v APCICT’s review of existing ICTD training programmes in the region – most programmes stand-alone and not based on a sound pedagogical framework that takes into account the need for cumulative, comprehensive knowledge about ICT and it’s linkage with development.

v APCICT needs assessment survey with responses from 21 countries.

vMarch 2007 Regional Forum on ICT Capacity Building involving 200 delegates from 49 countries.

v Policy - and decision-makers in central, provincial and local governments;

vManagers in the public sector seeking to understand ICT project management cycle and to learn the appropriate ICT tools;

v ICT trainers and educators in public ICT training institutes;

Three Clusters of Modules

v Eight modules, divided into three clusters.q Cluster 1 (Modules 1-3) deals with the link between ICT and

the Millennium Development Goals (MDGs), ICT policy-making, and e-government applications.

q Cluster 2 (Modules 4-6) deals with ICT tools and technologies, Internet security, and Internet governance.

q Cluster 3 (Modules 7 and 8) deals with ICT project management and funding.

v All modules can be delivered on a stand-alone basis or alongside other modules.

v Via national and sub-regional partner institutions with a mandate in human resource development and interested in offering the modular programme especially to senior- and middle-level government leaders.

v Partners to include public sector training institutes and government nominated "implementing partners" from academia, NGO and private sectors.

v Each partner institution to determine which module(s) it will offer to its client group with whatever customization that may be necessary.

v Provide an orientation to the Academy of ICT Essentialsand hands-on training for trainers on all modules.
