Senior Scientist at Fermilab since August 2003 (Particle Physics and Accelerator Divisions). U.S. CMS HL-LHC Upgrade Deputy Project Manager since July 2018. LBNE/LBNF Beamline (~$200M) Project Manager for 8.5 years (2009-
2018). Assistant/Associate Division Head of Accelerator Division for 3/8.5 years
(2006-2018). Professor of Physics for 11 years at TTU, followed by 3 years as Adjunct
Professor (1994-2008). PI/co-PI of successful DOE research proposals. 35 years of experience in the design, construction, operation,
data/physics analysis and management of particle physics experiments and of accelerators/beamlines (E731-Kaon, CDF, Fermilab Accelerator Complex, LBNE/LBNF/DUNE, CMS). Previous Apparatus Leadership on Calorimetry and Trigger Electronics. Reviewer of scientific proposals and projects for past 19 years. Certificates from Booth School of Business on management and
leadership training. B. Sc., M. Sc., and PhD in Physics; L. M. Lederman Fellow at FNAL.

CERN intends to buy Si Sensors from Hamamatsu/HPK for the CMS Outer Tracker (OT), the CMS Endcap Calorimeter (CE) and the ATLAS Outer Tracker. Extensive, two-year long Market Survey (MS-4086/EP) that
started in 2016 and is discussed more later. It was initiated by CERN and was organized in coordination with and significant participation from the U.S. CMS Project Team.
The U.S. Project intends to buy the required Si Sensors from CERN. DOE recommended this to be a procurement action.

The Market Survey was publicly posted by CERN, and alsosent to 15 known suppliers with the required technical expertise. Eight potential suppliers responded, one from the U.S.
(Tezzaron). The U.S. CMS Project Team participated in two phases of SBIRs
to help enhance Tezzaron’s ability to participate. The U.S. CMS Project Team irradiated several prototype sensors
and test structures at RI Nuclear Science Center and tested them to check prototype quality. Several dozen test structures, ~20 small test sensors, and over
40 full sensors were also extensively tested at Brown and Rochester.

Three suppliers (Hamamatsu, Infineon and Tezzaron) passed the first step of qualifications. Hamamatsu and Infineon passed the second step of
qualifications in 2016 (Tezzaron got bought and its foundry no longer available to produce sensors). For third step, each supplier was required to submit samples of
functional sensors for testing (2017). In July 2018 Infineon decided to withdraw from participating in HEP Projects. Hamamatsu’s prototypes met all specifications. An invitation to tender (IT-4504/EP/CMS) for CMS OT Si
Sensors was sent by CERN to Hamamatsu Photonics on April 3, 2019 (similarly for CMS CE). Frame contract between CERN and Hamamatsu signed on
August 23, 2019.

The Acquisition Plan (CMS-doc-13962) Although the expected award for OT is close to but less than
$5M, an Acquisition Plan (AP) was prepared by the Project in collaboration with Fermilab Procurement and General Counsel Office. (Process started in January 2019). The reason was that an MOU is required, and another significant
acquisition for CE sensors is following The OT AP was approved by DOE Fermilab Site Office (FSO) on
October 24, 2019.

The MOU is to cover both the OT and CE Si sensor procurement packages Non-binding MOUs for HL-LHC Accelerator and Detector
upgrades to detail specific scope and responsibilities are contemplated by the existing DOE-CERN international cooperation agreement structure. The AUP MOU was signed in January 2019.
The Fermilab HL-LHC CMS Project Office has been working and continues to work with DOE on finalizing the draft MOU on Si sensor procurement. An extensively reviewed draft of the HL-LHC CMS MOU can be
found in CMS-doc-13968. It is currently at final steps of review by DOE.

Fermilab Procurement shared a draft RFP for the OT sensors with CERN for their comments on January 21. We are discussing with DOE possible MOU modifications so that
certain RFP provisions can be merged within the current draft MOU.
DOE is also working with CERN Legal Service on proposed edits and comments to finalize the MOU. The MOU will be then routed through DOE, including the Offices of HEP, Science, General Counsel and International Affairs, to obtain the necessary authorizations for the Fermilab Director to sign together with the CERN Director for Research and Computing.

The U.S. CMS Project Team will participate in the Quality Control of the sensors (QC centers at the University of Rochester and at Brown University – see P02).

OT Module Mechanical Component Procurement Process

Carbon fiber 20% of the material is in the CD-3a scope. U.S. CMS will buy the
material and lay up panels for the entire HL-LHC CMS upgrade. The procurement will take place through Purdue University. The supplier is expected to be Toray, CA/U.S. - Sole Source. Layups will take place at Fermilab and Purdue University.
Aluminum carbon fiber 20% of the material is in the CD-3a scope. U.S. CMS will buy the
material only for the U.S. part of the HL-LHC CMS upgrade. The procurement will take place through Brown University. Potential suppliers for the material are Parker/U.S. and
Novapack/Europe. PRR for both items to take place at CERN on March 11,
2020

Test results so far provide input for the start of a formal three-step Market Survey through CERN (MS-4588/EP/ CMS) expected to lead to an invitation to tender in Q4 of 2020 (see CMS-doc-13976). PRR took place at CERN on February 13, 2020. Purchase of crystals to take place through CERN, with Italy,
Switzerland and U.S. expected to provide the funding. INFN Rome is expected to perform the quality control for
the crystals (see P04).
