IntroductionTheseedsofthePeaceAppealFoundationcanbetracedtoagroupofNobelPeaceLaureates,artists,activistsandpeacemakerswhoin1997engagedalllivingNobelPeaceLaureatesinissuinganappealtotheHeadsofStateofallthemembercountriesoftheUnitedNationsknownastheAppealoftheNobelPeaceLaureatesforPeaceandNonviolencefortheChildrenoftheWorld.TheAppealwasoneoftheformativeinitiativesleadingtothedeclarationbytheUnitedNation'sGeneralAssemblyoftheInternationalYearfortheCultureofPeacein2000,andthentheInternationalDecadeforaCultureofPeaceandNonviolencefortheChildrenoftheWorldfrom2001-2010.OneoftheearlyeffortsoftheYearandtheDecadewasthedraftingoftheManifesto2000foraCultureofPeaceandNon-ViolenceinwhichseveralNobelLaureatesattemptedtotranslatetheresolutionsoftheUnitedNationsintoeverydaylanguagetomakethemrelevanttopeopleeverywhere.TheManifestoattractedover50millionsignaturesaccordingtoUNESCO.TosupporttheimplementationoftheAppeal,theUNDeclarations,andtheManifesto,theAppealoftheNobelPeaceLaureatesFoundationwaslaunchedinFrance,SouthAfrica,SwedenandtheUnitedStates.ThemainfocusandapproachofAppealoftheNobelPeaceLaureatesFoundationistosupportinnovativepeacebuildingandpeaceeducationprogramsglobally.ThesupportoftheAppealtoregionalandnationalprocesseshasevolvedsubstantiallyoverthepast17years,andin2005thenamewaschangedtothePeaceAppealFoundation.Todate,thePeaceAppealhassupportedpeace,dialogueandnegotiationsprocessesintheBalkans,SriLanka,Nepal,Lebanon,Burma,Syria,Palestine&Israel,Colombia,andinCyprus.TheinitialfoundingandmandatingmembersofthePeaceAppealFoundationwere:NelsonMandelaF.WdeKlerkMaireadMaguireAdolfoEsquivel

MissionThemissionofthePeaceAppealFoundationistoassistnationalstakeholdersinthedesignandimplementationofpeaceandnationalchangeprocesses.Theaimofthisworkistoachieveagreed,fairandjustoutcomes,endingviolentpoliticalconflict.

ApproachThePeaceAppealFoundationworksbyinvitation.Incollaborationwithlocalandinternationalpartners,weworkwithandsupportstakeholdersintheirdevelopmentofpeaceandnationalchangeprocessesthatarelong-termandmultifaceted.Theseprocessesinvolveamultiplicityofinterdependentindividualandinstitutionalactors,initiativesandideas,averitable"ecosystemofpeacebuilding."

CommonSpacesEmergingInnovationsinDialogueandPeacebuilding"CommonSpaces"andSafetyNetsOverthepast15yearswe’vewitnessedtheemergenceofseveraluniqueTrack1.5initiatives(orCommonSpaces)followinglongperiodsofcivilwars,governancesystemfailures,politicalinstability,orduringintractableconflicts.Theyservedas“safespaces”forconfidentialdialoguesorassupportmechanismsandsafetynetsforformalandconstitutionalchangeprocesses.Thesespacesservemultiplepurposes,fromhostingconfidentialdialoguesamongleadersindeeplydividedsocietiestosupportingformalnegotiationsinpeaceandconstitutionalreformprocesses.Withtheemergenceofthesesustaineddialogueinitiativesfollowinglongperiodsofcivilwarorduringintractableconflicts,wearewitnessingthecreationofgroundbreakingjointmechanismsthatsimultaneouslyhelpcatalyze,accompanyandsupportfundamentalpoliticalandsocialchangeprocessesindividedsocieties.ThePeaceAppealFoundationhasbeenprivilegedtobeapartnerwith,andtechnicaladviserto,manyoftheseinitiativessincetheirinception,includingSriLanka'sOneTextInitiative,Lebanon'sCommonSpaceInitiative,theNepalTransitiontoPeaceInstitute,theCyprusDialogueForumandaremarkablesevenCommonSpacesdevelopinginBurma.Thougheachofthesespacesisunique,theysharemultipleattributes.Allarearesponsetothefailuresofexistinggoverningbodiesandconstitutionalframeworks,aswellastothecompetinginterestsofandthebreakdownofcommunicationbetweenmajorstakeholdergroupsin

theircountries.

Thesespaceshostandsupportvarioustypesofjointworkaimedatbuildingcommonunderstandingsaboutmanyofthemostdivisive,polarizingissuesintheirsocieties.Throughknowledge-baseddialogues(asopposedtopositionalnegotiating)these"safespaces"aredesignedtosurfacenewideasandtodevelop,throughconsensus,plansforapathforward.

TheOneTextInitiativeinSriLankawasfoundedin2003asaconfidentialmulti-partynegotiationsprocessfollowingthebreakdownoftheofficialnegotiations.Ithasfacilitatedmorethan120jointunderstandingsoverthepast13yearsandsurvivedsevengovernmentsandabrutalcivilwar.

Today,itistheonlyestablishedspaceforpermanentmulti-stakeholderdialogueprocesses–managedandfullyownedbythestakeholdersthemselves.InNepal,formorethan10years,theNTTPForumanditsnationalfacilitatorsservedanessentialrolewhenvariousformalnationalnegotiationsfailed,playingakeyfacilitationroleinthecountry’sceasefirenegotiations,andthedraftingofitshistoricComprehensivePeaceAccord.Today,itprovidesthespacewherestakeholders,includingtoplevelministersandcivilsocietyrepresentatives,meettoworkjointlyonaddressingongoinggoverningchallenges,newemergingconflicts,andissuesrelatedtotheimplementationofitsnewconstitution.TheCommonSpaceInitiativeinBeirutwascreatedin2009toprovidetechnicalsupporttotheformalNationalDialogueamongLebanesepoliticalleadersandevolvedtosupportTrack1.5policydialoguesamongamuchbroadergroupofactors.Itservedasasafetynetandmanagedtoconveneallpoliticalstakeholdersaroundrootcauseissueswhentheformaltalksbrokedown.TheCommonSpacehostedthenegotiationsoftheframeworkandfundamentalelementsofwhatbecametheBaabdaDeclaration–Lebanon'spolicyofdissociationfromtheregionalconflicts.Today,itsupportspolicydialoguesaroundLebanon'sstructuralissues,localpeacebuildinginitiativesinSyria,aswellasregionalreflectionsandpolicydialoguesamongstakeholdersintheArabworld.

InBurma,sevenCommonSpaceshaveevolvedinitsvariousethnicstatessince2013.Theyserveasinformaldialoguespacestoengage

multiplelevelsofsocietyinthepeaceprocess,providesupporttoregionaldialoguesandnegotiations,andtosupporttheupcomingformalNationalDialogue,whichwillincludethousandsofparticipantsthroughoutthecountry.Theseseveralevolvingcommonspaces,togetherwithnationalfacilitators,have

playedacentralroleinsupportingthedraftingoftheNationwideCeasefireAgreement,theDeedofCommitmentandthecommonelementsoftheFrameworkforPoliticalDialogue.InCyprus,therelativelynewCyprusDialogueForum,locatedinthebufferzone,hasbroughttogetherforthefirsttime94organizations,laborunionsandpoliticalpartiesfromboththeTurkishandGreekCypriotcommunities.Itcomplementstheofficialnegotiationoftheisland'stwopresidentsbyengagingabroaderspectrumofthesocietyinthedialogue,bothraisingpublicawarenessaboutthenegotiationsprocessaswellassupportforthehopedfor(andmuchanticipated)agreement.Theforumhasalreadyfacilitatednumerouscommonunderstandingsonissuescriticaltothesuccessofthenegotiationsandpeaceprocess.Eachofthesedialoguesspacesineachofthesecountrieshasaremarkablestorytotell.Theyhavegeneratedpolicyproposals,nationalagreements,andfosteredconstructiverelationshipsleadingtobreakthroughsintheircountries’longrunningconflicts.Theyhavealsostruggledagainstimmenseodds,fromsufferingtragicpoliticalviolence(includingthedeathandimprisonmentoftheirmembersinsomecases)tocontendingwithinadequateandoccasionallyineptinternationalsupport.

Inthe13yearssincetheemergenceofthefirstofthesecommonspacesinSriLanka,theideahastakenrootinnumerousotherlocales.Thesecommonspacestructuresandassociatedprocessesareneverthesameinanytwoinstances.Theirdevelopmentisdeterminedbythedynamicsoftheconflict,theextenttowhichrelationshipsbetweengroupswithintheirsocietiesarebroken,thecapabilitiesandfailuresofexistingconstitutionalmechanisms,andtheinnovationoftheirstakeholders.Theseprocessesrepresentthebestofwhatnationalpeacebuildingeffortsshouldentail–locallycreated,nationalinstitutionsandprocessesthataresupported,notdirected,byinternationaldonors.

CommonSpaceInitiative,LebanonThePeaceAppealFoundationservesasapartneroftheCommonSpaceInitiativeforSharedKnowledgeandConsensusBuilding(CSI)inBeirut,Lebanon.TheCSIisanindependentandinclusiveLebaneseinitiative.Itfacilitatesstructureddialoguesamongpolicymakers,intellectuals,experts,civilsociety,stakeholders,andindividualstocreateanenvironmentthatisconducivetonationalevolutionthroughenhancingpublicpolicydebates,buildexpertiseandcommonknowledgeresourcesonkeyissues,andcollaborateamongtheconcernednationalparties.http://www.commonspaceinitiative.org/

CyprusDialogueForum,CyprusTheCyprusDialogueForumwascreatedby98politicalparties,unions,businessandcivilsocietyorganizationsfromtheGreekCypriot(GC)andTurkishCypriot(TC)communitiesasaresponsetoaneedforaninclusiveandpermanentspaceforstructureddialogueandknowledge-sharinginwhichissuesandchallengesofcommonconcerncanbeaddressed.InpartnershipwiththeHouseofCooperation(GC)andHumanitarianReliefMission(TC),thePeaceAppealFoundationandPRIO(Norway)isprovidingtechnicalandresourcesupport.

AreasofSupportNationalDialoguesPeople’suprisingsinAsia,Africa,theAmericas,partsofEurope,formerSovietrepublics,andMiddleEastoverthepastthreedecadeshaveseenmasspeople’smovementsclaimingbacktheirhistoryfromautocraticandoppressivepowersanddiligentlyworkingonchangeandprogressoftheirsocietiesfromwithin.Asaresultofthesemovements,wehavealsowitnessedtheevolutionofinclusiveandparticipatoryprocessesandmechanismsforchange.Thoughnationaldialogueshavebeenusedinoneformorotherforseveralcenturies,wehaveseenaprofusionofpublicconsultationsand/orpoliticaldialoguesthatgobythisname.NationaldialoguesandconstitutionalchangeprocessesaretodaytakingplaceorevolvinginNepal,Burma/Myanmar,Tunisia,Egypt,Yemen,Lebanon,Morocco,Jordan,andgraduallyemerginginLibya,BasqueandSyria.“LebanonNationalDialogue:2008–2014”

Overthepast15years,thePeaceAppealhasprovidedtechnicalandfacilitationsupporttoformalNationalDialogueprocessesthatemergedaftercivilwars,people’suprisings,revolutions,andconstitutionaldeadlocks.Oursupportincludedsupporttopartners,theUNandnationalstakeholdersinNepal,Lebanon,Syria,Yemen,TunisiaandBurma/Myanmar.Aschangeand“self-mediation”processes,NationalDialogueshavebeenhighlyundervalued,mainlybecausetheyareinsulatedfromtheoutside(andlesssusceptibletointernationalintervention),andalsobecausetheyusuallytakeanextraordinaryamountoftimeandeffort.NationalDialoguesarealsolessdirectedtowardstheconclusionofagreements(only)thanisinternationalmediation.Rather,theyaimatestablishinganenvironmentforlong-termstability,improvedrelationsbetweenstate,communityandnon-stateactors,andopencommunicationbetweenallofasociety’smajoractorsonissuesthatdividethemorareofcommonnationalinterest.ThestrengthofNationalDialoguesisthattheyestablishaconsistentstructuredeeplyrootedinthatsocietythatbecomesthemechanismtoaddressandagreeonfundamentalstructuralchange,anewconstitutionalframework,andanewnationalpact.Fromourexperienceaccompanyingseveralofthesesignificantdialogueprocessesitisevidentthatthesemandateddialoguestructuresnotonlyprovidednewconstitutionalframeworks,addressingtherootcausesoftheconflictorconstitutionalfailures;theyalsoservedamuchbroaderfunction.Theyservedasspacesandinstrumentsforreconciliation,developingjointvisionsbetweenformerenemies,andslowlyevolvinganunderstandingoftheneeds,perceptionsandperspectivesofthe“other”.Totheleadersinthesetransformationprocesses,carryingtheburdentodeliverpeaceandjusticetothepeople,suchpeaceanddialoguestructuresweretemporarybutessentialsymbolsandinstrumentsofhope,criticalalternativestoarmedconflict.Themosteffectivedialogueandpeacestructuresaretheonescarefullydesignedbynationalstakeholdersthemselvestocollectivelyaddresstheirconflictandbrokenconstitutionalinstruments.Theseauthenticstructuresandcommonspacesbecomethe“immunesystem”thatstrengthenssocietiesfromwithin.

Thisinfo-graphiccapturessomeofthedialogueandmediationmechanismsintheanatomyofanoverallchangeprocess.Itisadiagramtofacilitatediscussionondevelopingopenframeworksforsharedunderstandingofcomplexandevolvingprocesses.Itisnotsimplyalinearcontinuum,butratheracomplex,multi-layeredand-dimensionalprocessinwhichthedifferentstages,presentedbelow,canrecurortakeplacesimultaneously.Thechangeprocessincludesthenon-linearprocessespriorandfollowingthenationaldialogue.Variousformsofmediationshownasthird-partymediation,self-mediationstructures,insidemediationandlocal/nationalpeacestructures,augmentthechangeprocessatcriticalpoints.Theprocessisalsocontinuouslyreinforcedbymultitrackdialogueinvarioussectorsandprocessesdisplayedbelowfunctioningassafetynetmechanismsandsupportdialoguestobreakthepoliticaldeadlocks.

AreasofSupportReconciliationRestoringanation'shumanityInconflictresolutionandpeacebuildingcircles,reconciliationisanotioncommonlyassociatedwithtransitionaljustice;withmechanismslikeTruthandReconciliationCommissionsthatareimplementedafteracivilwarhasended,oraftermassatrocitieshavebeencommitted,andanationisattemptingtomendsocialrelationswithinanew,post-conflictpoliticalframework.Whileitissomethingofatruismtosaythatpartiesarebuildingrelationshipsastheynegotiate,mostofusworkingintheconflictresolutionandpeacebuildingfieldsultimatelyimaginesomethingdeeperwhenwetalkofreconciliation.Althoughitsuperficiallymayappeartosomethatwehaveresolvedaconflictandthatapeaceprocessiscomingtoitslogicalconclusiononceapeaceagreementissigned,newleadershipiselected,andanewconstitutionisadopted,theconflictwillmanifestitselfinnew,moredramaticwaysifweturnourbacksonthe“woundsofthepast”anddonotaddresstherootcausesoftheconflict.Reconciliationideallyoccursonthree,complementaryandmutuallyreinforcinglevels:-relationshipsmarkedbyatleastameasureoftrustandrespectareestablishedorrestoredthroughconstructivedialogueandotherpositiveinteractions;-structures(social,political,legalandeconomic)thatsafeguardbasicrightsandpromoteinclusionandopportunityarecreated;and-thepsycho-socialidentitiesofformeradversariesarerepaired,inpartthroughexperiencesthatempowervictimsandacknowledgetheirsufferingandthathelpperpetratorsreenterthecommunityofmoralpersons.Individualandsocialpsychologicalhealingisalong-termprocessthat,forsome,likelywillnotbeachieved–thehurtandthepainhavegonetoodeep.

AreasofSupportPeaceChangemakersForthelast15years,thePeaceAppealhasbeenprivilegedtoworkwithextraordinaryeldersandyoungpeacemakers,whoseskills,insights,empathyanddedicationhavegreatlyenhancedthepeaceprocessesintheircountries.Thesewomenandmencontinuetoserveaskeychangemakersintheirsocieties.Severalarestillworkingdiligentlyintheircountries’peaceefforts,whileothershavegoneontoworkwithintheUnitedNationssystem,orwithrespectedinternationalnon-governmentalorganizationssupportingpeacebuildingacrossseveralcontinents.Inrecognitionoftheircontributions,weestablishedthePeaceChangemakers’Fellowshipthatprovidefinancial,technical,andprogramdevelopmentsupporttopeacemakersthathavedevelopedgroundbreakingandinnovativepeaceinitiativesintheircountriesorregions.ThefellowshipcontinuesthePeaceAppeal’straditionofsupportingnationalfacilitatorsandyoungpeacemakersandbuildagrowingcircleofremarkablechangeagentsworkinginpeaceandconflictresolutionglobally.

The2015FellowshipwasawardedtoSingmilaShimrahtosupportherworkwiththeNagaethnicgroupsparticipationintheMyanmar/Burmapeaceprocess.TheNagas,anethniccommunityaffiliatedwithseveraldozentribes,liveinalargelymountainousregionstraddlingbothNortheastIndiaandMyanmar/Burma.)SingmilaisaremarkableNagawomanwhoreturnedin2014totheregionofherbirthafterpursuinggraduatestudiesinconflictresolutionintheUnited

States.SingmilaworkinMyanmar’sNagaareastoassistlocalcommunitiesandtheirleadersastheyprepareforfullparticipationintheregionalandnationalceasefirenegotiationsandpoliticaldialogue.

Intimesofnationalconflicts,childrensufferthemost.Children’sVoicesrecognizesthatwhileitisnecessarytobringthecurrentconflictstoanend,itisalsoimportanttotryandensurethatsuchconflictdoesnothappenagain.Todoso,weneedtohelpchildrentoheal,forgiveoratleastunderstandthosethatcausedthemharm.Thosechildrenthatlostparents,familyandsupportstructuresbecauseofpoverty,abuseandwar,needoururgentsupport.Orphanagesaroundtheworldhousethousandsofchildrenwhodonothaveparentstoguidethemandwhodonothaveproperaccesstoeducationandopportunitiesofbetterment.Whilesomeoftheorphanagesareadequatelyprovisioned,othersaresadlylackinginbasicnecessities.Beforeachildcanlearn,achildhastobefedandclothed.Children’sVoices’andPeaceAppealSouthAsiarecognizesthisbasicneedofchildreninsouthAsia.Throughour‘AppealoftheChild’programwesupportneedyandunsupportedchildren’shomeswithmonthly,clothing,toys,booksandbasicamenities.
