The survey conducted September 26-29 showed binay’s net satisfaction ratings dropping by 15 points, from +67 in June to +52 last month. The survey

showed that a total of 70 percent of Filipinos said they were satisfied with Binay’s performance while 17 percent said they were dissatisfied.

SWS said the +52 score is Binay’s lowest net satisfaction rating since hit-ting a +57 rating in November 2010.

The survey results, which first came out in Business World, also re-flect a dive in Binay’s approval and trust ratings in a recent Pulse Asia survey.

“Our student union decid-ed to carry it out as a program to do something to make the world a better place to live in,” Haim said. “The student orga-nization in other universities and colleges in our country have shown interest in carry-ing out the same program,’ he added.

Israeli ambassador to the Philippines Ephraim ben Mat-ityau, who visited the students in Barangay Magtanggol during their closing activities, lauded their efforts exhibited in their mission.

He thanked Mayor Nestor Alvarez and the other officials who made possible their stay here very successful.

He joined the students in a gift-giving ceremony to the pupils after being shown what the student-volunteers ac-complished in improving the appearance of the school buildings and the play area of the pupils.

ONE of the strongest typhoons in history, Ty-phoon Yolanda battered the Visayas region in 2013, affecting about 11 million Filipinos. But amid the destruction and desolation, an entire world of kindness came together to the country’s rescue, uniting people of all ages and national-ities.

Among those who sent immediate assis-tance was IsraAID, a non-profit, non-govern-mental organization. it deployed a team of medical professionals, post-trauma experts and specialists, to help re-build Ormoc in Leyte, one of the hardest hit areas. Aside from pro-viding medical aid and constructing homes, schools and health cen-ters, IsraAID also offered mental health and psy-cho-social services to help survivors cope with post-traumatic stress.

“The people them-selves are the most valuable component of a community, and help-ing improve their men-tal health is important in rehabilitation. We need to help survivors ad-dress their feelings so they can cope with their situation better,” said AdvaVilchinski, IsraA-iD country Director for the Philippines.“To illus-trate: you can give chil-dren a new classroom, but if they still have fear in their hearts and don’t know how to deal with it, it would be harder for them to learn and con-centrate in class.”

“Our goal is to em-power people to ap-proach the difficulties they feel in an indirect way, especially for those who find it hard to talk about their feelings,” said Adva. “In the case of Filipinos, their resil-ience is truly admirable, but behind this strength is great sadness and dif-ficulty, something that a lot of people often keep to themselves.”

IsraAID also con-ducts post-trauma train-ing courses for teachers, health workers, volun-teers, and firefighters to increase their capaci-ty to understand the im-pact of trauma and uti-lize expressive arts for basic psycho-social in-tervention. “As the first responders in extremely challenging situations, it is important that they are also equipped with the tools needed in order to provide counseling to victims,” said Adva.

Adva added that in-dividuals that have been exposed to a traumat-ic event, whether natu-ral or man-made, would have emotional scars for the rest of their lives. “We cannot erase these scars or make survi-vors forget about what they’ve been through; our goal is to help them

understand and cope with their inner turmoil so they can continue to live their lives,” she said.

IsraAID is now ex-ploring more options to expand its projects and provide long-term sup-port in the Philippines, looking to improve ag-riculture and livelihood, and address issues such as women empower-ment and family chal-lenges. The team is also planning to establish a local chapter so they could monitor progress and tackle future prob-lems more quickly.

“There is still a lot of work to be done and we can use all the help we can get. We’re fortunate to have the support of private companies such as Cebu Pacific,” said Adva. “Their assistance was very crucial for us, allowing us to cut the air-fare costs of our team. This allowed us to ap-propriate our funds well and reach more people in need.”

Apart from IsraAid, Cebu Pacific also sup-ports the GMA Kapu-so Foundation’s proj-ects, including Unang Hakbang sa Kinabu-kasan (an education-al initiative), Give-A-Gift during Christmas, med-ical missions, and re-lief operations in times of natural calamities. it has also partnered with WWF Philippines for the ‘Bright Skies for Every-Juan’ campaign, which supports climate adapta-tion programs in coastal communities.

According to Burchell, foot-ball started in Australia in the 1800s. But the first tournament held in East Asia started only in the late 1980s formed by expa-triate Australians.

This is the second time that the Philippines hosted the cham-pionship. In 2005, the champi-

onship tournament was held for the first time in the Philip-pines at the Manila Polo Club. The annual championship tournament was mostly held in Thailand.

Burchell said football is the biggest sporting event for Australians. “This is the most popular sports in Australia and this is really a tough com-petition in Asia,” he said.

Within the next five years, ALI said it will invest P8 billion for the first phase of the project comprising of a PEZA-registered industrial park, three residential communities – Ayala Land Premier, Alveo Land and Avida Land, two educational institutions – Miriam College of Quezon City and Holy Angel University of Angeles City, and a country club.

By the time of its completion, Alviera is one thriving community of 65,000 residents 20,000 office and industrial workers, and 20,000 students.

“With ALI’s rich legacy in developing integrated mixed-use communities, Porac will be transformed to a masterplanned estate unlike any other in the province and in the whole of Central Luzon.” So declared ALI Vice President Meean Dy in a statement that preceded the Alviera launch at the Ayala-owned Marquee Mall in Angeles City late last month, with no less than brothers Fernando Zobel de Ayala, ALI chair, and Jaime Augusto Zobel de Ayala, Ayala Corp. chair, in personal affirmation of Dy’s declaration.

“Makati, Nuvali in Laguna, and Bonifacio Global City in Taguig all stand as a testament to the kind of development the region can expect from Alviera.” As though any further convincing was needed from Dy.

Makati, so is generally conceded, was birthed and bred by the Ayalas. Wherever the Ayalas therefore set even but their toehold, becomes another Makati. With all its cosmopolitan symbolisms and synonyms of luxury and wealth.

Porac appears so blessed, having caught the eye of the Ayalas. By the accident of geography, despite its local government’s unmaking. But that is another story.

MABALACAT CITY. As early as his third term… or was it the fourth, or the fifth, or the sixth… whichever, anyways, Mayor Marino “Boking” Morales has arrogated upon his domain the honorific “The Next Makati North of

Manila.”Not so much to attract the Ayalas to invest, as

to make Makati as the template of development in Mabalacat. Hence, the visioning of a central business district in the northern part of the city with the Xevera development – where the new city hall is located – as one hub.

To make this happen, Morales said his city would adopt the World Bank’s “City Development Strategies” which he called the benchmark and model for fast-rising global cities. He even had a price tag for his Makati dream: P3 billion, which unfortunately, he did not say from where it would be sourced.

This notwithstanding, everything about Morales, anything about Mabalacat have since orbited around the leitmotif that is “The Next Makati North of Manila.” Serving, indeed, as the clarion call, the very cause of cityhood for Mabalacat in 2012.

Two years hence, “The Next Makati North of Manila” remains Morales’ pipe, if not wet, dream.

So should the city cede that title to Porac altogether now? Not by a long shot, from the corner of some keen political observers.

Absent of the Ayalas even, Mabalacat City can still lay as much claim to being the “Makati of the North” as Porac.

As Makati is as much the Ayalas’ as the Binays’. And in that latter aspect does the “Makati of the North” for Mabalacat City gain proper credence.

The binays’ full control of the reins of Makati finds parallelism with Morales’ viselike grip on governance of Mabalacat.

The Makati mayorship having been held since 1986 in succession by Jejomar Binay for three terms, his wife Elenita for a single term, by her husband again for three terms, and now by their son Jun-Jun already for two terms.

The Mabalacat mayorship having been held by Morales, alone, since 1995, and still counting. Some shared destiny there.

Given then that Mabalacat City is the “Makati of the North,” it follows that Morales is the “Binay North of Manila.”

So Pulse Asia posted that proposition, and the survey shows:

At the national level, 36 percent disagreed. 29 percent agreed. 34 percent were undecided.

For Metro Manila, 36 percent disagreed, 30 percent agreed, 33 percent were undecided. Of the rest of Luzon, 45 percent disagreed, 22 percent agreed, and 33 percent were undecided.

In the Visayas, 29 percent agreed, 26 percent disagreed, and 43 percent were undecided. In Mindanao, 43 percent agreed, 26 percent disagreed, and 30 percent were undecided.

Pulse Asia assessed: “Big pluralities in the rest of Luzon and Class ABC (45 percent and 43 percent, respectively) are inclined to think that President Aquino has failed to adhere to his ‘Tuwid na Daan’ policy. As for Visayans, the plurality sentiment is one of ambivalence (43 percent). And in Mindanao, a big plurality of residents (43 percent) say the President has fulfilled his promise to follow a straight path as the country’s leader.”

Two out of five Filipinos feeling BS Aquino III failed in walking the straight path he promised to tread. And the Palace claims hearing voices clamouring for a second term. Yeah, in Mindanao maybe, where the wind and the forests have their own voices.

SlipA RECORD low in the public satisfaction rating of Vice President Jejomar binay, so a Social Weather Stations survey revealed on Monday.

Binay’s net satisfaction ratings dropped by 15 points, from +67 in June to a still very good +52 last month. SWS noted though the +52 score is the Veep’s lowest net satisfaction rating since hitting a +57 rating in November 2010.

The SWS poll results were in effect a validation, if not an affirmation, of the earlier survey results of Pulse Asia that showed Binay’s rating dropping 10 percentage points to 31 percent in September from 41 percent last June.

Both surveys were conducted at the time of the Senate Blue Ribbon Subcommittee investigation of the alleged overpricing of the P2.2-billion Makati City Hall Building 2.

We can only imagine how much lower has Binay’s preference rating gone after last week’s expose of the family hacienda in Batangas.

Jose Yulo, as Chief Justice of the Supreme court, administered the oath to laurel. Following the inaugura-tion, in afternoon of this day, the Japan-Philippine Pact of Alliance, providing for politi-cal, economic as well as mil-itary cooperation between Ja-pan and the Philippines, was signed by the Laurel adminis-tration.

Filipinos suffered greatly from Japanese brutal-ity, including loss of lives and monstrous physical destruc-tion by the time the war was over. An estimated one million Filipinos had been killed, and Manila was extensively dam-aged.

The Filipinos continued fighting until Japan signed the terms of surrender to the unit-ed States on September 2, 1945 on board the battleship Missouri at Tokyo bay.

MABALACAT CITY - Tricy-cle equality is slated to be the norm in this city’s streets.

Mayor Marino Morales has advised tricycle owners here to prepare for the imposition of a local ordinance requiring all local tricycles to have a clear-ance of no less than 10 inches between their flooring and the ground.

City Ordinance No. 25 was passed amid passen-gers complaining of tricycles with low sidecars that hit the ground during their ride. This also endangers the safety of passengers, said local board members who backed the or-dinance.

Morales reminded the thousands of tricycle owners and drivers here that the law provided them six months to make the necessary adjust-ments in their tricycles, more popularly known to local folk

The ordinance imposes a

“This ordinance is to pro-vide convenience to the riding public who don’t feel secure riding trikes with low sidecars which is also more difficult to board and alight from. CABANATUAN CITY – Work-ers on a road re-blocking proj-ects in a section of Maharlika Highway in Barangay Bangad here have to endure more than the sun burn and sudden rain-falls – badmouthing by irate commuters.

Jun, a laborer, admitted being hurt when they hear un-savory words from motorists stuck for 30 minutes or so in traffic during rush hours as they conduct the repair of por-tions of the newly re-blocked road, also known as Nueva Ecija-Aurora Road.

“As we speak, we are already working on putting up a dedicat-ed call center number to receive and respond to inquiries, complaints and other customer ser-vice requirements of the more than 166,000 con-sumer-members of Pel-co 2 before the end of the month,” Uy said in response to consumer complaints that they are at a loss on where to file their complaints. “This

Uy also revealed of plans to put up the electric cooperative’s head office here where it serves 60 percent of its consumer-members. Pelco 2 covers six mu-nicipalities – Guagua, Lubao, Porac, Sta. Rita, Sasmuan and bacolor and this city.

General Manager Ama-dor Guevarra explained that the one-month dis-connection policy being implemented by Pelco 2 is an old rule of the Ener-gy Regulatory Commis-sion (ERC) as per Article 32 of the Magna Carta for Residential Electricity Consumers covering all electric cooperatives and private distribution utili-ties in the country.

“The power supplied to the cooperative by its providers should also be paid after one month, thus we need to collect during the same period

too,” he said.Pelco 2 handed over

its management to Com-stech last June via the Investment Management Contract (IMC) scheme developed by the Na-tional Electrification Ad-ministration (NEA) con-sistent with its authority under PD 269 and RA 10531 in order to rescue ailing electric coopera-tives. Guevarra remains the cooperative’s gener-al manager.

Before the manage-ment handover, Pelco 2 is deep in debt, owing more than P2 billion from its

power suppliers, includ-ing the San Miguel Ener-gy Corporation (SMEC), which already issued two disconnection notices to the cooperative.

According to Guevar-ra, the management han-dover through the IMC by Comstech has not altered the character of Pelco 2 as a cooperative, with its board of directors fully functioning as its policy making body.

“With better manage-ment and improved reve-nues, our members can also expect better ser-vices,” he said.

Paniqui Mayor Miguel Rivilla noted this, after a recount of votes cast in the 2013 polls in his town allegedly showed that PcOS machines used in his town purportedly erred by 3,684 votes in the mayoralty race.

“if this is true, it would put under question the credibility of PCOS ma-chines,” Rivilla said in a press conference here with the Capampangans In Media, Inc. (CAMI).

The comelec is plan-ning to buy more than 120,000 new PCOS ma-chines worth almost P11 billion for the 2016 presi-dential elections.

The recount was pe-titioned by rival Rommel David of the Nationalist People’s Coalition (NPC) who lost by over 3,000 votes to Rivilla, who ran as independent in the last mayoral elections in Paniqui, a first class town in the northern 1st district of Tarlac.

15 clustered precincts showed Rivilla with 4,238 votes, but the recount al-legedly showed only 554 of the mayoral votes were valid, while the oth-er 3,684 ballots were in-valid allegedly because their spaces for mayor were double shaded.

“If they were double shaded, the PcOS ma-chines should not have counted the votes for mayor in the first place,” Rivilla noted. He, how-ever, expressed suspi-cion that the recounted ballots were tampered with by double shading for the recount.

He noted that only votes in his favor were double shaded and thus invalid.

Rivilla said that be-fore the recount, his camp wanted the pic-ture ballots in the PCOS machines’ cF cards to be used, but this was not granted by the Re-gional Trial Court (RTC) in Paniqui. “It would be

harder to tamper with the picture ballots,” he not-ed.

Rivilla noted that af-ter he was reelected for a third term last year, Ra-mos filed twice an elec-toral protest against him before the local RTC which dismissed both complaints.

He noted that David filed for the third time a similar protest before the same RTC when Ben-guet province Judge Agapito Laoagan Jr. was appointed to Paniqui as assisting judge. Laoag-an handled the elector-al case and ordered the recount of mayoral votes which showed David al-legedly won by some 600 votes after the al-legedly double-shaded ballots were declared in-valid.

Mayor Rivilla, now on his third term, hinted that he is seriously consider-ing seeking a congres-sional seat in 2016 in what he described as his “response to the clamor of his constituents.”

Should he pursue this plan, Rivilla and his “Un-cle Henry” would surely be on a direct collision course, a pattern of polit-ical rivalry now prevalent among political family dynasties in the country.

ANGELES CITY- This premier city’s twin fiesta cele-bration for this year more popularly known as “Fies-tang Kuliat” features not only the traditional arts and culture showcases but more importantly religious rites and the first “Traslacion” of the Apung Mamacal-ulu (Merciful Lord).

The twin fiesta celebration is in honor of the Nuestra Senora del Santisimo Rosario de La Naval de Angeles on October 12 and the Apung Mamacalulu on Oct. 24.

The Traslacion of Apung Mamacalulu will be held for the first time on October 25 where the stat-ue of Apung Mamacalulu depicting the burial of Je-sus Christ will be moved from its Shrine in Barangay Lourdes Sur to the Holy Rosary Parish Church in Ba-rangay Sto. Rosario, a distance of 2.3 kilometers.

On October 30, it will be returned to its Shrine in time for its feast on the last Friday of October.
