    Terminology

    ICT for Development (ICT4D, ICTD, ICD) Approaches inapplications of the information and communication technologies to

    achieve the goal (national, regional, MDGs) of development Technology applied knowledge. ICT telephone, radio, TV, PC, Internet, mobile, etc. Knowledge-

    driven technologies that can be reapplied for meeting the actual

    needs. For example like roads, ICTs do not just bring resources

    into mountain communities; they also allow resources to flow out. In

    this mode, ICTs are a tool of production, allowing community

    members to create their own data. (Heeks & Kanashiro, 2009:6) Landlocked country country that do not have access to the sea

    Why Technology?

    Technology is applied knowledge. Or Cypher & Dietz argues

    Technology is a difficult concept to define. This is because it is not

    any particular object, but rather is a way of doing things and a way

    of thinking. Technology involves not only the entire accumulated

    complex of scientific and machine-tool knowledge and the tools

    themselves which exist at the world level, but it also incorporates thecountry-specific human understanding, skills, education, and

    training essential for making use of such knowledge and tools.

    Why ICT4D?

    ICTs can provide wider and more affordable access to many. The 21st century is marked by the growing interdependence of

    people in a globalizing world. It is a world where opportunities are

    opening up for millions of people through new technologies,

    expanding access to essential information and knowledge which

    could significantly improve peoples lives and help reduce poverty.But this is possible only if the growing interdependence is

    accompanied by shared values, commitment and solidarity for

    inclusive and sustainable development, where progress is for all

    people. Or as the World Bank statement Poor countries and poor people differ from rich ones not only because the have less capital, but because

    they have less knowledge. (World Bank, 1999:1)

    In other words

    In information society with knowledge based economy knowledge is

    wealth (capital). Thus WB formula can be described as:

    (1) PoorCountry = RichCountry (Capital+Knowledge)

    We can assume that Knowledge = Capital in information age. Hence:

    Academy target group

    The Academy of ICT Essentials for Government Leaders module

    series has been developed by the United Nations Asian and Pacific

    Training Centre for Information and Communication Technology for

    Development (UN-APCICT) for: Policymakers at the national and local government level who are

    responsible for ICT policymaking; Government officials responsible for the development and

    implementation of ICT-based applications; and Managers in the public sector seeking to employ ICT tools for

    project management.

    Module 1

    Linkage between ICT Applications and Meaningful Development Highlights key issues and decision points, from policy to

    implementation, in the use of ICTs for achieving the Millennium

    Development Goals To foster a better understanding of how ICTs can be used for social

    and economic development To equip policymakers and programme managers with a

    development-oriented framework for ICT-enabled and ICT-

    supported interventions in a range of social sectors Describe the macro relationship between the MDGs and ICTs

    Module 2

    ICT for Development Policy, Process and Governance Focuses on ICTD policymaking and governance, and provides

    critical information about aspects of national policies, strategies and

    frameworks that promote ICTD. Provide critical information about different aspects of national

    policies, strategies and legal instruments that promote the use ofICTD;

    Discuss issues around developing and implementing ICTD policy;

    and Demonstrate how governments can measure their progress in ICTD

    policymaking and benchmark that progress against that of othercountries.

    Module 3

    e-Government Applications Examines e-government concepts, principles and types of

    applications. It also discusses how an e-government system is built

    and identifies design considerations. Provide an overview of the key elements of e-government;

    Describe and provide examples of types of e-government services;and

    Discuss important success factors as well as barriers to achieving

    success in e-government services.

    Module 4

    ICT Trends for Government Leaders Provides insights into current trends in ICT and its future

    directions. It also looks at key technical and policy considerations

    when making decisions for ICTD. Provide an overview of the evolution of ICT and the role it plays in

    today's dynamic global environment; Describe current and emerging technologies and their impact; and Describe the key components of ICT infrastructure, and the

    associated policy and technical considerations.

    Internet Governance Discusses the ongoing development of international policies and

    procedures that govern the use and operation of the Internet. Describe the ongoing development of international policies and

    procedures that govern the use and operation of the Internet; and

    Provide an overview of the issues and specific challenges related toInternet Governance in the regional context.

    Module 6

    Network and Information Security and Privacy Presents information security issues and trends, and the process of

    formulating an information security strategy. Clarify the concept of information security, privacy and related

    concepts;

    Describe threats to information security and how they can beaddressed;

    Discuss the requirements for the establishment and implementation

    of policy on information security, as well as the life cycle of

    information security policy; and Provide an overview of standards of information security and

    privacy protection that are used by some countries and

    international information security organizations.

    Module 7

    ICT Project Management in Theory and Practice Introduces project management concepts that are relevant to ICTD

    projects, including the methods, processes and project management

    disciplines commonly used. Provide an overview of concepts, principles and processes in ICT

    project planning and management; Discuss issues and challenges in ICT project planning and

    management in developing country contexts; and Describe approaches to and tools for ICT project management.

    Module 8

    Options for Funding ICT for Development Explores funding options for ICTD and e-government projects.

    Public-private partnerships are highlighted as a particularly useful

    funding option in developing countries. Discuss the issues that influence investment in ICT deployment,

    with a special focus on investments in e-government; Describe various financing mechanisms for ICTD projects; Describe PPPs as an option for funding ICTD and e-government

    projects; and Outline the issues to consider when deciding on which funding

    option to pursue for ICTD and e-government projects.

    Module 9

    ICT for Disaster Risk Management An overview of disaster risk management, including key elements,

    concepts, paradigms, and the applications of ICT in its activities Objectives

    Provide an overview o fdisaster risk management (DRM)

    Present and approach of identifying information needs in DRM,and then matching the needs with ICT

    Describe and provide examples of existing ICT applications for

    DRM Raise the considerations (benefits and barriers) for employing ICT

    in DRM.

    ICT for Climate Change, Green Growth and Sustainable

    Development To inform decision makers among development stakeholders of the important

    role that ICTs can play in promoting sustainable development and in

    decreasing climate change Objectives:

    Communicate why and how climate change in particular and environmental

    change in general threaten the development of the world and of the AP region in

    particular Inform decision maker about the relationship between ICTs and energy use, the

    environment, greenhouse gase (GHG) emissions and limate change

    To raise awareness of the Importance of Green Growth and to provide examples ofits implementation from around the world Raise awareness of how ICTs can contribute to sustainability and climate change

    abatement Build the capactiy of policy makers and decision makers to address climate change

    through the use of ICTs
