    I am writing

    to

you to express my concerns at the possibility of The National Children's Hospital

being granted planning permission on the StJames's Hospital campus.

    For

    a variety

    of

reasons I strongly oppose the decision to build the Children's Hospital on the

    St

    James's Hospital campus. Many

    of

my reasons are the same reasons that the building

    of

    the

Children's Hospital was refused planning permission on the Mater Hospital campus.

    It

    is quite

    astounding

    to

me and to many other health care professionals

    and

    many members

    of

    the public that

the Children's Hospital Group Board agreed the Children's Hospital should be buil t on the grounds of

StJames's . Anyone familiar with the StJames's Hospital campus knows that it is already a sprawling

complex with very little space to extend, that parking is a nightmare and traffic congestion is

    appalling at peak hours. Surely

    it

    makes much more

    sense

to build the hospital beside Tallaght

hospital or the Connolly Hospital, Blanchardstown?

    I

    work

    in

    St

    James's Hospital

    as

a Social Worker and have heard the views

    of

    many regarding the

    building

    of

the Children's Hospital. I have heard many other health care professionals, patients and

their family members express their concerns regarding the building of the Children's hospital. Very

few I have spoken to feel it is a good idea. I would imagine i f you were to take an opinion poll most

people would disagree with StJames's Hospital as a suitable site. Unfortunately, it is a powerful

    minority that get

    to

    make stupid decisions.

    Parking traffic congestion

    The NCH is to

    be

built on what is now a staff car park. I have asked at meetings if this sta ff car park is

built on where are staff to park? The answer I got was the aim was to reduce those who drive to

work. However, there are already a substantial amount

    of

    staff that do not drive.

    If

    you build a

children's hospital there will be more staff, patients and visitors

    to

    St

    James s therefore increasing

    the need

    for

    parking. There were originally talks

    of

    building a multi-storey car park

    but

    apparently

the council would not agree to this

    as

the council wants to decrease the amount

    of

    traffic through

    the city.

    If

    this

    is

    the

    case

    surely StJames's hospital

    is

not the place for the NCH? Those involved with

    the plans for the

    NCH

are choosing to ignore the issue

    of

    parking

    for

    staff, patients and visitors.

    It is

    simplistic to

    think

that walking, cycling and public transport is

    an

    option for everyone. I personally

    used

    to

take public transport until I had children. Once I had children to collect from creche and

school taking public transport became unmanageable

    as

    getting

    two buses

    to and from work took

too long. At peak hours it could take thirty minutes for the bus to exit St James's Hospital and turn

    right onto

    St

    Circular road.

    By

driving I could choose to take the least congested route

    and

    save

    valuable time.

    The

    policy

    of

    hospital management

    to

    decrease staff parking

    has

    forced staff to park

elsewhere. This is already causing problems for residents in the area and

    i f

    the NCH goes ahead this

  • 7/24/2019 PA0043 SUB GLORIA ROONEY.pdf

    7/7

problem will only get worse. There are also many staff in StJamess who are commuting outside of

    Dublin and there

    is

    no alternative to driving.

    Space for Expansion

There is no room for expansion.

    s i t is

the hospital is expanding its services

    for

    its adult patients and

this expansion has had some negative consequences

    for

patients. As a social worker I see the

importance and value of a holistic view to healthcare. The medical element of care may be excellent

but the holistic approach to health care is very much ignored in StJames s. I believe i f a holistic

approach to healthcare was taken this would have a positive impact on the physical and mental

health of patients. This in turn would reduce the length of admissions to hospital. t really saddens

    me to

    see

    the amount of building that

    has

been taking place over the last few years. Such buildings

include The St Luke s Radiotherapy Department, Medicine for the Elderly building, the new Doctor s

Residence and the new multi faith chapel.

    My objections

    to

the new buildings are that many of our

patient s wards and rooms are now looking

    out onto

buildings rather than open spaces. There are no

    green spaces left. Although

    it

is fantastic to have a radiotherapy department in StJames s hospital

the experience of the patient who attends St Lukes

    in

Rathgar compared to St Luke s in StJames s is

very different. Having cancer and undergoing treatment is stressful enough without having to deal

    with other stresses such

    as

the cost of parking, the hustle and bustle of a busy hospital and the lack

    of

open spaces. St Luke s in Rathgar is a therapeutic environment compared to the sprawl

    of St

James s. Is the building of a medical empire more important to the powers that be than the building

of a therapeutic setting? A therapeutic environment is even more important

    for

    children.

    Access

    to

gardens and play areas will be hugely important for sick children. The few courtyards that exist in

    St

James s have been closed to the public because there is a massive drug problem in the hospital. Do

    we

    want

our sick children exposed to this world? The Children s Hospital has been designed with a

roof top garden. In reality I wonder how much use a roof top garden on top of a high storey building

would be used Surely any further expansion (for which there

    is

no room) should be to benefit our

adult population? The catchment area forSt James s Hospital has an aging population rather than a

    young one.

    I

    am

appealing to you not to grant permission

    for

the National Children s Hospital to be built on the

    St

James s hospital campus. f permission

    is

granted it will have disastrous consequences for staff

and patients of StJames s Hospital, sick children and residents living near StJames s.

    Yours faithful ly
