Justice, POCSO Act BUREAU CHANDIGARH, SEPT 24 Haryana Chief Minister, Mr. Manohar Lal today launched a video module on Juvenile Justice Act (JJ) and the Protection of Chil- dren from Sexual Offences (POCSO) Act for hearing impaired persons. After launch- ing the video module, Mr. Manohar Lal said, “It is a commend- able step that Haryana State Commission for Protection of Child Rights is promot- ing sign language as well as making the hearing im- paired persons aware about the Child Protection laws like JJ and POCSO Act. Through these mod- ules, all hearing impaired people will be able to un- derstand the law and their rights properly. ” The Chief Minister said that Central Government has taken historic decision to introduce common sign lan- guage in the New Education Policy. On one hand, having a common sign language will make conversation easy for the hearing impaired per- sons, while on the other, it will also open the way for their success at the national level. He said that the rights given to the hear- ing impaired per- sons in the New Education Policy will open the way for their success and development in the coming time. He said that the Central and State Governments are working for the upliftment of not only specially abled but for every citizen. Chief Minister said that the Gov- ernment will make a special policy for the children who are in need special care and protection. Under construction building collapses in Derabassi, four dead BUREAU DERA BASSI, SEPT 24: An under construction com- mercial building in ward num- ber 14 Merra Malli Mohalla near Ramlila Ground of Dera Bassi sub-division collapsed roof-on, around 09:30 am on Thursday morning during the construction of the first floor of the building , informed Girish Dayalan, Deputy Commis- sioner SAS Nagar who along with local SDM rushed to the spot immediately on receiving the information. In the nearly four hour long rescue opera- tion ,two persons were culled out in less than an hour while it took two more hours for NDRF team to rescue others caught in the debris. Unfortu- nately, all the four persons suc- cumbed to injuries. Among the persons who lost their lives were three migrant labourers working in the building as well as the owner of the building who was rescued on spot by lo- cal Civil Administration and was sent to GMCH sector 32 for further medical assistance but lost life despite best efforts by doctors. The labourers crushed in debris have been identified as Gopi Chand (60 yrs), Raju around 46 years and Ramesh who was about 45 years of age and the owner of the building was 72 years old Hardev Singh. In the meanwhile 4 other labourers who were working around the building survived the sudden caving in of the roof of the first floor of the building. This was stated by Chief Minister Jai Ram Thakur while interacting with members of electron- ic media here today. Chief Minister said that APMCs and Marketing Boards would continue to function as usual and grant in aid to develop market yards will also continue. He said that Bill would create addi- tional trading opportunities outside the APMC market yards to help farmers in get- ting better prices. He said that it would also allow develop- ment of private Mandi infra- structure in the State besides improving market access for the farmers by farm gate sales/mandis. Farmers’ bodies all set to hold Bharat Bandh today NEERAJ SHARMA CHANDIGARH, SEPT 24 More than two dozen farmers unions in Punjab have geared up to make Bharat Bandh call a huge success on Friday. The farmers will lodge their protest against three agriculture bills re- cently passed by Parliament. All the rail services to the state have already been suspended to avoid any unpleasing incident in the state and police administration have come into action to tacle the situation. While reiterating his stand, Punjab Finance Minister, Man- preet Singh Badal said that gov- ernment remains committed and duty-bound to safeguard of farm- ers interests and fight against anti-farmers Agriculture Bills would continue till our last breath. Interacting with the me- dia persons here, the Finance Minister said that the farm ordi- nances, which have been recent- ly passed by the parliament, were primarily aimed at lifting the safety cover in the form of Mini- mum Support Price (MSP), thereby ruining the food growers of the country. He said that as a fact of the matter, the bills will severely affect not only farmers but every Punjabi. In fact, farmers’ bodies from Karnataka, Tamil Nadu and Ma- harashtra and Haryana have also called for a shutdown on Sep- tember 25. Ten Central trade unions, including All India Trade Union Congress, National Trades Union Congress, Centre of Indi- an Trade Unions, Hind Mazdoor Sabha, All India United Trade Union Centre and Trade Union Coordination Centre have also come out in support of 'Bharat Bandh' on September 25. Agitators urged to maintain law and order CHANDIGARH: Punjab Chief Minister Captain Amarinder Singh has ap- pealed to the farmers to strictly maintain law and order, and adhere to all Covid safety protocols, during tomorrow’s Bandh against the Agriculture Bills. While the state government was fully with the farmers in their fight against the Bills, and no FIRs will be registered for violation of Section 144, there should be no disturbance of the law and order during the Bandh, the Chief Minister said. He appealed to the farmers to ensure that the citizens of Pun- jab are not put to any inconvenience during the protest Bandh, especially given the Covid crisis in the state. The Chief Minister also urged the farm- ers, and other organisations supporting the Bandh, to maintain social dis- tancing and wear masks at all times. The state was already in the midst of a surge in Covid cases, and any violation of precautionary norms could lead to the situation spiralling out of control, he warned. SP JAIN CHANDIGARH, SEPT 24 Punjab Chief Minister Captain Amarinder Singh on Thursday ap- pealed to all political parties to rise above petty considerations and come on one platform to fight unitedly against the treacherous Agriculture Bills that would destroy the farmers of Punjab. Asserting his commitment to pro- tect the rights of the farmers at all costs, the Chief Minister said he was ready to lead the political fight against the unconsti- tutional anti-farmer Bills with all his might. “I will do what it takes to save my farmers and my state from these dangerous new laws, whose implementation will cripple the farming sector and also destroy Punjab’s lifeline of Agriculture,” he added. In a statement, the Chief Min- ister said the Congress had always stood with the farmers and will fight with them, shoulder to shoulder, to scuttle the Centre’s plans to ruin not just their own families and the labour- ers, who toil on the fields day and night to feed the nation, but the entire state of Punjab. The Bharatiya Janata Party (BJP) led Union Government has stooped to a new low by bringing these Bills, and that too in a totally undemocratic and unparliamentary manner, said Captain Amarinder, adding that his govern- ment, supported by the Punjab Con- gress, will oppose the legislations tooth and nail in the interest of not just the farmers and the state but the entire country. Lambasting the Akalis for trying to change the narrative through their concerted and deliberate efforts to transform the `Punjab V/s Centre’ fight into a local politi- cal clash for their vested interests, the Chief Minister said they have changed the history of Shiromani Akali Dal (SAD), reducing it from a political force into a puppet of the BJP. Captain Amarinder dismissed SAD leader Harsimat Kaur Badal’s resignation from the Union Cabinet as a mockery of the Akali history of sacri- fices, before the Badals hijacked the party and converted it into their per- sonal fiefdom for their own gains. “Is giving up a berth in the Union Cabi- net a sacrifice? The Badals clearly do not know the meaning of sacrifice,” he quipped, ridiculing SAD chief Sukhbir Badal’s latest statement that Akali Dal can make any sacrifice for farmers. What are you still doing in the anti-farmer NDA government at the Centre, he asked the Akali leader. Sukbir’s assertion that SAD will not let any corporate enter Punjab if the people make an Akali Dal govern- ment in the state clearly showed that it was all about power. Haryana Deputy Chief Minister, Mr.Dushyant Chautala has said that theheadquarters of Haryana Labour Wel-fare Board will be established in Jinddistrict and for this, the officers havebeen instructed to look for land near-by areas of Jind city. This area will de-velop significantly with the establish-ment of the headquarters of theLabour Welfare Board.

The Deputy Chief Minister wasinteracting with mediapersons in Jindtoday. In response to a question, hesaid that the Leaders of Opposition aretrying to mislead the farmers on threenew Agricultural Bills, however, thefact is that the crops of the farmerswill be purchased at Minimum Sup-port Price (MSP) and these Bills willnot have any adverse effect on themandi system. He said that even dur-ing the Corona pandemic, the stategovernment had purchased the cropsof the farmers in a systematic mannerand deposited money directly into thefarmers’ account and the farmers werealso satisfied with this system. Heagain reiterated that every single grainof farmers' crops would be purchasedat MSP. The government has raisedthe Minimum Support Price (MSP) ofRabi crops to the extent that the saidBills will not affect the MSP in any

Fiber cable laying work completedAKHIL NATHSONEPAT: There is a plan to provide high speed internet facility to every corner ofthe country under the e-gram swaraj scheme. This scheme has been started bythe Prime Minister from Bihar. Under the scheme, every home will have internetservice through fiber. Work is also going on at a rapid pace in the district on theplan. This information was given by Additional Deputy Commissioner MunishSharma, Nodal Officer of the project.Additional Deputy Commissioner informed that the work of laying fiber cable in304 villages of the district is almost complete. High-lighting the significance of MSP tofarmers, the Finance Minister said

that besides ensuring well being offood growers, it also acts as a cata-lyst in the state’s development. Hesaid in Punjab, procurement of foodgrains worth Rs 70,000 crore takesplace every year. Mr. Badal said thatthe state receives Rs 3900 croremandi fees annually, which is usedfor maintenance, repair, and upkeepof 65,000 kilometres of link roads,bridges, culverts, mandis, and otherinfrastructure.

Citing three examples of theBJP government’s anti-Punjabstance, the Finance Minister saidthat Punjab has always borne this at-titude's brunt. There were zerorecoveries on Thursday and thenumber of cured peopleremained at 1188. The districtcurrently houses 670 activecases. So far the district haswitnessed thirty one fatalitiesand two patients have migratedout of the district.

The Sports Minister said that4488 youth clubs, NSS Units andRed Ribbon Clubs of the state partic-ipated in this campaign. Carried outthis awareness campaign as a mis-sion of true service to humanity andsensitized the people, 90962 volun-teers of these clubs and units urgedpeople to immediately go to the gov-ernment hospitals for testing in casethey found any symptoms of the dis-ease. People have also been sensi-tized to wear masks, wash or sanitizehands and maintain social distanc-ing. Volunteers have distributedpamphlets and posters among thepeople and made them aware of thehealth department's guidelines todeal with the deadly Coronavirus. He

LUDHIANA: Deputy Commis-sioner Varinder Sharma today in-formed that under the “MissionFateh” of the Punjab government,the number of COVID-19 patientsgetting cured in district Ludhianais increasing with each passingday. He said that there are 1537active patients in the district atpresent. He said that sincere ef-forts are being made to keep peo-ple safe from Covid-19. He saidthat a total of 231 patients (191new patients from district Ludhi-ana and 40 from other states/dis-tricts) have tested positive in thelast 24 hours time.

He further said that till date, atotal of 247698 samples have beentaken, out of which report of245778 samples have been re-

ceived, of which 226784 sampleswere found negative while reportof 1920 samples were pending.He said that now, the total numberof patients related to Ludhiana is16974, while 2020 patients are re-lated to other districts/states.

He said that unfortunately, 12patients lost their lives today (7from Ludhiana while one eachfrom districts Kapurthala, Moga,NawanShahar and 2 belongs toState Haryana). Now, the totalnumber of persons who lost theirlives including 695 people fromLudhiana and 214 from other dis-tricts. He informed that till date,42267 persons have been kept un-der home quarantine in the districtand at present, the number of suchpersons is 4054.

Central Railwayincreases local trainservices in MumbaiMUMBAI: In a bid to reduceovercrowding in locals trains amid theCOVID-19 pandemic, the CentralRailway has introduced 68 additionalspecial suburban services in Mumbaifrom Thursday. Out of these 68 services,46 will be on the main line (ChhatrapatiShivaji Maharaj Terminus to Kasara,Khopoli and Karjat), and 22 on theharbour line (CSMT to Panvel andGoregaon), the Central Railway (CR)said in a release. With this, the totalnumber of special services of CR insuburban Mumbai has gone up to 423from 355 earlier. "In order to maintainsocial distancing and avoid crowding,the Central Railway has taken thedecision to increase the number of dailyspecial suburban services from 355 to423 from September 24," CR's chiefpublic relations officer Shivaji Sutar said.The Central Railway and the WesternRailway started special local trainservices from June 15 on Mumbaisuburban section on the request of theMaharashtra government. Out of 423services of CR, 329 are on the mainline, 92 on the harbour line and two onthe trans-harbour line (Thane-Vashi andThane-Panvel). "Services were graduallyincreased for the convenience ofpassengers and to avoid crowding andmaintain social distancing," Sutar said.Earlier this week, the Western Railwaystarted 150 additional special suburbanservices, taking the total number of suchservices on its routes here to 500.

Delhi Chief Minister ArvindKejriwal on Thursday said thatthe experts believe the secondwave of coronavirus is on thepeak in the national capital andits intensity will be less in thecoming days.

"From July 1 to August 17,cases were in control. We noticedthat cases increased and itreached 4,500 new COVID-19cases on September 17 and nowcoming down. So experts arebelieving that the second wave of

coronavirus which had hit theDelhi is now on peak and itsintensity will be less in thecoming days," Kejriwal saidwhile speaking to media here.

Kejriwal said that the high-level virtual review meeting withPrime Minister Modi to reviewCOVID-19 response andmanagement was fruitful.

"When new COVID-19cases were reported in the largenumber, we had controlled thecoronavirus cases with the helpof the central government, NGOand Delhites. I want to thankeveryone for their efforts. As a

responsible government, we hadincreased testing from 20,000 to60,000 daily," he said.

As per the Union HealthMinistry, there are 30,836 active

COVID-19 cases in Delhi. Thenumber of recovered/curedpatients stand at 2,20,866 and5,087 have succumbed toCOVID-19.

India breach 57-lakh mark,recovery rate at 81.55 pc

India's COVID-19 caseloadraced past 57 lakh, while over46 lakh people have recoveredfrom the disease pushing thenational recovery rate to 81.55per cent, according to theUnion Health Ministry dataupdated on Thursday.

The total coronavirus casesmounted to 57,32,518 with86,508 people testing positivein a day while the death tollclimbed to 91,149 with 1,129people succumbing to thedisease in a span of 24 hours,the data updated at 8 amshowed.

The total recoveries surgedto 46,74,987 in the country so

far. The COVID-19 casefatality rate due to thecoronavirus infection wasrecorded at 1.59 per cent.

There are 9,66,382 activecases of coronavirus infectionin the country which comprises16.86 per cent of the totalcaseload, the data stated.

India's COVID-19 tallyhad crossed the 20-lakh markon August 7, 30 lakh on August23, 40 lakh on September 5and and it went past 50 lakh onSeptember 16.

According to the ICMR, acumulative total of6,74,36,031 samples have beentested up to September 23 with11,56,569 samples being testedon Wednesday.

The government on Wednesday pushed through aset of key pieces of legislation that will impact thelives over 50 crore people who form the country’s

workforce. The Industrial Relations Code, 2020, theCode on Social Security, 2020, and the OccupationalSafety, Health and Working Conditions Code, 2020,along with the code on wages, which has already beenenacted, subsume and replace 29 central laws that gov-erned the country’s industrial relations.The Industrial Relations Code raises the threshold on thenumber employees needed in an organisation for re-trenchment and closure of establishments without gov-ernment approval to 300 from 100. While the law throwsjob security of a large number of people into the wilder-ness, it is welcomed by the industry as it makes hiringand firing easy. It also redefines the sole negotiatingunion in an establishment as the one in which more than51 per cent of the workers are members. Establishmentsnow need not listen to the voice of smaller sections oftheir employees. The Code on Social Security providesfor universal social security to all workers, including theunorganised and the gig and platform workers who ac-count for over 90 per cent of the total workforce. TheBill mandates that the governments set up social securi-ty funds for them and fixes the maximum hours of workas eight per day. It is to e sen hw th provision to allowwomen to work in hazrdous industries, albeit with safe-ty measures, will benefit them. A redeeming feature isthe attention on inter-state guest workers: the govern-ment will now have to maintain a database on them on-line. They can also avail the benefits of the public distri-bution system either in the native state or the state of em-ployment, and insurance and provident fund benefitsavailable to other workers. Critics have noted an alarm-ing and unusual feature in the bills that gives the gov-ernment wide powers to frame rules that will form theoperational part of the legislation. They include the con-ditions for increasing the threshold for lay-offs, re-trenchment, and closure, for applicability of different so-cial security schemes to establishments, and specifyingsafety standards, and working conditions to be providedby establishments under the occupational safety code.The government has made its intention clear when it saidthe purpose of labour reforms is to provide a transparentsystem to suit the changed business environment. Thecodes also empower the state government to offer relax-ations in provisions on labour security, with an aim totrigger a race to attract capital.

risk of chronic kidney diseaseAneighbourhood's overall socioeco-

nomic status, including income andeducation level, may influence its

residents' risk of chronic kidney disease,according to a study. The study was re-cently published in SSM PopulationHealth by researchers from Drexel Uni-versity's Dornsife School of Public Health.Although previous studies have shown anassociation between individual socioeco-nomic status and chronic kidney disease,less is known about how the characteristicsof an individual's neighbourhood, such asoverall socioeconomic status, walkability,violent crime and availability of healthyfood, may influence the risk of chronickidney disease, poor blood sugar control(A1c over or equal to 6.5 per cent) and un-controlled high blood pressure (at least oneinstance of systolic blood pressure greaterthan 140 mm Hg and/or diastolic bloodpressure greater than 90 mm Hg), espe-cially in urban areas. In a study of 23,692adult Philadelphians, all seen in a primarycare practice in 2016 or 2017, the authorsfound that those living in low socioeco-nomic status neighbourhoods (factoring inneighbourhood income, educational at-tainment and occupation), were more like-ly to have kidney disease than those livingin higher socioeconomic status neighbour-hoods. Also, poor neighbourhood walka-bility, as measured by Walkscore®, wasassociated with poor blood sugar control inchronic kidney disease patients and poorblood pressure control in those withoutchronic kidney disease. The authors ad-justed for individual age, race, sex and in-surance type. "Our finding, that people

who are living in neighborhoods with thefewest resources are at highest risk for kid-ney disease, should be a call to healthproviders to integrate knowledge abouttheir patients' environments in their careprocesses, and to policymakers to allocateresources to at-risk communities that willpromote health," said senior author MeeraHarhay, MD, an associate professor ofMedicine at Drexel's College of Medicineand Dornsife School of Public Health."Our results also show that neighbourhoodenvironments that promote physical activ-ity are protective when it comes to bloodpressure and blood sugar management,whereas less walkable neighbourhoodsmight exacerbate conditions that are riskfactors for kidney disease." Chronic kid-ney disease is characterized by damagedkidneys that are unable to adequately filterwaste and excess fluids out of the blood.Without early detection and managementof blood pressure and blood glucose, thisdamage can lead to kidney failure and dial-ysis or a kidney transplant as the remain-ing options.

Poverty-free India hasbeen the dream of allvisionaries, freedom

fighters, and the policymak-ers. But we are still toachieve it. According togovernment records, stillabout 60 crore people in theworld are deprived and 82crore people do not havemeals for both ends. In In-dia, this number is around20 crore. In this situation,curbing poverty and ensur-ing meals to all is the majorchallenge. Undoubtedly, theGovernment of India, underPrime Minister NarendraModi, has taken some con-crete steps in this regard,still there is much to bedone. Surely, there is a goodbeginning on this front.

Since 2014, September25 is observed as ‘Antyo-daya Diwas’, a day for thelast person of the society.This day reminds the policy-makers to think for the de-prived people and stirs thesociety to think for the well-being of their neighbourwho is deprived. Once, AdiShankaracharya went to alocality for alms. He refusedto accept the alms from awell-to-do person saying hecannot accept the mealsfrom the house owner who

does not think about the dis-tress of his neighbour. Notonly the Shankaracharya,other visionaries and thegreat personalities of Bharathave underlined the role ofsociety in uplifting the de-prived people in their neigh-bourhood. Mahatma Gand-hi, in his book titled ‘Con-structive Programme: ItsMeaning and Place’ lists 18problems that have beenblocking the development ofIndian society. He stresseson the role of society in en-suring a smile on every de-prived face.

But the man who notonly thought for the uplift-ment of the poorest of thepoor but also lived thisthought in practice was Pan-

dit Deendayal Upadhyaya,the thinker, the ideologuebehind the rise of BharatiyaSangh, the former avatar ofthe Bharatiya Janata Party.He gave the mantra of ‘An-tyodaya’ (rise of the last per-son of the society) for it. Hisheart throbbed for the vil-lages, farmers, dalits andmarginalised. His economicprincipals were inspired bythe age-old Indian thoughts– Sarvajan Hitaay, SarvajanSukhaay’ i.e. welfare of all,the happiness of all.

He used to say that ifequality has to be achieved,people at a higher level haveto bend down and supportthose who are neglected forcenturies.

He firmly believed thatany economic system mustprovide for the minimumbasic necessities of humanlife to everyone. “Food,clothing, shelter, education,and medical attention arethe five basic necessities ofevery individual whichshould be fulfilled.

If we want to assess thematerial standard of life ofany country we could takethese as a starting point. Ifany class of a society doesnot get these facilities, wemay say that the standard oflife of that society is not de-

veloped,” Deendayalji said.‘Antyodaya’ formed a partof Deendayal Upadhyaya’score philosophy of ‘IntegralHumanism’ that viewed theman distinctly from the pop-ular ones propagated in histime by capitalism and com-munism. He emphasisedthat the measurement ofeconomic plans and eco-nomic growth cannot bedone with those who haverisen above on the econom-ic ladder but of those whoare at the bottom. He want-ed that the state should as-sure a minimum standard ofliving for all individuals.He argued that both Capital-ist and Communist modelshave failed to take accountof the Integral Man, his trueand complete personalityand his aspirations. “Wewant neither capitalism norsocialism.

We aim at the progressand happiness of Man, theIntegral Man. The protago-nists of the two systemsfight with Man on the state.Both of them do not under-stand man, nor do they carefor his interests,” he said inhis historic speech on April25, 1965. He offers the thirdalternative in his philosophyof integral humanism.Deendayalji advocated ‘An-

tyodaya’ from the core ofhis heart. It was because hehad deeply faced poverty inhis childhood. He lost hisfather at the age of 2.5years, mother at seven, ma-ternal grandfather at 10, ma-ternal uncle at 15, brother at18, maternal grandmotherwhen in secondary and ma-ternal sister while doingpost-graduation. He lived atnine places till the age of 25after the passing away of hisparents. Even then he didnot think of alleviating hisown poverty but the povertyof all deprived people of thecountry. In his book‘Bharatiya Arthneeti: Vikaski Ek Disha’ he explainshow we can ensure work toevery hand and water toevery field—Har Haath koKaam, Har Khet ko Paani.He lived a simple life withminimum needs.

He wanted to alleviatethe suffering of the peopleliving in huts. His Antyo-daya was inspired by ‘rash-trashram’. For him ‘rash-trashram’ was ‘rash-tradhram’. The centre pointof his economic thinkingwas the village. He firmlysaid that it is because of thewrong focus from villagesto cities we today see large-scale migration to cities and

the life in cities is gettingmiserable. He wanted bal-anced growth both in vil-lages and cities. But, unfor-tunately, the successive gov-ernments in the country af-ter Independence did noth-ing concrete to bridge thisgap. Apart from villagers,Deendayalji was equallyworried about street vendorsin cities. In his column,Vicharvithi, in Panchjanyadated July 18, 1955, hespecifically addresses the is-sues of street vendors ofDelhi. “Like landless farm-ers, the shop-less traders incities also face the sameproblems. We have to find asolution to them,” he writes.Bharatiya Jana Sangh alsopassed a resolution in thestate convention of Vin-dyapradesh in 1956 againstthe exploitation of workersby diamond mine owners.

The key to achieving‘Antyodaya’ is the collec-tive effort on the part of thegovernment and society.The day we do it, the mis-sion of Poverty-free Indiawill be achieved within notime.

Planetary Science InstituteAssociate Research ScientistSamuel W. Bell.

"Most studies dating sur-faces on the Moon or Marsrely on counting how manyimpact craters have formedand knowing the crateringrate, but on the moons of Sat-urn, we do not know the cra-tering rate," said Bell, authorof 'Relative Crater Scaling Be-tween the Major Moons ofSaturn: Implications for Plan-etocentric Cratering and theSurface Age of Titan' appear-ing in the Journal of Geophys-ical Research Planets. "Previ-ous chronologies of the Saturnsystem have assumed that thecraters on the moons of Saturnvirtually all came from objectsorbiting the Sun."

"If the impacts came sole-ly from Sun-orbiting objects,the relative cratering ratewould be much, much higherthe closer the moons are toSaturn. However, the craterdensities of the oldest sur-faces of Mimas, Tethys,Dione, Rhea, and Iapetus areall relatively similar," Bellsaid. "It would be too much ofa coincidence for the ages of

the oldest surfaces on eachmoon to vary by the exactamounts necessary to producebroadly similar crater densi-ties. As a result, it seemsmuch likelier that the im-pactors actually come fromobjects orbiting Saturn itself,moonlets that would be toosmall to detect with currenttechnology.

"There are many impor-tant implications of this newchronology," Bell said. "Forinstance, under the assump-tion that all the impactors or-bit the Sun, the possibility thatany of the moons are youngerthan 4 billion years old is

ruled out. However, with im-pactors orbiting Saturn itself,the moons could be younger,as has been suggested fromastrometric observations oftidal orbital evolution.

"The assumption of im-pactors orbiting the Sun re-sults in the conclusion that thesurface of Titan is probably atleast 4 billion years old, eventhough Titan shows clear evi-dence of active weathering,"Bell said. "With the newchronology, Titan could bequite young, which is muchmore consistent with observa-tions of lakes, riverbeds,dunes, and mountains.

'Online applications for Inspire Award-MANAK Scheme'

It is noteworthy that a significant change has been made on the Inspire Award portal this year. Under this, it is mandatory to update the U-DICE code of the school after applying the school authority option, without the U-DICE update, nomination related work will not be possible on the portal. One teacher appointed as Inspire incharge in school In the instructions issued last month ,Director SCERT, Punjab directed all the District Education Officers to appoint one teacher in each school for the effective implementation of the Inspire Award Scheme. With this, now enrollment of Three to Fivebest students from each school in this scheme has been made mandatory. Last year, the central government increased the incentive amount from 5 thousand rupees to 10 thousand rupees. The purpose of increasing the incentive amount is to increase interest among students in this scheme. Talents will be selected at the state level after the district level. Students whose science models will excel at the state level will get a chance to show talent at the national level stage. Separate incentive amount will also be provided to students if selected for national level. This program provides a national level platform to talented students with creative thinking .

India has released 1.54 billionNepali rupees (approximatelyINR 96 crores) to Nepal towardshousing and school sectorassistance under the Indiangovernment's post-earthquakereconstruction commitment inthe Himalayan country.

Namgya Khampa, DeputyChief of Mission of Embassy ofIndia, handed over chequesworth 1.54 billion Nepali rupeesto Sishir Kumar Dhungana,Secretary, Ministry of Financeof Nepal on September 22, theIndian Embassy in Kathmandusaid in a statement on Thursday.

"With this handover, Indiahas reimbursed about USD 72million from grant to theGovernment of Nepal forhousing sector reconstruction.Out of Government of India'scommitment to rebuild 50,000houses in Gorkha and Nuwakotdistricts, 92 per cent of thehouses have been completed,"the statement said.

Similarly, the Government

of India has committed supportfor the reconstruction of 70schools and one library underUSD 50 million grant assistance.

Out of this, the first trancheof USD 4.2 million for ongoingschools was reimbursed to theGovernment of Nepal, it added.

India has committed USD150 million in grant and Line ofCredit towards housing sectorprojects supported by it.

"Government of Indiaremains committed to continuesupporting the people andGovernment of Nepal in theirpost-earthquake recoveryefforts," the statement said. InApril 2015, a devastatingearthquake measuring 7.8 on theRichter Scale rocked Nepal,claiming the lives of nearly9,000 people and injuring morethan 20,000 others. Since then,India which came to theneighbouring country'sassistance following the naturaldisaster has committed tosupporting the reconstructionprojects in the Himalayannation.

Former Australian cricketerDean Jones passes away

Former Australian batsman DeanJones has passed away due to acardiac arrest. The former Aus-tralian cricketer passed away aged59 and Star India is now currentlyin touch with Australian HighCommission to make the neces-sary arrangements.

Jones was one of the great am-bassadors of the game associating

himself with the development ofcricket across South Asia.

Jones had become a householdname by playing in an aggressivemanner for the Australian sidefrom 1980-1990.

Jones was selected on the 1984tour of the West Indies after Gra-ham Yallop had to pull out due toinjury. He was not picked in theoriginal XI but was drafted into theside after Steve Smith fell ill.Jones went on to score 48 on hisdebut and he hailed it as his bestknock as he fell ill before thematch. Between 1984 and 1992,Jones played 52 Test matches for

Australia, scoring 3,631 runs, in-cluding 11 centuries, at an averageof 46.55.
