In continuation of this office's notice of even No. dated 01106/2015 for AMC ofcomputer, Printer and UPS, and rate for supply of coniputer peripherals it is herebyinformed that the date of opening of quotations on the above subject has been extended to26/06/2015., Please furnish your quotations for Annual Maintenance Contract forComputers, Printers UPSs, and supply of peripherals as mentioned in Annexure -B. -2-Procedure for Submission of Sealed Quotations

The tenderer must submit their tender in three parts in separate wad sealed coversprominently superscripted as Part 1- Bid Security, Par II- technical Bid and Part III-Financial Bid, also indicating on each of the cover the Tender No. date & time asmentioned above.

BID SECURITY (BS) (COVER I)

Bid Security of Rs. 10,000/- as mentioned above shall be placed in cover-I, BS furnishedby all unsuccessful tenderers would be refunded normally within one week of acceptanceof award of work to successful tenderer. BS shall not carry any interest. BS will be,forfeited if the tenderer revokes his tender within the validity period or increase hisearlier quoted rates or tenderer does not commence the work within the stipulated periodafter the orders.

TECHNICAL BID (COVER II) (ANNEXURE -A)

All technical details for the above with complete details regarding essential documents asasked for under requirements of Annexure A, shall be enclosed in Part-Il Technical Bidalong with the copy of the tender specification and with other Annexure duly signed andstamped as a token of acceptance of tender condition.

Financial Bid (COVER III)(ANNEDURE -B)

The Price bid must contain all the taxes applicable viz service tax etc. and should bequoted along with the rates, both in words and figures (part III Financial Bid) the ratesshould be quoted separately for each type of Computer, Printer,UPS and supply ofperipherals as shown in Annexure B.

These three separate covers i.e. cover-I, II and III shall together be enclosed in a fourthenvelope and this sealed cover envelope shall be superscripted with Quotation forcomprehensive AMC for Computer (Desk Top, Printer and UPS and supply ofperipherals. Quotations not received in line with the above are liable to be rejected.

Selection Procedure: The selection shall be made by a bid evaluation committee basedon 60:40 weightage given to technical and financial bids. Financial bids of onlytechnically qualified firms shall be opened.

Initially the work to the successful bidder will be awarded for one year which can beextended further for one more year, if the services/work found satisfactory.The right to reject any or all quotations is reserved with Head of Office,ESD,AIR,NewDelhi without assigning any reason. The site of the work can be seen on any working daybetween 1O~00AM to 5:00 PM. It will be presumed that every participating bidders hasread Annexure A (Scope of work description) Annexure B ( Terms & Condition)Annexure C (Technical Bid) and Annexure D (Price Bid) Carefully .

Annexure AScope of work

The maintenance will be of hardware and software like XP, Vista, Windows 7,Windows 8, MS Office 2003, 2007,2010,and 2013 Windows server 2008, anti-virussoftware, etc. browsers like Internet explorer, Google Chrome, Mozilla firebox, Prasaraksoftware installation/removal of any software/hardware purchased by the office from timeto time, Moreover the firm will also have to provide services as follow.

1 Upkeep and maintenance of the hardware installed.2. To provide and maintain the required drivers, CDs and DVDs for maintaining the

equipment.3. Repairs to be carried out at the location of equipment.4. If computers are needed to be taken to work shop for repair etc.for more than

one(1) day, standby arrangement are to be made immediately by the serviceprovider.

5. The Service Provider shall maintain adequate stock of the substitute equipment'son an average, they shall have to maintain substitute reserve to extent of 2PCs(Configuration:-Minimum i3 processor, 2 GB RAM, 500 GB HDD TFTMonitor), 2 Printers(Laser jet) and 2 UPSs, etc at the site.

6. The firm should make its own arrangement to shift the equipment includingpicking up & dropping up of equipment.

7. Shifting of equipment as and when required.8. Any'other maintenance work to be undertaken related to computers, Printers

UPSs and and other hardware mentioned above in the list (annexure B )9. In case ESD desires to shift any system from one place to another, within the

same office, engineer( S) will be made available by the Bidder for the purpose ofdismantling, pre-shifting inspection, post-shifting inspection, installation etc.

10. Upkeep and proper coordination with all the lease line service provider(MTNLand PGCIL line used for internet, NIC.etc) along with the respective vendors forsmooth functioning of the network, i.e. from service provider end-via-server-user's end (e.g. connectivity between MTNL and PGCILIany other-last mileconnectivity-sever-desktop, as the case may be) .

TECHNICAL BID

1. The firm should have at least 5 years experience of taking AMC of Computers,Hardware and other peripherals like Printers, UPS, Monitors etc in largeGovernment OrganizationiPSUs.

2. The company should be have a previous maintenance contract for at least threeyears with a Government Department/PSUs/Ministry in Delhi.

3. The firm must be registered with registrar of Companies.4 Income Tax return copies for the last two year must be attached along with Pan

No./TIN No./Service Tax No. Etc.5. The bidder should submit the copies of audited balance sheet and profit & Loss

Account for last two year Certified from CA. .6. The bidder should bid directly without any consortium and no third party

outsourcing is allowed.7. The Bidder should not have been Black listed from any Government Office in

India.8. Bidder must have handled AMC services for reputed Companies for, PCs,

Servers, Printers, UPS ,Security firewall, Desktop virtualization, Severvirtualization etc.

9. Bidder shall provide a list of Engineers deployed AT ESD with the copy ofqualification certificate, contact address, telephone No.s and two copies ofpassport size photographs and other requisites to the satisfaction of ESD,

10. Any firm will not be allowed to participate in the bid, if the firm is having anypending issue/disputes in this office, like pending of work, technical, financialissues etc.

If the firm meets the above technical requirements, it may apply as per theschedule given above in a duly sealed cover with IRed Lac with mentioning outside theenvelop" Technical Bids for AMC of Computer ,printer, UPS and its accessories.

Terms and conditions of Annual Maintenance Contract forhardware(Computers, Printers, UPS as per the list Annexure-B

1 The Annual Maintenance Contract(thereinafter referred to as AMC) signedbetween the External Service Division, all India Radio, new Delhi ( thereinafterreferred to as ESD) and Service Provider(thereinafter referred to as SP) coversround the clock all the working hours a year. It shall be an all-inclusivecomprehensive maintenance contract of computers, Printers, UPSs details givenin Annexure-B It shall be ensured print sharing services, internet access on LAN,UPS and any other service running on the LAN are maintained all the workinghours without any interruption. .

2. The Comprehensive AMC shall be valid for a period of One year from the date ofsigning the contract by both the Parties.

3. The successful Bidder has to give an acceptance to the letter of intent/offer letterawarding the Contract issued by ESD within 7 days from the date of issue ofLetter of intent/offer letter.The Maintenance will be of hardware and software like Windows XP, WindowsVista, Windows-7, Window-S, MS Office 2003,2007,201 O,and 2013, antivirusSoftware, Internet Explorer installation removal of any software/hardwarepurchase by the office from time to time. More over the firm will have to providethe services as follows:1. Upkeep and maintenance of the hardware installed.11. To provide and maintain the required drivers, CDs and DVDs for

maintaining the equipment.Ill. Repairs to be carried out at the location of equipment.IV. Shifting of equipment as and when required.v. If computers are needed to be taken to work shop for repair etc. for more

than one(1) day, standby arrangements are to be made immediately.VI. the firm should make its own arrangement to shift the equipment including

picking up and dropping of equipment.Vll. cleaning of all equipments using dry vacuum air, brush soft muslin

clothes.Vll1. checking, testing and submit the status of UPS and its batteries, including

power supply condition such as earthing etc. for proper grounding andsafety of equipment.

IX. Any other maintenance work to be undertaken related to computers,Printers, UPSs and other hardware mentioned in list (annexure B)

x. Providing basic training on the use of PC to user, if required.

5. SP will make stand by arrangement immediately if computers, Printer and UPSsare needed to be taken to workshop. If the firm fails to make any standby

arrangement within 24 hours, a penalty @ Rs.I00/- per day will be imposed andwill be deducted from AMC charges.

6. The Security Deposit will be forfeited in case the Bidder is found to be sub-contracting the services related to AMC services and the Contract will beterminated forthwith and advance paid be refunded in full by the Bidder.

7. It is not necessary that ESD purchases the computer peripherals/spare parts fromthe vender mentioned at annexure-B who will be awarded with this AMCcontract.

8. Replacement of Unserviceable parts i.e. SMPS, Motherboards, hard disks, CDROM, Writers, RAM, CPU, Monitors etc. should be replaced only with new,original & compatible parts of the same OEM. the Same should be essentiallyequivalent in performance to the replaced ones.

9. The SP will be required to maintain the current software configuration of theLAN and reconfigure the network whenever required to update and make it moreefficient.

10. During the currency of AMC ESD can add more nodes. However, ESD mayremove any machine from the list ofmachines(nodes) without assigning anyreason at any stage.

11. As regard Comprehensive AMC of computers and its accessories, it will cover allcomponents including PCs, Servers, Printer, UPSs. Systems along with thefollowing components:

CPU/Motherboard/HDD including media of Hard disk/CD ROM DVDROM/HDD/RAM, Cabinet.Picture tube of Monitor/VDU ofCRTs and all components ofTFT Monitors.connecting data cables and Power cables.all parts of printers i.e. cables, fuser, assembly, Teflon pressure roller, printingHeads and all other plastic parts.all plastic parts of computers, printer and UPSs are covered in this AMC.Computer Key boards and mouse will not be part of this AMC. Batteries of UPSswill also not be the part AMC. Separate rates for battery of UPSs may also bequoted. No separate charges would be applicable for installation/replacement ofbatteries.The Contractor shall depute an adequate member of well qualified engineer whocan hlaintain the equipment listed in annexure _B properly. They should be fullyequipped with necessary tools for the job. Failure to employ well qualified andcompetent personnel shall be enough ground to cancel the AMC.In case any engineer goes on leave a substitute engineer equally experiencedshould be provided by the firm.

14. Bidder shall take proper workmen compensation insurance for the contract periodfor the staff deployed at ESD locations. Bidder shall be responsible for thediscipline and conduct of the staff deployed at ESD. The staff deployed by theBidder shall be the responsibility of the Bidder at all times and it is expresslyunderstood that such staff shall be the employees of the Bidder at all times.

15. The successful bidder will not be allowed for frequently changing the hardwareengmeers.

16. The engineers shall sign the complaint register after attending to the problems.The complaint register would clearly define the nature of complaint, location ofoffice and Room No. and time taken for rectification of a complaint. The engineerare also required to get the complaint register signed by the respective end users.

17. Bidder would provide the staff deployed at ESD with proper communicationdevice like mobile phone etc. and other amenities essential for prompt andefficient performance of the services contemplated under the Contract by theBidder. Bidder shall also provide and ensure that manpower deployed for the jobhave their police verification done, and are provided with suitable ID Card wileworking within the ESD premises.

18. During the AMC period, if the scope of work is diversified then the AMC holdershall have to provide the requisite caliber engineer to this office and no additionalamount will be paid. More over the number of engineers will remain same.

TERMS OF PAYMENT

1) Payment of maintenance shall be made on quarterly basis, the payment will be madeas per the following terms on production of the requisite documents:-

2) No advance payment shall be made under any circumstances.3) The quoted prices shall not be revised during the period of contract under any

circumstances.4) Penalty and liquidated damages shall be deducted from the monthly/running payments

JURISDITION

The Jurisdiction for the purpose of settlement of any disputer or differenceswhatsoever in respect of or relating to or arising out of or in any way touching thiscontract or the terms and condition thereof or the contraction/interpretation thereofshall be that of the appropriate court in New Delhi. the Jurisdiction of any other courtother than Delhi is specifically excluded.
